The KZN delegaƟon was led by Dr S Dhlomo who was accompanied by our District Manager Mrs N M ZumaMkhonza and two other district managers. 10 health districts were announced as pilot district from each province. KZN, due to its high populaƟon and disease burden, was allocated two districts. Umgungundlovu and Umzinyathi district were announced as pilot districts in KZN. The provincial government volunteered to add Amajuba as the third pilot site. The NHI is a 14yearproject which has 3 phases. The rst phase, which is the pilot phase, will happen during the rst 5 years. The key objecƟves of the NHI phase 1 is to: Focus on the most vulnerable secƟons of the society across the country; Reduce high maternal and child mortality through district based health intervenƟons; Strengthening the performance of the public health system in readiness for the full rollout of NHI Strengthening the funcƟoning of the district health system. This will be achieved via the strengthening of primary health care system by establishment of Ward based PHC teams, district specialist teams, school based PHC teams and the provision of sessional doctors to work 34 hours at clinics on daily Mrs N M ZumaMkhonza, Umgungundlovu District Manager In a meeƟng to brief programme managers at the District Oce, Mrs ZumaMkhonza said “the NHI will come with a number of nonnegoƟables such as InfecƟon control, availability of drugs and blood services, cleanliness, availability of essenƟal equipment, maternal and child health services, school based PHC teams, district specialist teams, safety and security, infrastructure maintenance and condom distribuƟon. The whole iniƟaƟve is aimed at ensuring access to quality health services for the populaƟon, the complete overhaul of the health system and improvement of its management and the achievement of the negoƟated service delivery agreements. As part of service delivery improvement, norms and standards will be developed and tested and there will be conƟnuous monitoring and evaluaƟon” she concluded. Umgungundlovu district is already hiƫng the ground running with planning for the NHI project. “The focus of the phase 1 in the pilot is to deal with seƫng up systems and focusing on soŌ issues” the District Manager said. Already planning is in full force, looking at, among other things: The plans for the establishment of the District Health Authority (DHA) and the capacity building around nancial management, project management and leadership as required by NHI, The establishment of subdistrict management teams and capacity building in line with DHA, Planning for the establishment of family teams, district specialist teams, school based teams and a wider coverage of households by CCG’s, Increasing access to quality healthcare especially to hardtoreach areas by providing doctors to do 34 hour sessions at clinics. And the plans for the establishment MOU’s . The naƟonal government has set aside R1 billion to fund the NHI. KZN has been allocated R33 million with Umgungundlovu geƫng R11 million from the grant and the rest will come from equitable share. The approach to health funding will be changed to meet the NHI requirements.

Umgungundlovu iden fied as an NHI pilot district

He invited health MEC’s from different provinces who were accompanied by district managers from pilot districts. uMgungundlovu District Opera on Sukuma Sakhe Champi-on the Hon MEC for Finance Ms. Inna Cronje visits uMshwathi Municipality.

UMshwathi Municipality had an honour of being visited by uM‐gungundlovu District Opera on Sukuma Sakhe team led by the Honourable MEC for Finance Ms Inna Cronje.

The team visited uMshwathi Municipality council. Councillors from all wards in the municipality including the execu ve, the mayor and senior municipal officials a ended the briefing session where the OSS team outlined the concept of the programme and how it integrates to the work of the municipality.

There were discussions around the establishment of “war rooms” in each ward within the municipality to ensure that the profiling teams have a base to work from and also that they receive support form the ward councillors.

“This is the me for all of us to collaborate all government pro‐grammes and ini a ves to focus on helping the most vulnerable sec ons of our society” said the MEC for Finance Ms Ina Cronje in her address to the council of Umshwathi Municipality.

The team then proceeded to the local war room where they were given the status of the ward by the local task team leader who high‐lighted the number of households profiled, their status, interven ons made and the challenges thereof.

Three households were visited. The first was a household where an elderly man who is par ally blind lives in a mud house that is about to fall on him, he also had no ID. Sassa, Home Affairs and Human Se lement intervened in his situa on.

The second household was a child‐headed household with 4 kids looked a er by a teenage girl, Sassa, Home Affairs, Social Develop‐ment and Agriculture intervened in their situa on. The third house‐hold visited had an elderly woman who had an old wheelchair that had holes and was posing a health hazard, the department of health intervened by giving her a brand new wheelchair. “I am so happy today that I have finally received my wheelchair, it will make my life a lot easier” said a clearly happy old woman.

The Na onal Department of Health liaises with coordinators from all provinces to source nomina ons for the various catego‐ries within the health profession. The KZN College of Nursing is the official proud coor‐dinator for the Cecilia Makiwane Nurse Recogni on Award for the KZN Province. The award is named a er the first black nurse to be registered as a Professional Nurse in South Africa.

Marilyn Lehana Trust Caring Award is the Denosa ins gated project which commem‐orates Marilyn Lehana, a Johannesburg nurse who died in 1996 a er contrac ng Ebola virus from a pa ent.

Indondo Community Development on Disa‐bility Rights Award is given by the KZN Office of the Premier to recognise Health professionals who dedicate their lives in helping people with disabili es. Nomina‐

ons are facilitated by the Department of Coopera ve Governance and Tradi onal Affairs who conduct a research with the help of people with disability.

The MEC, Dr S Dhlomo invited all three winners to be his guest of honour in a budget speech he will be delivering in the KZN Legislature on the 7th of June 2012.

It was a joyous occasion for three health professionals from different hospitals within Um‐gungundlovu District when they were honoured for their excellent service and dedica on to‐wards pa ent care at a ceremony held at Taylors Clinic on February 28.

The event was a ended by, among other dignitaries: Inkosi N Zondi (District Tradi onal Lead‐ers Chairperson), Dr A Selwall (Area 2 General Manager), Dr Nkonzo‐Mtembu (KZN Provincial Nursing College Principal), Mr C Lokhoa & Mr S Mncwabe (both from Denosa), Mrs M Zuma‐Mkhonza (District Manager), Hospital CEO’s and Opera onal Managers from different facili es within the district.

Sister ZM Mthiyane (winner: Marilyn Lehana Award), Ms PJZ Mkhize (Cecilia Makiwane Runner‐up) and Mr M T Lembethe (Winner: Indondo Community Development on Disability Rights Award) were all present to receive their cer ficates and awards.

Providing a background on the different awards in the nursing profession, Dr Nkonzo‐Mtembu highlighted the different challenges that the nurses face on their day‐to‐day engagements with the pa ents and how these awards recognised the extra effort and commitment by the nurses.

Mr Lekhoa from Denosa who sponsor the Marilyn Lehana Award made a plea to the manage‐ment of ins tu ons to provide nurses with support and resources to prevent exposure to in‐fec ous diseases. “Marilyn Lehana died as a result of contrac ng a deadly disease from a pa‐

ent, let no other nurse die in the same manner” he concluded.

Dr S Mhlongo, who delivered the key note address on behalf of the MEC emphasized that “there could never be health without nurses”. He paid tribute to the nurses who risk their lives and go an extra mile to serve pa ents. “You have put your District and our province in the map” he said. “The message I have from the MEC is, he wants to know what is it that you have done differently to achieve what you have achieved, and what lessons can all other health workers learn from you” he asked. He further spoke about the soon‐to‐be introduced NHI, encouraging facility managers to understand it and workshop their staff to ensure readiness. “The NHI will, among other things, improve infrastructure and the management of facili es” he concluded.

MEC launches the “Integrated Wellness & Healthy Lifestyle Ini a ve”.

Dr. S Dhlomo, the MEC for Health in KZN has decided to “walk the talk” with the launch of the “Integrated Wellness & Healthy Lifestyle Ini a ve”. The ini a ve, launched at Greys Hospital on 7 February 2012 which included a 2km walk to nearby Carter High School, is aimed at encouraging physical ac vity in the workplace, the community and as part of private‐public partnership. “We are spending millions in non‐communicable diseases yearly” said the MEC while addressing delegates from all 11 health districts led by their District Managers. Area General Managers and Head Office Managers were also in a endance.

The MEC’s speech focused on his mandate to increase the life expectancy of the KZN ci zens, highligh ng that if people dedicated me everyday to exercise, illnesses such as diabetes, High Blood Pressure and hypertension will be reduced. The same call was echoed by Presi‐dent Jacob Zuma in his State of the na on address when he said “ungaziyekeleli nje ulokhu wanda, wanda”

The MEC warned that everybody needed to “avoid 3 things and do 2”. “Avoid Alcohol, Smoking and ea ng unhealthy food, you must how‐ever exercise regularly, and do regular check‐ups”. All district managers signed a pledge to commit their districts to support the MEC’s ini a ve by launching it in their respec ve districts.

The MEC then led a 2km walk to nearby Carter High School where a fitness instructor form Virgin Ac ve demonstrated a number of workout moves. Everyone including the MEC, District Managers, Area General Managers, head office Managers par cipated in an hour long workout session.

A er the exercise, delegates were treated to a healthy lunch of chicken ka salad from woollies with fresh fruits and juice.

Umgungundlovu Launches “Lele ’s School Ground”

Eastwood High School was abuzz with energy and cheers as Lele Khumalo of Genera ons and Sarafina fame, accompanied by the MEC for Treasury Ms Ina Cronje, Cllr Eunice Majola of Ward 34, Educa on HOD Dr SNP Sishi, HOD Agriculture, Environmental Affairs and Rural Development DR S Mkhize, Mrs M Zuma‐Mkhonza (District OSS Chairperson) and other government and NGO officials.

The road show has already been to Durban and surrounding areas with the official launch taking place at Umgungundlovu District. The campaign, which forms part of Opera on Sukuma Sakhe is aimed at star ng a debate with learners on issues such as teenage pregnancy, drug abuse, HIV & AIDS, family problems and so on. “I want to visit each and every school in KZN” said Lele Khu‐malo while addressing a 2000+ learners audience.

While giving the status of the ward during a briefing session, Mrs Zuma‐Mkhonza highlighted that the Lele Launch coincided with the launch of ward 34 “war‐room” . “As the District Task Team, we appreciate the presence and support of the ward councillor Mrs E Majola” she con‐cluded.

Ms Ina Cronje, MEC for Finance warned the students of the dangers of risk behaviour. “you only have one body and you cant replace it, its important that you take care of it” she eluded.

Learners raised a number of ques ons ranging from unavailability of a er school ac vi es, lack of funding for further educa on, drugs, dealing with peer pressure to the lack of spor ng facili‐

es in their communi es.

New mobile clinics unveiled!!

 Umgungundlovu District hosted the unveiling of a new “Mobile Clinic” by the MEC for Health, Dr S Dhlomo. The event, held at Greys hospital, was a ended by district managers, facility managers and mobile team opera on‐al managers from different districts within the province.

17 mobile clinics with over 50 other cars were unveiled by the MEC. uM‐gungundlovu District received 2 mobile clinics.

Ms Julius Dalton, PHC Manager gave a background on the state of Primary Health in the province and the challenges mobile teams have been facing while providing much needed health services to remote areas using the old mobile vehicles. “This is the 1st phase of PHC Re‐engineering. The focus is on providing support for family health and school health teams” she said.

These mobile clinics, the 1st of their kind in the country, are both nurse and pa ent friendly. They are able to carry six health workers seated with seat belts, they have 2 consul ng rooms with privacy. Each consul ng room is fi ed with a couch for pa ent examina on, a shelf to store medica on, a sink and soap dispenser for hand‐washing and nurses will be able to stand inside. Furthermore, they come with a 12v refrigerator for vaccines, a water dispenser and a microwave for teams to warm their food.

More mobile clinics will be rolled out over me to replace the exis ng ones.

The MEC handed over the keys to each District team.

Welcome to the 1st ever edi on of Umgungundlovu District Newsle er. I hope that it was a

worthy read. Sugges ons will always be welcome as we build this into a publica on that will

be able to showcase what this district is about. We have been iden fied as one of the 11 dis‐

tricts in the country to pilot the Na onal Health Insurance (NHI). This will put our district in a

spotlight. This also gives us an opportunity to improve the quality of services we provide to the

people of Umgungundlovu as there will be a lot of support we will be receiving from the na‐

onal Department of Health. The NHI will come in different phases and this is the 1st phase.

Public Rela ons Officers from different facili es will ensure that the 6 priori es,

namely Cleanliness, Infec on control, reduc on of wai ng mes, availability of

drugs and blood products, safety of pa ents and staff a tude are realized. As

we move forward to a new era, lets all work together to ensure that the NHI is
