 The following SVCF major sponsors were recognized by Catherine Dickison, SVCF Chair and representatives in attendance were presented with a plaque:   Bruce Power, CRS, Grants Independent, Hi‐Berry Farms, Love’s Sweetness Maple Syrup, Ontario Power Generation, Ross Young Bus Lines, The Post, Trillium Mutual Insurance Company.   

6. Matters Arising from the Minutes  

a. Planning & Regulations Appeal Process to be posted on the website  It was noted that the Planning & Regulations Appeal Process has now been posted on the SVCA public website.   

b. Watercourses/Municipal Drains   Erik Downing, Manager, Environmental Planning & Regulations, presented his report clarifying the definition of a ‘watercourse’ and clarification on the CA’s role associated with the Drainage Act.  He noted that SVCA uses the DART protocol whenever there appears to be a conflict between the Drainage Act and the Conservation Authorities Act.  The Authority Members thanked Erik for the explanation and for preparing the report and asked that it be distributed to Municipal Planning staff.  Erik will prepare an explanatory letter to accompany the report.     

7. Correspondence 

 ‐ Copy of Letter from Nancy Michie, Municipality of Morris Turnberry, informing SVCA of the re‐

appointment of Authority member, Robert Buckle was noted and filed. ‐ Letter from Lorie Smith, Program Co‐ordinator of Grey Bruce Farmers’ Week, thanking SVCA for 

their support and sponsorship of Beef Day, the Ecological Panel and Crops Day was noted and filed.   

8. Reports 

a. Finance Report  Wayne Brohman reviewed the Finance Report and explained that the 2016 Audited Financial Statement would be presented at the next Authority meeting scheduled for March 21, 2017.  He noted that the expenses for the Planning & Regulations program were higher than originally budgeted due to the approved hiring of the new temporary Regulations Officer in November.  He also noted that the revenues in the Water Quality program were higher due to the approval of the Student Loan grant and from the Bruce Power agreement.  Revenues and expenses for Flood Warning are down since the purchase of software was delayed until 2017.  It was noted that the Campgrounds had a strong year as the weather for camping was

excellent and as well, the new Horse Camping endeavor at the Bluffs was a success.  Wayne explained that the budgeted revenues for Authority Forests were low as the tenders for tree cutting were not realized.    Jim Penner, Manager, Forestry, explained that even though a work plan had been completed, the bush was not ready for cutting in time.  The Grey Bruce Forestry Services had a successful year.   After further discussion the following motion was passed:  MOTION #G17‐39 Moved by Stewart Halliday Seconded by John Bell   THAT the Financial Report to December 31, 2016 be accepted as distributed and further;  THAT the Accounts Payable, totaling $156,764.44 be approved as distributed.                          Carried       

b. Reserves Report  Wayne Brohman explained the Reserves Report and the “to and from” operations and reviewed the notes attached to the report. It was noted that the Auditors would be in attendance at the next scheduled Authority meeting and any questions regarding general practices for reserves and working capital may be directed to them.   MOTION #G17‐40 Moved by Sue Paterson Seconded by John Bell   THAT appropriations to and from Reserves as at December 31, 2016 be approved as distributed.                   Carried  

c. Program Report

f. Planning & Regulations Action Items  

The GM/S‐T reviewed the Planning & Regulations Action Items chart.  He noted that the Planning & Regulations Draft Policies Document had been posted to the website for comments by the public and had been distributed to the counties, municipalities, CA’s and to the Agricultural sector.  Some comments have been received.  It was clarified that only an electronic copy of the latest version had been sent to the Authority members, however several members requested a hard copy.    

9. New Business 

a. West Grey Swimming Agreement  The GM/S‐T told the Authority that the 2011 West Grey Swimming Program Agreement had expired and required renegotiation.  SVCA staff were recommending an annual fee of $2700 which reflected a CPI increase on the base amount of $2500 over the past five years.  West Grey was offering an initial amount of $2552.50 which is to be subject to the CPI increase annually over the next four years.  After discussion the following motion was passed:  MOTION #G17‐44 Moved by Barbara Dobreen Seconded by Stewart Halliday Whereas the Swimming Program agreement dated December 19, 2011, between Saugeen Valley Conservation Authority and the Corporation of the Municipality of West Grey expired December 2016;  THAT the agreement be extended for a further five years with an initial cost to the Municipality of West Grey of $2,552.50 for the year 2017; and further  THAT this cost be increased each year based on the annual Ontario Consumer Price Index for the following four years thereafter.                        Carried   

b. 2017 Goals/Initiatives  The GM/S‐T reviewed the goals and initiatives for his position as requested by the Authority Members.

   MOTION #G17‐45 Moved by Brian Gamble Seconded by Sue Paterson THAT the GM/S‐T 2017 Initiatives/Goals be received.                        Carried   

10. Other Business 

a. Teeswater Floodplain mapping update  Gary Senior informed the Authority that the WSP/MMM Group study on the Teeswater Floodplain mapping had been completed and that the Executive Committee had passed motions accepting the study and adopting the Two Zone Floodway‐Flood Fringe Floodplain Management concept in Teeswater.  He presented maps showing the edge of the Floodway and Flood Fringe and described the Conventional and Modified Two Zone scenarios.  The Chair thanked Gary for all of the efforts of Staff for their work that allows the Two Zone policy in the Teeswater area.    

b. Forestry Fee Schedule  The GM/S‐T presented the Forestry Fee schedule and told the Authority that the schedule had been approved by the Forestry Committee.  MOTION #G17‐46 Moved by John Bell Seconded by Sue Paterson THAT the 2017 Grey Bruce Forestry Fee Schedule, dated February 8, 2017 be adopted as presented.                

Carried  Jim Penner reported to the Authority that tenders had been received by the Forestry Committee for the removal of trees.  Wayne will be holding discussions with GSCA and Forestry Contractors to get feedback on making the tendering process more attractive.     MOTION #G17‐47 Moved by Barbara Dobreen Seconded by Brian Gamble THAT the Authority approves the tender recommendation put forth by the Forestry Committee with regards to the tenders received February 21, 2017.

 c. Conservation Ontario Pre‐Budget Submission 

 This report was for information only and there was no discussion.  

 d. Planning & Regulations Customer Survey update 

 The GM/S‐T reviewed several of the responses to the Planning & Regulations Customer Survey.  The response rate has been steady at approximately 27% and comments are 98% satisfactory.  Kevin Eccles told the Members that there are still people who will not fill out the survey due to questions of confidentiality.  The GM/S‐T assured the members that the survey is completely anonymous unless the respondent gives their name.     

e. News Articles  

The GM/S‐T submitted articles from local newspapers regarding the SVCA for the purpose of keeping the Authority members up to date on current events.  There were no questions related to the news articles.   There being no further business, the meeting adjourned at 3:30 pm on motion of Barbara Dobreen.        __________________________________      _________________________________ Dan Gieruszak              Janice Hagan Acting Chair              Recording Secretary

To the Members of Saugeen Valley Conservation Authority:

Report on the Financial StatementsWe have audited the accompanying financial statements of the Saugeen Valley ConservationAuthority, which comprise the statement of financial position as at December 31, 2016, and thestatement of operations, statement of change in net financial assets and cash flow statement for theyear then ended, and a summary of significant accounting policies and other explanatory information.

Management's Responsibility for the Financial StatementsManagement is responsible for the preparation and fair presentation of these financial statements inaccordance with Canadian public sector accounting standards and for such internal control asmanagement determines is necessary to enable the preparation of the financial statements that are freefrom material misstatement, whether due to fraud or error.

Auditor's ResponsibilityOur responsibility is to express an opinion on these financial statements based on our audit. Weconducted our audit in accordance with Canadian generally accepted auditing standards. Thosestandards require that we comply with ethical requirements and plan and perform the audit to obtainreasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosuresin the financial statements. The procedures selected depend on the auditor's judgment, including theassessment of the risks of material misstatement of the financial statements, whether due to fraud orerror. In making those risk assessments, the auditor considers internal control relevant to theAuthority's preparation and fair presentation of the financial statements in order to design auditprocedures that are appropriate in the circumstances, but not for the purpose of expressing an opinionon the effectiveness of the Authority's internal control. An audit also includes evaluating theappropriateness of accounting policies used and the reasonableness of accounting estimates made bymanagement, as well as evaluating the overall presentation of the consolidated financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basisfor our audit opinion.

OpinionIn our opinion, the financial statements present fairly, in all material respects, the financial position ofSaugeen Valley Conservation Authority as at December 31, 2016, and the results of its operations andits cash flows for the year then ended in accordance with Canadian public sector accountingstandards.

Nature of Operations

The Saugeen Valley Conservation Authority ("the Authority") is established under the ConservationAuthorities Act of Ontario to further the Conservation, restoration, development and management of naturalresources, other than gas, oil, coal and minerals, for the watersheds within its area of jurisdiction. Thewatersheds include areas in the Municipalities of Arran-Elderslie, Brockton, Kincardine, South Bruce, GreyHighlands, Morris-Turnberry and West Grey, the Townships of Huron-Kinloss, Chatsworth, Southgate,Howick, and North Wellington, and the Towns of Saugeen Shores, Hanover, and Minto.

The Authority is a registered charity and is exempt from income taxes.

1. Summary of Significant Accounting Policies

The financial statements have been prepared by the management of the Authority in accordance withCanadian generally accepted accounting principles for organizations operating in the local governmentsector as recommended by the Public Sector Accounting Board of The Canadian Institute of CharteredAccountants. Significant aspects of the accounting policies adopted by the Authority are as follows:

(a) Basis of Accounting

Sources of revenue and expenses are reported on the accrual basis of accounting. The accrual basis ofaccounting recognizes revenues as they become available and measurable. Expenses are recognized asthey are incurred and measurable as a result of receipt of goods or services and the creation of a legalobligation to pay.

(b) Revenue Recognition

Government transfers are recognized in the financial statements in the period in which events givingrise to the transfer occur, providing the transfers are authorized, any eligibility criteria have been metand reasonable estimates of the amount can be made.

General and special municipal levies are recognized as revenue when the amounts are levied on themunicipalities.

Authority generated revenue and special program revenue is recognized when the price is fixed ordeterminable, collectability is reasonably assured and services are provided to customers.

Other revenues are recognized on an accrual basis.

(c) Land Held For Sale

Land held for sale is stated at the lower of cost and net realizable value. Cost includes amounts forimprovements to prepare the land for sale.

(d) Deferred Revenue

Revenue restricted by legislation, regulation, or agreement and not available for Authority purposes isreported as deferred revenue on the statement of financial position. The revenue is reported on thestatement of operations in the year in which it is used for the specified purpose.

(e) Internally Restricted Surplus

Appropriations are made from operations to reserves for future expenses and contingencies for suchamounts as are deemed appropriate, and upon approval of the Authority members.

(f) Tangible Capital Assets

Tangible capital assets are recorded at cost, which includes all amounts that are directly attributable toacquisition, construction, development or betterment of the asset. Cost includes overheads directlyattributable to construction and development.

Amortization is reflected on a declining balance basis over the estimated useful life of the assets at thefollowing amortization rates:

Contributed tangible capital assets are recognized as assets and revenue at fair value at the time they arereceived.

(g) Classification of Expenses

To achieve consistency of reporting by the Conservation Authorities in Ontario, expenses are reportedto follow the classifications set up by the Ministry of Natural Resources and Forestry. These are asfollows:

General Administration expenses include those associated with head office functions other thantechnical staff and associated programs.

Program Operation expenses include technical and program operations support staff, operations andmaintenance of water control structures, forest management and expenses at Saugeen Parks.

Other expenses include repairs and maintenance, vehicles and equipment, agricultural land expenses,property management, special employment projects, motor pool, etc.

(h) Vehicles and Equipment

The Authority operates a motor pool of vehicles and equipment. Internal charges for the use of vehiclesand equipment are made to the various projects of the Authority based on an hourly or distancetravelled rate, which is designed to recover all costs of operating the pool including replacement ofequipment.

These internal charges are included in the appropriate expense classifications.

(i) Use of Estimates

The preparation of financial statements in accordance with Canadian generally accepted accountingprinciples requires management to make estimates and assumptions that affect the reported amounts ofassets and liabilities at the date of the financial statements, and the reported amounts of revenues andexpenses during the reporting period. The principle estimates used in the preparation of these financialstatements are the determination of the estimated useful life of tangible capital assets. Actual resultscould differ from management's best estimates as additional information becomes available in thefuture.

(j) Cash and Cash Equivalents

Cash and cash equivalents include cash on deposit, short-term deposits with a maturity of three monthsor less at acquisition and temporary bank overdrafts which form an integral part of the Authority's cashmanagement.

(k) Financial Instruments

The Authority considers any contract that creates a financial asset, a financial liability or equityinstrument as a financial instrument, except in limited items such as leases and loan commitments.

Initial recognition and measurement

A financial asset or a financial liability is recognized when the Authority becomes a party to thecontractual provisions of the financial instrument. Financial assets originated or acquired or financialliabilities issued or assumed in an arm’s length transaction, are initially measured at their fair value.

Subsequent measurement

Changes in fair value of investments in equity instruments are recognized in annual surplus in the periodincurred. All other financial assets and financial liabilities are measured at amortized cost.

Impairment

At the end of each reporting period, the Authority assesses whether there are any indications thatfinancial assets measured at cost or amortized cost may be impaired.

In 2015, the Authority administered funds as the lead authority for the Source Water Protection program.These funds were held in trust by the Authority for the benefit of a particular region including but notlimited to, the area within Saugeen Valley Conservation Authority. Expenses made from that account mustbe approved by a committee consisting of members from all affected areas. The Authority is no longer thelead authority as of March 31, 2016. As at December 31, 2016 $Nil (2015 - $58,547) was due from theSource Water Protection program to the operating fund for 2016 expenses.

Included in the Operating Funds is a high interest account which earns interest at 1.5%.

6. Revolving Credit Facility

The Authority has available a Royal Bank of Canada revolving credit facility with a maximum limit of$200,000. The facility bears interest at bank prime plus 1.25% and is due on demand. As at December 31,2016, the balance is $NIL (2015 - $NIL). The Authority also has a $75,000 VISA credit limit facilityavailable.

7. Pension Plan

The employees of the Authority participate in the Ontario Municipal Employees Retirement Saving Plan("OMERS"). Although the plan has a defined retirement benefit for employees, the related obligation of theAuthority cannot be identified. The Authority has applied defined contribution plan accounting as it hasinsufficient information to apply defined benefit plan accounting.

The amount contributed to OMERS for 2016 was $128,232 (2015 - $141,159) for current service costs andis included as an expense on the statement of operations.

OMERS is a multi-employer plan, therefore any pension plan surpluses or deficits are a joint responsibilityof Ontario municipal organizations and their employees. As a result, the Authority does not recognize anyshare of the OMERS pension surplus or deficit. The OMERS plan has reported a $6.98 billion actuarialdeficit at the end of 2015 (2014 - $7.08 billion deficit), and actuarial liabilities of $81.9 billion (2014 -$76.9 billion). Amounts for 2016 were unavailable.

8. Budget Amounts

The 2016 budget amounts for Saugeen Valley Conservation Authority were approved by the Authoritymembers and have been restated to conform to the basis of presentation of the revenues and expenses on thestatement of operations and net assets. The budget numbers have not been audited.

9. Commitments

The Authority has entered into an operating lease agreement for a Xerox 7835 copier requiring 48 monthlypayments of $121 commencing September 2015. The lease expires September 2019.

The Authority has entered into an operating lease agreement for a Xerox 7855 copier requiring 36 monthlypayments of $166 commencing May 2016. The lease expires May 2019.

The Authority has entered into an operating lease agreement for a 2016 Toyota Rav4 requiring 36 monthlypayments of $386 commencing May 2016. The lease expires May 2019.

The minimum annual lease payments on these commitments for the next three years are as follows: 2017 $13,0752018 $8,075 2019 $3,849

The Authority has entered into an agreement for the operation of an online reservation system for twocampgrounds requiring annual payments of $1,000 per park plus an additional $5,000 annually for licensing.The agreement is for 5 years, beginning 2013 and ending in 2017.

11. Financial Instruments

The Authority's financial instruments consist of cash, accounts receivable and accounts payable. Thesignificant financial risk the Authority is exposed to is Credit Risk. It is management's opinion that theorganization is not exposed to significant currency risk, interest rate risk, liquidity risk or market risk.

Credit Risk is the risk that one party to a financial instrument will cause a loss for the other party by failingto pay for its obligation. The Authority is exposed to credit risk in connection with the collection of itsaccounts receivable. The Authority mitigates this risk by maintaining credit approval and payment policiesand the Authority does not anticipate significant loss for non-collection.

From: [email protected] [mailto:[email protected]] Sent: Tuesday, March 07, 2017 8:52 AM To: Wayne Brohman <[email protected]> Subject: Permitting cost for D Grant drain Directors of SVCA: This is a time line of the events leading to this presentation: * ?Spring of 2012 - Contacted several contractors regarding the proposed tiling and gathered information regarding cost of replacing the existing clay tile with plastic; all of them said no need to contact SVCA due to replacing an existing tile system * June 2012 - survey and initial layout done by Frey * Sept 2012 - work was completed by Weigel Drainage with the understanding it would be a mutual drain * After completion one land owner decided not to participate and organized a meeting with SVCA and OMAFRA personnel onsite to discuss responsibilities of landowners. At no time during this meeting was there any mention of a permit being required. This meeting led to petitioning the Municipality of South Bruce for a Municipal drain designation. * ?Feb 14/2017 Dietrich Engineering presented the final report to Council at which time there was also a letter dated Feb 14/2017 from SVCA indicating a violation because there had been no permit for the work. * Feb 15/2017 - March 6/17 ongoing discussion with SVCA regarding several concerns: 1. ?The statute of limitations which I understand to be two years; the letter was dated four years, five months after the work was completed. Upon inquiry, the reply I received from SVCA was: As for the statute of limitations, it is the same for all violations, regardless of the hazard or the manner of "development" and it is two years from the time that SVCA staff find out about the violation. 2. After having an onsite meeting with SVCA staff there was no mention of a permit being required. I believe that I exercised due diligence by hiring experienced, knowledgeable contractors. In addition, contrary to the statute of limitations I was not informed of my purported negligence within a timely manner and when a staff member was onsite a required permit was never mentioned. Had I understood that a permit was required I would certainly have applied for one. Please find attached the map of the Significant Wetland and the Drainage map for your information. My proposed remedy would be that do to the statute of limitations there should be no permit required but if that does not apply then only the fee due at the time of the work being done with no penalty do to SVCA personnel not letting me know at the time of the onsite meeting . Administration

Now that the Teeswater Flood Plain mapping project has been completed a meeting of the Mapping

Group has been scheduled for April 4th. At that meeting staff will review the process, costs and timing of

the Teeswater mapping as well as the implications of the Two Zone policy. Greenland Consulting

Engineers will be in attendance to provide an update on their new flood forecasting software and how it

can function as a tool to develop new flood plain mapping in a more cost effective manner.

There has still been no court decision on the Gilmor v. Nottawasaga Valley Conservation Authority

appeal which was heard on December 21st.

The Agricultural Advisory Committee is scheduled to meet on March 20th.

Flood Warning

A flood event occurred February 24 to 26, due to snowmelt and rain. Although the flows were the

highest recorded so far this year, they were not significant, with flows at most stream gauge stations

just below the mean annual flood. The very warm air temperatures from February 18 to 25 reduced the

snowpack substantially and caused the initial runoff, which was augmented by 7 to 33 mm of rain

around the 24th. River ice was not a factor, as it had been flushed out of the system in mid-January.

Flooding only occurred in typical low lying flood-prone areas.

The flashboards and stop logs in the Upper and Lower Durham Dams that are in place during the winter

to help manage frazil ice were removed on February 24th. Removal was done to take advantage of the

absence of river ice and in preparation for high river flows. Normally the removal operation takes place

in March, so this year was one of the earliest it’s been done.

On February 22nd to 24th the Senior Manager attended an information and training session at the Upper

Thames River CA on the WISKI Water Resources Information Data Management System. A separate

report to the Board further describes this data management system.

Land Management

The drinking water system at Saugeen Bluffs Conservation Area was inspected last year by the Grey

Bruce Health Unit. Although their approval was renewed recently they now require the Authority to

submit water samples for testing every two weeks rather than the previous once per month.

Water Resources and Stewardship Services

Markdale Rotary Park Dam Removal Moving forward with various aspects of this project, the engineer has begun work on the design drawings regarding the dam removal. With the assistance of the SVCA Graphics staff, a sign has been completed and delivered to the Markdale Rotary club for installation at the park denoting the park revitalization and dam removal project. The municipality will be sending out information on a planned meeting on April 6, 2017 in Markdale that will share information on the dam removal to the community and seek suggestions on the park revitalization component. Project design and tender of the construction is in preparation for the removal of the structure. Partners involved in this river ecosystem and water quality benefiting project include the Markdale Rotary Club, Municipality of Grey Highlands, Stewardship Grey Bruce and Happy Trout the local Chapter for Trout Unlimited Canada. Phragmites Information Presentation As previously reported, SVCA staff have been working with Jim Ellis from Southgate, Grey County to bring the information presented at stop the spread of phragmites to the inland people. In addition, Jo-Anne Harbinson attended the Ontario Phragmites Working Group meeting in mid-February where she was able to meet potential speakers and hear about the continued issues around over water chemical spraying. Phragmites is not found just along the Lake Huron shoreline, but can be found in numerous locations in our watershed, up to the headwaters and in roadside ditches where the ground has been disturbed and the phragmites takes a hold. Many of these locations are beside wetlands. The invasive phragmites can be very aggressive and transfer from the roadside ditches into adjacent sensitive ecosystems and as well establish along streams.

At this time, there are 50 attendees with eight presenters, the hope is to provide information and educate those that are not aware of this invasive plant and hope to get ahead of this invasion before it takes hold in areas that it is not yet. We are pleased to see public works or parks and recreation staff from almost all of our member municipalities attending. In addition, three of our adjacent Conservation Authority staff and staff from Bruce, Grey, Dufferin and Wellington Counties will be in attendance. Pine River Watershed Initiative Network Tori and Jo-Anne have met with the PRWIN board to ask if they would like their staff to be able to assist with the implementation of a portion of the project in the Pine River watershed. An agreement has been entered into with the PRWIN. This is a similar approach that we used previously, where we are trying to build the knowledge of staff and landowners in the priority watershed. SVCA staff have built a landowner survey and field walk template that the SVCA will train the Pine River staff with. PRWIN will be in contact with landowners in the watershed to complete surveys on their agricultural practices and crop rotations. SVCA and PRWIN staff would complete field walks that would look at areas of high runoff and where sediment is being moved down slope/stream to creeks and rivers. To support this process, SVCA GIS staff will generate air photos that will show the areas of a property that would be considered saturated areas following a heavy runoff event due to the slope and soils on the land. Field walks will verify this mapping. By using this as a tool, this will assist in our watershed to have a simple predictive model to determine areas of high erosion, and high flow paths using GIS. Grey Bruce Sustainability Network (GBSusNet) Manager of Water Resources and Stewardship Services and the GBSusNet are planning the spring CareerWORKS which involve two WaterWORKS, one in Walkerton and one in West Grey. The GBSusNet was successful in their application to the RBC Bluewater Fund in partnership with the SVCA for a $10,000 grant that will assist with the delivery of various Career WORKS and Sustainable Living Workshops. Jo-Anne Harbinson has been voted as the Chairperson of the GBSusNet. The group was successful in receiving funds from the ON150 fund that will support a “Letters Home Project” that will provide summer jobs for six youth in our area relating to theatrical development and hosting various productions over the summer. Lake Huron Centre for Coastal Conservation (LHCCC) The Coastal Centre has hosted three shoreline community public meetings in three different Counties, Lambton, Huron and Bruce. The public, municipal staff and municipal council members have attended the various meetings to see the initial information released on the LHCCC Coastal Action Plan. SVCA staff, three employees from Saugeen Shores and two Saugeen Shores council members as well as a other people from the public from along the shores of Lake Huron came out for the February 28th meeting held at the Sauble Beach Community Centre.

Great Lakes Agricultural Stewardship Incentive (GLASI) Program Community Outreach Tori Waugh, Agricultural Outreach Coordinator, continues to connect with the agricultural community by attending Annual General Meetings and conferences. This will continue to support valued relationships, improve knowledge of local initiatives in soil health and conservation and to improve the program’s connections to other similar initiatives. Tori Waugh, on behalf of the SVCA has joined an Ontario Soil Leaders Network geared at improving the program’s connections. 2016 SVCA Cover Crop Incentive Program Residue measurements to approve the accepted funding applications from the 2016 cover crop incentive program have begun. Farmers whose applications were acceptable to the SVCA, need to have residue count completed this spring and at least 50% residue (dead or living) is needed be approved. Tailgate Series Development of the 2017 Coffee, Crops & Donuts tailgate series is complete. A draft copy of the 2017 schedule of workshops has been made available for reference. We have developed many new contacts through the outreach efforts for hosts and speakers for these events, including Lewis Land & Cattle, Soil Warrior, OMAFRA staff, Agronomy Advantage, Lystek, GFO, Brussels Agriservice, and University of Guelph staff. Demonstration Plot Project With most farmer’s still in the process of developing their crop plan, the demo plot site locations have not yet been narrowed down. However, Demo plot partners for the 2017 year have been confirmed and include: Paul Legge, Harry Biermans, Peter Kotzeff, Ken Schaus, Gerard Grubb & Thomas Lennox. Water Quality Shaun Anthony, Water Quality Specialist (WQS) continues to take monthly and storm event samples at the ISCO (automated water sampler) site in support of the Rural Stormwater Management Model (RSWMM), as well as download and process data from the meteorological and flow-based data loggers

at this site. Shaun produced a comprehensive data summary for this project and sent it to staff at Ausable Bayfield CA who will use it in the model. Provincial Water Quality Monitoring Network (PWQMN) surface water sampling will resume in April. In the meantime, data coming back from the lab continues to be processed and is entered into the water quality (WQ) database. WQS has obtained updated quotes from private laboratories for annual sample analysis. There are no changes to last year’s pricing other than a $1 increase to the $14 shipping fee. As such, we will continue using SGS Canada Inc. for sample analysis. All 30 benthic invertebrate samples have been sorted to the “Family” taxonomic level. WQS is currently ordering any necessary equipment for the upcoming biomonitoring season (May). Maintenance on the Authority’s 17 Provincial Groundwater Monitoring Network (PGMN) wells continue on a quarterly basis. This involves taking manual level measurements to determine the rate of recharge, downloading leveloggers and meteorological data loggers, clearing debris from rain gauges, swapping or fixing faulty equipment and general maintenance. WQS has just sent a complete status and data summary of SVCA’s wells to Ministry of the Environment and Climate Change (MOECC). For the partnership with Bruce Power, Shaun has ordered equipment for the unattended water quality monitoring stations to be installed at the Bruce Power site. He is currently researching best methods for in-stream installations, and is planning on installing this equipment at the end of March. The equipment will gather baseline and storm event water quality data. Preliminary discussions surrounding Watershed Report Cards (WRCs) has started via several meetings in the formation of subgroups for the different indicators (e.g. surface water, groundwater, communications etc). In preparation for the next round of WRCs to be released in March 2018, the WQS has been summarizing all 2012-2016 data. WQS posted a job ad for the 15-week summer position of “Water Resources Assistant.” The posting closes on March 19 and will be followed by interviews. Forestry The rather light or non-existent snow cover has allowed forestry staff access to properties for marking exercises in preparation of additional tendering of forest products in 2017. Properties identified in the 2017 work plan such as Tract 42-220-45 on Concession 4SDR of former Glenelg Township and Tract 42-220-50, the Bells Lake properties are being prepared for harvest operations. Staff will also be doing marking at the Saugeen Bluffs Conservation Area for harvest operations as a means of mitigating the problems expected as the result of the Emerald Ash Borer. population as well as other species will be marked for removal with the potential result of some revenue generation from the operation. The Fairy Lake Ash Tree Removal Project in Southampton that the Forestry Department was providing supervision for is now complete. Over 500 trees were identified and marked for removal by Donna Lacey, Forestry Technician. This project eliminated the potential liabilities from dead and dying Ash trees in a very heavily used trail system around a small lake. Some of these users included students from a school that adjoined the project area. This project was deemed a success with the Municipality of Saugeen Shores very pleased with the coordination and timely completion despite the unusual winter conditions. a. Sulphur Spring Windbreak Spraying Staff are continuing to research methods of dealing with the fungal infections that are affecting the White Spruce trees at the Sulphur Spring property. Current research indicates that successful treatments require early spring applications followed by one or two more treatments in the spring to early summer season. Research is also indicating that the park will need to be closed for a short period of time prior to and following the treatment.

b. Emerald Ash Borer Update

Staff are actively involved in the trapping and tracking of Emerald Ash Borer populations. To-date Emerald Ash Borer has been found within most portions of Bruce County located within the Authority’s jurisdiction. There have been few occurrences of Emerald Ash Borer in Grey County, and none observed within the Authority’s jurisdiction. Staff will continue to follow the progression of this pest. Staff will develop a liability/ protection plan to pre-emptively deal with the impending problem on SVCA lands including trails and campgrounds.

c. Forest Certification Update SVCA forests became Certified in October of 2014. The first Audit of our Certification was carried out in 2015. There were no major issues identified during the Audit.

Jo-Anne Harbinson, Manager Water Resources & Stewardship Services introduced herself and reviewed the Authority’s historical involvement with the agricultural community by explaining various programs delivered by Authority staff. She then explained the current program, the Great Lakes Agricultural Stewardship Initiative (GLASI) program. The Chair thanked Jo-Anne for the presentation and the committee was given a chance to ask questions.

Gord Flewwelling arrived at the meeting.

SVCA permitting process and timelines

Erik Downing, Manager Planning and Regulations introduced himself and gave the committee a presentation on the permitting process of the Authority and the timelines with respect to issuing permits. The committee then asked questions about the length of time specifically, and what could be done to address this issue. The Chair thanked Erik for his presentation.

Bob Zettel introduced an article he had read relating to safety and controlling of flooding. It was suggested that staff be given an opportunity to read the article and that this could be discussed in further detail at the next meeting.

Report To: Authority Members, Saugeen Valley Conservation Authority From: Gary Senior, Sr. Manager Flood Warning and Land Management Date: March 21, 2017 Subject: Purchase of WISKI Water Resources Data Management System and Participation in the Southwest WISKI Hub The Saugeen Valley Conservation Authority currently has its own water resources data acquisition and analysis software for the system of stream gauges and weather stations in the Saugeen Watershed. This system is used in the SVCA’s flood forecasting, stream flow data monitoring, and low water response roles. This report recommends that replacement software be purchased and that the SVCA join a group of Conservation Authorities that will use the same system. The existing software, called the Basin Runoff Forecast Unit (BRFU) has been in place since about 1980 and has gone through continuous improvement over the years. It originally was developed by an SVCA staff member, Jack MacPherson, and at one time it was used by about seven different Conservation Authorities. The SVCA remains the only Authority still using BRFU. In addition, Mr. MacPherson is the only person that understands the programming behind his software, and at some point in the future updates won’t be available. Furthermore, while the technology in the BRFU system was quite advanced at the time of its inception, it now has limitations compared to newer systems. Given the age, limited future lifespan, and technical limitations of the existing BRFU software, replacement software is needed. Staff recommends the Authority purchase the WISKI system, which stands for “Water Information System Kisters”. Kisters is a multinational firm with its head office in Germany and a Canadian office in Hamilton, and it develops and retails resource management software products. The key software module required is WISKI SODA, which is used for data acquisition, raw data storage, and data dissemination. WISKI SODA communicates with the dataloggers in the stream gauge stations and downloads and processes the data. There is a particular advantage in purchasing the WISKI system in that a “WISKI Hub” is being formed by interested Southwestern Ontario Conservation Authorities. There is considerable cost-savings and technical advantages if the SVCA joins the proposed WISKI Hub. In fact, it would probably be cost-

prohibitive for the SVCA to purchase the software and hardware on our own rather than participate in the joint-venture. For example, by participating in the Hub, a central server located at one Authority office and accessible by internet by the participating Hub Authorities is only required. The Hub members pay an initial fee and then an annual fee toward upkeep of the system and for future hardware upgrades, with the cost spread out amongst the participants. For the Southwest Hub, the Upper Thames River Conservation Authority in London will be the location of the central server. The UTRCA has had their own WISKI system for about six years and they have offered to become the primary organization for the Hub. For about the last five years there has been a Hub already operating with the Eastern Ontario Conservation Authorities. The Southwest Hub will be modelled on that same arrangement and we will be able to learn from the experiences of the Eastern Hub. Another benefit of the WISKI system is that the Ministry of Natural Resources and Forestry uses it for their Flood Forecasting and Warning Program and their Low Water Response Program. The advantages of the WISKI Hub are as follows: ▪ Considerably less costs for hardware and licenses compared to purchasing on our own ▪ Share expertise ▪ Share experiences ▪ Share standards ▪ Support from Kisters and mutual support among CAs ▪ Consistency with other CAs in data formatting ▪ Develop tools collaboratively ▪ Redundancy (off-site back-up of stored data) ▪ Strength in numbers when dealing with Kisters ▪ Support from the Ministry of Natural Resources and Forestry ▪ Access to data from other CAs (e.g. precipitation) There are numerous other software modules offered by Kisters that can be added to the basic WISKI package should an individual Authority desire it. For example, WISKI KiWQM is a water quality data analysis program. Staff are suggesting that we acquire the WISKI module necessary for our flood forecasting and flow data analysis at this time, and other products can be looked at a future time should the need arise. There will be considerable staff time involved in configuring the new system and particularly inputting historical flows and other data. In addition, as with any new system there will be a lengthy learning curve. Also, as the Hub is a group-effort, various steps in the implementation will require input and

concurrence from the participants. For the foreseeable future the existing BRFU system will continue to operate as per usual, so that the flood forecasting function remains viable, and gradually the WISKI system will be developed separately. When the WISKI system is considered reliable enough, it will become the primary system and BRFU will be discontinued. SVCA Costs The estimated costs are based on the expectation five participants will join the Hub in 2017/18. If more join, then costs will be slightly less.

Most of the cost for 2017 is already designated within the Floodwarning budget. There is $5,000 in “Software Licensing & Hosting” and $10,000 in “Software Expense” categories. It is proposed that the remaining $6,829 come from “Working Capital Reserve”. After the initial purchase the estimated annual SVCA cost beginning in 2018 and thereafter is $6,779. Recommended Motion The following motion is recommended:

THAT the Saugeen Valley Conservation Authority purchase the WISKI Water Resources Data Management System from Kisters for the Flood Warning and related programs; and further, THAT the Authority join the Southwest WISKI Hub, for a total estimated cost of $21,829 in 2017 and an ongoing annual estimated cost of $6,779.

Subject: Saugeen Bluffs Hunting and Access

This report is in response to correspondence received from Mr. Jerrold Beech of Paisley on March 3rd.

Mr. Beech raises three concerns with respect to the Saugeen Bluffs property: what he describes as an

“historic plot of land”; the recent hunting ban; and the closure to vehicle access in the off season.

Historic Plot of Land: Mr. Beech indicated in a telephone conversation that he suspects that a small

area of SVCA land along the river and just down river from the Bluffs lookout may have some historic

significance. His basis for this is his observation that the vegetation in that area is different from the rest

of the river shoreline. Staff will visit that site this spring with Mr. Beech.

Hunting: Prior to the establishment of the Horse Campground hunting had been allowed on the 150

acres of SVCA bush property that was not part of the campground operation. With the establishment of

the trail system in that 150 acre area the issue of hunting in that area was reviewed by staff. Horse

riders from the Chesley Riding Club and from the Horse Friends of Saugeen Bluffs indicated that they

would like to ride the trails in late fall after the closing of the campground in mid-October. Also, those

groups will start performing trail maintenance early April right after the Maple Syrup Festival as they did

in 2016.

With the added activity on the new trails in the 150 acre area the Authority considered it prudent to

change the designation of that property to “No Hunting”. Consideration was given to allowing hunting

during a certain period only but for safety reasons it was felt it was better to not go that route. Here is

the excerpt from the August 23, 2016 Authority Minutes on this topic:

The GM/S-T presented a map of the Saugeen Bluffs Conservation Area to the Authority and explained that currently part of the property has been designated “no hunting” but that hunting has been allowed in the northern region. Since the horse trails have been created, SVCA staff were concerned about hunting in areas where people could potentially be riding. After discussion the following motion was passed: MOTION #G16-72 Moved by John Bell Seconded by Maureen Couture THAT the entire Saugeen Bluffs property be designated as a no hunting area; and further THAT SVCA staff place appropriate signage on the property. Carried

The SVCA website lists all the SVCA properties where hunting is allowed and where it is not. Other

properties where hunting is not allowed are: Sulphur Spring, Allan Park, Stoney Island, Denny’s Dam, the

3 campgrounds, and Varney. Those properties are also used extensively by the public. Hunting is

allowed on 80 of SVCA’s forested properties representing about 18,000 acres.

Off Season Access: Mr. Beech’s correspondence also indicated a concern with the gate to the Bluff’s

property being closed and signage indicating that the park is closed and there is no vehicle entry. The

procedure followed by staff has been to close the gate after the end of the camping season

(Thanksgiving weekend) and after the campground has been winterized and the school cross country

running events have concluded (late October). The gates at the roadway entrances into Durham

campground are also closed around that time. For security reasons we do not want people to have

vehicle access to the campgrounds while the campgrounds are closed. Theft and vandalism to SVCA

buildings and property and to the camping trailers left on the sites is a concern. The roadways

throughout the campground are not maintained in the winter and the municipal road into the park is

also not plowed in the winter. In 2015 a similar gate was installed at Denny’s Dam to keep vehicles from

driving into the campground area in the off-season. While there are no trailers left at that property over

the winter, there were cases of vehicles driving into the camping area and causing damage to the

grassed areas.
