Not achieving active participation. Main barriers reported:

Younger members: socializing but not activelyYounger members: socializing, but not activelyparticipating in union dialogue, hesitance to postcomments or take initiatives. Asking to enhance on theirunion issues and social networking background beforefurther engaging.
