Despite the backing for Jarrett on a local level, he feels let down by the greater CPF. “I am left disillusioned with regards what the CPF actually stands for, because I am clearly being excluded and I am a communi- ty member,” says Jarrett. He has permanent residency in South Af- rica and has been active and committed to various causes. Van den Berg is left with his hands tied. He doesn’t want to lose the input of a great volunteer, but he cannot allow Jar- rett to become an exco member if it flies in the face of the CPF constitution. A CPF exco member engages with the com- munity and provides much-needed skills and experience to the CPF with regards building links in the community and pro- moting safety and security. The idea is to establish links between busi- ness, security companies, non-governmen- tal organisations and non-profit organisa- tions, to name but a few. Says Jarrett: “As an example I’m the gen- eral manager for Table View Neighbour- hood Watch and Street Committees in sector 1 so I have access and engage with a large portion of the community, but now this link has been broken. I will no longer be engaging with the police locally and sector 1 currently has no one bringing the community together and promoting safety and security.” On Monday Jarrett indicated he will stand down from all duties relating to Table View CPF. “I cannot align myself with an organisa- tion that discriminates and that doesn’t have the best interest of residents living in Table View sector 1 at heart. V To page 2. For those who have been living in Table View for a few years, the sight of seeing this green platform covered with sand is not a surprise. They would tell visitors that it isn’t, in fact, a platform, but rather a roof. And underneath the roof is a fully-func- tioning ablutions facility. The dunes, under guidance of a dune manage- ment strategy, have since claimed the building, and only reveal it to the world on occasions. Read more on page 2. On some beaches, children might dig up ashell,or an old shoe, but on Table View be-achfront, children dig up buildings.Every once in a while, the once forgotten

buried cement structure reminds one of theunrelenting process of time.People don’t even need to go looking for it.When the mercurial wind howls, and the

dune feels generous, then the roof of the ce-ment structure makes a reappearance.Many years ago these toilets on Table

View beach front used to be above the sand.“That is old news,” says ward councillor

Heather Brenner.“The sand movement eventually got the

better of everything and has completely co-vered the toilets. To try to rescue it is not de-sirable from an environmental point ofview,” said Brenner.She says the City of Cape Town and envi-

ronmentalists are fighting for the preserva-tion of the beach front.“Man has already interfered with the na-

tural dune dynamics, because of the narrow-ness of the beach and the hard structures ne-ar it. What we have to decide is what is thebest approach to minimise the impact.”A few years ago the City’s Ian Neilson ma-

de a few road proposals in the “area of consi-deration”, which include Otto du PlessisDrive, Beach Boulevard and Coral Road.These proposals would lead to a reconfigu-

ration of the Table View beachfront.“Everyone was really excited about this,

since itwould give the beachmorewidth.Wehaven’t forgotten about this proposal. Infact, just last year in November there was abig public meeting about it,” she continues.The reason why it has not yet been imple-

mented is the same reason why the buriedbuilding has not been removed yet.“One needs to try to keep the dune dyna-

mics intact,” said Brenner.

Some local residents might have noticed aswathe of large trees being cut downnear thecorner of the R27 and Melkbosstrand Roadthis week.One resident, who wishes to stay anony-

mous, even went as far as saying that hewould pursue thematter “to the nth degree”.“I am extremely unhappy about the des-

truction of the trees. Trees as far as 90metersaway from the road have been cut, so the sto-ry that thiswas done to prevent branches fal-ling on the road doesn’t wash,” he says.He approached the ratepayers’ association

and ward councillor Nora Grose.Grose said the property owner was within

his rights to cut the trees downas long as the-se didn’t hold any significant historical va-lue.“We can’t stop the owner unless the trees

are being protected. The complainantwas al-so very worried about the mess being made,but we investigate whether any damage wasdone to the fencing and so forth,” saysGrose.

Awards.In the Excellence in Academic Perform-

ance category, Parklands College excelledby finishing 18th in the province and in thecategory of Greatest increase in the percent-age of Bachelor’s passes, Bloubergrant HighSchool finished in fourth place.As a result Parklands receivedR10 000 and

Bloubergrant received R15 000 for the pur-pose of teaching and learning support mate-rial.“No outstanding results come without

hard work,” said Western Cape educationminister Debbie Schäfer at the award cere-mony. “Iwould like to thankall the teachers,principals, district officials and supportteams for their hard work and commitmentto education in the Western Cape,” saidSchäfer.This is the third year in a row that Park-

lands College was acknowledged as one ofthe Top 20 schools in the province.“The criteria used for placing on this mer-

it list are the pass rate, the percentage Bach-elor Degree (BD) passes and the percentagemathematics passes. It is indeed an incredi-ble achievement to be singled out fromaround 400 secondary schools in the West-ernCape,” saidParklands’ SecondaryFacul-ty’s principal, Sylvia Steyn.They have maintained a 100% pass rate

since the school’s first matric class in 2000.“All of our 2014 matrics passed with entry

to tertiary studies (80 with entry to BD and

Weare most proud of the class of 2014, who be-tween them achieved 181 subject distinc-tions. the awards by giving all the learners valua-ble advice.“There is only one place where success

comesbeforework, and that is in the diction-ary. Work hard, learn from your mistakes,never lose your integrity, and never give up.Also, be careful how you measure success –work out what is important to you, and donot compromise on it. And most important-ly, be modest.”

The dive unit of the City’s Fire andRescueService is keepingupwith thelatest trends by acquiring new equip-ment that will enhance their currentcapacity to deal with rescue operati-ons in the water.They have taken delivery of a new

hi-tec rescue rubber boat that willfurther boost the response of its diveunit to flooding and water operati-ons. The vessel has been acquired ata cost of R380 000.The City’s Fire and Rescue Service

is a multi-functional emergency res-ponse servicewhich dealswith a ran-ge of incidents apart from fire sup-pression and prevention. One of itsareas of expertise is a dive unit withstaff who are fully trained as divers.The engines of the newly acquiredrescue rubber boat are new-generati-on and have a 95-litre fuel tank capa-city.The boat can accommodate six

crew members with their diving ge-ar, multiple patients, and is also rig-ged to do resuscitation (CPR) on bo-ard.Currently the unit consists of 24

qualified divers and 10 skippers andthis year the City will boost the staffcomplement by training an additio-nal 10 divers and 10 skippers.The new vessel will add to the

unit’s current fleet of two rubberducks, three jet-skis and an alumi-numboat that is usedon inlandwaterbodies and in flooding situationswhere debris might cause damage toa rubber-hulled boat. The new boatwill bring the tally of rubber ducksto three.“We have invested quite heavily in

our specialised services so that wecan offer the best possible service toour residents. Count (OCC) walks along Blouberg Beachyielded not only sightings of new oyster-catcher chicks, but also somenew eggs anda seal pup.Despite the high spring tides having rea-

ched right into the vegetation fringes in so-me places, it’s thought that no eggs had

been washed from their nests.The seal pup would likely have been one

of several which annually at around this ti-me of year make their way across to Blou-berg Beach fromRobben Island and other is-lands in the area. Sometimes, exhausted bythe swim, they landup on the beach andmayspend a couple of days resting and recove-ring their strength before returning to thesea to swim back again.Their presence is a good reason for dog-

walkers to ensure their pets are on leads onthe beach. The Table View comunity police forum(CPF) has for the last two years arrangedmonthly clean ups of green belts and parksin the Table View area.This year they are planning to go all out,

and invite the community to get more in-volved.These clean ups, of which the next one

is on 24 January, consists of like-mindedcommunity members getting together on aSaturday morning, splitting into groupsand walking green belts, streets and parks,collecting rubbish.Apart from the actual clean ups, awaren-

ess is also created to bring “the brokenwin-dow concept” to the attention of the entirecommunity.These clean ups follow the “broken win-

dow guidelines” to paint over graffiti im-mediately, to collect rubbish immediatelyand to remove rubble as soon as it appears.By doing this it removes the temptation

for others to contribute to the mess.It also creates a better impression of the

area, aswell as improving property values.This year, the CPF has the support from

several schools and churches, and are ho-ping to involve more as they go along.Arrangements are being made to issue

community service certificates to scholars,in exchange for hours spent on the cleanups.These certificates will be presented to

school principals to hand over to their stu-dents periodically.The following dates have been earmar-

ked for this CPF initiative: 24 January, 21February, 14March, 18April, 16May, 20 Ju-ne, 21 July, 22 August, 19 September, 24 Oc-tober, 21 November and 5 December.The clean up on 24 January will begin at

07:30 for 08:00 by meeting in the parkingarea of Parklands police inParklandsMainRoad.Bring gloves, refuse bags, old braai tongs

(for picking up the less than desireableitems), sun block, water, a smile, a fewfriends, your family and neighbours.Hours arenot set andany residentmay joinfor as long as they are able to.Clean ups offer great exercise and the

The City of Cape Town’s naming commit-tee has recently recommended that TableBay Boulevard be renamed after formerpresident FW de Klerk.The proposed renaming of Table Bay

Boulevard in honour of former presidentFW de Klerk received overwhelming sup-port during a comprehensive and city-widepublic participation process.This process took place over a 30-day pe-

riod from 1 to 31 October last year, duringwhich residents, role players, interestedparties andcommunity organisationswereinvited to air their views.“We are encouraged by the number of re-

sidents who participated in the public con-sultation process. Although the public con-sultation process is not a referendum andtherefore not about numbers, we do notethat the overwhelming majority of thosewho participated supported the renamingproposal. The naming committee has nowrecommended to the executive mayor andcouncil that Table Bay Boulevard be rena-med FW de Klerk Boulevard. Ultimately itis the council that is responsible for the fi-nal decision,’ says the chairperson of theCity’s naming committee, Brett Herron.

An independent survey has recognised theCity’s MyCiTi bus network as a leader in thefield of African public transport systems.

The Siemens African Green City Index re-fers to the investment in the MyCiTi Bus Ra-pidTransport (BRT)networkbeing rolled outto historically under-served areas in the me-tro. As a result, Cape Town is among the topcities in the index for the length of superiorforms of transport such as BRT lines.

The public transport system measures 0,11km per square kilometre, compared with theindex average of 0,07 km.

The continued expansion of this networkis crucial to empower previously disadvanta-ged communities and ease the pressurebrought by rapid urban development.

The report specifically mentions the histo-rically underserved West Coast region, theprevalence ofminibus-taxis andprivate vehi-cles, and the poorly maintained rail system.

It is these challenges that led theCity to im-plement the service first in theWest Coast re-gion first, particularly to Dunoon and Atlan-tis. The expansion of the service to the MetroSouth-East is also a necessary development.

MyCiTi a leader in Africa

City Health is lobbying for legislative clari-ty on “hubbly bubblies”.

Increasingly, research findings point tovery real dangers associated with the popu-lar hookah pipes, prompting City Health toseek legislative clarity – especially in lightof Cape Town’s ongoing battle with respira-tory diseases.

The City will therefore escalate its effortsthis year for legislative clarity on the widearray of “alternative” smoking devices andhabits that have become commonplace inSouth Africa.

Along with e-cigarettes, hookah pipescontinue to be a grey area, not only in SouthAfrica but around the globe, and is current-ly not provided for in the Tobacco ControlAmendment Act.

Ongoing research into hookah pipes (orhubbly bubblies as the devices are com-monly known) indicates that they are deci-dedly more dangerous than societal attitu-des suggest.

The most recent study in the United Sta-tes of America found that 39% of teens andyoung adults who had previously smokedhookah pipes went on to smoke cigarettes.

“Hookah pipes are very popular in CapeTown, not just among adults, but also chil-dren because there is a perception that theflavoured tobacco is somehow not harmful.Tobacco is tobacco, no matter what the fla-vour.Weneed to bemoremindful as a socie-ty about the burden we’re placing on thehealthcare system. In the Cape especially,we have very high levels of TB and other

respiratory diseases and so we need tomake every effort to combat those, inclu-ding prevention through responsible perso-nal choices,” says theCity’smaycomemberfor health, Benedicta Van Minnen.

Johannesburg-based singer Stanley Junedoes more than just imitate art.TygerBurger caught up with him whi-

le he was touring Cape Town recently.Stanley describes himself as an “ordinaryguy next door” who likes making music andperforming, butwhen it comes tomusic, he’san all round creative. Besides writing andperforming his own songs, he also produceshis ownmusicvideos, createshis ownalbumart, records and produces his own music.“I love the entire process of just puttingeverything together, working from the star-ting point to the finished product,” he says.Like other artists, he isn’t always happywith the endproduct, but knows that themu-sic will lose its intimacy if he keeps hamme-ring away at it.This is Stanley’s thirdCapeTown tour andhe says this trip was “exceptionally great”.Hewas at venues likeDieBoer inDurbanvil-le and the Barleycorn Music Club in Clare-mont where he played to an audience of “lis-teners” instead of a drunken crowd.“People really sat downand all their atten-tion was focused towards the stage.”He says while the Cape Town and Johan-nesburg music “scenes” have a lot in com-mon, he finds Capetoniansmore open tomu-sicians from outside the city.Stanley’s music is heavily influenced byclassic rock. “I’ve always loved the oldschool, rock ‘n roll with loud guitars andscreaming vocals.” But there’s also a softer,more dynamic side to his music.His fans range from 10-year-olds to peoplein their 60s and 70s who all enjoy his brandof rock with an “acoustic core”.Being an independent artist, Stanley says

ders and two juniors. Stefan Jacques Ihlen-feldt, James Tennent, Jos le Roux, Rohan duPlooy, Declan Sidey and Carl Bonthuys arethe chosen six, with the two juniors beingJarrod Hattingh and Keanu Slinger.The team will be based in Cape Town, all

living in the Lights by Linea team house inDurbanville. The racing programme inclu-des all the prestige events on the SouthAfri-can racing circuit. The riderswill bemotiva-ted with an incentive plan that includes theopportunity to race internationally.The Lights by Linea Juni-ors will also be able to joinother juniors on a LEA-Dout internati-onal racing scheduleas part of their in-centive plan.LEADout will take

Early entries for the 108 km and 64 km ro-ad races and the 35 km MTB race close at24:00 on 21 January. On-line entries for the-se three races close on 1 February.

The 99er is organised and hosted by theEl Shaddai Christian School. There areover 350 volunteers involved on race day.
