W person takes the office o the presidency, doesthat endow him with special God-like abilities thathelp him distinguish between good and evil, or right romwrong? Do presidents automatically become in allible upontaking the oath o office?

Obviously not.Ten why is the Department o Justice ( ) trying to

give the current president autocratic, kingly powerspow-ers that require divine, God-given wisdom to execute in arighteous and just manner?

On February , revealed a leaked Justice Depart-ment white paper justi ying what President Obama hasalready been doingsuspending constitutional protectionsand executing Americans without ormal charges or trial.

Harvard law pro essor Noah Feldman calls the policy

a repudiation o the Magna Carta, thatundamental law that took power awayrom the monarch and gave it to thepeople and their representatives.

lawyers (appointed byPresident Obama)whose job it isto ensure thatthe administration obeys the lawas-sert in their paper that it is law ul tokill American citizens without due process as long as threeconditions are met. One: an in ormed, high-level officialhas determined that the citizen poses an imminent threat o

violence against the United States. wo: Capture is in easible.Tree: Te killing is conducted in a manner consistent withapplicable principles o the laws o war.

According to the white paper, as long as a high-level o -cial thinks youre a threat, its hard to capture you, and hedoes it relatively cleanly, he can kil l you. Doesnt matter iyou are in an active war zone or not. Doesnt matter i youare a member o al Qaeda or not.

It might seem like good policy to strike bad guys be orethey can act.

But politics aside, disregarding the Constitution has set adangerous precedent.

Former New Jersey Superior Court Judge Andrew Na-politano says the white paper should shock every Ameri-can. Te Justice Departments logic is awed, its premisesare beref o any appreciation or the values o the Declara-tion o Independence and the supremacy o the Consti-tution,

by any in ormed, high-levelofficial o the U.S. government, he warns (emphasis addedthroughout).

Napolitano says the law ul power to suspend universalconstitutional protections guaranteed to all personsandkill them without any due process whatsoevershould berepugnant to Americans. Tis is the power claimed bykings and tyrants, he writes. It is the power we have argu-

    ably ought

countlesswars to pre- vent . Now

it is here.Te president and various

unnamed high-level officials havetaken it upon themselves to act asaccuser, prosecutor, judge, jury andexecutioner, with no legislative or judicial oversight.

For more than a year, the Obama Justice Departmentought to hide the secret legal research it used to justi y thepresidents killing o U.S. citizens overseas using drones. It

claimed the complicated research was so sensitive it couldnot be revealed to the public.Judge Colleen McMahon didnt like that explanation at

all. But there was nothing she could do to orce the admin-istration to explain how its actions werent violating theConstitution that gave it its power in the rst place.

I can nd no way around the thicket o laws and prec-edents that effectively allow the executive branch o ourgovernment to proclaim as per ectly law ul certain actionsthat seem on their ace incompatible with our Constitutionand laws, while keeping the reasons or their conclusionssecret, she wrote.

Assad irst practiced this stratagemon Syrias northern rontier withurkey. Six months ago, he opened thedoor o his border region to let armedbands o the separatist (Kurdish

Wednesday as President MonceMarzouki suffered setbacks in his bidto replace Prime Minister Hamadi Je-bali, who quit afer ailing in his planto orm a non-partisan cabinet.

alks between Marzouki andRached Ghannouchi, head o IslamistEnnahda party, ended inconclusively, dashing hopes o a soon end to uni-sias deepest political crisis since therevolt that ousted Zine El Abidine BenAli two years ago.

    I P Mahmoud Ahmadinejads historic

visit to Cairo or a summit o the Organization o IslamicCooperation ( ), as well as President Mohamed Morsisred carpet reception, has led to mounting speculationacross the region that a possible rapprochement is in themaking afer a decades-long deadlock.

Morsis warm reception reected a shif in attitude romhis visit to Iran during the summit o the -member Non-Aligned Movement in ehran in August, observers say.

But the political situation in Egypt is also shifing, withdwindling support or the rst elected president, not onlyrom traditional secular opposition groups but also romhis major political allies, the ultraconservative Sala move-ment.

With both leaders acing mounting pressure at home

and abroad, detractors o Morsi and his Iranian counter-part have been questioning the motivations behind thehistoric visit. Many agree the visit sends a strong message,at least to international powers.

As ehran continues to ex its regional muscles, muchto Washingtons annoyance, Cairo appears to have begunimparting messages o its own, marking out a oreign-poli-cy route that could equally distress Gul counterparts.

As Iran and Egypt seek to carve out a new role in thechanging political landscape o the region, the U.S. andcertain Gul monarchies are keen that the two powersmaintain a certain distance.

Te two countries, however, remain at odds over severalissues, including Syria, which was suspended rom the at its last summit despite Iranian objections.

Te EU has resisted pressure rom the United States andIsrael to list Hezbollah as a terrorist group, arguing thiscould destabilize a ragile government in Lebanon andcontribute to instability in the Middle East.

Te support o Hezbollah, a power ul political and guer-rilla Shiite Muslim movement that is armed and undedby Iran, is vital to the authority o Prime Minister NajibMikati.

But Avi Dichter, in Paris to discuss the matter withFrench officials, told Reuters the EU should blacklist thegroup because it also drew a large portion o its unds romEuropean capitals and later laundered the money.

Europe, thats the real base o Hezbollah . I theywont be able to gather money or to raise nances inEurope, they are going to be in trouble, he said, addingthe unding came rom a network o charities and rontcompanies.

At the same time, the Iranians would like nothing morethan to see the Sunni government over-thrown, and a more pro-Iranian Shiitegovernment take control. H the attentiono the whole world by his shockresignation rom papal office, thesubsequent actions o Joseph Ratzingergive an inkling as to his uture inu-ence within the Vatican and in globalpolitics.

On Saturday, Ratzinger summonedItalian Prime Minister Mario Monti toan unscheduled private audience. With the Italian electionslooming within days, the pope has already gone public onendorsing Montis candidature or election as Italys primeminister.

With indications that the euro crisis is deepening, it isapparent that strong, assertive leadership is going to berequired to dig the EU out oits nancial hole.

on Feb. , , Monti declared that Te Caritas in Veri-tate document resembles a technical governing handbook forsociety in which economy plays a fundamental role, as a natu-ral outcome o ethical reection, and even has the agreementof those who do not share in the Catholic ethical vision (Nov., , emphasis added throughout). Monti used that occa-

sion also to publicly declare himsel to be Catholic.Mario Monti is a member o the EU splinter organiza-

tion called Te Spinelli Group. Tat group is committedto establishing a federal Europe based on the Catholic socialchapter that underpins the popes governing handbook forsociety. Endorsement o that Roman imperialist visionmarks Monti out as one o those in tune with the Europeanelites who are in the process at this time o carving upEurope into a continent where the many will become the

vassals o the ew.Monti was summoned by

Pope Benedict to an unsched-uled meeting behind closeddoors last weekend. Is it pos-sible that their discussion cen-tered on the popes will that, should Monti gain the Italianpremiership next Sunday,Benedict would be encouragingMonti to lead a crusade or theimplementation o the globalorder as outlined in Caritas inVeritate?

T , a cutting-edge security rm in Virginia, Man-diant, reported that it had traced major cyber-attackson U.S. and other Western targets back not merely toChina but to a specic Shanghai high-rise belonging toChinese military intelligence.

Mandiant did splendid detective work at the unclassiedlevel. But the situations even worse. Exasperated govern-ment workers tell me we should be terried at what theChinese already have done to us.

Te Chinese government has hack-attacked our military, other branches o government, the de ense industry, our en-ergy in rastructure, telecom-munications, hi-tech researchand basic manu acturing.

According to the U.S.International rade Com-mission, Chinese intellec-tual property thef cost theUnited States billion in

, as well as taking awaytwo million jobs. Since then, the amount o thef hasworsened, so the total lossis likely around bill ion.But U.S. companies, a raidthat making their lossespublic will shake consumer condence, wont go publicwith their outrage.

Our military and intelligence services know the situa-

tion has gone beyond the Chinese preparing or cyber-war:Beijings a lreadywaging war against us.Its not that we cant ght back. We have stunning, close-

held capabilities to respond with punishing cyber-strikes oour own. We have the intelligence. We have the targets.

But the order never comes. Were bleeding money, government secrets, technology

secrets, corporate strategiesand seem to have sufferedtrial attacks on our critical in rastructure. Why wont theObama administration do anything to retaliate againstChinese cyber-assaults?

Playing de ense doesnt cut it. Te Chinese wont throttleback until they eel pain. Serious pain.

Tere are our possible reasons or President Obamasinactiononly one o them aintly valid:

Our own businessmen put prot over patriotism . Teminority o U.S.-based corporations that make money in(or off o ) China orm an inuential lobby in Washington. It was bad enough when outsourcing dumped hardworkingAmericans out on the street, but arguing that we shouldntrespond to Chinese attacks is greed bordering treason.

Imaginary legal concerns paralyze this administration . We are under attack . Every day, around the clock. And ourpresident seems a raid that Chinese spies are going to sue us.

Team Obama just has other priorities . Obama came tooffice with no serious interestin oreign policy, but a highlycharged domestic agenda. And oreign policy has bewil-dered, be uddled and blood-ied his presidency . He justwants oreign problems todisappear.

We fear a massive cyber-attack. Tis is the onlyremotely valid reason orresponding care ully, butinaction merely worsens the

prospect o disasters to come. And the administration is do-ing precious little to improve our de enses in the meantime.

Te more complex a socio-economic system becomes,

the more vulnerable it is to any kind o attack. AnA rican village wouldnt suffer much rom a cyber-attack; aChinese town would eel it, but not severely. An Americancity would shut down.

Which means you cant play tit- or-tat and let the Chi-nese continue to escalate. You have to hit their militaryand intelligence computer networks with shocking orce demonstrating what we could do to their showcase cities, ithey dont behave.

Neuropsychologia. Musicians generally outper orm non-musicians on cognitive tests, but little is known about theeffects o reading musical notes on the brains circuitry as itrelates to reading, researchers said.

Fi teen pro essional musicians who had played aninstrument since childhood and 15 control subjects whocouldnt read music participated in two experiments inMilan. Subjects were to years old. In one experiment, subjects pressed a button i they recognized the notes E, F,G, A and B (mi, a, sol, la and ti on the musical scale) whichrandomly appeared in short musical scores ashed on

a computer screen. In the other experiment, they pressedthe button when they spotted the letters B, G, L, M and Sin randomly selected words. An electroencephalogram( ) measured brain-wave activity.

Musicians recognized notes signi icantly aster thancontrols and letters only slightly aster. Musicians madeewer errors in both experiments. But results showed

striking differences. In musicians, reading musical notesand words activated both the lef and right sides o thebrain, whereas in controls, only the lef side responded towords and the right side to notes.

Language is normally a lef-brain unction and music aright-brain unction. Te involvement o the right side in atypically lef-sided unction probably resulted rom read-ing music, researchers said. Musical training may be quitehelp ul or children struggling to read, they said.
