TRIHRA Board Update Julie Ryan, President
A long and snowy winter heightens the sweetness of
spring. The days are longer, the nights are warmer
and we can finally put our heavy coats and gloves in
the back of the closet.
As we look forward to sunning ourselves on newly-green lawns, visible from our
office windows, we can quickly be brought back to reality by the ever changing
landscape of employment law. As HR Professionals, we need to anticipate the
changes and challenges coming and be ready with sound solutions. It’s our time to
lead!
Have you started planning for the potential DOL regulations resulting in
amendments to the Fair Labor Standards Act? The Department of Labor is
expected to issue new rules that raise the eligibility ceiling for overtime pay from its
current $23,660 annually to as high as $50,440? The final rule should be released
by mid-2016.
Have changes to the “Fair Credit Reporting Act” required you to make changes in
how you do your background screening and how you use that information? Are
you ready for phase 2 of FCRA? Have you re-trained your front-line managers on
the new Non-Retaliation for Disclosure of Compensation? Have you figured out the
tangled web of FMLA regulations and are you ready for more changes? Will more
states sign into law the, “Ban-the-Box”, this year? Will a national living wage be
introduced and are you getting ready for the potential “gender pay reporting”?
To be ready, we must first prepare. This is where your TRIHRA membership
shows its value. Our TRIHRA committees are focused on preparing you to meet
the challenges of the ever changing world of Human Resources, by preparing
programs that provide you with up-to-date and relevant information. We want to
help you make knowledgeable decisions, in a constantly shifting business climate.
In a tightening labor market and a shrinking talent pool, we are painfully aware of
how important it is to retain and engage our most valuable assets, our employees.

The summit will be held Thursday May 19, 2016 from 8 a.m.-4:30 p.m. at the Hotel
Julien.
Join us June 9th, as Melissa Wright, with the Federal Department of Labor, will
present an overview and recap on the Family Medical Leave Act, including Military
Leave under the FMLA. Information regarding enforcement and compliance will be
included. The two hour program will be from 11:30am to 2:00pm, at the Diamond
Jo - Harbor Room in the Port of Dubuque.
It’s not too early to start planning for the Iowa SHRM State Conference. This
year’s theme is “Tackling HR – What’s Your Game Plan?”, and will be held at the

Young Professional Advisory
Council TriState HR Association member selected for SHRM Young
Professional Advisory Council.
Jessica Gofforth (Dubuque, Iowa) HR business partner at Bemis
Company, Inc. was one of fifteen young professionals elected to serve
on the Society for Human Resource Management’s (SHRM’s) highly
selective Young Professionals Advisory Council (YPAC) for a one-year
term, beginning on Jan. 1, 2016. SHRM received 163 applications for
only 15 spots on the council. The role of the council is to advocate for
SHRM’s young professional members (30 years old and younger) and
provide guidance to SHRM for attracting and retaining nonmember
young professionals.

Personnel Assistant

Hello, I have been working in Human
Resources for the past 17 years. For the
past 7 years, I have been employed at the
City of Dubuque as the Personnel
Assistant. My main areas of responsibility
include: Payroll, Benefits, HRIS,
Compliance, and Worker’s
Compensation. Every day is completely
different and I am always ready for the
unpredictable.
Over the past 17 years, I have worked in
many areas of HR but my primary
emphasis has been in benefits and
payroll. Aside from these two being my
favorite areas, I also enjoy the research
and compliance that goes along with
it. My true reward comes from helping
others through difficult times and perhaps
making a small difference in their life.
I have received many benefits from
TRIHRA, even back when I was a student
member 20 years ago. Many of the same
members are still involved in TRIHRA and
I enjoy these connections. I must state
that I appreciate the current and relevant
monthly meetings. Additionally, I also
enjoy professional input from others as we
find our way through the evolving HR field.
If I had to give someone advice as they
enter the HR world, I would tell them to
make many new contacts in and outside
of your field. Don’t be afraid to network
and ask questions. HR representatives
enjoy seeing your ambition and curiosity.
In order to maintain a work/life balance, I
try to spend as much time as I can with
my two boys, Joe and Carson, and my
husband, Bob. I like the simple things in
life, so a weekend at home is just fine with
me. However, we do take mini-vacations
and also camp once or twice a month. To
conclude, I will share some info others
may not know about me. Professionally,
before I worked in HR, I worked in Public
Accounting since I was a
teenager. Personally (now this is funny), I
actually enjoy collecting stickers with my
boys and I still treasure my old sticker
collection from the 80’s.

The term "Interactive resume" is starting to get some traction. As someone working
in the Tech industry, I have started to see resumes come alive, and frankly, waking
me up from the hum-drum of the typical professional resume.
Recently, an article from LinkedIn was pointed out to me. I clicked on the link with
little expectation, and soon found myself immersed in a journey of skill-sets, work
history, and yes...a bit of nostalgia.
I am not sure all of us are ready for the below example of an interactive resume;

Melissa Wright, with the Federal Dept of Labor, will present at TriHRA's program on June 9,

This presentation will be an overview and recap on the Family Medical Leave Act, including Military

MELISSA WRIGHT is the Community Outreach & Planning Specialist (CORPS) for the Des
Moines District of the US Department of Labor’s Wage and Hour Division. The Des Moines District
encompasses all of Iowa and Nebraska. Melissa was an Investigator for almost five years prior to
becoming the CORPS and conducted many complex investigations relating to the Fair Labor
Standards Act, Family Medical Leave Act, Davis Bacon Act, Service Contract Act, and Migrant and
Seasonal Agricultural Worker Protection Act. She graduated from Drake University and has earned
both her Bachelor’s and Master’s Degrees in Public Administration.
This program has been submitted to the HR Certification Institute (HRCI) for review.
DOL Overtime Rule Changes Expected This
Summer Later this summer, the US Department of Labor is expected to release its much-anticipated final rule that will raise the white collar overtime exemption threshold under the Fair Labor Standards Act (FLSA). The revised overtime pay regulations would increase the salary threshold for the overtime exemption from $455 a week ($23,600 annually) to $970 a week ($50,440 annually). As a result of this regulation, businesses will need to start tracking hours for exempt salaried employees who are at or below the $50,440 threshold. Experts suggest businesses should have a plan in place for each of these employees, as they may become eligible for overtime pay. Depending on their current salary, their role, the classification of their role, and the number of hours they work, each employee will have a different outcome. Employers should communicate the possible changes to employees now to prepare them for the potential impact. Let employees who could be impacted know there is a chance they may be reclassified to nonexempt. Train managers prior to the communications so they can be prepared to answer employee questions, and have employees assist in tracking their own hours, as some employees may have to work from home after hours and on the weekends. In the meantime, on March 14, House and Senate Republicans stepped in and introduced legislation March 17 calling for the rule to be stopped in its tracks. The Protecting Workplace Advancement and Opportunity Act (S. 2707 and H.R. 4773) would:
Nullify the proposed rule.
Require the DOL to first conduct a comprehensive economic analysis on the impact of mandatory overtime expansion to small businesses, nonprofit organizations and public employers.
Prohibit automatic increases in the salary threshold.
Require that any future changes to the duties test must be subject to notice and comment.

"My advice for anyone planning on taking the SHRM professional
certification exam is to purchase the SHRM Learning System. If you
are like me with limited time to study, taking the pre-test exams helped
me focus on my weakest areas. The SHRM Learning System, online
portion, has questions for each section that help you test your
knowledge after you have read the material. A week before the exam,
take the post-test exam online over and over again. It really helps you
understand how the questions will be asked and how to answer them."
