Budget/Financial Implications The adoption of the recommendation contained in this report has no direct financial implication. Consultation Technical Services Directorate. BACKGROUND At its meeting of 4 March 2003, Council formally adopted the Policy Manual, and endorsed the associated Procedures for Developing, Amending and Reviewing Policies. Part 3 of the Procedures states: “A review of every policy is to be made every 3 years by the relevant Executive Director, with a third of the policies reviewed each year.” DETAILS OF PROPOSAL As per the Procedure for Developing, Amending and Reviewing Policies, four of the Policies that relate to the Technical Services Directorate are now due for review, and these are presented in the attachments to this report. COMMENT The Policies listed below have now been reviewed, and Technical Services Directorate Officers have confirmed that the relevancy of each Policy is still current, and that no alterations are required. ENG 4 – Footpath / Kerb Security Deposits and Bonds. ENG 11 – Street Lighting Requests. ENG 16 – Graffiti. ENG 18 – CCTV. CONCLUSION The Policies which have been reviewed require no alteration, and are therefore recommended to continue to apply and operate until March 2017, or such earlier date as Council may determine from time to time.

Consultation Intra Directorate. Local affected residents. BACKGROUND At the Ordinary Council Meeting of 8 July 2013, a petition was received for “Installation of Speed Cushion at Intersection of Tranquil Road and Buckingham Road, Kelmscott”, the prayer of which reads:

“We the residents listed and signed below, herby request and approve the installation of a speed cushion at the intersection of Tranquil Road and Buckingham Road Kelmscott beneath the existing street lamp as measures to calm and slow traffic at the existing blind corner.”

The petition was referred to the Technical Services Committee Meeting of 5 August 2013 which resulted in a Council Item with the following recommendation (T56/8/13):

“That Council: 1. Approve the installation of a partial painted concrete median island around

Buckingham Road bend, at a cost of $20,000, subject to the availability of funding.

2. Include the above project in the 2013/2014 mid-year Budget Review for consideration.”

During the mid-year budget review process, it was anticipated that the LATM project would require road widening and ancillary works, as well as the installation of the median islands, with a cost increase to approximately $40,000. The City Strategy Committee however, requested clarification of the expenditure increase from the original $20,000 to the requested $40,000. This report addresses this request. DETAILS OF PROPOSAL Prior to finalisation of the Buckingham Road LATM treatment, the following elements which may have necessitated an increase in cost have been reviewed: Survey The site survey work related to the detailed design of these works amounts to $2,600. Street Lighting Any LATM treatments need to be illuminated by suitable street lighting. On review, lighting will be required to illuminate the proposed concrete median islands. This is required for safety purposes. Additional street lighting has therefore been proposed to be installed at an estimated cost of $3,000. Road Width Buckingham Road is slightly below the required width to accommodate the required full median width of 1.2m, and the recommended standard lane width. Were these standards to be accommodated, the road would have to be widened by approximately 0.5m, but for the full

length of the LATM treatment, at a total estimated civil works cost of $37,000. Upon review, it has been recommended that the median islands be narrowed to slightly below the required standard of 1.2m to 1.0m, and that the lane widths be reduced to the minimum permissible. These reductions in median and lane widths will eliminate the need for the road widening, and confine the cost of the LATM civil works to $19,000, with an estimated “saving” of $18,000. Asphalt Treatment It is standard practice for LATM treatments to delineate the sections of roadway between median islands with red asphalt, reinforced with line markings. With the relatively short distance between the proposed median islands, it is possible to eliminate the red asphalt to reduce costs. The “savings” related to the elimination of the red asphalt is estimated to be $5,500. Cost Estimate The final cost estimate has therefore been detailed as follows: Survey $ 2,600 Traffic Management $ 3,500 Street Lighting improvement $ 3,000 Civil works construction $19,000 Line Marking & Signs $ 2,000 Contingencies (10%) $ 3,000 Total $33,100 Final Design The final design drawing has been detailed on Drawing Number E13-25 (Attachment 2.1.1). CONCLUSION Based on review of the proposed design, the City seeks confirmation of a $33,100 budget provision for the installation of LATM treatment in Buckingham Road, east of Tranquil Road, as shown on Drawing Number E13-25.

RECOMMEND

That Council approve the expenditure of $33,100 for the installation of Local Area Traffic Management treatment in Buckingham Road, Kelmscott, east of Tranquil Road as shown on Drawing Number E13-25.

3.1 - LIONS PARK TOILET DEMOLITION PROPOSAL

associated services. Refurbish demolished area with appropriate landscaping and leave vacant.

Legislation Implications General assessment of relevant legislation has not revealed any restrictions. Council Policy/Local Law Implications Assessment of Policy/Local Law indicates that the following is applicable: Disability Access and Inclusion Plan – 2011 to 2016. Budget/Financial Implications The costs of the recommended public consultation process can be accommodated in the current operational budget provisions. If from public consultation a new toilet facility is recommended, the works for the Lions Park Toilet Project (provisionally $100,000) would be recommended for consideration in the 15 Year Financial Plan and future budget allocations. Consultation Technical Services. Intra Directorate. BACKGROUND The Draft Public Toilet Strategy was accepted by Council at its meeting of 11 March 2013 (Council Resolution 87/3/13). A footnote below, called for a more detailed report specifically on Lions Park:

“regarding the recommended demolition of these toilets, at a future Technical Services Committee Meeting detailing reasons for recommendations. COMMITTEE discussed the report with a number of minor changes required. A more detailed report was requested for Lions Park, specifically”

This footnote was added as a response to the Public Toilet Strategy which recommended the demolition of the toilet at this location, due to the complaints regarding its misuse, as well as the technical deficiencies of the facility itself.

The final Public Toilet Strategy submission was adopted by Council at its meeting of 13 May 2013 (Council Resolution 187/5/13). This report is intended to initiate the process to address the requirement that the demolition of the Lions Park toilet facility be investigated and reported to Council. The location of the Lions Park toilet facility is shown on the attached location plan (Attachment 3.1.1). DETAILS OF PROPOSAL The Public Toilet Strategy found that the Lions Park toilet facility was in poor condition, poorly located, had poor surveillance properties, and there were also allegations as to the misuse by some. Overall it was poorly ranked, and recommended for demolition. An excerpt from the Public Toilet Strategy is attached (Attachment 3.1.2). In order to determine the continued requirement for a public toilet at Lions Park, it is recommended that public consultation be undertaken. This would include consultation with the local residents and schools to determine the future of Lions Park with regard to the toilet, playground, parking and landscaping. Resulting from the survey, should the local residents and schools support the retention of a toilet at Lions Park, the model similar to the recently installed toilet at Borrello Park would be appropriate for this site. ANALYSIS In light of the less costly options now available, the City should reconsider their position for a more economical version in accordance with Crime Prevention through Environmental Design (CPTED) requirements should a survey response be in favour of a toilet facility being retained. A single unisex toilet facility would be located in a more visible location at Lions Park with more adequate street and car park surveillance. OPTIONS Recommend that Council consider surveying the local residents and adjacent schools to gauge their response regarding the Lions Park toilet facility. The survey would include options as follows: 1. Demolish Lions Park toilet and clear the site and associated services. Refurbish the

demolished area with appropriate landscaping and leave vacant. 2. Demolish the Lions Park toilet and construct a new unisex toilet facility (similar to the

recently installed facility at Borrello Park, Roleystone) located in a more visible position for safety, surveillance objectives and landscaping.

3. Retain the Lions Park toilet facility as is.

CONCLUSION In order for Council to make a final decision on the need for a toilet facility at Lions Park, it is recommended that Council undertake public consultation with local residents and adjacent schools for the various options as detailed above.

RECOMMEND

That Council undertake public consultation for various options for Lions Park and include the following three options as part of the survey:

1. Demolish Lions Park toilet and clear the site and associated services.

Refurbish the demolished area with appropriate landscaping and leave vacant.

2. Demolish the Lions Park toilet and construct a new unisex toilet facility (similar to the recently installed facility at Borrello Park, Roleystone) located in a more visible position for safety, surveillance objectives and landscaping.

3. Retain the Lions Park toilet facility as is.

Budget/Financial Implications Upgrade works on the existing public drainage system within Camfield Heights can be accommodated from the 2013/14 Budget, as amended in the mid-year budget review. Consultation Intra Directorate. Inter Directorate. Residents and Development Consultants. City of Armadale Insurers and Solicitors. BACKGROUND A report was presented to Council at the meeting of 16 December 2013, regarding the issues of stormwater management in the Camfield Heights subdivision. This report is provided as an update on the progress of the stormwater management for Camfield Heights Estate. DETAILS OF PROPOSAL The City has been in contact with most of the affected property owners in Camfield Heights Estate, and is aware of the specific issues raised. The City has provided advice, and has emphasised that water which flows between properties is a private matter to be resolved between the respective owners. The most prevalent problems with water flows occur where the pre-development bunds have been removed, which is indicative of their importance as originally envisaged. The City has also compiled a Stormwater Management Plan in which the stormwater management issues related to each lot have been identified, and in which suggestions on how these can be addressed by the individual owners are put to each owner. This has been communicated to each owner in writing, and all owners have received similar and consistant information. In essence, the owners have been requested to manage the stormwater on their property, and to direct flows to the nearest road. In some cases these flows can only reach the road by crossing a neighbouring property, in which case they have the responsibility to communicate with any such neighbours regarding a mutually agreeable solution. The Stormwater Management Plan is attached as Attachment 4.1.1 for information. The following actions have been completed by the City: Finalisation of a detailed feature survey. Generation of hydrological modeling results based on the detailed feature survey. Generation of a design based on the modeling results. This design requires the

following works; Alterations to the stormwater intake systems at the lowest point in the roadway; Alterations to the outlet of the pipe on Lot 842; Alterations to the overland flood route between Lot 842 and Lot 841; Alterations to the intakes to the underground storage tanks; and Alterations to the surface storage area at the rear of lot 842 (In Progress).

Advising land owners as to the appropriate treatments within their private properties to provide for the recommended run-off management.

Recommendations for directing the flows from the private properties to the road. The initial work has determined that the collection and management of the stormwater at the lowest point in the development site requires additional attention, specifically the ultimate discharge from the site at the rear of Lot 842 to Canns Road. This work will be further explored in due course, but is not a determinant in the consideration of drainage improvements in the Estate. CONCLUSION High levels of surface run off are generated by the sloping site and denuded soil types within this development. This run off in the past has carried sediments into the designed stormwater system causing failure of the system and resulting in overland flows across the lowest residential lot from the low point in the road. This is part of the public drainage system, and will be addressed by the City. Run off between private lots has also created problems where building designs have not considered the impact of cross lot flows. In these cases where cross flows are taking place, it is apparent that landowners have, in specific cases, contributed to the problem of their downhill neighbours by removing the protective bunds installed by the developer, or not providing adequate measures to address the amended flow paths downstream. 4.2 - COUNCILLOR REFERRAL - WESTFIELD HERON RESERVE

At the Council meeting held on 10 February 2014, Cr Shaw referred the following matter to the Technical Services Committee:

That the matter of the use of the Water Corporation reservoir to irrigate Heron Park and the associated lake be referred to the Technical Services Committee.

Comment from Cr Shaw Cr Shaw would like the Westfield Heron Reserve lake water level maintained by utilising water from Water Corporation reservoirs in order to retain fauna habitat. In addition, Cr Shaw would like all or part of Heron Reserve irrigated from these reservoirs, as the area is not reticulated. Cr Shaw has suggested the following recommendation: “That the City investigate the use of water from the Water Corporation reservoirs on

Hemingway Drive, to: (a) Irrigate Heron Reserve; and (b) Maintain water levels in the lake within Heron Reserve.” Cr Shaw’s comments on this request have been forwarded under separate cover. For discussion.

RECOMMEND

That Council: To be considered.
