Rob Messenger was elected to Parliament in 2004 and iscurrently the Shadow Minister for Environment. -Rob, -aged 41, is a Burnett boy born and bred and travelledwidely before returning home and committing to the future of hiscommunity. Following his RAAF training (Electricalmaintenance) he started his own business and operated itsuccessfully, employing up to 9 people. He then turned tobroadcasting, working professionally as a television writer,producer and editor and more recently as a radio presenter andproducer.Rob knows that the people of Burnett have been missing out onstrong representation in the Parliament and he is determined tochange that.

Rob's persistence and actions has exposed the Bundaberg hospital disgrace.

Even in his First Speech on 18" March, 2004, he stated, "The health crisis: nowhere in Queensland will you find ahospital which needs additional resources and a comprehensive independent review more than the Bundaberg Base Hospital. I believe thatstaff morale is at rock bottom. Since my election I have had a steady stream of Bundaberg Hospital health professionals in my office or on thephone telling me stories of bullying, unsafe working conditions, understaffing and overworking. I would encourage and urge the honourablemember for Sandgate and Minister for Health, Mr Nuttell, to waste no time in establishing this comprehensive review of the Bundaberg anddistrict health services, which of course serves the people of the Burnett. I would respectfully suggest that this review must be structured sothat health professionals who have spoken to me are encouraged to come forward and give their testimony without fear of a healthmanagement reprisal or backlash, These dedicated professionals must be allowed to tell the truth while avoiding any possibility of placingtheir careers with Queensland Health in jeopardy. I am writing with regards to various environmental issues facing a number ofindividuals in the Hinchinbrook electorate which warrants your attention as theShadow Minister for the Environment.

I believe that they justify a visit from you to the electorate to becoming morefamiliar with these problems. I would be very happy to facilitate an itinerary for thisvisit which would certainly include the following cases as part of the program.

First, there is the case of Mr Merv and Mrs Pam Thomas, who are lychee growersat Rollingstone. Mr and Mrs Thomas have recently been forced to endure courtproceedings brought against them (proceedings that were eventually dismissed) byDr Carol Booth, an environment activist, in the Planning and Environment Court ofQueensland under the provisions of the Nature Conservation Act where thirdparties are capable of bringing proceedings against individuals.

Dr Booth sought to force Mr and Mrs Thomas to dismantle electrified grids erectedto protect an orchard of lychee trees that are targeted by flying foxes, which arecapable of destroying lychee crops if they are not prevented from doing so.

Several issues are of concern, Initially, Dr Booth trespassed on the Thomas'property to attempt to gather evidence. Further, the proceedings having beendismissed, the Thomas's have yet to be compensated for the costs of mountingtheir defence. No costs were awarded to the Thomas's when the application of DrBooth was dismissed by the Planning and Environment Court.

Second, there is the case of the Environmental Protection Agency rejecting theapplication by owners and developers to begin construction of Stage II of the PortHinchinbrook project at Cardwell. The Port Hinchinbrook development has a longand convoluted history of interference by Labor Governments at both a state andfederal level - notionally on the basis of environmental concerns, but in actual factfor a perceived electoral advantage by placating the extreme green movement.

Previously, the Port Hinchinbrook development was criticised for various reasons,increased marine transport in the Hinchinbrook Channel, increased chance ofharming dugongs, destruction of sea grass beds as a result of dredging to createthe marina, concerns about disturbing acid sulphate soils, concerns about theremoval of mangroves and so on and so forth.

An extreme green ideological agenda is running the Environmental Protection Agency and isadversely affecting all the decisions being made by the department from the top down, accordingto The Nationals State Member for Hinchinbrook, Mr Marc Rowell MP.

Mr Rowell, who is also the Shadow Minister for Northern Development, says the decision to rejectthe application to commence construction of Stage 2 of Port Hinchinbrook was a political stunt tosecure the preferences of the green movement in the lead up to the next state election.

Shadow Minister for the Environment, Rob Messenger, accompanied Mr Rowell on an inspectionof Port Hinchinbrook and said it was clear that the owners and developers of the proposed Stage 2were taking every reasonable step to ensure that the environment was not adversely affected.

"The Environment Minister, Desley Boyle, announced that the Stage 2 application had beenrejected because of fears that the man made lake incorporated into the plans might leak and thatthere was a risk of acid sulphate soils occurring, despite the area having been tested and found tobe inert" said Mr Rowell.

"This is an extraordinary claim given that the lake will be lined with a high density poly ethyleneliner and then covered with 100mm of cement. In addition, the Stage 1 development set very highstandards in terms of monitoring the site for acid sulphate soils and developing a detailed plan tomanage them if they did occur. In the unlikely event that there is a problem, there will be acapacity to drain the lake within 12 hours through the use of a loch system to affect the repairs".

A bemused Mr Rowell noted that the EPA had recently written to Mr Keith Williams to congratulatehim on the high standard of monitoring systems and management plans in place during theconstruction of Stage 1 of Port Hinchinbrook - just before rejecting the application to commencethe construction of Stage 2.

Shadow Environment Minister, Rob Messenger, was extremely impressed with the facilities at PortHinchinbrook and believed that Cardwell could become a world renowned tourist destination. Hesaid the natural beauty of the area, coupled with the great facilities already existing at PortHinchinbrook, would make for a sensational package when Stage 2 was completed.

Mr Messenger expected Port Hinchinbrook to out compete Ayers Rock, Fraser Island, the GreatBarrier Reef and Sydney Harbour as first class Australian tourist destinations. Mr Messengerbelieved that this could be achieved without compromising the environmental values of the area,with good planning and a common sense approach to conservation.

Mr Rowell said the EPA was making decisions about environmental issues without rhyme orreason, other than ensuring that the environmental zealots were pacified. Mr Rowell also said thathe would continue to support Port Hinchinbrook as an important development within theHinchinbrook electorate.

LABOR RESPONSIBLE FOR ENVIRONMENTAL STUPIDITY AT TULLY HEADS

The Beattie Labor Government was enforcing a policy that constituted "environmental stupidity" bycontinuing to reject the construction of an extension to the existing rock wall at Tully Heads,according to The Nationals State Member for Hinchinbrook, Marc Rowell.

During a visit to Tully Heads by Mr Rowell and Shadow Minister for the Environment, RobMessenger , the two Opposition members were shown the escalating erosion problems that werethreatening properties on the foreshore.

Mr Messenger and Mr Rowell met with Bedarra View Caravan Park owner, Michelle Barrett,whose business was being threatened because the Environmental Protection Agency had rejectedthe Cardwell Shire Council's application for an extension to the existing rock wall at their own cost.

Mr Rowell, who has visited the site on several occasions this year as the erosion problem hasgotten increasingly worse, was very concerned that it would soon be too late to stop the incursionbefore it destroyed more property.

"I am very disappointed that the EPA has been so bloody minded about this issue. Essentiallywhat the EPA have said is that they are happy to allow the leasehold title on the foreshore to bewashed into the ocean before they allow a rock wall to be constructed on the freehold boundary ofthe caravan park" said Mr Rowell.

"This is absolutely ridiculous. By the time the erosion reaches the freehold title, the caravan parkwill be ruined as a viable commercial venture. In any event, if the erosion goes much further,storm surges and king tides will probably be washing over the foreshore and into more low lyingareas of Tully Heads. Then we will have a real problem on our hands".

Shadow Environment Minister, Rob Messenger, said that this was typical of the "schizophrenic"approach of the Beattie Labor Government to environmental issues. Mr Messenger said itappeared that the EPA was convinced that their bureaucratic approach to the environment wasright and that the concerns of local residents didn't matter.

Mr Rowell added that it was also a matter of being fair and consistent in the way these decisionsare made, pointing out that EPA approval was given to the existing rock wall, located on theidentical alignment to that on the Cardwell Shire Council's recently rejected application.

"Residents of Tully Heads are being forced to watch while vegetation and the foreshore area arewashed into the ocean. There is already an existing rock wall directly south of the problem areathat needs protection. All that is required is an extension to provide the rest of the properties onthe foreshore the same protection" said Mr Rowell.

Mr Messenger and Mr Rowell will continue to pursue the matter with the Minister for theEnvironment, Desley Boyle.
