DESCRIPTION

The main purpose of this paper is to provide informative data based on 8 global indexes and measures from different sources, focusing mainly on the United Arab Emirates ranking in the world. In addition to that, the paper will provide additional data on the GCC countries ranking on some of the indexes and measures where data is available. The measures provide a high level understanding on the progress and result of the nation on achieving its vision and where are the areas of improvement if analyzed deeply. Although it might seem that the measures are tech heavy, there are indexes such as Social Progress & Global Competitiveness that considers many dimensions such as health, job opportunities, human rights, education, and etc..

As demonstrated in figure 1, the UAE ranks firstquartile in 7 out of 8 indexes and measures whileonly ranking in the second quartile in SocialProgress Index. Four of the indexes andmeasures show that the UAE ranking in top 10counties, two of the indexes and measures showthat ranks between 11-20 and the rest fall inrank above 20. Figure 2 demonstrates that theUAE is ranking top 5 in smart phone penetration,retail and what is known nowadays aseGovernment. The reason that the UAE ranks lowin Social Progress Index is due to the opportunitydimension score which is subjective and isdefined based on western ideology of whatopportunity should be. For example opportunityis defined by 4 sub dimensions such as personalrights, personal freedom & choice, tolerance &inclusion and access to advanced education. Thereason that opportunity score is low is due to thepersonal rights sub dimension which scored 118which I believe is unfair as personal rights differfrom one country to another and it is notmeasured correctly as it looked at 80% of thepopulation that are expats and are on workresidence and are not citizens of the country,meaning the environment wasn’t taken intoconsideration in terms of the country’s structureand policies.

Abu Dhabi Vision 2030

“By 2030 Abu Dhabi intends to build asustainable and diversified, high value-added economy that is well integratedinto the global economy and thatprovides more accessible and higher-value opportunities for all its citizens andresidents.”

There are many more dimensions that should bestudied and taken into consideration whenassessing the UAE or more specifically Abu DhabiVision 2030 especially the 9 pillars that has beendefined by the General Secretariat of ExecutiveCouncil. That been said, I believe the indexes andmeasures provide a high level indication orforecast on the UAE progression towards achievingthis vision and turning it into reality. Based on myexperience, increases in lead indicators such asinvesting heavily on education/healthinfrastructure is a positive sign for a specific

period of time but if those lead indicators don’t affect the lag indicators such asilliteracy/mortality rate then a reassessment should be implemented to ensure targets will bemet and performance gaps are closed. We should always keep in mind that it is some how easyto dream and define an ambitious and well written vision. However, what is more important isquantifying the journey towards achieving this vision and consistently revising the progresswithout taking our eyes away from the prize, this is where the nation’s strategy plays a vitalrole. Strategy is like a navigation system in your car, there are many routes that you can take toreach your destination but each of the routes have a different distance and time. The key ischoosing the best route that your car will be able to take you with reasonable amount of time.To conclude, I believe the UAE is on track to achieving this vision well before 2030, only if it isable to successfully convert those lead indicators into more positive results in the lag indicators,while considering that some measures will not change due to the subjective definitions thatdoesn’t take into consideration the culture or nature of the nations in the GCC and are more ofwestern ideologies.

Biography

Ahmed Benrekia has been working for Palladium since January 2012and is Balanced Scorecard Certified since July 2012. He has worked indifferent sectors such as Government, Utilities, Non-Profit andBanking in the Middle East. Ahmed’s experience includes severalimplementations of Palladium’s Execution Premium Process, Office ofStrategy Management, Change Management, Initiative Managementand is the Executive Strategy Manager “Performance ManagementSystems” Expert in Palladium EMEA. In addition to that, Ahmed hasexperience in facilitating and presenting Palladium’s StrategyExecution Bootcamps, client’s engagement sessions and training onthe ESM for C level management and superusers.

Prior to joining Palladium, Ahmed gathered experience in the ITConsultancy industry mainly focusing on Performance ManagementSystems. He worked as a Performance Architect on a BI module calledActuate and mainly had implementations in the Government Sector.Ahmed holds a Bachelor’s degree in Management InformationSystems from American University of Cyprus and has obtained aMasters degree in Management Information Systems from the sameeducational institute.

Currently, Ahmed is a Senior Consultant helping organizations linkstrategy to operations, operate the Office of Strategy Management andultimately achieving effective strategy execution.
