A Guide to UK Environmental Consultants The UK is seen as a world leader in environmental consultancy services and this is evident in the breadthand depth of the organisations featured in this guide.
Consultancy services span a wide spectrum of expertise – from holistic environmental advice to smallspecific questions. Innovation is a key element of consultancy advice, with consultants often identifyingnew ways of achieving results, designing projects or even making savings, helping clients to completetheir projects on time and within budget.
UK environmental consultants range in size from micro-organisations to large multinational companies.Worth £1.2 billion the sub-sector makes a significant contribution to the total environmental market,the latter projected to almost double in size by 2015.
The increasing awareness of environmental issues together with national and international regulation,are adding pressure to companies to ensure their activities have a minimal environmental impact. Fewcompanies have in-house capabilities to address these issues to the high standards required andconsultants offer an excellent resource to ensure compliance. As a result, the demand for consultants’services is rising, the expertise is unrivalled and the competition is strong.
The consultancy industry is capable of providing a vast range of services from acoustics to sustainabilityin industries as diverse as agriculture, communications and transport in both the public and privatesectors. Emerging capabilities and strengths in climate change and carbon management are a furtherdemonstration of the expertise within the UK consultancy industry and the fast pace of change keepsknowledge fresh and up-to-date.

UK TRADE & INVESTMENT’SENVIRONMENTAL INDUSTRIESSECTOR UNIT (EISU)UK Trade & Investment’s Environmental Industries Sector Unit (EISU) has the responsibility forpromoting and developing the UK environmental industry overseas. It emerged from the former JointEnvironmental Markets Unit (JEMU) – a joint venture between the Departments of Environment, Foodand Rural Affairs (Defra) and Trade and Industry (DTI) – at the end of March 2004.
EISU’s prime objective is to increase the UK’s share of the global market for environmental goods andservices (EGS) through support of the sector. This is achieved through a range of activities thatpromotes the competitiveness of the UK industry.
EISU also has responsibility for the management of the Technology Partnership Initiative (TPI). TPI isthe Government’s response to calls from the developing nations for better access to information onenvironmental technologies from the industrialised world. It provides information on UK environmentalsolutions to businesses in rapidly industrialising and developing countries.

CENTRAL ASIA OIL ANDGAS FIELD: CLIMATECHANGE RISKASSESSMENT ANDMANAGEMENT
This project was undertaken toenable the clients to understand andmanage the risks posed by climatechange for a large oil and gas field inCentral Asia. Numerous social andenvironmentally sensitive receptorsexist within the area surrounding thefield, and the clients recognised thatthe development would be difficultto implement unless measures wereadopted to ensure its sustainability.The climate change risk assessmentand management project wasincorporated within the early stagesof engineering design for the facility,so that the anticipated changes inclimate could be incorporatedappropriately into the design andinto the Environmental and SocialImpact Assessment (ESIA).
The project involved:• Analysing and compiling the latest
climate change science for thefacility, including observed climaticdata and output from climatemodels for the 2020s and 2050s
• Identifying existing climaticvulnerabilities and critical climate-related thresholds and sensitivitiesfor the facility, and comparingthem to the evidence from theclimate model projections
• Identifying the risks posed by climatechange to the facility itself, as wellas to social and environmentalreceptors in its vicinity
• Discussions with the projectengineers, to evaluate whereprojected climatic changeschallenged the basis of design forthe facility
• Agreeing climate risk managementmeasures with the client and projectengineers, taking appropriateaccount of confidence levels in theclimate change projections
• Recommending that the clientsfund the development of aregional climate model for the areaand train national meteorologistsin climate change modelling
• Working with the facility’s waterbalance modelling expert toinclude climate change dataappropriately in his assessments offuture water resource availabilityand water demand
• Providing an overview of theclimate change impacts andadaptation activities beingundertaken by the host countrynational government and nationalresearch centres
The project identified major concernsrelating to the provision of waterresources for the facility, since theclimate change science indicates thatprecipitation in the region willdecline, and snowmelt will occurearlier and more rapidly. Existingwater resources are alreadyoverstretched and the facility‘competes’ for the available waterwith local agricultural users and otherindustrial facilities, so this represents asignificant vulnerability for the projectin coming decades. The clients arenow exploring options for moreefficient water management at thefacility, including recycling, reuse andminimisation of evaporative losses.

MANCHESTER SHIPCANAL OXYGENATIONSCHEME
The Mersey Basin drains an area ofover 4,500km2 in the North West ofEngland and comprises some of themost organically polluted waterways inthe UK.
The Manchester Ship Canal (MSC), aswell as the rivers of the Upper Merseycatchment which feed into the MSC,all suffered from a legacy of industrialdevelopment, hydraulic engineeringand poor water quality. This resultedin severe degradation of the fauna ofthe lower River Irwell and MSC whichwere described as fishless as recently asthe 1950s.
Despite the gradual long termimprovements in the quality ofeffluents entering the MSC thereremained considerable scope forimprovement. Increasing temperatureduring the summer months can lead tostratification in the water, resulting inbottom water anoxia. The problemsassociated with poor water quality arealso exacerbated by the physical effectsof canalisation. Gases such as methaneand hydrogen sulphide are producedand sediment mats can rise to thesurface. With much of the prestigiouspublic, commercial and residentialdevelopment completed, it wasconsidered unacceptable to allow theseenvironmental and aesthetic problemsto persist even in the short-term.
The initial objective was to improvethe aesthetic value of the MSC upperreaches by resolving the problems offoul odours, gaseous bubbling andsediment mat generation whichoccurred due to low dissolved oxygen(DO) concentrations (below 4mg/l).Oxygen injection units and pure air,artificial oxygenation was judged asuitable remediation technique for thearea, as air alone would not satisfy theoxygen demands of the system.Artificial oxygen injection commencedin June 2001.
In the 1990s the invertebratecommunity was dominated by alimited number of detritivorous,pollution-tolerant species. In the latestsurveys, undertaken in 2006, a total of39 taxa were found including severalpollution intolerant species. Prior tothe oxygenation scheme, fish werelargely absent, certainly during thesummer months when anoxicconditions forced any fish present toflee upstream. The oxygenationremediation program has enabled fishto survive in the area all year round.Furthermore, the fish community hasdiversified into one that incorporatesbenthic species that, prior tooxygenation, could not have withstoodthe conditions in the deeper parts ofthe water column.

NOISE MAPPING ANDANALYSIS OF LONDON
Predictive noise mapping is at theforefront of the battle to manage thepublic’s exposure to noise pollution.
Noise issues are rising up the politicalagenda. EU Directives, local actiongroups and high court rulings areincreasing the need for noise assessmentand the mitigation of noise issues.
The Greater London Authoritycommissioned Atkins to undertake anenvironmental justice review of thedistribution of noise levels in thecapital. A GIS and databasemethodology were developed to helpwith the calculation of the noiseexposure levels for 30 socio-economic groupings (includinggender, age, income levels andhousing) within the city.
One of the key tools for noiseassessment is predictive noisemapping. Atkins has been leading the application of this technology formore than 20 years through the useof our NoiseMap software. As withany computer calculations, theaccuracy and relevance of the inputdata is critical. In undertaking theLondon Road Traffic Noise Map,Atkins used innovative data captureand processing techniques to ensurethe success of the project.
Road traffic flow and widthattributes were assigned to roadcentrelines, and from these datanoise levels were derived and used tocalculate a noise exposure level formillions of London’s residentialproperties. The thematic noise mapsproduced formed the basis of thefinal report’s key findings.

We are the designers andmasterplanners for Dongtan the world’sfirst eco-city, which will be sustainablenot just environmentally, but alsosocially, economically and culturally.
With our client, the ShanghaiIndustrial Investment Corporation(SIIC), our aim is to create adevelopment with low energyconsumption that is as close to carbonneutral as possible.
Dongtan is located on the third largestisland in China at the mouth of theYangtze River. The 8,600 hectare (86square kilometer) site is adjacent to awetland of global importance. The urbanarea will occupy just one third of the sitewith the remaining land retained foragriculture and used to create a bufferzone of ‘managed’ wetland between thecity and the ‘natural’ wetland.
Dongtan will produce its own energyfrom wind, solar, biofuel and recycledcity waste. Clean technologies such ashydrogen fuel cells will power publictransport. A network of cycle andfootpaths will help the city achieve closeto zero vehicle emissions. Farmlandwithin the Dongtan site will use organicfarming methods to grow food.
Dongtan will be a city of three villages,with the demonstrator phase for up to10,000 people completed by 2010. Itwill be a vibrant city with green‘corridors’ of public space ensuring ahigh quality of life for residents. Thecity is designed to attract employmentacross all social and economicdemographics in the hope that peoplewill choose to live and work there.Dongtan demonstrates to the worldChina’s ability to work closely with the environment and has provided a methodology for sustainablecommunities across China and beyond.

WADI HANIFAH, RIYADH,SAUDI ARABIA
Wadi Hanifah is a 120km long,4,500km2 watershed that passesthrough the capital city of Riyadh inSaudi Arabia. The wadi has become apermanent flowing river in its lowerreaches due to rising groundwater andsewage effluent discharge from thecity. In addition, the wadi suffers fromseasonal flooding every five to tenyears. This project is intended toprovide environmental remediation tothe wadi and its environs, includingflood and dry weather flowperformance, water qualityremediation, landscape restoration and enhancement, and utilities and highways upgrading and co-ordination. A key element in theproject is to significantly improve the city's sustainable use of water, by reducing its reliance on desalinated water.
The project has gained internationalrecognition by winning the Top Awardin the Plans Category of the annualinternational Waterfront CenterAwards in Montreal in 2003. It wasalso presented to the United NationsCommission on SustainableDevelopment, during its 12th AnnualConference in New York in April 2004.
Buro Happold has been the leadconsultant throughout the project in ajoint venture with architects Moriyama& Teshima.
The principal outcomes for phase onehave been:• The hydrological and hydraulic
analysis of the wadi catchment thatreflects the actual performance ofthe wadi under flood conditions
• The design of a hydraulicallyefficient wadi flood channel thatrestores its natural function and asfar as possible, its natural form,whilst at the same timeaccommodating landscaperestoration, and the highways andutilities infrastructure that has beendeveloped over recent years
• Engineering and infrastructuredesign and coordination principlesthat will inform and control thestandard of all future constructionworks within the wadi
• An urban planning framework thatwill enable the control ofdevelopment within the wadi andits environs
• The design and co-ordination ofroads and utilities within the wadi,so that they are resistant todamage under flood conditions
• Optimisation of earthworksinvolving 3D modelling of cut andfill, and resulting in the designedremoval of 1.25m3 million of inertand non-inert waste material fromthe wadi channel
• Developing a naturalbioremediation treatment design atone third the cost of conventionaltreatment that will deliver waterquality consistent with theproposed end use

The goal of the project was tofacilitate sustainable urbandevelopment for low-incomecommunities in Sindh by assisting the Government in preparing projectsto improve the water supply, sewerageand the collection and disposal of waste in six rural towns in Sindh province.
The towns varied considerably in theircharacter from those that derived theirincome from low level industrialisation,to large scale arable agriculture tosemi nomadic herdsmen. Their climatevaries from monsoonal to semi arid.
CeConsult was responsible for thewaste component and undertook thefollowing elements:
• Assessment of the existing methodof waste collection undertaken bythe municipal authorities
• The identification of the structureof the informal recycling sector
• Definition of population projectionsfrom uncertain base line statistics
• Calculation of waste sources, typesand volumes
• Assessment of the recyclingpotential of various waste streamsbased on physical analysis ordomestic waste
• Identification of potential incomesources to allow sustainability ofimprovements

Implementation ofthe identified projects across all of theasphalt sites would deliver annual costsavings of £3.7 million for anestimated capital expenditure of £8.5 million.
The projects are being piloted and willbe rolled out across the UK asphaltdivision over the next three years toensure the minimum business disruption.
Carbon Emissions ImpactThe impact of these projects on theoverall Aggregate Industries UK KPIwould be a 26 per cent reduction fromthe baseline figure of 9.38kgCO2/tonne to 6.93 kgCO2/tonne.Aggregate Industries is continuing toimprove the accuracy of datacollection which will enable thedevelopment of devolved targets foreach business unit and region.
The next stage of the carbonmanagement programme is toinvestigate further reductionopportunities in other areas of thebusiness beyond the asphalt divisionincluding primary aggregates andconcrete building products.

The goal of this project was to promotea robust and critical understanding ofeducation for sustainable developmentto empower effective learning forsustainability in Russia.

ServicesGautrain is an 80-kilometre MassRapid Transit railway system underconstruction in Gauteng Province,South Africa that will ultimately linkJohannesburg, Pretoria, and OR TamboInternational Airport. It is hoped thatthis railway will relieve the trafficcongestion in the Johannesburg –Pretoria traffic corridor as well as offercommuters a viable alternative to roadtransport. Scott Wilson were contractedto provide engineering design andenvironmental services for this project.Specialists in geotechnics, water andlandscape also assisted.
ApproachAn international multi-disciplinary teamwas assembled and linked electronicallyvia the internet. Using video-conferencing and our global IT systemswe were able to link teams in Scotland,England, Hong Kong, andJohannesburg. The team leaders met inJohannesburg at the start of thecommission and our briefing includedsite visits and meetings with the partieswho have helped develop the projectincluding some of the stakeholders. Ourintegrated design development teamincluded environmental specialists andby working with the engineers we wereable to address environmental concernsand mitigate significant environmentalimpacts. One of the first tasks was tocarry out land use and landscapesurveys followed by environmental riskidentification and evaluation, notablyfrom land contamination and floodplane management issues. Ourenvironmental review then fed into thedeveloping designs.
InnovationBringing management approacheddeveloped on the West CoastMainline Upgrade (c £10 billion) inthe UK our integration ofenvironmental specialists with thedesign team ensures a fullyintegrated approach to addressingenvironmental policy requirements,mitigation and risk management.Training and briefing sessions furtherenforced this and the implementationof a web based global IT networkprovided the environmental teamwith access to the evolving designs.By using teleconferencing equipmentwe could hold risk workshops anddesign reviews remotely saving timeand money.
LessonsIt is essential that the environmentand consents team are involved earlyin the project at the optioneeringstage. Failure to do so leads todesigns that have to be changed laterat great cost. The optioneeringprocess must also considerconstruction, consents andenvironmental impacts so that arobust single option is taken forwardthat will stand up to scrutiny. Theinnovative systems mentioned aboveshould also be in place at the outsetso that they are tried, tested andadopted by the team not introducedhalf way through the project.

However, the geotechnicalground conditions were such thatcostly ground improvement wouldhave been necessary
Lessons learnt• Some difficulty was experienced in
written communications; it wasdifficult to ascertain if this was duethe language barrier or culturaldifferences. Communication couldhave been improved with moreregular meetings
• The work could not have beensuccessfully completed withoutlocal expertise, particularly inrelation to knowledge of Latvianenvironmental legislation andsources of environmental data
The contractual arrangements werenot ideal, the Latvian environmentalconsultancy being subcontracted tothe DandB contractor. Thus, althoughSTATS was employed by the client toscope the investigations and validatethe quality of the informationobtained, there was no contractuallink between STATS and the Latvianenvironmental consultancy.
