1. Executive summaryThis master plan outlines concepts for the proposed day use area development at Unicorn Falls and the nearby campground at Manns Road. Unicorn Falls is located approximately 15 kilometres south-east of the village of Uki on South Chowan Road within Mount Jerusalem National Park (see Figure 1 Location map).
The Unicorn Falls day use area is the trail head for the Tweed Byron Hinterland Trail (working title), a three-night/four-day hiking trail that finishes at Minyon Falls in Nightcap National Park. As well as acting as the trail head for the walk, the proposed day use area features visitor information, picnic tables, a toilet, steps to the base of the falls and parking for seven vehicles. A parking bay will also be provided for a small mini bus to allow commercial operators to drop off walkers for the multi-day walk.
The design of the proposed campground at Manns Road provides for seven campsites, three of which are drive-in and four where campers will need to carry their equipment up to twenty metres.

2.2 Project objectivesThe objectives of the Tweed Byron Hinterland Trails project are:
• To create an iconic long-distance walk experience that is competitive at a national and international scale and complements and leverages existing nature-based tourism products and experiences in northern NSW.
• Identify opportunities for partnerships and supporting tourism products that will benefit the regional economy.
• Promote, protect, and respect the environmental and cultural heritage of the region and inspire future conservation advocacy and stewardship.
• Provide meaningful engagement with and opportunities for Aboriginal people.
• Disperse the high volumes of people from Wollumbin and Byron Bay by providing a compelling alternative experience.
• Achieve long-term sustainability through best practice design, choice of materials and construction techniques.
2. BackgroundIn 2018, the NSW Government announced funding for a program of works to upgrade visitor facilities within NSW national parks aiming to increase nature-based tourism in NSW, boost regional visitor economies and improve community wellbeing.
These visitor infrastructure projects will significantly enhance visitor facilities and create new iconic experiences in NSW national parks including new walking trails, nature-based experiences and tourism partnerships. See Walking tracks and trails in national parks for more information.
The initiatives were proposed by the National Parks and Wildlife Service (NPWS) in response to the growing global popularity of nature-based walks. This funding provides an outstanding opportunity to strengthen the appeal of NSW as a walking destination and engage visitors with the values of NSW national parks by improving the quality and accessibility of walking tracks and trails.
National parks are for everyone and through these projects we aim to foster an appreciation and desire to protect the environment and our shared heritage; increase visitor numbers to support regional economic growth; create local employment opportunities and partnerships, and; inspire everyone to love their national parks.
2.1 Tweed Byron Hinterland TrailsTweed Byron Hinterland Trails aims to create high quality nature-based visitor experiences focusing on a signature walk from Unicorn Falls, near the village of Uki, to Minyon Falls in the far north New South Wales hinterland. The project will provide alternative visitor experiences to the Wollumbin Summit walk and see new sustainable visitor infrastructure at Minyon Falls and Unicorn Falls.
Characterised by lush rainforests, mountain views, countless waterfalls and hidden rockpools set within the remnant caldera of an ancient shield volcano, this region has the potential for a range of new recreational opportunities. Unicorn Falls is at the northern end of a network of tracks and trails offering short to medium walks supported by visitor hubs with facilities for day use and overnight stays.
The project is part of a cohesive approach to market and enhance the tourism and local economies in the region, particularly in Tweed Shire. It will enable the development of strong partnerships with community members, including Aboriginal communities, and industry and government stakeholders.
This is the second of four separate master plans for different precincts within the Tweed Byron Hinterland Trails project. The master plan will guide the development of a day use area at Unicorn Falls, and a small campground nearby, in Mount Jerusalem National Park.
The draft master plan illustrates the design concepts developed for the precinct. It presents a picture of planned visitor infrastructure improvements at the site including site plans and diagrams.

3.2.2 Day Use Area As part of the multi-day walking track concept, this plan enables development of a day use area at Unicorn Falls on Chowan Creek, South Chowan Road, in Mount Jerusalem National Park. The facility will incorporate car parking, a toilet, picnic tables, BBQs, visitor information and formalised access to the waterfall. Final design will include measures to prevent unauthorised vehicle access to the creek bank and revegetation.
3.2.3 Camping Area As part of the multi-day walking track network, this plan enables development of a camping area adjacent to Manns Road, near Unicorn Falls, in Mount Jerusalem National Park. The facility will incorporate car parking, campsites, toilets, picnic tables, BBQs, an information shelter and a walking track to the waterfall. New walking tracks will link the camping area to Unicorn Falls (approximately 1 kilometre away) and to the Whiskey Creek Trail (approximately 200 metres away), providing connections to the multi-day walking track network.
2.3 What is proposed?The Unicorn Falls master plan is the second of four separate master plans for different precincts within the Tweed Byron Hinterland Trails project.
There are two development areas covered by this master plan – a day use area and trailhead at Unicorn Falls, and a campground on Manns Road just over a 1km to the north-west (see Figure 2 Locality map).
Day use area• The day use area will feature picnic
tables, a toilet and parking for sevenvehicles.
• A parking bay will also be provided fora small mini bus to allow commercialoperators to drop off walkers for themulti-day walk.
• Steps to the pool at the base of thefalls will provide a safe access routeand prevent further erosion.
• Those starting the multi-day walk willbe discouraged from leaving vehiclesovernight due to the remoteness.

2.4 Plan of management amendmentsAmendments to the Parks and Reserves of the Tweed Caldera Plan of Management (PoM) were adopted by the Minister in late 2019 to facilitate the Teed Byron Hinterland Trails project. The proposed amendments were on public exhibition in January-March 2019. See Tweed Byron Hinterland Trails amendments to plans of management.
The amended plan specifies that separate master plans are to be developed that will provide detailed information on the multi-day walk, Minyon Falls day use area in Nightcap National Park, Unicorn Falls day use area and camping area in Mount Jerusalem National Park, and visitor facilities in Wollumbin National Park, and that all masterplans will be publicly exhibited.
Sections 3.2.2 Day Use Area and 3.2.3 Camping of the PoM address the Unicorn Falls day use area and the Manns Road camping area specifically:

2.5 The environmentGreat care has been taken to ensure that the designs for both the day use area and campground have minimal impact on natural and cultural values. Both areas take advantage of previously disturbed areas – a former log dump in the case of the campground – and a denuded informal picnic area.
Reports prepared by environmental and cultural heritage consultants (the latter included input from Aboriginal advisors) have greatly assisted with the design process in identifying sensitive areas and mitigation measures, and informed the preparation of a Review of Environmental Factors.
The Review of Environmental Factors (REF) documents the environmental impact assessment of the proposed activities. It examines the significance of likely environmental impacts of the proposal and measures required to mitigate any adverse impacts to the environment. The REF helps to determine whether the activity can go ahead under the Environmental Planning and Assessment Act 1979.
The proposed day use area will be located in a level clearing in a stand of warm temperate/lowland subtropical rainforest adjacent to South Chowan Road. The rainforest extends along Chowan Creek. The associated carpark and toilets will be located on the disturbed edge of South Chowan Road.
The short walking track from the day use area to the waterfall commences in Coachwood dominated rainforest which transitions to wet sclerophyll forest with Coachwood, Tallowwood, Brush Box and Turpentine emergents.
The campground is proposed for a mainly level site, which is partly cleared within moist eucalypt forest dominated by Ironbark, Tallowwood, Grey Gum and White Mahogany with a rainforest midstorey. Some native vegetation will be removed to construct the campground under strict conditions to minimise impacts.
Threatened species assessments have been completed for eight fauna species, including the koala, and one ecological community. The assessments concluded that, if the recommended environmental safeguards, mitigation measures and a habitat compensation program are implemented, there is unlikely to be a significant impact on the threatened species and community.
The proposed precincts, and buffers to these areas, have also been searched for threatened plants. Only two critically endangered rainforest trees where found near the campground. These will be protected during construction, and monitored regularly. Forest Sheoaks (Allocasuarina torulosa) will also be protected as feed trees for the threatened Glossy Black-cockatoo.
2.6 ConstructionIt is proposed to commence construction on the day use area in the second half of 2020. Traffic management plans will be prepared for each site to respond to the different construction timeframes. For road safety, heavy vehicles will not use Manns Road during school bus operation times and work will not occur at Unicorn Falls on weekends due to potential for conflict with existing visitor use.
2.7 Why is it needed?The multi-day walk commences at Unicorn Falls and finishes 45 kilometres to the south at Minyon Falls in Nightcap National Park. The developments at the Unicorn Falls end will act as the northern visitor hub.
The purpose of the proposed day use area at Unicorn Falls is twofold:
• to act as the trailhead drop-off point for walkers
• to provide a small day-use area for visitors to enjoy the beauty of Unicorn Falls and the surrounding rainforest.
No facilities are currently provided at the site and parking is restricted to several informal bays on South Chowan Road. There are no formal paths and visitors often walk across the top of the falls to get to the pool below, which is a risk to their safety. The steep descent to the pool has led to erosion and also presents a safety hazard. There is evidence of trail bike riders riding through the creek above the falls and the proposed picnic area and this is degrading the environment.
Currently there are no camping facilities in Mount Jerusalem National Park and the proposed campground on Manns Road will provide a new recreation opportunity for the local community. The campground will also allow users of the trail to stay overnight before commencing their journey if preferred.

3. Have your sayThe Unicorn Falls master plan is on public exhibition from Friday 12 June to Monday 13 July 2020.
Public exhibition of this master plan provides an opportunity for members of the community to have a say in relation to this activity proposed by the NSW National Parks and Wildlife Service.

GENERAL
Existing survey boxes and marks disturbed during construction shall be replaced to new positions as directed by Principal.
Do not use vibratory equipment, except for hand held machines, over the subsurface services. It is the Contractor's responsibility to ensure there is no damage to the services during the works. Replace all materials/ surface damaged to private/ public property. Ensure dated photographs are taken to kerbs and gutters to clearly indicate the existing conditions or any other structures before commencement of construction - supply one set of photographs to The Principal and retain one set on site.
The Contractor is to provide temporary silt barriers such as gravel bags/roll, around all stormwater inlet pits to minimise silt and contaminants entering the stormwater lines. During construction the silt traps are to be regularly maintained and any accumulated silt and debris is to be removed from such devices to maintain at least 60% of their capacities.
All existing service access pits, inspection pits and valve covers conflicting with finished surface levels are to be raised or lowered. The Contractor is to ensure that these adjustments are undertaken in accordance with engineer's details. Confirm treatment of unknown owner covers with Principal prior to undertaking adjustment.
Refer Principal for approval of setout before continuing with works.
SET OUT
1. Do not scale off drawings. 2. Setout alignment and levels of all structures for approval by Principal prior to commencement of works. If any discrepancy is found or doubt exists between setout and levels as indicated on dwgs and site conditions this shall be referred to the Principal with adequate notice for provision of advice prior to the continuation of works. 3. Benchmarks will be clearly marked on site by the Contractor. Benchmark shall be maintained by the Contractor during the course of the project4. All setting out shall be established by the Contractor, who will be responsible for the accuracy of lines and levels of finished work. If any discrepancy is found or doubt exists between setout and levels as indicated on dwgs and site conditions this shall be referred to the Principal with adequate notice for provision of advice prior to the continuation of works. 5. Setout locations of furniture items are to be verified on site by Principal prior to the excavation of footings and installation
LEVELS
• Setout all levels for construction and approve on site with marker stakes to which levels are notated and clearly marked.• Adjust all levels as instructed prior to final construction works.• All falls are to be established as uniform grades between spot heights and contours.• Paving to all landings to be profiled to provide 1:80 fall for stormwater over land flow.

DEMOLITION
• All benchmarks and control set out points should be verified by the Contractor in the field prior to the commencement of works.• Extent of excavations shown on drawings is indicative only - refer to levels for detailed information.• Existing items noted for stockpile and removed without breakage shall be stockpiled and transported to the depot by the Contractor. Damaged items shall be removed from site and disposed of by the Contractor.• Existing trees to be removed shall be marked on site following
approval of setout by Principal. No trees other than those marked and approved shall be removed or damaged. • Trees not indicated on the survey or demolition plans shall be retained - seek advise and approval from Principal prior to removal of any tree not shown on plans.• Provide protective fencing to all trees to be retained adjoining the works area of the canopy line of these trees. To trees as marked provide timber batten buffer to 1.8m height from base of tree - wire fix on outside for duration of works.
EROSION AND SEDIMENT CONTROL
1. All work shall be generally carried out in accordance with (a) Local government authority and local government authority requirements (b) EPA - Pollution control manual for urban stormwater,2. The Contractor shall provide an Erosion and Sediment Control Plan for the works prior to commencement on-site for approval by the Principal.3. Maintain all erosion and sediment control devices to the satisfaction of the Principal.4. When stormwater pits are constructed prevent site runoff entering the pits unless silt fences are erected around pits.5. Minimise the area of site being disturbed at any one time.6. Protect all stockpiles of materials from scour and erosion. Do not stockpile loose material in roadways, near drainage pits or in watercourses.7. All soil and water control measures are to be put back in place at the end of each working day, and modified to best suit site conditions. 8. Control water from upstream of the site such that it does not enter the disturbed site. 9. All construction vehicles shall enter and exit the site via the designated construction entry / exit.10. All vehicles entering the site shall be cleaned and inspected before leaving.11. Maintain all stormwater pipes and pits clear of debris and sediment. Inspect stormwater system and clean out after each storm event. 12. Clean out all erosion and sediment control devices after each storm event.
SEQUENCE OF WORKS
1. Prior to commencement of excavation the following soil management devices must be installed.1.1 Construct silt fences below the site and across all potential runoff sites.1.2 Construct temporary construction entry / exit and divert runoff to suitable control systems. 1.3 Construct measures to divert upstream flows into existing stormwater system.1.4 Construct sedimentation traps / basins including outlet control and overflow.1.5 Construct turf lined swales.1.6 Provide sandbag sediment traps upstream of existing pits.2. Construct geotextile filter pit surround around all proposed pits as they are constructed.3. On completion of pavement provide sand bag kerb inlet sediment traps around pits.
