POPULATION OF COLORADO: APRIL 1, 1950

(This is one of a series of reports presenting final population figures for selected areas in each State. In this series, reports are numbered alphabetically by States. Additional reports will be issued as final figures for other States become available)

The total population of Colorado on April 1, 1950, was 1,325,089, according to final figures for the State released today by Roy V. Peel., Director, Bureau of the Census, Department of Commerce. During the previous 10 years, the Population of the State increased by 201,?93, or 18.0 :percent, over the 1,123 ,296 persons enumerated in 1940. .Among the States, Colorado ranked thirty-fourth in :population. The 1950 population of Colorado was nearly 39 times as large as the population of Colorado Territory in 1860 when the Territory was first enumerated s~parately in a Federal census.

According to the new urban definition, Colo­rado had 831,318 persons living in urban terri­tory and 493,??l in rural territory. The urban population constituted 62.? percent of th8 pop­ulation of the State.

Between 1940 and 1950, 30 of the 63 counties in Colorado increased in population. Jefferson County experienced the most rapid rate of growth, 81.2 percent, and three other counties, Adams, Arapahoe, and Rio Blanco, had rates of growth in excess of 60.0 percent. More than three­fourths of the population gain of the State was accounted for by the counties comprising the Denver Standard Metropolitan Area, that is, Adams, Arapahoe, Denver, and Jefferson. The counties ranged in size from Hinsdale with a population of 263 to Denver with a population of 415,786.

There were 252 places incorporated as cities and towns in Colorado and 11 unincorporated places of 1,000 inhabitants or more. There were 891,389 persons living in the incorporated places, 131,450 of whom were in the 216 places with fewer than 2,500 inhabitants. Of the 21,843 :persons living in the unincorporated places, B,?35 were in the seven places of 1,000 to 2,500 inhabitants. The incorporated places

ranged in size from Ophir town with a population of 2 to Denver city with a population of 415, '786.

Under the urban definition established for use in the 1950 Census, the urban population comprises all persons living in (~) places of 2 ,500 inhabitants or more incorporated as cities, boroughs, towns, 1 and villages; (b) the densely settled urban fringe, including both incorpo­rated and unincorporated areas, around cities of 50,000 or more; and (c) unincorporated places of 2~500 inhabitants or more outside any urban fringe. The remaining population is classified as rural. According to the urban defini ti·::m used in previous censuses, the urban pormla.tion comprised all persons living in incorporc.ted places of 2,500 inhabitants or more and areas (usually minor civil divisions) classiried as urban under special rules relating to population size and density.

In both definitions, the most important component of the urb~n territory is the group of incorporated places having 2,500 inhabitants or more. A definition of urban territory restricted to such places, however, would exclude a number of equally large and densely settled places, merely because they were not incorporated places. Under the old definition, an effort was made to avoid some of the more obvious omiss~ons by the inclusion of the places urban under special rules. Even with these rules, however, many large and closely built-up places were excluded from the urban territory. To improve the situa­tion in the 1950 Census,· the Bureau of the Cen­sus set up, in advance of enumeration, boundaries for urban-fringe areas around cities of 50,000

or more and for unincorporated places outside urban fringes. All the populatio~ residing in urban-fringe areas and in unincorporated places of 2,500 or more is classified as urban accord­ing to the 1950 definition. (Of course, the incorporated places of 2,500 or more are urban in their own right.) Consequently, the special rules OJ.' the old definition are no longer necessary.

According to the new urban definition, the urban population of Colorado consisted of the following components: (1) The 759,939 inhab­itants of the 36 incorporated places of 2, 500 in-

habitants or mar~; (2) the 13,108 inhabitants of the 4 specially delineated unincorporated places of 2,500 inhabitants or more; and (3) the 58,271 persons living in the urban-fringe areas of Denver and Pueblo outside of incorporated places of 2,500 inl1abitants or more. Since there were no places urban under special rule in Colorado according to the old definition; the population of the first element comprised the urban popu­lation under the old definition. The population of the remaining elements--71,379--represents the gain in the urban population which resulted from the change in definition.
