Greetings!

On behalf of The Washington Group, I welcome you to the 2001Leadership Conference. I trust that you had a great time at the UkrainianEmbassy reception last night. Normally, a TWG Leadership Conference is afestive event. This year, however, our mood is tempered by the events ofSeptember 11. But life must go on, and TWG is doing its part by holding theconference. And I thank you for doing your part by attending.

The theme of our conference is “Ukraine: Focus on the Future.” Withthis theme we are celebrating Ukraine’s tenth anniversary of independence bypostulating a future much brighter than the past or the present. A hopefulfuture for Ukraine includes good relations with the United States, integrationinto European institutions, a vibrant civil society with full participation opento all, and religious revival. All of these topics will be covered extensivelyduring the conference.

Our conference is not just about intellectual matters, however. It isalso about renewing friendships and making new ones. Hopefully this got offto a good start at the Embassy reception. This evening, we continue thisopportunity to socialize with a cocktail hour, a banquet, and a great dance. OnSunday we hope you will join us for brunch and a performance by MariannaVynnytsky and Braty Blooz.

For early risers on Sunday, please come for a cup of coffee and jointhe meeting of the Federation of Ukrainian American Business andProfessional Associations. This meeting should be of special interest to ourout-of-town participants. Among the items that will be discussed is how to tieour various business and professionals organizations through an e-mailmailing list, which we already have in place. I hope that after the conference isover you will subscribe to [email protected] and share your thoughtsabout the conference.

Nicholas Krawciw,Major General, U.S.Army, Ret., is beinghonored at the 2001Leadership Conferencewith The WashingtonGroup Award for hisefforts in promotingcloser U.S.-Ukrainemilitary ties.

General Krawciw isthe president of TheDupuy Institute, amilitary history re-search center in Mc-

Lean, Virginia. He is also a consultant on Ukraine inthe Office of the Assistant Secretary of Defense –International Security Policy. Between August 1997and August 2001, he was the Senior MilitaryRepresentative to Ukraine for the Secretary of Defense.

Before retiring from the U.S. Army in 1990, after 31years in command and staff positions at all levels, fromplatoon to a forward-deployed “heavy” division inGermany — the Third Infantry Division (Mechanized)(1987-89). As a colonel, he commanded the largestcombat brigade in the U.S. Army, Europe, the FirstBrigade of the Third Armored Division (1979-81). Hisfirst command as a field grade officer was in 1974-75when he served as the commander of the FirstSquadron, Second Armored Cavalry along theboundary with the Warsaw Pact.

General Krawciw served two combat tours in

Vietnam (1962-63 and 1968-69). During his first combattour he was seriously wounded in action. Between hisVietnam tours, he was a tactical officer and leadershipinstructor at the U.S. Military Academy at West Point.From 1972 to 1974, including the period of the YomKippur War and its aftermath, he was the Senior U.S.Observer and Chief Operations Officer with the U.N.Truce Supervision Organization in and around Israel.

His senior staff positions included an assignmentas Director for Concepts and Doctrine at the U.S. ArmyTraining and Doctrine Command (1977-79), as theMilitary Assistant to the Deputy Secretary of Defense(1982-84) and as the Executive Officer to the SupremeAllied Commander at SHAPE in NATO (1985-86). Justprior to his retirement in 1990, General Krawciw wasthe Director for NATO Policy in OASD-ISP.

His academic background includes a Bachelor ofScience degree from the U.S. Military Academy at WestPoint in 1959, a Master of Science degree inInternational Affairs from George WashingtonUniversity, completed while attending the School ofNaval Command and Staff at the Naval War Collegein 1970, a fellowship at the Hoover Institution atStanford University (during his Army War Collegeyear, 1976-77), and completion of America’s highestlevel diplomatic school, the Senior Seminar,Department of State, 1981-82.

His decorations include the Defense DistinguishedService Medal, the Army Distinguished Service Medal,three awards of the Silver Star, a Distinguished FlyingCross, two Legion of Merit awards, four Bronze Stars(two for valor), and a Purple Heart.

BORYS TARASYUK served as Ukraine’s Minister for Foreign Affairs from April1998 to October 2000. From 1995 to 1998, he was Ukraine’s ambassador to Belgium,the Netherlands and Luxembourg. He also represented Ukraine in the EuropeanUnion and was the first head of a Ukrainian Mission to NATO. From 1992 to 1995Borys Tarasyuk served as deputy minister and then first deputy minister for foreignaffairs of Ukraine. He was the second and then first secretary at the Permanent Missionof Ukraine to the United Nations in New York from 1981 to 1986. He also has servedas the chairman of the Ukrainian National Committee on Disarmament, chairman ofthe Ukrainian State Interagency Commission on Ukraine’s Accession to the Councilof Europe, and has been a member of the Ukrainian-American ConsultativeCommittee and the Board of Directors of the Institute for East-West Studies in NewYork. He currently is the Peter Jacyk Distinguished Senior Fellow at the UkrainianResearch Institute at Harvard University.Borys Tarasyuk

MARTIN BUTORA is the ambassador to the UnitedStates from Slovakia. In 1989 he was one of the co-founders and leaders of Public against Violence, theleading Slovak movement in the Velvet Revolutionagainst communism. From 1990 to 1992 he served asadviser to President Havel for Human Rights. He co-established and became the president of a public policyresearch think tank — The Institute for Public Affairsin Bratislava. He is the author of several books, as wellas studies and articles on post-communisttransformation, civil society, non-governmentalorganizations, political behavior, foreign policy, issuesrelating to ethnicity and nationalism, anti-Semitism,and value orientation. His most recent study is TheThird Sector: The Other Invisible Hand.

STACY CLOSSON served as the Ukraine CountryManager in the Office of the Under Secretary ofDefense for Policy from November 1998 to August 2001and. Her current assignment is on the Caucasus Desk.She has authored chapters for two book on Ukraine:“Civil-Military Relations in a Sovereign Ukraine:contributing or detracting from the security of a newnation,” will be published in a forthcoming book,Ukraine’s Foreign and Security Policy: Theoretical andComparative Perspectives, and “NATO’s StrategicEngagement with Ukraine in Europe’s Security BufferZone,” will be published in a forthcoming book aboutNATO enlargement and new concepts in securitybuilding. Ms. Closson has a B.A. degree ininternational relations from the University of Virginiaand a M.A. degree in international relations from theUniversity of London’s School of Oriental and AfricanStudies. She is the recipient of the Secretary of DefenseAward for Exceptional Civilian Service in 2001 and aSpecial Service Award in 1999.

PHILIP DIMITROV is ambassador to the UnitedStates from the Republic of Bulgaria. After freeelections of October 1991, he became prime minister,the first democratically elected prime minister afterthe fall of communism. Under his administrationobservance of human rights became an irrevocablelegal and ethical norm. In September 1999 he wasgranted the Truman-Reagan Freedom Award for hiscontribution to overcoming communism. He has adegree in law from St. Kliment Ohridski University ofSophia.

NADIA M. DIUK is senior program officer for Centraland Eastern Europe and the New Independent Statesat the National Endowment for Democracy, a privatenon-profit organization funded by the U.S. Congressto strengthen democratic institutions around the worldthrough non-governmental efforts. She has supervisedNED programs in this complex region since 1987,spanning the period when most democrats could workonly underground, through to the period of the firstfree elections, and up to the present stage ofconsolidating the transition in the fledgingindependent states. Prior to her appointment at NED,she taught Soviet Politics and Russian History; was aresearch associate at the Society for Central AsianStudies, in England, and was editor-in-chief of theLondon-based publication Soviet Nationality Survey.Her publications include two co-authored books, TheHidden Nations: The People Challenge the Soviet Unionand New Nations Rising: The Fall of the Soviets and theChallenge of Independence. She is a member of theCouncil on Foreign Relations. She holds a Ph.D. inModern History from St. Antony’s College, Universityof Oxford.

SPEAKERS, PANELISTSKOSTYANTYN GRYSHCHENKO is ambassador ofUkraine to the United States. Previously he served asthe ambassador of Ukraine to the Kingdom of Belgium,The Netherlands and Luxembourg. He was also Headof Mission of Ukraine to NATO and the permanentrepresentative of Ukraine to the OPCW, in Brussels.Between 1995 and 1998 he served as deputy foreignminister. His responsibilities included arms controland disarmament, Russian and CIS affairs, Europeansecurity, and bilateral relations with Asian, Pacific,African and Middle Eastern countries. In November1998 he was decorated with the Order of Merit by thePresident of Ukraine. He holds a degree inInternational Law from the Moscow State Institute ofInternational Relations.

REVEREND BORYS GUDZIAK is the rector of theLviv Theological Academy. He has degrees from theUniversity of Syracuse, the Papal University in Rome,and Harvard University. He is the author of anextensive publication on the Ukrainian CatholicChurch, entitled Crisis and Reform.

ALEXANDRA HRYCAK, a sociologist, is currently onleave from Reed College in Portland, Oregon, and isaffiliated with the Kennan Institute, at the WoodrowWilson International Center For Scholars inWashington, D.C., where she is researching Westernassistance to Ukrainian women. She has just returnedfrom six months in Ukraine, where she conductedresearch on coalition formation among women’sNGOs in Ukraine. Her research explored the effect of

different kinds of foreign assistanceprograms on domestic alliancesamong rival women’s groups inthree Ukrainian cities — Kyiv,Kharkiv and Lviv. Ms. Hrycak’sinterests also cover the changingstatus of the Ukrainian language,and she is working on a book aboutthe development of the Ukrainiantheater.

GEZA JESZENSZKY is ambassadorto the United States from the

Republic of Hungary. Hewas a founding memberof the Hungarian Demo-cratic Forum (1988)which won free electionsin April 1990. Whileminister for foreignaffairs between 1990-1994, he contributed tothe dissolution of theWarsaw Pact and thereorientation of Hun-gary’s foreign policy. Hefostered regional cooper-ation by helping to createthe Visegrad Group andnegotiating bilateraltreaties with Ukraine,Croatia, and Slovenia —countries that providehuman rights guaranteesto their sizable Hun-garian minorities. Pre-viously, he lectured on

IHOR O. E. KOTLARCHUK is a former senior trialattorney with the U.S. Department of Justicespecializing in prosecuting economic and nationalsecurity crimes. Prior to joining the Justice Department,he was a captain in the US Army Judge AdvocateGeneral’s Corps (JAG) and recently retired as a Colonelfrom the U.S. Army Reserve. He received his B.S. andJ.D. degrees from Fordham University and his LL.M.degree in tax law and M.A. degree in National SecurityStudies from Georgetown University. He is admittedto practice law in Virginia, New York and Washington,D.C., and before the U.S. Tax Court, U.S. Court ofMilitary Appeals and the U.S. Supreme Court. He iscurrently in private practice in Alexandria, Virginia.

IRYNA KUROWYCKYJ is president of UkrainianNational Women’s League of America (UNWLA). Shewas elected to that position in 1999, having served onthe UNWLA national board in several capacities overthe past 20 years. Since 1982, she has represented theUNWLA in the National Council of Women/USA

(NCW), serving on its executive committee,international hospitality committee and as presidentof NCW/USA in 1993. Over the past nine years, Ms.Kurowyckyj has been active on women’s issues at theUnited Nations, as the NGO representative of theWorld Movement of Mothers, the World Federationof Ukrainian Women’s Organizations, and theInternational Council of Women. She has participatedin the work of the U.N.’s various committees andinternational conferences, including the Fourth WorldConference on Women in Beijing. She has beenhonored for her work on behalf of women and theUnited Nations by the U.S. United NationsAssociation, the World Federation of UkrainianWomen’s Organizations, and the Foreign Ministry ofUkraine.

CHRISTINE LUCYK has served as a senior policyadvisor in the U.S. Commerce Department’sInternational Trade Administration since 1993,working to expand U.S.-Ukrainian commercialrelations. From 1984 to 1992, as director of the Officeof China, she managed the Department’s efforts topromote U.S. commercial interests in China, HongKong and Mongolia. Her previous positions involvedcommercial policy and business development inCentral and Eastern Europe. Ms. Lucyk graduatedfrom the University of Illinois with a B.A. in Historyand Political Science and earned a M.A. and M.A.L.D.degrees from the Fletcher School of Law andDiplomacy at Tufts University.

GEORGE MASIUK is the chairman of the 2001 TWGLeadership Conference. Previously, he was thepresident of The Washington Group, has held anumber of positions on the TWG board and has beenchairman of numerous TWG Leadership Conferences.He is a telecommunications engineer by profession.

W. GREGORY PERRETT is Director of the Office ofUkrainian, Moldovan, and Belarusian Affairs at theDepartment of State. Since joining the Foreign Servicein 1977, he has served in Iran, India, Portugal,Switzerland, and Moldova. He has held a variety ofpositions in the Department, primarily in Europeanaffairs. He has a Ph.D. in modern European Historyfrom Stanford University.

MICHAEL PYSZCZYMUKA is the chief ofInternational Operations at the Federal Bureau ofInvestigation. Previously he had served as legal attachéat the U.S. embassies in Kyiv and Moscow.

MARIANNA VYNNYTSKY completed her studies inchoral conducting in 1990 at the Kyiv Academy ofMusic and performed in Kyiv with the chamberensemble Kyiv Burlesque. In Kyiv, she also recordedsong tracks for movies produced by the DovzhenkoStudios. She and her husband, pianist VolodymyrVynnytsky, together with the composer MyroslavSkoryk have performed as a classic jazz trio in theUnited States and Canada, and recently recorded a CD,Lviv Jazz. Currently, Ms. Vynnytsky is also workingwith the jazz/rock group from Ukraine, Braty Blooz.

ANDRIJ VINTSERSKY hails from KamianetsPodilsky in Western Ukraine. He is a percussionist,music arranger and composer of jazz/rock. Braty Bloozwon the grand prizes at several festivals in Ukraine,including Chervona Ruta in 1993. They have

performed in Paris, Budapest and Warsaw as well asfor President Clinton when he visited Kyiv in 1995 andin 2000.
