INTRODUCTION)

!!The!TWILIGHT! ran! for! the! first! time! in!2003! to! a! format! very! similar! to! this! years! event.! The!whole!package!offers!an!excellent!afternoon/evening’s!sport,!starting!early!afternoon!with!an!early!finish!so!that!Sunday!can!go!unFwasted.!To!keep!everything!simple!the!start!and!finish!of!the!event!will!be!in!the!same! location! and! ample! parking! for! any! trailer! will! be! available! nearby.! Scrutuneering! and! the!administrative!formalities!will!be!completed!on!Saturday!afternoon!with!the!first!car!starting!early! in!the!evening.!Following!the!final!section!of!the!event!the!first!car!is!expected!to!arrive!back!at!the!finish!venue!at!2.30!on!Sunday!morning.!

!The! 2013! event! is! aimed! at! helping! crews!who! are! beginners! or! novices! to! have! a! good!days! sport!whilst!gaining!experience!of!the!skills!needed!to!compete!in!the!ever!popular!sport!of!road!rallying.!We)

also)believe)it)will)provide)a)good)test)for)much)more)experienced)crews,)although)they)will)not)be)

eligible)for)overall)results.!!!Being!an!event!for!less!experienced!crews!the!route!instructions!will!be!straightforward.!Examples!of!these!instructions!will!be!available!on!the!events!website!closer!to!the!start!of!the!event!so!everyone!will!know!exactly!what!to!expect.!The!event!is!run!as!closed!to!club!so!no!MSA!competition!licence!will!be! required! further!keeping! the!cost!down! for! first! time!participants! (membership!of! the!organising!club!is!included!in!the!entry!fee).!!!!On!the!day!there!will!be!officials!on!hand!to!help!any!crews!that!are!struggling!with!the!route.!Please)DO)NOT)be)shy!if!you!are!unsure,!ask!someone!–!this!is!what!they!are!there!for.!!With!this!purpose!in!mind!the!event!will!be!made!up!of!three!distinct!sections.!!Firstly! following! the! formalties! of! scrutineering! and! signing! on,! all! of! the! route! instructions! will! be!issued! to! the! competing! crews.! After! a! short! time! to! digest! the! instructions,! crews! will! set! off! to!complete!a! series!of! approximately!8! special! tests.! These!will! be!held!on!private! land!and! linked!by!sections!of!public!road.!Navigation!will!be!by!an!easy!to!follow!tulip!road!book,!with!a!very!relaxed!time!schedule,! so! there! will! be! no! need! to! rush! on! the! road! sections.! The! special! tests! will! involve! no!reversing!and! involve!negoiating!a!preset!course!define!by!roads,! fixed!and!temproray!obstacles.!On!these!sections!crews!will!start!at!1!minute!intervals!and!be!timed!to!the!second.!During!this!period!of!the!event!there!will!be!some!time!for!crews!to!start!to!digest!the!route!instructions!for!the!remainder!of!the!event.!!Following!this!there!will!be!an!evening!halt!where!crews!will!have!plenty!of!time!to!finish!plotting!the!route!for!the!sections!to!come.!At!approximately!22.45!crews!will!start!the!Jogularity!section!following!a! route! described! by! words! and! tulip! diagrams! at! a! constant! average! speed.! The! instructions! will!include!distances!to,!and!times!that!you!should!pass,!landmarks!along!the!route.!The!distance!between!landmarks!is!small!so!staying!on!time!should!be!straightforward.!Along!the!route!of!the!jogularity!you!will!arrive!at!secret!time!controls!where!you!will!be!timed!to!the!second.!If!you!have!been!passing!all!the!landmarks!at!the!correct!time!then!you!will!have!maintained!the!correct!average!speed!and!receive!a!penalty!of!0.!If!however,!you!have!gone!too!fast!/!slow!the!penalty!will!be!the!amount!of!time!early!or! late! that! you! arrive! at! the! control.! Jogularity! is! a! form!of! Regularity! that!many! people! believe! is!difficult.!It!is!the!organisers!intention!to!prove!to!inexperienced!competitors!just!how!straightforward!it!actually!is.!!

Finally!on!completion!of!the!Jogularity!competitors!will!go!straight!into!the!third!section!of!the!event!starting! the! traditional! night! section! at! midnight,! with! thie! first! car! arriving! at! the! finish! at! 02.30.!Navigation!for!this!section!will!be!by!normal!ordanance!survey!grid!references!throughout.!There!will!no!complications!such!as!gridlines,!herringbones,!spotheights!etc…!that!are!sometimes!used!on!events.!

!Although!the!area!covered!by!the!rally!contains!some!wonderful!roads,!the!population!is!quite!high,!so!we!want!to!cause!as!little!inconvenience!as!possible!to!nonFrally!residents.!Public!road!mileage!will!be!made!up!of!Standard,!Jogularity,!Neutral!and!Transport!sections.!!!We! stress! that! this! is! a! Navigational! Rally! and! it! will! adhere! strictly! to! Navigational! 21.1) MAIN)CONTROL)(MC))R11.6)

A!Main!Control,!which!is!also!a!Time!Control,!will!be!at!the!Start!and!Finish!of!each!leg!of!the!event.!It!is!essential,!to!qualify!as!a!Finisher,!that!a!Competitor!must!visit!all!Main!Controls!and!obtain!a!signature!within!maximum!permitted!lateness.!!!

21.2) TIME)CONTROL)(TC))R11.5)

At!each!Time!Control,!the)time)of)handing)the)Time)Card)to)the)Marshal)will)be)recorded!on!the!Time!Card.!The!Marshal,!at! the!Competitor’s! request,!will!endorse!any!codes! from!Route!Checks!between!that!Time!Control!and!the!previous!Time!Control.!

Is!an!unmanned!Control!at!which,!a!Code!Board!will!be!displayed!in!accordance!with!R11.3!It!is!the!responsibility!of!the!crew!to!record!the!details!of!the!Code!Board!in!the!appropriate!place!on! the! Time! Card! and! to! request! the! Marshal! at! the! next) manned) Time) Control! to! sign!alongside!that!record.!)!

21.6! A!Control!Board!will!be!positioned!50!metres!before!the!actual!Control,!not!at!a!Route!Check,!on!the!correct!direction!of!approach.!!!!

21.7! All!Controls!have!to!be!visited!in!the!order!specified!on!the!Route!Card!–!any!Controls!visited!out!of!order!will!be!deemed!not!to!have!been!visited.!R14.1.8!

21.8! The! route! may! include! NOT! AS! MAP! triangles! and! other! features! with! a! Control! area! of! 3!metres.!They!will!be!identified!on!the!Route!Card!and!preceded!by!a!Control!Board!(except!for!Route!Checks)!on!the!correct!direction!of!approach.!

!!21.9) All!Controls!will!be!sited!as!per!Route!Card;!it!is!possible!that!an!intended!manned!Control!may!

become!unmanned.!In!this!case:!• The!Control!may!become!a! Route! Check!with! a! Code!Board! –! record! the! code! in! the!

place!of!the!Time!Control!on!your!Time!Card!and!proceed!and!obtain!a!signature!at!the!next!manned!TIME!Control.!!

• If!there!is!nothing!at!the!location!to!signify!a!Control!–!proceed!to!the!next!Control.!• If!there!is!a!Control!Board!and!no!Marshal!–!proceed!to!the!next!Control.!

!22.) TIME)CARDS!22.1! Should!any!entry!on!a!Time!card!not!be!legible!or!not!appear!to!be!authentic,!it!may!be!deemed!

not!to!have!been!made.!The!Organisers!may!refer!to!Marshal’s!Check!Sheet!if!in!any!doubt.!!!22.2 An! altered,! amended! or! countersigned! Time! Card! will! be! accepted! if! countersigned! by! the!

Marshal!at!the!time!of!the!alteration.!!!

22.3! It!is!the!Competitor’s!responsibility!to!ensure!that!his/her!Time!Card!is!correctly!marked.!)!22.4 Penalty!for!defacing!or!altering!a!Time!Card!will!be!EXCLUSION.!)

!!23.) SECTIONS)OF)THE)EVENT)

This!is!a!section!where!a!time!penalty!will!be!applied!for!being!early!or!late.!The!time!recorded!on! the! Time! Card! will! be! when! the! Time! Card! is! handed! to! the! Time! Control! Marshal.!Competitors!may!reduce!lateness,!only!when!advised!to!do!so!within!documentation!provided!that! they!do!not! report!at!a!Time!Control!before! their!due! time!or!break! the! ‘Three!Quarter!Rule’!!))

23.2) NEUTRAL)SECTION))R10.3)

Neutral!Sections!are!QUIET!sections!and!used!to!take!the!rally!through!PR!Sensitive!or!densely!populated! areas.! PLEASE) RESPECT) THEM.! They! are! timed! at! a! low! average! speed! and!Competitors!must!complete!each!section! in!as!high!a!gear!as!possible!and!without!the!use!of!auxiliary!lights.!Competitors!MUST)NOT)make!up!time!in!a!Neutral!Section.!No!penalty!will!be!

incurred! for! lateness! other! than! for! exceeding! maximum! lateness.! Any! lateness! incurred! in!Neutral!Sections!will!be!cumulative!towards!Maximum!Lateness.!

!!23.3) TRANSPORT)SECTION)R10.5)

Transport!Sections!will!be!nonFcompetitive!sections!taking!the!rally! from!one!Time!Control!to!the!next.!No!penalty!will!be! incurred!for! lateness!other!than!Maximum!Lateness.! If!on!such!a!Section!Competitors!are!advised!to!make!up!time!they!MUST!comply!with!R12.7!(Three!Quarter!Rule)!and!must!not!report!at!the!next!Control!before!their!Due!Time.!

!!23.4) SPECIAL)TESTS!)R)10.6!

The!event!will!contain!Special!Tests,!which!will!be!navigated!from!a!Test!Diagram.!Timing!will!be!by!handFheld!clocks!at!Start!and!Finish.!Timing!will!commence!at!a!count!down!to!start!until!the!car!stops!astride!the!Finish!Line.!Each!Test!will!be!monitored!by!Marshals!who!will!observe!for!any!offences!committed.!For!this!purpose!all!Special!Tests!Marshals!will!be!deemed!to!be!Judges!of!Fact.!

!!24.) DAMAGE)DECLARATION)

Competitors!will!be!required!to!complete!a!form!declaring!the!they!have!not!been!involved!in!any! incident! resulting! in! damage! to! private! property! or! injury! to! persons! or! animals! or,!alternatively,!supply!details!of!such!an!incident.!R15.1.2!!!

24.1 Any! information! given!will! incur! no!penalty,! but! a! competitor! failing! to!provide! a! completed!form!at!the!finish!or!within!48!hrs!for!non!finishers,!or!falsifying!a!declaration!will!be!excluded!retrospectively!from!the!results,!forfeit!any!award!gained!and!reported!MSA.!!Where)an)accident)has)occurred)the)organisers)must)be)notified)on)the)day)of)the)event.!!!

24.3! Any!Competitor!who,!as!a!result!of!his/her!driving!on!the!event,!is!prosecuted!by!the!Police,!will!be!excluded!retrospectively!from!the!results!and!will!forego!any!award!gained!as!per!D25.1.15,)H37.1.1)and!R8.4.!Competitors!are!reminded!that,!by!law,!any!incidents!should!be!reported!to!the!Police.!))

25.) PACE)NOTES)

The!use!of!Pace!Notes!or!map!markings!is!forbidden.!A!Pace!Note!will!be!defined!as!per!R9.1.6!and!any!marking(s)!on!the!map!not!provided!by!the!Organisers.!Any!Competitor!found!in!possession!of!any!such!map!markings/Pace!Notes!will!be!excluded.!Map!checks!may!be!carried!out!at!any!time!during!the!event.!!

26.) PRACTISING))

The!Organisers!take!a!very!serious!view!of!any!person!practising!the!route!and!will,!without!any!hesitation,!impose!the!penalty!of!EXCLUSION.!It!could!occur!that!the!Competitor!would!not!be!allowed!to!start!the!event!and!there!would!be!no!refund!of!Entry!Fee.!))

27.) DRIVING)STANDARDS)OBSERVERS)(DSO’s))G11)

27.1! DSO’s!may!be!appointed!by!the!Organisers!in!accordance!with!R8.3!to!8.3.4!!!27.2! Failure!to!stop!when!requested!by!a!DSO!will!incur!the!penalty!of!EXCLUSION.!!

!29. BAULKING)))

The! Clerk! of! the! Course!may! exclude! any! Competitor! proven! to! have! unreasonably! baulked!another,!especially!when!preventing!a!competing!car!from!entering!a!Control,!eg,!while!waiting!for!due!time!preventing!a!car!to!pass!wanting!an!earlier!time.!Approach!to!a!Control!should!be!kept!clear!at!all!times.!
