he SAPS will no longer be handling by-

law infringements at judicial level any-

more.

A national directive distancing the police

from petty crime wasmade public at a meet-

ing between various law enforcement agen-

cies lastMonday, including those in theBell-

ville policing district.

Pieter van Dalen, at the time still head of

operations at the Voortrekker Road Corri-

dor City Improvement District (VRCID),

said the reason petty crime is so prevalent

in the Bellville area, is because of a national

order for the police not to process any of the

so-called B crimes anymore.

These include by-law infringements and

all other less serious crimes. The police

were given the order not to investigate any

of these cases, and to only focus on A

crimes, or serious crimes, said van Dalen.

This has placed the Citys Metro police

and lawenforcementunits in adire position.

They can onlyhandle crimesup to a certain

point, from which the police need to take it

to the next level prosecution.

This is probably the reason weve been

experiencing such serious decay in the area

recently the police are not allowed to take

any cases from the law enforcement officers

to court, he said.

De Grendel subcouncil chairperson Clive

Justus said he had a copy of a letter from a

top police commissioner stating the police

still needed to support by-law infringe-

ments. But a community court for Bellville

and Parow was imperative.

Weneeda community court. TheCityhas

made money available and they have an

agreement with the department of justice to

have a magistrate deal with B crimes three

times a week. said Justus.

Of course there needs to be holding cells,

and the council needs to do everything to

speed up the process.

We cannot operate like this. The police

simply do not have the human resource ca-

pacity to deal with these crimes in Parow

alone we are short of 27 officers, he said.

Pieter Blaauw, chairman of the Bellville

Community Policing Forum says drastic in-

tervention in the area was needed.

If the courts are that overloaded, you

cannot dealwith petty crime.Andwhenyou

cannot deal with it, you lose the zero toler-

ance effect that you have to employwith the

Broken Window concept to attack serious

crime.

These types of cases need to be heard by

the relevant judicial authority, he said.

Extremely problematic

JP Smith, the Citys mayco member for

safety and security, said: If you lose control

of petty issues, youwill not get a society cog-

nisant of serious issues.

There will be a lack of respect and com-

pliance issues of the law, and that is the fun-

damental problem with the approach taken

by the police, he said.

The police have shouldered so many re-

sponsibilities on to the Metro police. There

is a fundamental national break in dealing

with so-called petty matters altogether,

Smith said.

Ahuge problem for the northern suburbs,

that of vagrancy, would be exacerbated be-

cause the police would not detain them, he

said.

Thismeans homeless people are in effect

untouchable. They have been arrested hun-

dreds of times and in this context, the police

refuse to hold these persons. They release

them, said Smith.

This is extremely problematic as it

makes it impossible for the City to deal with

the hardened vagrants problem.

If national government gets their way, it

will mean even less power for theMetro Po-

lice. Thewhole value chain sits in the hands

of national government.

He said the courts are simply too inundat-

ed to deal with cases of petty crime.

If the person actually goes to court, the

public prosecutor will almost certainly

withdraw the case. The police used to make

a lot of petty crime arrests, then less, now

almost nothing, he said.

He said the establishment of provincial

steering committees for community courts

was the only way to go.

He said the existing ones were in Mitch-

ells Plain, Gugulethu, Cape Town central

and Kraaifontein, but were a drop in the

ocean.

We need one community court per mag-

isterial district.

So what happens to the northern suburbs

with its critical vagrancy problem?

We have been making an application to

ask the DOJ (Department of Justice) and

NPA (National ProsecutingAuthority) ifwe

canmove tohave aBellville andParowcom-

munity court, Smith said.

Illegal squatters

A building was identified for this pur-

pose, but a problem with illegal squatters

held up the process for years.

It took them two years to evict these peo-

ple, after extensive damage to the building

was done.

We sit with a building in a pathetic con-

dition, Smith said.

The City would be repurposing savings to

accommodate renovations.

Realistically it will probably be operable

by the end of this year.

Wemust first get tenders out andappoint

contractors; this takes awhile. The building

is very, very badly damaged, he said.

Then we need to get the NPA and DOJ

ready to set up a community court. We can

provide the utilities, they need to provide

the staff.

He said all petty crime cases will be han-

dled there and sentences could include any-

thing fromrehabilitation to completingadi-

version programme, or community service.

VRCID head Derek Bock said their office

and the Mould Empower Serve (MES) orga-

nisation would lend a hand.

We need a community court for this area

to deal with all the by-law infringements.

Offenders would probably be sentenced to

a diversion programme, where they have to

do community service and report to MES.

quatters occupying pipes and make-

shift structures on the hilly slopes of

a Bellville university have run amok

in a neighbouring residential area.

Bellville Community Policing Forum

chair Pieter Blaauw said Hoheizen residen-

ces were targeted by this group of vagrants

coming over from the Stellenbosch Univer-

sity Business School (USB).

It was about squatting and break-ins to

the adjacent Hoheizen residential area.

Even electric fencing got damaged so they

could climb over the walls, said Blaauw.

There was also the problem with litter-

ing and the illegal occupation on the USB

land, Blaauw said.

Aneighbourhoodwatch leader confirmed

residents felt threatened.

Crime in the houses bordering the USB

has escalated. The residents feel their safety

is threatened and at the moment it is just

promises of increased security, but this has

not materialised, he said.

A solution would be to ensure there was

a regular security patrol on their grounds.

The police have been aware of the va-

grants for years. We have experienced a

spike in crime in the area and recently had

an armed robbery in the area, he said.

the vagrants.

We have referred the matter to the (Bell-

ville) police. We trust the police and other

law enforcement agencies will handle the

matter in the appropriatemanner, he said.

Capt FienieNimb, Bellville police spokes-

person, said although the mentioned prop-

erty was private property, they received a

request from the USB to assist with the va-

grants andhadanoperationon 20February.

There were five illegal structures that

were broken down. There were also people

sleeping in the water pipe, she said.

Altogether 13 people were removed from

the premises. These people have little to no

impact on the crime of Hoheizen, Nimb

said.

For the last three months, seven crimi-

nal incidents were reported in Hoheizen.

were still occupying the premises. A City

lawenforcement inspector calledTygerBur-

ger on 12 March to confirm the exact loca-

tion of the vagrants.

A

man from Groenvallei says a neigh-

bours beehive produces more than

honey it also causes stings, swelling

and the bees terrorize himself and his two

dogs.

Edward Allen says the beehive at a neigh-

bours home in the cul-de-sac where they

live has caused numerous problems both

to his canines and his wallet, in vets fees.

Allen also alleges the owner of the hive of-

ten supplies the neighbourhood with a jar of

honey, which in his opinion, seems to be

working to keep everyone happy to have the

bees around.

He says his problemswith the bees started

in 2010.

Since moving into the area in October

2010, my dogs Rambo and Sherry have been

attacked by these bees on three occasions

the most recent being on the evening of Fri-

day 6 March.

Allen says he had to rush his dogs to the

veterinarian after they were severely

stung. A third dog was also badly stung,

he says.

I was not at home at the time of the inci-

dent, but rushed home after the owner of the

bees suggested I move my dogs to the back

yard and informed me they were being

stung.

Allen says one of his dogs is a rescue ani-

mal, and that she was in such a state she

wouldnt respond to his voice and couldnt

walk.

I had to take her to the vet, where she was

put on a drip and was booked in for two

nights, Allen said.

The other dog, Rambo, was terrified and

I had to keep him inside for the night. He re-

covered the next day, but is still very fearful

of being outside by himself.

Allen says one of Sherrys eyes was still

swollen after the incident and shewas treated

for infection.

My concern now is that the bees might

very well return and this time my dogs, girl-

friend or visiting family and friendsmight get

attacked, with even more severe consequen-

ces.

The Citys law enforcement division says

they have intervened, but cited a technical

difficulty.

The problem is there isnt a by-law any-

more regarding the keeping of bees on resi-

dential premises, a senior inspector con-

firmed to TygerBurger. He also confirmed a

team had indeed visited the site and that the

offending hive had been removed by the own-

er from its first location on municipal

grounds and into the owners own yard.

We normally give a compliance notice

and get full cooperation. An officer attend-

ed to this complaint and the health direct-

orate has been informed of the situation as

it can be seen as quite dangerous to both

animals and humans, the inspector said.

Cape of Good Hope SPCA spokesperson

WanikaDavids agrees. Contact your local

health inspector as it is a health danger to

the public if those bees start to attack hu-

mans.

The Citys mayco member for health, Si-

yabulela Mamkeli said: Currently there is

no existing legislation about the keeping of

bees within residential areas thematter is,

however, being revisited and will include

engagement with various internal stake-

holders.

The Citys executive director for Safety

and Security, Richard Bosman, said: While

the existing legislation doesnt provide for

this particular issue, the City will take ac-

skoolgaande dogtertjie het amper gn

skool vir di negejarige beteken.

Gelukkig kon haar pa, Gert Vorster, heel

toevallig di kaart opspoor en die proses af-

gehandel kry nadat n skool in Bellville sy

kind toelating geweier het as gevolg van die

nie-bestaande kaart.

Gert vertel hy is in die vervoerbedryf en

sygesin trekgereeld.Metdimoeshysydog-

tertjie, in gr. 3 vanjaar, al elders ook inskryf.

Ons het nog nooit voorheen enige proble-

me gehad nie. Elke skool waar ek haar inge-

sit het, het haar ingeneem, vertel hy.

Toehulle egter by n skool inBellville gaan

aansoek doen, was die boodskap duidelik, s

hy. Geen kliniekkaart, geen toegang.

Gert en sy tweede vrou woon in Groenval-

lei enopMaandag 8Maart ishyna nnabyge-

le laerskool waar hulle op die kaart aange-

dring het.

Huis toe

Toe my vrou haar die Maandag skool toe

neem, het hulle haar huis toe gestuur. Om-

dat ek vir n mediese ondersoek moes gaan

en vorms benodig het, het ek toe, heel toeval-

lig, n afskrif van die vermiste kaart tussen

my papiere gekry!

Hy s hulle is gou hierna gehelp, en sy

kind het net een dag van skool misgeloop.

Maar Gert s di hele petalje stem hom tot

groter kommer.

Wat sou gebeur het as ek ni die kaart ge-

kry het nie?

Die onderwysdepartement het vir my ge-

s as dt die skool se prosedure is, moet dit

gevolg word.

Ek besef daar is prosedures, maarmg n

skool n kind toegang weier oor n kliniek-

kaart wat in Gauteng iewers by die kind se

ma is?

Die skool het my drie keer weggewys; ek

het l die ander nodige dokumente gehad, l

die ander blokkies (op die vorms) was reeds

gemerk. Toe ek vir die hoof s ek gaan dit

verder neem, het hy eenvoudig geantwoord:

Kry jou prokureur om jou eksvrou aan te

vat om vir ons die kliniekkaart aan te

stuur. Hoe professioneel is dt?

En, belangriker, wat gebeur met ander

ouers in so n situasie? Onswas gelukkig om

die afskrif te kry.

Die Wes-Kaapse onderwysdepartement

het by monde van Millicent Merton, op Ty-

gerBurger se navraag, oor di aangeleent-

heid geantwoord.

Geskrewe bewyse

Ouers moet geskrewe bewyse van immu-

nisasie teen die volgende aansteeklike siek-

tes lewer: polio, masels, tuberkulose, wit-

seerkeel, klem-in-die-kaak en lewerontste-

king, s sy.

Die kliniekkaart verskaf die nodige be-

wyse dat die kind al hierdie immunisasies

ontvanghet. Die ouer kandie kliniekkontak

waar die kind ingent is, om n rekord daar-

van aan te vra.

amfiteater in die Paarl ekstra lekker is.

Theuns se suksesresep vir sy grootste tref-

fers is uithouvermo, harde werk en die wil

en passie om gehalte te probeer lewer.

Dis ookvirhombelangrikomsaamtewerk

met die regte mense wat sy sentiment deel.

Die kitaarspeler Anton LAmour was van

die eerste album af n onmisbare deel vanmy

sukses.

Van die oomblikke in sy lang loopbaanwat

vir homuitstaan, is sy SAMA-toekenning vir

beste verkoper in Suid-Afrika in 2012 en die

sukses van sy Engelse album, Tri-

bute to the poets, wat dubbel-plati-

Met drie kunstenaars wat elk vir ongeveer

n uur op die verhoog salwees, isLocal is Lek-

ker soos drie konserte in een.Hoewel die kon-

sert eers 19:30 begin, word die gehoor genooi

omvanaf 16:00 lekker eet- en drinkgoed in die

amfiteater te kom geniet.

termatige gehoorverlies ge-

bore, vertel sy ma, Made-

lein. Di gr. 5-leerder aan

die Laerskool Eversdal is

teen die ouderdomvan vier

maande, nadat gehoorsif-

ting gewys het sy gehoor is

nie normaal nie, eindelik

doof verklaar. Sy ouers het

gesorg dat Danil reeds van die ouderdom

van vyf maande gewone gehoorapparate

kry en met weeklikse spraakterapie begin,

vertel Madelein. Ongelukkig kon hy nie

hoor soos hy moes met die gehoorapparate

nie, en op nege maande het hy n koglere

inplanting gekry. Op een jaar oud het hy be-

gin praat en sy eerstewoord ges, sMade-

lein. Die tweede het op 13 maande gevolg.

Sy ma s met die hulp van

die Carel du Toit-sentrum in

Parow het Danil se spraak

baie goed ontwikkel en kon

hy op vierjarige ouderdom

heeltemal normaal praat.

Dis toe dat die ouerleiding-

sentrumhulle aanbeveel het

om hom na n hoofstroom-

speelskool te stuur.

Madelein s vandag is Da-

nil 100% aangepas en funk-

sioneer hy heeltemal nor-

maal in dieLaerskoolEvers-

dal. Die enigste probleem?

Swem was net altyd n pro-

bleem, aangesien sy spraakprosesseerders

(agter sy oor) nie waterdig was nie. Hoewel

hy vir swemlesse was toe hy jonger was,

was dit nie altyd vir hom lekker om doof

te moet swem nie. Ons blydskap was groot

toe die waterdigte Aqua Plus-stel in Suid-

Afrika bekendgestel is. Hy kon verlede

Dinsdag vir die eerste keer saam met sy

maatjies by die skool swem.

A Xhosa conversational course for the abso-

lute beginner is starting soon at the Bellville

Library.

Interested parties can look forward to this

popular course which starts on Tuesday 24

March at the library from 18:30 to 19:45.

The course will be presented over ten con-

tact sessions every Tuesday.

This introductory course comprises of a

fun and interactive communication compo-

nent which focuses on speaking Xhosa in the

general work, home and town environ-

ments, said Dr Philip Lewis, course presen-

ter.

An in-depth cultural component is also in-

cluded to help participants understand Xho-

sa speakers cultural values and practices.

A large number of alien plants were re-

moved last year and this is a follow-up

exercise to remove new seedlings and re-

ces and left on-site to keep the biomass in

What happened to the reliable

service we used to have from

the postal service?

Every single day I get

someone elses post in my post

box at home. I have had final

demands sent to me although I

never received any bills which

can only mean that my mail

ends up somewhere else.

Yesterday I got a final notice

for a parcel I have to collect at

the post office. The parcel was

about to be sent back to Ameri-

ca and the final notice was the

first I heard about it having

arrived.

When I phoned the post

office I was told that the

notification slips do blow away

in the wind! If something gets

put in my post box it cant blow

away as it is an upright post

box with a vertical slit in the

top with a lid that closes over it

so there is no way that it could

have blown away if it was

delivered.

This is really worrying and I

am fed-up.

A few weeks ago our dog was

stung a few times on her face

by the black and yellow wasps

which have invaded our garden

(either German or paper).

We also noticed quite a few

flying around our garden but

didnt know where they were

coming from. Only when we let

our patio umbrella down did

we then see the huge wasp nest

around the top part.

I immediately sent an email

to City of Cape Town and a

date was set to remove the

nest. We decided it would be

safer to rather keep the um-

brella open as hopefully not to

disturb them.

Thank you to the Wasp

Removal team and to City of

Cape Town for coming out and

removing the nest and also

removing all the small nests as

well and for being quick,

professional and efficient in the

response.

pathetic. This is from all race

An officer of the Voortrekker Road Corri-

dor Improvement District (VRCID) was at-

tackedwith an axe in the Bellville business

centre last Tuesday.

This happened because the homeless are

feeling the pressure of the regular patrols

and operations, said COO Derek Bock.

(Tuesday)morning,while theVRCIDof-

ficerswere patrollingKruskalAvenue, one

of the officers was attacked from behind

with an axe by a homeless person who is

known to us, Bock said.

He said the suspect was then apprehend-

ed by a member of the public, but managed

to escape.

Bock says attacks on his teamare becom-

ing a trend.

VRCID security officers have for the

past month come under constant attack

and verbal abuse by people who do not

want to see change for the better within

Bellville and Parow.

These are people with criminal intent

and those who do not want to adhere to the

by-laws of the City.

For them to verbally abuse the officers

for doing their job under very trying cir-

cumstances, or to attack them from behind

as with this incident, is cowardly.

Bocks teamwas instructed to find the at-

tacker, who will face an attempted murder

charge.

He frequents Kruskal Avenue and sur-

rounds, so we will find him. The officer is

doing well under the circumstances and

has been offered all the assistance from Se-

curitas, our service provider, Bock says.

siaal aangepaste karretjie ry ten bate van

die Chaeli-veldtog. Vanjaar het haar hele

gesin weer saam met haar deelgeneem.

Veldtog

Haar ma, Liezel, vertel: Ons gesin het

nou gesamentlik reeds 52 fietstoere agter

die rug en het intussen vriende gewerf om

ook vir die Chaeli-veldtog deel te neem.

verlede Sondag se fietstoer beleef het, toe

die persoon wat Anita se waentjie sou trek,

nie meer kon nie.

Toe moes hulle di waentjie elf dae voor

die groot gebeurtenis onttrek.

gus-fietstoere gedoenhet enookvir dieCha-

eli-veldtog ry, het hiervan te hore gekom en

aangebied om Anita se karretjie te trek.

Hy is van Oos-Londen en het die karre-

tjie die oggend voor die wegspring vir die

eerste keer aan sy fiets gehaak en gery! lag

Liezel.

Hy en Anita het twee dae tevore by die

fietstoer se veiligheidsbespreking ontmoet.

Myman, Jannie,wasdie ondersteuningsry-

er en het help stoot.

Mark vertel van sy kant: Die reis was

moeilik, maar baie lekker.

Die gesin het n karretjie gehad en haar

ma het aangekondig hulle benodig iemand

om te help trek. Ek het hulle ontmoet en

aangebied om te help.

Veiligheid

Mark en sy vrou, Nerissa, was albei deel

van span Anita, wat die heeltyd Anita se

veiligheid verseker het.

Anita se pa het gestoot en ek het getrek.

Gelukkig was dit net 47 km, maar ons kon

dit in elk geval die volle 109 km ver gemaak

het.

Hy s die hele ervaring was verootmoedi-

gend.

Die kameraadskap van die deelnemers

was skitterend.

Teen heuwels op en af, as Jannie nog so

stoot, dan kom daar n fietsryer verby wat

inspring en help stoot of trek.

Ekhet reeds virAnita gesmy aansoek

is in om volgende jaar weer haar waentjie

te trek! lag hy.

there will be plenty of free events on offer in

the runup to this yearsCapeTown Internati-

onal Jazz Festival (CTIJF).

. Little ones between the ages of four and

10 will be entertained at the Gigs4Kids event

at the Zip Zap Circus Tent at Artscape from

11:30 on Saturday 21 March.

This interactive show incorporates music,

dance and drama to help children familiarise

themselves with the rhythms and sounds of

different music instruments.

. Fashionistas can learn more about the

business of fashion in SouthAfrica at awork-

shop at the Cape SunHotel from 10:00 to 12:30

on Wednesday 25 March with special guests

from the local fashion industry.

.Alistair Andrewswill be hosting amusic

technology workshop aimed at experienced

musicians from 12:00 to 14:30 (also on Wed-

nesday 25March) where hell explore the use

of smartphones and tablets in music educati-

on and production.

.One of the highlights of the festival is the

free concert at Greenmarket Square from

17:00 onWednesday 25March where concert-

goers can get a taste of the acts set to perform

at the festival.

. The CapeMusic Institute will be hosting

amusic business andperformanceworkshop

with industry professionals, educators and

CTIJF guest artists at Athlone Stadium from

10:00 to 12:00 on Thursday 26 March.

.TheGugu SThebe Community Centre in

Langawill playhost to the Intyholo jazz deve-

lopment project and a discussion around co-

pyright and current issues in the music in-

dustry with Sipho Hotstix Mabuse and Be-

atenberg amongst others. The open

discussion takes place from 13:00 to 16:00 on

Thursday 26 March.

. The DuoTone Photo Exhibition opens at

17:30 at the CTICC on Thursday 26 March

with photos by both amateur and professio-

nal photographers that capture the essence

of jazz inmotion. The exhibition runs until

Saturday 28 March.

. A series of music master classes will be

presented byAmelLarrieux,GeraldClayton,

Wallace Roney, Prophets of Da City, Purbay-

an Chatterjee and Talvin Singh at the Cape

Sun Hotel on Friday 27 and Saturday 28

March.

In celebration of Rotary Internationals 110 years of existence, the Rotary Club of Bellville

blessed Alta du Toit Aftercare Centre with 110 wonderful gift bags for their special clients.

The Greater Tygerberg Partnership (GTP)

has its sights set firmly on the future of the

city its youth in a new challenge it has

taken on with Innovate SA.

The latter is a non-profit organisation that

nurtures invention and encourages entre-

preneurshipamongyoungpeople. Together,

the partners hope their new Future Cities

Challenge for high school learners will get

young creative design juices flowing.

The plan, which involves learners from

ten high schools across greater Tygerberg,

is for the learners to assist with the design

of urban space and propose changes to the

look of the citys open spaces.
