ORDINANCE DECLARING CERTAIN CITY OWNED PROPERTY AS SURPLUS AND DIRECTING THE COMPTROLLER TO DISPOSE OF SAID PROPERTY

The City of Troy, convened in City Council, ordains as follows: Section 1. Pursuant to §C-41 (B) (8) of the City Charter, the item of City owned property,

described in the attached memorandum is herein declared to be surplus and the City Purchasing Agent or a designee, is hereby authorized and directed to sell all said property.

Section 2. The said property shall be sold “as is” for the highest bid price and on such

additional terms and conditions as shall be set by the City Comptroller. Section 3. If no bidder or bidders are interested in any or all of said property, the City

There has been an inquiry to purchase a portion of tax map #112.22-4-19. Attached please find a copy of the tax map with the portion of the property requested to be declared surplus in bold (Approx .47 acres) plus I am requesting the portion of land(40 x 100)( .09 acres) which has Canal Ave written on it, be declared surplus as well to avoid making a land locked parcel. Chris Brazee, from the Department of Public Works, highlighted the utilities on the map with blue and green lines. Chris noted it was ok to surplus the property except for several feet on the eastern side of the curb on St. Vincent’s Ave to maintain the path of the water main. If this request is approved by the Council, then the parcels would be publicly advertised for sale with the understanding that the potential purchaser have a survey done according to the above mentioned parameter. ORDINANCE AMENDING THE CODE OF THE CITY OF TROY TO ADD CHAPTER 145: DOMESTIC PARTNERSHIPS

The City of Troy, in City Council, convened, ordains as follows: Section 1. The Code of the City of Troy is hereby amended to add the following: Chapter 145: Domestic Partnerships 145-1. Purpose and Intent It is in the best interest of the City of Troy to publicly recognize and support all family units and committed relationships. The establishment of an official designation of “domestic partnership” distinguishes and respects the rights of citizens who for any reason choose not to marry, but who share domestic life together and intend to mutually support one another on a continuous basis. This designation will assist those with a registered “domestic partnership” to seek benefits and other privileges. 145-2. Definitions.

DOMESTIC PARTNERSHIP

A relationship between two persons who share a common domestic life but are not married and who have filed an affidavit with the City Clerk as provided for in this chapter.

145-3. Requirements A. Both individuals are 18 years of age or older, with at least one form of proof. B. Both individuals attest that:

a. They are not related in a manner that they would be prohibited from marriage in New York State. b. They are not legally married to anyone else. c. They are each other’s sole domestic partner and that they have not held a previous domestic partnership in the prior year. d. They have been living together for at least six months, with at least one form of proof. e. They have joint responsibility for basic financial obligations, with at least one form of proof.

f. They are indefinitely committed to living together and mutually supporting one another financially, physically, and emotionally. g. They are competent to enter a contract, of sound mind and without coercion.

C. Both parties agree to file a termination statement to dissolve the domestic partnership within 30 days after cohabitation has ended. D. The City Clerk shall determine the acceptable forms of proof required for documentation. 145-4. Process. A. A statement of domestic partnership shall be executed at the City Clerk’s office by both individuals under oath and penalty of perjury as to each of its declarations. The City Clerk shall require documentary evidence or testimony under oath in support of one or more of the declarations, pursuant to regulations promulgated by the City Clerk. B. A statement of domestic partnership shall be executed on a form provided by the City Clerk, and shall be effective as of the date of its filing. C. A statement of domestic partnership which contains a false or fraudulent declaration by either of the individuals executing it shall not be effective notwithstanding its filing by the City Clerk and shall be voided by the City Clerk; provided, however, that the City Clerk shall not void a statement of domestic partnership without first providing the individuals who executed it notice of the alleged false or fraudulent declaration and an opportunity to explain or rebut the allegations, pursuant to regulations promulgated by the City Clerk. 145-5. Fees. A. The City Clerk shall charge a fee of $30 for the filing of a statement of domestic partnership or a termination of domestic partnership. Payment of the fee shall entitle the payor to one Certificate of Domestic Partnership. The City Clerk shall charge a fee of $10 for providing an additional certified copy of the certificate at any time. 145-6. Records. A. The City Clerk shall maintain a log of domestic partnerships and terminations of domestic partnerships by name of each individual and date of filing in a format designed to facilitate access to such statements. The City Clerk shall treat all information of a personally identifying nature relating to an individual as a matter of personal privacy exempt from disclosure under the Freedom of Information Law. 145-7. Termination. A. Either individual in a domestic partnership may terminate the domestic partnership by executing and filing with the City Clerk a termination of domestic partnership in which the individual declares the following:

(1) The domestic partnership has been terminated and the individuals are no longer living together.

(2) The individual terminating the domestic partnership has notified the other domestic partner of the termination in writing.

(3) Written notice of the termination has been received by the other domestic partner at

least 30 days immediately prior to the filing of the termination of domestic partnership.

B. A termination of domestic partnership shall be executed before the City Clerk or a designee under oath and penalty of perjury as to each of its declarations and shall be certified by the Clerk or a designee. The City Clerk may require documentary evidence or testimony under oath in support of one or more of the declarations, pursuant to regulations promulgated by the City Clerk. C. TO: City Council and Mayor Patrick Madden FROM: Mara Drogan, City Clerk, and Rachel Carter, Deputy Clerk DATE: October 18, 2019 RE: Proposed Legislation regarding Domestic Partnerships The City Clerk’s Office gets inquiries about domestic partnerships on a monthly basis. For a number of reasons, couples may choose not to formalize their relationship through the institution of marriage, but nonetheless share domestic life and support one another financially, physically, and emotionally. Registering as domestic partners would afford them access to certain benefits such as health insurance and rights of visitation or survivorship. While NYS Domestic Relations Law does not include domestic partnerships, the NYS Consolidated Public Health Law does recognize and define this status:

New York State Consolidated Public Health Law, Article 29-B, Section 2961: 6-a. “Domestic partner” means a person who, with respect to another person: (a) is formally a party in a domestic partnership or similar relationship with the other person, entered into pursuant to the laws of the United States or of any state, local or foreign jurisdiction, or registered as the domestic partner of the other person with any registry maintained by the employer of either party or any state, municipality, or foreign jurisdiction;  or (b) is formally recognized as a beneficiary or covered person under the other person's employment benefits or health insurance;  or (c) is dependent or mutually interdependent on the other person for support, as evidenced by the totality of the circumstances indicating a mutual intent to be domestic partners including but not limited to:  common ownership or joint leasing of real or personal property;  common householding, shared income or shared expenses;  children in common;  signs of intent to marry or become domestic partners under paragraph (a) or (b) of this subdivision;  or the length of the personal relationship of the persons.

Many cities and towns in New York State, including Albany, register domestic partnerships. NYS allows its employees to register domestic partners in order to obtain benefits. (See Appendix B for a brief overview.) We propose that the City of Troy amend the City Code to allow our office to register domestic partnerships. We modeled this legislation on the requirements developed by the NYS Civil Service Employee Benefits Division and the City of Albany. We anticipate that the revenue impact would be minimal. Based on the number of inquiries we receive, we would expect to register less than twenty per year at $30 each. But as we state in the “purpose and intent” section of the proposed chapter, we believe it is in the best interest of the City of Troy to publicly recognize and support all family units and committed relationships. We hope that you will support this proposal and that it may be referred to committee in October and ultimately to the Regular Meeting on November 7. Thank you.

(a) is formally a party in a domestic partnership or similar relationship with the other person, entered into pursuant to the laws of the United States or of any state, local or foreign jurisdiction, or registered as the domestic partner of the other person with any registry maintained by the employer of either party or any state, municipality, or foreign jurisdiction;  or (b) is formally recognized as a beneficiary or covered person under the other person's employment benefits or health insurance;  or (c) is dependent or mutually interdependent on the other person for support, as evidenced by the totality of the circumstances indicating a mutual intent to be domestic partners including but not limited to:  common ownership or joint leasing of real or personal property;  common householding, shared income or shared expenses;  children in common;  signs of intent to marry or become domestic partners under paragraph (a) or (b) of this subdivision;  or the length of the personal relationship of the persons. Each party to a domestic partnership shall be considered to be the domestic partner of the other party. “Domestic partner” shall not include a person who

is related to the other person by blood in a manner that would bar marriage to the other person in New York state. “Domestic partner” also shall not include any person who is less than eighteen years of age or who is the adopted child of the other person or who is related by blood in a manner that would bar marriage in New York state to a person who is the lawful spouse of the other person.

III. Requirements

A. City of Albany: § 245-12 Creation of domestic partnerships.

A. Any two individuals may execute and file with the City Clerk a statement of domestic partnership in which each individual as to him or herself declares the following:

(1) The individuals are at least 18 years of age. (2) The individuals are competent to enter into a contract. (3) The individuals are not married in any jurisdiction. (4) The individuals currently live together, and have lived together continuously for at least six months immediately prior to filing the statement. (5) The individuals intend to continue to live together. (6) The individuals are committed to the physical, emotional and financial care and support of each other. (7) The individuals are financially interdependent. (8) The individuals share with each other the common necessities and tasks of one household. (9) The individuals have represented to persons outside their domestic partnership that they are domestic partners. (10) The individuals are each other's sole domestic partner and each has no other domestic partner. (11) The individuals intend to remain each other's sole domestic partner. (12) The individuals have not terminated a statement of domestic partnership, or its equivalent in this or another jurisdiction, within six months immediately prior to filing the statement. (13) The individuals are not related by blood in a manner that would bar marriage under the Laws of the State of New York.

B. A statement of domestic partnership shall be executed before the City Clerk or a designee by both individuals under oath and penalty of perjury as to each of its declarations and shall be subscribed by the Clerk or a designee.

The City Clerk may require documentary evidence or testimony under oath in support of one or more of the declarations, pursuant to regulations promulgated by the City Clerk in consultation with legal counsel. A statement of domestic partnership which contains a false or fraudulent declaration by either of the individuals executing it shall not be effective notwithstanding its filing by the City Clerk and shall be voided by the City Clerk; provided, however, that the City Clerk shall not void a statement of domestic partnership without first providing the individuals who executed it notice of the alleged false or fraudulent declaration and an opportunity to explain or rebut the allegations, pursuant to regulations promulgated by the City Clerk in consultation with legal counsel.

§ 245-15 Records. The City Clerk shall maintain a log of statement of domestic partnership and termination of domestic partnership by name of each individual and date of filing in a format designed to facilitate access to such statements. The log shall be a public record pursuant to the Freedom of Information Law. The City Clerk shall treat any other information of a personally identifying nature relating to an individual as a matter of personal privacy exempt from disclosure under such law.

B. It is not necessary for the Insurance Department to review all affidavits of domestic partnership prior to their use by each insurer for the purpose of establishing domestic partnership eligibility, so long as the complete terms and conditions of eligibility are stated in each contract or rider. Insurers may not cede to employer groups the ultimate responsibility of determining whether a domestic partner is eligible for coverage.

RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT/MEMORANDUM OF UNDERSTANDING WITH

THE TOWN OF BRUNSWICK REGARDING THE BRUNSWICK MEADOWS CONDOMINIUM COMMUNITY PROJECT

WHEREAS, a discrepancy has been noted between the County of Rensselaer tax map and the survey prepared and drafted by Danskin Land Surveying, LLC for the property known as the Brunswick Meadows Condominium Community (Tax Map No. 80.00-2-3.12/1); and WHEREAS, said property is part of a Planned Development District approved by the Town of Brunswick and the owner is desiring of obtaining a building permit to build on said property; and WHEREAS, the current Rensselaer County tax map identifies a tax parcel with identification number 80.00-2-25 located on the Brunswick Meadows Planned Development District area and further identifies parcel 80.00-2-25 as being located in the City of Troy; and WHEREAS, the City of Troy and the Town of Brunswick are in agreement that the area currently identified as 80.00-2-25 should be included in parcel 80.00-2-3.12/1, and further that such area is located in the Town of Brunswick; and

WHEREAS, such tax map amendment would be consistent with the Danskin Land Surveying LLC survey, and would depict the tax parcel as set forth in Exhibit “A” attached hereto; and

WHEREAS, the City of Troy and the Town of Brunswick desire to memorialize their

mutual understanding of said property via an entry into the Agreement/Memorandum of Understanding in the form attached hereto as Exhibit “B”; now therefore be it RESOLVED that the Mayor of the City of Troy is hereby authorized to execute the Agreement/Memorandum of Understanding with the Town of Brunswick in the form attached hereto as Exhibit “B.” Approved as to form, October 24, 2019

MEMORANDUM IN SUPPORT

At a previous meeting between the City of Troy, the Town of Brunswick and the County of Rensselaer, it was ascertained that a discrepancy existed between the County of Rensselaer tax map and a survey prepared by Danskin Land Surveying with respect to property referred to as the Brunswick Meadows Condominium Community. The current Rensselaer County tax map identifies that parcel as being located within the City of Troy when, in reality, it is located within the Town of Brunswick. With input from Jolene Weidlich, GIS Manager of the Rensselaer County Bureau of Tax Services, it was agreed that the City of Troy and the Town of Brunswick would enter into an Agreement/ Memorandum of Understanding correcting that tax map error and acknowledging that the property in question actually is located in the Town of Brunswick. Based upon advice from Ms. Weidlich, the Town of Brunswick passed a Resolution for this correction and the same type of Resolution from the City of Troy is required.

A copy of the Town of Brunswick Resolution No. 60, 2019 with the revised tax map and proposed the Agreement/Memorandum of Understanding are attached hereto and made a part hereof.

STATEMENT OF WORK FOR

City of Troy, New York - Civil Service Portal 1. INTRODUCTION: The City of Troy, New York (“The CITY”), a municipality located at 433 River Street, Troy, New York 12180 is initiating a project for Computer Consulting – Application Development. The CITY is seeking a contractor: Catalog & Commerce Solutions, LLC (“CONTRACTOR”) d/b/a Discover e-GOV, a corporation organized and under the laws of the State of New York having a principal place of business at 263 East Street, Pittsford, New York 14534 to provide services. 2. PROJECT DEFINITION The City of Troy, N.Y. Civil Service Department is seeking a digital and automated system to handle the processing of Civil Service Job Applications. The system will include: Online Applicant Registration, a Jobs Portal, User Management and Processing Administration, Applicant NYS Civil Service Exam Processing and Training and Experience Exam Processing. The system includes the clients input and based on the Application Workflow our team has developed. There are three distinct processing units: The Application/Account Management for Users (Applicants), the interface of the Application and the specific Job Posting to qualify the candidate and the Administration of the system. The intent is to automate the qualification process using specific fields (attributes) of the candidate as compared to specific fields defined as ‘Minimum Qualifications’ required for the job. The job variables are specific fields that are hard coded and will streamline the pre-qualification of applicants. The system can seamlessly interface with the CITY Enterprise Resource Planning (ERP) Financial solution as defined by the CITY. All CONTRACTOR work necessary for the Civil Service Portal interface to the ERP is covered in the terms of the agreement if needed (City Option). 3. SUBMISSION REQUIREMENTS: CONTRACTORS must follow the format described herein: 3.1 PROJECT SUMMARY: The project incorporates application development of a paperless system for the processing and management of individual Civil Service applications. The system will function within the flow and processes utilized today by the City of Troy Human Resources Department in the manual processing. The new digital solution will provide advantages to the department in processing and managing

application as well as the constituency in the application, testing and tracking process. The project includes the system development using City of Troy specifications, conversion of existing database system and the ongoing management and support of the system. The City desires to use the system to process Local Municipal Services (Towns, School Districts, Villages, Libraries and Special Districts). Goals include:

• Increase Applicant Pool. • Enhance Agency Image. • Decrease Applicant Screening Time. • Interface with Employee Human Resources Tracking System.

The Personnel/Civil Service Software System has a specific path for processing that can be customized to a client installation to replicate: local (paper) application, letters, terminology, reports and all factors used in the daily management of the process. Management items include:

1. Applicant Registration: Applicant’s register by completing a series of steps that replicate the paper application used today. The applicant creates an account that includes personal information, education, certifications, veterans credits and allows for subscribing to an “opportunity notifier” that will send email on the new posting of opportunities meeting the applicants interest. An additional advantage is the applicant creates one account and can update/edit for years to come while applying for opportunities.

2. Applicant Management: The Processing Unit (“Civil Service”) can manage and review all applicant information as it pertains to specific opportunities. Applicant management can be used from the first application, ongoing thru exams up to the hire.

3. Exam Management: Civil Service can manage exam posting thru the Content Management System (“CMS”) for exam postings. The posting page is on your website and replicates your website look and feel. Civil Service can pre-load exams driven by release date, store announcements, archive announcements for later use and categorize by type for organizing postings. All management is done online in the portal.

4. Exam Locations: Manage locations: number of seats, location information and exam specifics up to the exam day. Print seat rosters for check-in and manage the process.

5. Exam Results: Results are downloaded from the New York State Civil Service System for local exams and results imported to the system. Results by exam can be verified and attributes of the exam and proofed easily. Results can be available in hard-copy reports or posted online based on client request.

6. Letter Management: We have a complete letter management tool built with mail merge capabilities to help you streamline your letter process with both physical letters and/or email notifications.

7. Agency Management: The system package has a complete Agency Portal for communicating and managing the process with City

Agencies using the same system. Client defined security levels and attributes control the process.

8. Roster Cards: Manage Roster Cards for individual opportunities and control display.

9. Payroll Certification: Streamline Payroll Certification and processing. 10. Position Control: System management for Position Control. 11. Preferred Lists Management. 12. Reports: The system allows for replication of existing reports in-use

today as well as the ability to produce ad-hoc reports for specific needs using EXCEL or other reporting tools.

13. Payment Processing: Applicants pay for exams thru your credit card gateway that we integrate into the system.

3.2 SCOPE OF WORK: Process Steps for Development: • System Development: The system process is web-based environment to

allow potential applicant’s access to Civil Service exam lists within the City of Troy, N.Y. website. The system features a simple dashboard format with a Graphic User Interface (GUI) that is easy to understand and follow through each process step. It will allow for an easy understanding of the process flow and provide access to ‘help’ text while interacting with the system. The finished product will feature a simplified flow that will be logical and include key fields and responses that are required as part of the qualification process. The intent is to automate as much of the qualification process and reduce the reliance on manual intervention.

• Conversion and Document Formats: The system will provide an easy to

follow format flow for filling out the application in a logical sequence of steps. The application will be segmented into processing steps that will build out the Civil Service application and will have key fields that will be used in the qualification process. These specific questions and responses will be validated against the job posting and the minimum requirements of the position. The intent is to automate as much of the qualification process as possible while still allowing for manual intervention where needed. The absence of a physical signature will be replaced with mandatory confirmation acknowledgements (‘I agree/acknowledge’) that will be mandatory to proceed. The process will mimic the existing system flow and terminology, include existing forms (either documents or HTML versions) and provide printed output in a similar fashion to what exists today.

• Equipment: The system will reside within a hosted environment

managed by Discover e-GOV. • Equipment/Storage/Backup: The system will be subject to the normal

practices of the City/Contractor as it pertains to the management and security of the system.

• System Access: The system will be accessible to the public via the

current City of Troy, N.Y. website. The Civil Service Online Application will be subject to a registration process that will require a user account that will drive the access to manage a profile as well as process an application. The registered user will have access to current open applications as well as an archived history. Department personnel will be able to process and monitor the system both in the office and from home via secured access using city methodology to existing processes from outside the network. The system will provide searchable, indexed job listings that will follow a structured format for automated search by job posting sites.

Discover e-GOV will be responsible for: • System Development: The programs and system development will be

done working with the City of Troy, N.Y. Personnel Department or designates to develop and test the system thru product development. This includes the development of the secure shopping cart and processing thru the credit card gateway if the CLIENT chooses to implement this software feature.

• Software/Equipment: The expense of all software used in the

development and deployment of the system is the responsibility of Discover e-GOV. The hardware necessary will be leased and included in the ongoing monthly fee.

• Hosting/Maintenance and Management: The equipment,

communication and management of the system tool is the responsibility of Discover e-GOV. This includes system documentation, training documentation and the ongoing management of the system for the CITY. There will be an ongoing management agreement with renewable terms and a provision for any future system changes.

• ERP Interface: The CONTRACTOR agrees to provide the programming

necessary to Import/Export data from the CLIENT’S ERP System. The CONTRACTOR will provide programming services and ongoing management of the interface – if required.

• Data Migration: The CONTRACTOR agrees to migrate all data into the

final software/database solution (CIVIL Service Suite) as provided by CLIENT at time of “Go-Live date.

CITY OF TROY, N.Y. is responsible for: • Process Review: The logic and process steps will require approval prior

to development to validate approach. This includes a clear understanding of the categories of minimum requirements that could be used in the processing of applicants.

• Materials Audit: City of Troy, N.Y. will supply digital versions of the final wording for the actual Civil Service Application and related documents that will be programmed. This includes the versions of outgoing correspondence and delivery methods.

• Payment/Processing Gateway: City of Troy, N.Y. will provide credit card

processing gateway information for the application processing if the CLIENT chooses to implement this software feature.

• Internal System Users: A roster of all processing personnel will be

needed as well as an outline of levels of access to include and not limited to: Super User (access to everything), System Administrator how can manage users and process, System Manager to manage positions and Operators who can access/approve applicants. There may be need for ‘View only’ access if needed. Need to define roles and number of operators in each role.

• System Inputs/Outputs: City of Troy, N.Y. needs to supply a complete

audit and understanding of the desired import feeds from outside systems that will be used in the system. This will include a complete list of the information fields needed as well as the format. In addition, City of Troy, N.Y. needs to supply a complete understanding of the export feed to outside systems as well as provide specific formats that will be used.

• Change Order definitions. The web application resides on Discover e-GOV managed servers at the 1&1 facility in Philadelphia, PA. The servers and data reside at the primary facility in Philadelphia, PA and backed-up to a secondary center in Lenexa, Kansas. 3.3 TIMELINE: CONTRACTORS must provide a project timeline that will allow the project to be completed successfully within the CITY’S designated time period.

Upon execution of the agreement the system development will take up to 120-days, timeline can be shortened based on CITY Department involvement. At the end of the period City of Troy, N.Y. will have the fully-functioning system and able to process applications online.

Task: • System Development: Development of the database system for

processing online applications and managing the listing of jobs and specific qualifications for processing applicants

• Equipment/Storage/Backup: The system will reside on a shared server

to be housed at an off-site Tier-3 facility and managed/supported by Discover e-GOV personnel thru a separate agreement.

• System Access: The system will be developed with a Graphic User

Interface resulting in a simple dashboard to allow easy browsing of the application and related documents to function in a single screen environment.

Delivery Date: Upon execution of the agreement the system development will take up to 120-days. The project is scheduled to start 11.1.19 (tentative) and triggered by the final, signed agreement and CITY Purchase Order for development. Phase 1: Completion of Analysis and Design. Target Date: 12.1.19 (+30-days from start date).

The database will be incorporated to provide key data-fields and processing information used in the portal and the replacement of the Intra-

CONTRACTOR will be $475.00/month ($5,700.00 annually). This is billed annually (January 1) in subsequent years. This price includes the fee for the Shared Server platform the system will reside on and ongoing support and management defined in the agreement.

3.4 RESUMES Michael Kelly Operations Analyst/Project Executive Since 1987, Mike has held senior positions in direct marketing companies that place an emphasis on leveraging technology and systems to better serve customers. With the advent of the Internet, Mike has worked to develop the new channel and external systems to allow customers to order and search merchandise online. Today, Mike develops online programs for online merchants and assists catalog companies to develop online strategies to drive customer order conversion. Mike also works with municipalities and content rich websites to make content easy to find and to develop Rich Internet Applications to bring forward multiple tasks in single screen applications.

Mike co-authored the implementation plan for a new e-Government program for Monroe County, New York, participating in the County e-Government Task Force for the development of new online initiatives and services in the online portal. Mike holds a B.S. from the Rochester Institute of Technology. Geoff Schmidt Technology Officer Since 1988, Geoff has held a variety of management positions on both the client side and development side with large, enterprise solutions. With Smith-Gardner, Geoff was a key contributor in the development for the core "MACS" system (today known as Ecometry) which is a leading software solution used by leading Direct Marketing companies nationally. As a consultant, Geoff has worked with leading national brands such as Time, Inc., Sony Music, National Geographic Society, Miller Brewing and Sylvan Learning Centers in website and application development. Geoff’s specific areas of expertise include development of database systems and working with client systems and identifying the best transition processes for system integration. For the development of the Citizen Tax website, Geoff served as the liaison between the client and the Internal Revenue Service Compliant Officers to assure the system programs and performance met and exceeded the requirements. Working with client designates, Geoff coordinated the technical framework for the development and processing flow of the required forms and content to assure the processing is smooth and seamless to the user. Lyn Kelly Project Management/Client Relations Lyn’s background involves over 30-years of Project Management, Sales and Operations Support. Roles included the control and management of the Salesforce Customer Relationship Management (CRM) database interfacing with company resources and clients. The planning and participation for Industry Conferences, Meetings/Round Table Facilitator and Coordination for Client Training. Coordinated the activities of 10 Law Firms across the country for collection of file flow data, tracking expense by client, goal reporting and interfacing with key clients, firm partners in both banking and non-profit sectors. 24/7 Crisis Communication Coordinator managing key contacts and non-business hour support. Facilitated mortgage-free home donations through partnership with Military Warrior Support Foundation (Philanthropic Partner) and planning large-scale event presentations working with Military, Music Industry and Major Sporting Event Partners. In Local Government, Lyn works with clients during the critical phase of product development and ongoing support project phases to assure customers satisfaction. Lyn holds a B.S. from the Rochester Institute of Technology. 3.5 CHANGE ORDER MANAGEMENT The CONTRACTOR and Scope of Work Agreement define the project for the integration of the City of Troy, N.Y. personnel data and new application process within the parameters of the existing software. The City may request Custom Programming which the CONTRACTOR can provide via a “Change Order.” The Change Order request will be defined by the City and the CONTRACTOR will provide a (‘not to exceed’) cost estimate in advance of work starting and requiring formal CITY acceptance. The Change Order work is invoiced at 50% at change acceptance and 50% at completion. 3.6 PROOF OF INSURANCE: The CONTRACTOR must provide copies of required insurance certificates listing the City of Troy, N.Y. as “Additional Insured” and must procure and maintain, at its own expense, required policies of insurance during the term of this Contract. RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BY AND BETWEEN

THE CITY OF TROY AND THE CITY OF WATERVLIET

WHEREAS, Troy and Watervliet have a goal of revisioning the Congress Street Bridge; and

WHEREAS, in the year 2018, Watervliet filed an application for a feasibility study which will enable future steps to resolve issues with the Congress Street Bridge for both Troy and Watervliet; and

WHEREAS, on December 20, 2018, Watervliet was awarded grant CFA #84170 for the Congress Street Bridge Waterfront Access and Connectivity Study by the NYS Department of State with a total project cost of $170,000.00; and

WHEREAS, the Budget Summary and detail for the grant requires a 15% local match for the completion of the study; and

WHEREAS, Troy and Watervliet believe that this project will mutually benefit Troy and Watervliet; and

WHEREAS, Troy and Watervliet are both legally empowered to enter into this Memorandum of Understanding,

Date: October 17, 2019 Last year, the City approached Watervliet to jointly apply for a grant to NYS Department of State to study the potential to re-engineer the Congress Street Bridge/River Street access point. The major focus for Troy would be to remove the highway style ramps and recreate the grid pattern that existed with the old Congress Street Bridge as shown in the Comprehensive Plan sketch below. Watervliet is interested in using the bridge to access their Hudson River Park and we both want to focus on creating better bike/ped connectivity between the two municipalities. The grant was awarded, Troy’s match is funded from the TRF, and with this M.O.U. we will jointly create and issue an RFP that complies with our procurement guidelines.
