Subliminal message to stop puffers

DALLAS (AP) - A male voice softly explaining why listeners should stop pulling is a radio sta- tion's subliminal ellbrt to get peo- ple to quit the smoking habit. KMEZ AM-FM will broadcast

the subliminal messages simulta- oc-il,~.~:;. with regular music Thursday at bur pre-announced times as part of the American Cancer Society's Great American Smokeout. -~~~~

Station ollicials say listeners should not be consciously aware of the faint-voiced messages embedded in the music.

"It doesn't say 'don't smoke,' over and over again. The man is there reasoning with you why you shouldn't smoke," KMEZ Program Director Ken Loomis said Tuesday.

"People have tried anything to quit smoking - holding their breath, being hypnotized, eating candy," he said. 'More and more people are starting to buy these tapes."

The eight-minute measages by the casy listening stntion do not violate the law because listenen will be told in advar!:? of the r;wrdlrigs, Loomis said. IIe said stntion attorneys checked previ- ous Federal Communicationo Commission rulings before decid- ing to run the messages.

FCC Amends AM Technical Rules

The FCC has amended its AM technical rules to allow certain Class Ill daytime-only AM stations on regional channels and on 940 kHz and 1550 kHz to operate on a fulltime basis, pro- vided their operation complies with ap- plicable interference protection re- quirements.

The daytimers will be allowed to op- erate during nighttime hours with a maximum power of 500 watts, reduc- ed as necessary to avoid interference with existing fulltime stations.

Stations proposing to modify their li- censes to include nighttime operation have been issued a Show Cause Order by the FCC and will not be required to file an application. The permissible nighttime power level is included in the Show Cause Order.

The FCC mll no longer authorize dayhme-only stations on the regional channels and on 940 kHz and 1550 kHz, and hes reduced the generally ap- plicable min~mum power for unlimited- t~me Class Ill stations on regional chan- nels to 250 watts. lZ

U.S. and Cuba have agreed to resume talks aimed at reducing technical interference that has long been source of complaint by American AM stations, particularly in Southeast. U.S. and Cuba, in statements released simultaneously in Washington and Havana on Friday, said negotiations conducted in secret in Mexico City had succeeded in "delinking" radio issue from talks on resuming 1984 Marie1 migration agreement. Two sides have agreed to resume im- mediately implementation of migration agreement, under which Cuba has agreed to take back almost 3,000 undesirables who arrived in U.S. in 1980 Marlel boat lift, while U.S. processes applications of those eligible to enter country. Cuba ended talks in May 1985 after U.S.'s Radio Marti began broadcasting news and entertainmnent programs to Cuba. Statement said talks on radio interierence will be conducted "in strict accordance with international Iaw, including applicable radio law and regulations." I just bought a copy of the FM Atlas with the idea of get t ing acquainted with area FM offerings and was rather i r r i t a t e d by Dr. Elving's ravings on AM. Sure, FM sounds nice. But I am sure t h a t in the long run there is not only rcan for both AM and FM but a def in i te need for AM i n areas where FM does not do well. Ironic note t o this is t h a t recently I was trying t o l i s t e n t o a s-t of "All Things Considered" on KUSD-FM - a local , about 20 miles away £ram t h e i r t-. KULA is the l a t e s t addition t o Saul ~ e v i n e ' s would-be w i r e (KX-FN WKSHC-540 Hesperia and KRTR-FM/KlGF26 HNL). Presently, KULA has neither xrritr nor tcwer. Originally licensed t o Munawili on O'ahu's Windward side ( s i t e of KRIFJKMX studios) , they've applied for t ransfer t o Honolulu since ( a s they knew a l l along) there 's no mney t o be nmde on t h a t s ide of the is land, a s was so ably d m n s t r a t e d by the still s i l e n t KLEI. The now-proposed location of t h e i r tower is a shopping center parking l o t i n the Kaimuki section of Honolulu. This is news t o the m a n a g m t there, but not a t a l l surprising t o those famil iar w i t h M r . Levine's rethcds. An attorney by training, he's adept a t putting h i s considerable po l i t i ca l s k i l l s t o good purpose with very l i t t l e noise about it. No one yet rea l ly seems t o know how he m g e d t o l m t e the KRlR/KMX xmtrs on s t a t e land atop the ~ o ' o l a u m t a i n range, although h i s canniness i n offering space there t o Hawai'i Public Radio (KHPR-FM) undoubtedly greased the ways. In any event, a t this juncture KULA has t h e frequency and not much else. By t h e i r reckoning they're not l ike ly t o h i t the ether before the end of '88.

KWAT-1080 would l ike t o return under new ownership, but KCCN, whose tcner they previously shared, refuses t o c m p r a t e without serious upfront money. They got burned by previous K W I owners. Meanwhile, KORL-650 and KIJW-1040 m y not be long for t h e a i r in t h e i r present d e s , KllPT because the church t h a t oms them seriously underestimated the costs involved. KORL m y well be shut down by the FCC. The ownership has essen t ia l ly rented its f a c i l i t y t o the o p r a t o r s of KLHI-FM on Maui who are simply using it f o r simulcasting and the expanded m r k e t t h a t provides. The FCC regards this a s an unapproved change of o p r a t o r . Their i r e was further fueled by a recent KORL i n s p c t i o n which revealed no EBS f i l e , no public service f i l e , and no operator on duty. Calls t o t h e i r l i s t e d n m h r s prcduce "disconnected" recordings. Given these curcumstances, I think anyone who pulls a ver ie out of KORL deserves t h e Oknok DX Achievement Award. And, while on t h e subject Of t h e okdurate, the PD a t KLNI-1380 informs t h a t budget and s ta f f l imitat ions preclude responding t o reception reports. He a h i t s he's got "a stack of those thlngs", mostly from m o p and Japan. KIN1 is one of only two direct ionals i n ~ a w a i ' i . They send a figure-8 roughly NE-5W t o protect the FCC monitoring s ta t ion here. KAIN-870 is t h e other. W i t h a null a t 51 degrees t o protect WL, t h e i r 50 kW is probably a longer shot for n o s t of the minland than any of the lower p e r stat ions. Whlle t h e i r studios a r e i n Honolulu, the xmtr is about 30 miles across the channel on Moloka'i, the only xmtr on t h a t island.

vacation t r i p t o Moosonee, ON, located on the Moose River about 7 miles below James Bay. This is the fur thes t north part accessible by r a i l in Ontario, and it is wll north of the road system. The t a m ' s population i s m i n l y Cree Indians with a few whites. The local

0 radio stat ion, CHMO-1450, i s a oomrunely-owned broadcaster. It has quite a grab-bag f o m t , a s anyone can make arrangements t o care t o the s ta t ion and play t h e i r own records. CIPa) has a power of 50 watts.

Moosonee a l so has a 40-watt LPRT, CBEY-1340 which rebroadcasts CBCS-FM Sudbury. I a l so rioted a Cree Indian language s ta t ion on 89.9 mHz which I believe is o p r a t e d by the Moose Factory Island Indian band. Call l e t t e r s i f any were not given. I have not seen t h i s s ta t ion l i s t e d i n any publication and would appreciate any i n f o m t i o n on it.

On the way up I noted CHUR-840 in North Bay which is generally an English language s ta t ion broadcasting i n French on a Sunday evening. Therefore i f you hear French on 840, don't auturat ical ly ass- you have S t . Lucia!

However, I ' l l no longer count or even record heards, and the d m e s t i c tapes, a t l eas t , must have two of three of c a l l l e t t e r s , c i t y of l icense, and/or frequency t o count. I prefer taking m I e s over 1Bp.r veries for several reasons: I have 100% control over whether or not I get the verie, I know instantly whether o r not I actually got i t , and it is quicker and cheaper (assunling the ready ava i lab i l i ty of tape e q u i p n t ) than wrlting and follcwing up f o r vet-ies.
