1. INTRODUCTION
Tubular Electrical & Instrumentation (Pty) Ltd is a subsidiary of Tubular Holdings
(Pty) Ltd. Tubular Electrical & Instrumentation (Pty) Ltd has been established with the
intention of providing an Engineering and Construction service to the industry in the
Electrical & Instrumentation fields. Our target markets are the medium to heavy
construction in the Mining, Petrochem and Industrial sectors.
Tubular Electrical & Instrumentation (Pty) Ltd will complement Tubular Technical
Construction (Pty) Ltd and their respective experienced teams that have worked
together for the last 20 years creating a track record second to none.
Tubular Holdings Group will be able to tackle a total project from top of concrete
foundations to commissioning, i.e. Supply, Fabrication and Erection / Installation of
Structural Steel, Platework, Piping, Erection / Installation of Mechanical Equipment,
Supply and Erection / Installation of Electrics and Instrumentation.
Our current operations are primarily located in South Africa but we are structured and
geared to deliver our comprehensive range of services throughout Sub-Saharan Africa.
We apply the strategy of thinking globally but acting locally. This has proven to be an
essential practice, particularly when working in less sophisticated markets and less
than hospitable conditions.

5. HUMAN RESOURCES
1. INTRODUCTION
Tubular has a track record of sound industrial relations of which we are justifiably proud.
Prevailing labour legislation forms the basis of our operating procedures and policies. However, we view legislation as our minimum operating standard and have developed and implemented procedures and policies specifically geared towards ensuring harmonious work relationships which, in turn, contributes to the completion of major projects on time, within budgeted costs and with the least amount of disruption.
2. LEGISLATION
Tubular operates within the Electrical Contractors Association and the National Industrial Council for the Iron, Steel, Engineering and Metallurgical Industry. The Main Agreement with regards to wages and related substantial conditions of employment for our hourly paid employees, the basic conditions of Employment Act, OHS Act (Safety and Health) and the Labour Relations Act. Periodically, we enter into specific agreements (i.e. recruitment) with local organisations, such as social compact groups and local community structures in order to ensure that certain needs of labour in the geographical areas in which we operate are accommodated. Tubular, on an ongoing basis, participates in industry-wide contractor forums, i.e. SEIFSA, MEI, CEA, ECA etc. in order to keep abreast of industry developments.
3. TRADE UNIONS
Tubular is an active member of SEIFSA and ECA, and therefore supports bargaining at national level with all member trade unions.
4. TRAINING AND DEVELOPMENT 4.1 The Company is committed to the training and development of Human
Resources at all levels by investing in time and money. 4.2 Tubular supports the principle of upliftment of skills and multi-skilling of its
employees. Upgrading and upliftment of skills will form an integral part of our work/manpower utilisation on a planned and ongoing basis.

4.3 Our philosophy is that the success of the Company depends on the quality of its people.
Upgrading of Category 2 and 3 employees to Category 4 semi-skilled
levels:
Upgrading of Category 1 labourers to Category 2 and 3 positions (mechanical, piping and rigging disciplines will be targeted in this respect).

5.1 Special attention is paid to select candidates for training and advanced management courses to fulfil and meet the Affirmative Action Programme.
5.2 Assessments take into account their potential as their qualifications.
5.3 Tubular supports the notion that contractors should have a social
responsibility towards general upgrading of skills of local in the area where the project is located.

of the Electrical Contractors Association (ECA) Metal Industries Bargaining Council (MEIBC) which is guided by the Steel Engineering Industries Federation of South Africa (SEIFSA), the Main Agreement with regard to wages and related conditions of employment for hourly paid employees, the Basic Conditions of Employment (BCE), the Occupational Health and Safety Act (OHSACT) and the Labour Relations Act (LRA)
