LTFM AD 2.21 GÜRÜLTÜ ÖNLEME USULLERİ / NOISE ABATEMENT PROCEDURES
Uçak yedek güç üniteleri (APU) yüksek düzeyde gürültü ve önemli emisyonlar oluşturduğundan, İYH’de çevresel gürültünün etkilerini en aza indirmek için planlamadan uygulama aşamasına kadar önlemler alınmaktadır. As Auxiliary Power Units (APUs) generate high levels of noise and significant emissions, precautions are taken from planning to operation phase to minimize the environmental noise impact of INA. APU' ların operasyonel ihtiyaçları karşılamak için gerekli olan mutlak minimum süre ile tutarlı bir şekilde kullanılmasını sağlamak Havayolu İşletmecileri ve Yer Hizmetleri'nin sorumluluğundadır. Bu kapsamda, tüm gelen uçaklar, yerleştirme sırasında derhal sabit elektrikli yer güç ünitelerine (FEGP) bağlanmalıdır. It is the responsibility of Airlines and Aircraft Handling Companies to ensure that APU’s are used in a manner consistent with necessity and for the absolute minimum time necessary to meet the operational needs. To this extend, all inbound aircraft must connect to fixed electric ground power units (FEGP) immediately on docking. Tüm giden uçakların motor çalıştırılmadan en erken 10 (on) dakika önce yedek güç ünitelerini (APU) başlatılmasına izin verilir. All outbound aircraft are allowed to start auxiliary power units (APU) earliest 10 (ten) minutes before engine start. In areas where supported by fixed electric ground power units (FEGP), the use of APU and GPU is prohibited in INA. The use of the auxiliary power units (APU) and ground power units (GPU) for airborne passenger boarding bridges (PBB) are strictly prohibited. Yedek güç üniteleri (APU) kullanımının mecburi olduğu durumlarda APU ihtiyacını azaltmak ya da ortadan kaldırmak için uçaklara güç beslemesi sağlanması için mümkün olan durumlarda, yakma enerjili alternatiflerden ziyade, (yerinde üretilen elektrik yerine şehir şebekesi elektriğinin kullanıldığı) elektrik teçhizat kullanılması önerilmektedir. In circumstances where use of auxiliary power units (APU) are required, electrical equipment (where city electricity is used instead of on-site generated electricity) will be used, wherever possible, in order to provide power to aircraft in order to reduce or eliminate the need for APU use.

CAT II/III OPERASYONLARI / CAT II/III OPERATIONS
CAT II ve CAT III Operasyonları için onaylanmış 16R, 34L, 17L ve 35R pistleri, gerekli ekipmanların hizmete elverişliliğine bağlı olarak, asgari miniması ilgili sivil havacılık otoritesi tarafından resmi olarak onaylanmış işleticilerin CAT II ve CAT III operasyonları için uygundur. RWYs 16R, 34L, 17L and 35R approved for CAT II / CAT III operations, subject to serviceability of the required facilities is suitable for CAT II and III operations by operators whose minima have been formally approved by relevant Civil Aviation Authority. CAT II ve CAT III Operasyonları esnasında; 16L/34R ve 17R/35L pistleri iniş ve kalkış amaçlı kullanılmayacaktır. During CAT II and CAT III operations; RWYs 16L/34R and 17R/35L will not be used for landing and take off, and CAT II ve CAT III Operasyonları için, “özel uçuş ekibi ve hava aracı sertifikasyonu gereklidir”. For CAT II and CAT III operations, “special aircrew and aircraft certification required”. CAT II ve CAT III Operasyonları süresince özel ATC usulleri (düşük görüş ATC usulleri) uygulanacaktır. İSTANBUL YENİ HAVALİMANI İÇİN TEHLİKE OLUŞTURABİLECEK KUŞ HAREKETLERİ / POTENTIAL HAZARDOUS BIRDS MOVEMENTS FOR ISTANBUL NEW AIRPORT İstanbul Yeni Havalimanı Avrupa-Afrika arasındaki kuş göç yolu üzerindedir. 2014 yılı başından beri İGA tarafından yapılan uzun dönemli izleme çalışmalarına göre göç
dönemlerinde ve yıl boyu uçuş güvenliğini tehdit edebilecek göçmen ve yerli kuş türleri tespit edilmiştir. Istanbul New Airport is under European-African migratory birds’ flyway. It has been identified during the long-term monitoring programme that has been done by IGA since 2014 and migratory and local birds that might have risk on flight safety have been identified.

1 Mart – 31 Mayıs arasında 10:00 – 18:00 saatlerinde batı kuzeybatı yönünde ilerleyen, leylek (2275-4400 gr), kartal (1000-2200 gr) ve şahinlerin (420-1180 gr) büyük sürüleri ile karşılaşma potansiyeli vardır. - İlkbahar göç dönemi; Mart-Nisan-Mayıs ayları boyunca göçmen kuş hareketliliği (15 Mart – 10 Nisan ilkbaharın en yoğun zamanı) görülmektedir. - 5 Eylül – 31 Ekim arasında 10:00 – 18:00 saatlerinde doğu güneydoğu yönünde ilerleyen, leylek (2275-4400 gr), kartal (1000-2200 gr) ve şahinlerin (420-1180 gr) büyük sürüleri ile karşılaşma potansiyeli vardır. There is a potential to encounter with large flocks of storks (2275-4400 gr), eagles (1000-2200 gr) and hawks (420-1180 gr), which travel west to northwest in the hours of 10:00 to 18:00 from 1 March to 31 May.

When Low Visibility Procedures are in force, reduced landing rate can be implemented due to the requirement for increased spacing between arriving aircraft. In addition to the prevailing weather conditions, such factors as equipment serviceability may also have an effect on landing rates. For information and planning purposes, the approximate landing rates that can be expected are:

- Spring migration period; during March-April-May the migratory bird movements (peak period between 15 March – 10 April). There is a potential to encounter with large flocks of storks (2275-4400 gr), eagles (1000-2200 gr) and hawks (420-1180 gr), moving east to southeast between 5th September to 31st October to 31 October between 10:00 and 18:00. - Sonbahar göç dönemi; Ağustos, Eylül, Ekim, Kasım ayları boyunca göçmen kuş hareketliliği (25 Eylül – 5 Ekim ve 15 Ekim – 5 Kasım sonbaharın en yoğun zamanı) görülmektedir. * Yıl boyunca göçmen kuşlara göre daha az olmak üzere yerli kuş hareketliliği mevcuttur. Havalimanı çevresindeki yerleşim alanlarında martı, karga, güvercin ve sığırcık gibi uçuş güvenliği açısından risk oluşturan türler barınmaktadır. Bu türler gün içerisinde, geceleme alanları ile beslenme alanları arasında, havalimanı sahasında ve yakın çevresinde, farklı yönlerde günlük hareketler yapmaktadır. Yapılan gözlemlerde proje sahasında ve çevresinde, küçük kargaların (130-270 gr) 1000 birey, gümüş martıların (670-1150 gr) 600 birey, sığırcıkların (55-100 gr) 350 birey, kaya güvercinlerinin (180-360) 50 bireye varan sayılarda, günlük hareketler yaptıkları tespit edilmiştir. Autumn migration period; migratory birds movement during the months of August, September, October and November (25 September - 5 October and 15 October - 5 November is the peak time of autumn). * Resident birds’ movements are observed year round but with far less numbers than migratory birds. There are resident birds in the villages around the airport that can pose risk for flight safety, which are gulls, crows, pegions and starlings. Those birds are moving towards various directions between their overnight roosting areas and foraging areas in and around the airport. It has been identified up to 1000 individuals of Eurasian Crow (weight between 130-270 gr), 600 individuals of Yellow-legged Gull (weight between 670-1150 gr), 300 individuals of Starling (weight between 55-100 gr) and 50 individuals of Feral Pegions (weight between 180-360 gr) in and around the airport.

PROCEDURES FOR VFR FLIGHTS WITHIN İSTANBUL TMA/ İSTANBUL TMA İÇERİSİNDE VFR UÇUŞ USULLERİ: VFR Rotalar, hava trafiğinin yoğun olduğu Terminal Kontrol Sahaları içerisinde, VFR trafiklerin belirli bir düzen içerisinde uçmaları amacıyla düzenlenmiş olup, VFR ve IFR trafikler arasında ayırma yapmak amacıyla kullanılmayacaktır. İlan edilen rotaları kullanmakta olan VFR trafikler Türkiye AIP’sinde açıklanan VFR kurallara tabi olup, her türlü ayırma sorumluluğu (bölgede uçuş düzenleyen VFR / IFR trafikler, doğal ve suni manialar ve meteorolojik hadiseler gibi) uçuşu düzenleyen Pilota aittir. Herhangi bir sebeple ilan edilen VFR rotadan ayrılmak durumunda kalan hava aracının pilotu (meteorolojik şartlar vb.) bu durumu vakit geçirmeden ilgili Hava Trafik Kontrol Ünitesine bildirecek ve rotadan ayrılmasını gerektiren durum sona erdikten sonra ilgili kontrolöre bilgi vererek en kısa sürede VFR Rotaya geri dönecektir. VFR routes have been arranged to the end that VFR traffic can operate in a designated order through heavy traffic of the terminal control areas and; shall not be used for the purpose of separation between VFR and IFR traffic. VFR traffic which use those designated routes are subject to the VFR rules stated in the Turkish AIP and the responsibility for the separation (VFR / IFR flights in the area, collision with terrain or artificial obstructions, meteorological activities etc.) shall be at pilot-in-command. the pilot of the aircraft which deviates from the defined VFR route for any reason (meteorological conditions etc.) shall promptly inform the appropriate air traffic control unit and as soon as the reason for that ends, shall be back to the VFR route again immediately after informing the controller. 1) Istanbul TMA içerisinde bir meydana iniş yapacak radyosuz VFR trafikler, ilgili CTR’a 1500 FT MSL’nin altında ve alet alçalma, pas geçme ile standart kalkış rotalarını etkilemeyecek şekilde aşağıda belirtilen rotaları takip ederek gireceklerdir.
1) VFR traffic not equipped with radio destined to any aerodrome within the Istanbul TMA, shall enter the CTRs below 1500 FT MSL through the routes given here below, provided that they will not affect the instrument approach, missed approach and SID routes.
2) Radyosuz VFR trafikler, İstanbul TMA içerisinde 1500 feet MSL‘nin üzerinde uçmayacaklardır.
2) VFR traffic not equipped with radio shall not fly above 1500 FT MSL within the Istanbul TMA. 3) İstanbul TMA içerisinde faaliyet gösteren VFR Trafikler, 412838N-0281739E ve 404219N-0281343E noktaları ile belirlenen hattın batısında 2000 FT MSL, doğusunda 1500FT MSL’nin üzerine çıkmadıkça Yeşilköy Yaklaşma ile radyo teması kurmayacaklardır. 3) VFR traffic operating within the Istanbul TMA shall not establish radio contact with “Yesilkoy APP” unless they climb above 1500 FT MSL in the east of line identified by 412838N-0281739E and 404219N-0281343E as well as they climb above 2000 FT MSL in the

west of line identified by 412838N-0281739E and 404219N-0281343E.
4) Emergency durumlar ve kötü hava şartları hariç; tüm VFR trafikler, İstanbul TMA içerisinde VFR rotalar üzerinde 412838N-0281739E ve 404219N-0281343E noktaları ile belirlenen hattın batısında 2000 FT MSL, doğusunda 1500 FT MSL’nin üzerine çıkmayacaklardır. TMA dışında kalan VFR rotalar üzerinde ise yüksek irtifa/ seviye talepleri için ilgili hava trafik kontrol birimi ile temas etmeli ve bu temasta sadece çağrı adı ve istedikleri irtifa/ seviyeyi belirtmeli, VFR şartları korumalıdırlar.
4) All VFR traffic except emergency situation and bad weather conditions, shall not fly above 1500 FT MSL in the east of line identified by 412838N-0281739E and 404219N-0281343E, above 2000 FT MSL in the west of line identified by 412838N-0281739E and 404219N-0281343E on VFR route within Istanbul TMA. İSTANBUL TMA İÇERİSİNDE VFR UÇUŞ USULLERİ/ PROCEDURES FOR VFR FLIGHTS WITHIN İSTANBUL TMA
VFR Rotalar, hava trafiğinin yoğun olduğu Terminal Kontrol Sahaları içerisinde, VFR trafiklerin belirli bir düzen içerisinde uçmaları amacıyla düzenlenmiş olup, VFR ve IFR trafikler arasında ayırma yapmak amacıyla kullanılmayacaktır. İlan edilen rotaları kullanmakta olan VFR trafikler Türkiye AIP’sinde açıklanan VFR kurallara tabi olup, her türlü ayırma sorumluluğu (bölgede uçuş düzenleyen VFR / IFR trafikler, doğal ve suni manialar ve meteorolojik hadiseler gibi) uçuşu düzenleyen Pilota aittir. Herhangi bir sebeple ilan edilen VFR rotadan ayrılmak durumunda kalan hava aracının pilotu (meteorolojik şartlar vb.) bu durumu vakit geçirmeden ilgili Hava Trafik Kontrol Ünitesine bildirecek ve rotadan ayrılmasını gerektiren durum sona erdikten sonra ilgili kontrolöre bilgi vererek en kısa sürede VFR Rotaya geri dönecektir.
VFR routes have been arranged to the end that VFR traffic can operate in a designated order through heavy traffic of the terminal control areas and; shall not be used for the purpose of separation between VFR and IFR traffic. VFR traffic which use those designated routes are subject to the VFR rules stated in the Turkish AIP and the responsibility for the separation (VFR / IFR flights in the area, collision with terrain or artificial obstructions, meteorological activities etc.) shall be at pilot-in-command. the pilot of the aircraft which deviates from the defined VFR route for any reason (meteorological conditions etc.) shall promptly inform the appropriate air traffic control unit and as soon as the reason for that ends, shall be back to the VFR route again immediately after informing the controller.
