Recommendations on the transport of dangerous goods - Model regulations 19th revised edition

The Recommendations on the Transport of Dangerous Goods have been developed by the United Nations Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals. They are addressed to Governments and international organizations concerned with regulating the transport of dangerous goods and they apply to all modes of transport. They aim at ensuring a high level of safety by preventing accidents to persons and property and damage to the environment during transport and, at the same time, at providing a uniform regulatory framework which can be applied in all countries for national or international transport by any mode of transport. The harmonization of rules and regulations at worldwide level on the basis of these recommendations is also an important factor of trade facilitation.The Recommendations were first published in 1956, and they are regularly updated in response to developments in technology, the advent of new substances and materials, the exigencies of modern transport systems, the changing needs of users and the safety requirements of regulators. Since 1997, the Recommendations are presented under the form of «Model Regulations on the Transport of Dangerous Goods» to facilitate direct integration of these regulations into all modal, national and international regulatory instruments, thereby enhancing harmonization and facilitating regular updating.The Model Regulations cover the classification of dangerous goods, their listing, the use, construction, testing and approval of packagings and portable tanks, as well as consignment procedures such as marking, labelling, placarding and documentation.This nineteenth revised edition contains various new and revised provisions concerning, inter alia, viscous liquids; gases; polymerizing substances; internal combustion engines or machinery powered by flammable liquids or gases; electric vehicles; lithium batteries and ammonia dispensing systems.The Recommendations are supplemented by the sixth revised edition of the «Manual of Tests and Criteria» (ST/SG/AC.10/11/Rev.6) published separately.

SerbiaThe United Nations Economic Commission for Europe (ECE) Environmental Performance Review Programme assesses progress made by individual countries in reconciling their economic and social development with environmental protection, as well as in meeting international commitments on environment and sustainable development.

The Environmental Performance Review Programme assists countries to improve their environmental policies by making concrete recommendations for better policy design and implementation. Environmental Performance Reviews help to integrate environmental policies into sector-specific policies such as those in agriculture, energy, transport and health. Through the peer review process, the reviews promote dialogue among Governments about the effectiveness of environmental policies as well as the exchange of practical experience in implementing sustainable development and green economy initiatives. They also promote greater Government accountability to the public.

The third Environmental Performance Review of Serbia examines the progress made by the country in the management of its environment since the country was reviewed in 2007 for the second time. It assesses the implementation of the recommendations contained in the second review. The third review covers policymaking, implementation and the financing of environmental policies and projects. It discusses waste management and the protection of water resources, as well as impacts of and measures to address climate change. The review makes suggestions for strengthening efforts towards a comprehensive and systemic response to sustainable development challenges.

ces As 60 per cent of global freshwater flows cross national boundaries, transboundary

cooperation in adaptation is necessary to prevent possible negative impacts of unilateral adaptation measures on other riparian countries and to support the coordination of adaptation measures at the river/lake-basin or aquifer level. Cooperation can enable joint development of more cost-effective solutions, which offer benefits to all or several riparian Parties. For example, uncertainty can be reduced through the exchange of information and combining the impact assessments and model results throughout the basin and thus increasing the reliability of modelling results. Transboundary cooperation in adaptation also helps to locate measures, such as flood protection infrastructure, in the basin where they have the optimum effect, which may be in another riparian country. Transboundary cooperation thus helps to share costs and benefits of adaptation and to increase the overall efficiency and effectiveness of adaptation in a basin.

The publication intends to compile, analyse and disseminate experiences, and thereby to demonstrate and illustrate important steps and lessons learned as well as good practices to take into account when developing a climate change adaptation strategy for water management in the basin or transboundary context. It includes lessons learned and good practices mainly from the programme of pilot projects under the United Nations Economic Commission for Europe Convention on the Protection and Use of Transboundary Watercourses and International Lakes implemented since 2010 in cooperation with partner organizations such as the Organization for Security and Cooperation in Europe and the United Nations Development Programme in the framework of the Environment and Security Initiative. It also includes lessons and examples from the ECE/INBO global network of basins and numerous other organizations working on water and climate change in transboundary basins, such as the International Union for Conservation of Nature, the Global Water Partnership and many others.

The publication serves as a complement to the Guidance on Water and Adaptation to Climate Change as well as to the previous handbooks of the International Network of Basin Organizations.

In many water basins around the world, the impacts of climate change on ecosystems and on society are becoming more and more visible. Many countries have developed national adaptation strategies and plans, and some transboundary basins have started addressing climate change adaptation from the transboundary perspective. This publication intends to illustrate the different steps in developing a basin-wide adaptation strategy with concrete examples and distill some recommendations to take into account in similar efforts in the future. Assessing Global Land Use: Balancing Consumption with Sustainable SupplyUnited Nations Environment Programme

Global cropland is expanding with changing trends in both the production and consumption of land-based products increasing pressure on land resources across the globe. This report discusses the needs and options to balance consumption with sustainable production. It focuses on land-based products (food, fuels and fibre) and describes methods which enable countries to determine whether their consumption levels exceed sustainable supply capacities. Strategies and measures are outlined which will allow adjusting the policy framework to balance consumption with these capacities. The report distinguishes between gross and net expansion of cropland. Net expansion is a result of rising demand for food and non-food biomass which cannot be compensated by higher yields.

The African continent is currently in the midst of simultaneously unfolding and highly significant demographic, economic, technological, environmental, urban and socio-political transitions. Africa’s economic performance is promising, with booming cities supporting growing middle classes and creating sizable consumer markets. But despite significant overall growth, not all of Africa performs well. The continent continues to suffer under very rapid urban growth accompanied by massive urban poverty and many other social problems. These seem to indicate that the development trajectories followed by African nations since post-independence may not be able to deliver on the aspirations of broad based human development and prosperity for all.

Africa’s services provision remains suboptimal and is delivered at a high cost. Various regulatory and policy shortcomings prevail, which explainthese inefficiencies and impede Africa’scapacity to fully capitalize on the potential of its services sector. If the continent is to fully realize the benefits of development, services must play an enhanced role in the growth process. Regulation of andpolicies for infrastructure services need tobetter target existing market failures and address structural impediments to improveperformance in the sector and unleashthe potential of Africa’s services economy.

The 2015 edition of the Economic and Social Survey of Asia and the Pacific highlights a key message that while policy focus on economic growth is necessary, it is not sufficient for achieving development. Policymakers in the region would need to internalize the aspects of inclusive growth and sustainable development into their domestic policy frameworks.

Economic growth in Asia-Pacific developing economies continues to fare well in the global context, but is expect-ed to experience only a slight increase in 2015. The growth potential of the region is being held back by structural weaknesses such as infrastructure shortages and excessive commodity dependence of some economies. The fragile global economic recovery is also constraining regional growth prospects. Unless reforms are vigorously pursued, downside risks to the growth trajectory could increase.

Lower inflation, largely driven by lower global oil prices, has encouraged a string of interest rate reductions. But considerable volatility in capital flows and exchange rates is anticipated given the monetary policy related devel-opments of major economies. This calls for a prudent monetary policy stance by developing economies of the region, especially in those economies that have weak fundamentals. Macro-prudential policies could also be utilitized to support macroeconomic and financial stability.

The Survey for 2015 provides a new perspective on inclusive growth in the region in the context of the ongoing global deliberations on the post-2015 development agenda, which encompasses the economic, social and environmental dimensions of development. It emphasizes the need to move the policy focus beyond inequality of income to promoting equality of opportunities. This is important because different kinds of deprivation tend to reinforce each other.

The Survey for 2015 recommends making public expenditures more development-oriented to nurture inclusive-ness, with a focus on equitable access to quality education and healthcare, social safety nets, finance and energy. Also, fostering productive employment would require greater attention to small and medium sized enter-prises and agricultural and rural sectors.

Attention is increasingly being paid to the conceptualization of the sustainable development agenda that should guide global development efforts beyond 2015. New trends are shaping the international environment, suggesting that the world emerging from the recent economic and financial crisis will probably be very different from the one we have known so far. The emerging issues demand new concerted responses and new international efforts, which will have to be framed by new rules and more democratic and inclusive mechanisms of global governance.

Global Governance and Rules for the Post -2015 Era provides a unique assessment of global rules and governance; a reflection of how global rules have been shaping development experiences and outcomes; an identification of the shortcomings of current global governance mechanisms; and innovative suggestions for reforming and improving them. The various chapters analyze whether current rules and governance structures enables the building of effective responses against international problems and promote a fair distribution of development opportunities among countries. This book is a timely contribution to the discussions on a new global development agenda undertaken under the leadership of the United Nations. The world is witnessing the paradox of a simultaneous increase in income and insecurity. According to available data, global average per capita income has increased in recent decades, while at the same time actual and perceived insecurity has also increased. This paradox is true for both developed and developing countries. However, the concrete form and causes of insecurity differs across these two groups of countries. To the extent that income levels in many developing countries are very low, economic insecurity in these countries takes a starker and chronic form.

In Financing for Overcoming Economic Insecurity, leading experts examine the causes and consequences of rising economic insecurity and policy measures that can be adopted to overcome insecurity. The volume contains papers addressing issues of economic insecurity pertaining to both developed and developing countries and caused by both economic factors and natural hazards. It also discusses the issues at both macro and micro levels. In Retooling Global Development and Governance a team of UN experts debate new ideas about how to overcome deficiencies in the ongoing process of globalization and in the existing mechanisms for global economic governance. They do not claim to offer a blueprint, rather a set of ideas that could become the basis for a coherent “toolbox” designed to guide development policies and international cooperation.

Promising directions for reform discussed in the book include:

• Strengthening government capacities for formulating and implementing national development strategies

• New strategies for ensuring that official development assistance is aligned with national priorities

• Enhancing international trade and financial systems so that countries with limited capabilities can successfully integrate into the global economy

While good governance is a worthy goal, this book argues that it is not a prerequisite for economic growth or development. The book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. The authors argue that donors should not impose onerous good governance conditions, expecting the developing world to simulate now-developed countries. They contend that most poor countries lack the administrative and financial capacity to achieve these reforms or institutions – so donor conditionality often becomes a recipe for failure.

In place of grand government reforms aimed at enhancing market efficiency, the book’s position is that the reform agenda should target strategic bottlenecks for development and enhance the state’s capacity to deal with these disruptions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book to provide a systematic critical perspective on received notions of good governance.

Jomo Kwame Sundaram was United Nations Assistant-Secretary General for Economic Development in the United Nations during 2005-2012. He was awarded the Wassily Leontief Prize for Advancing the Frontiers of Economic Thought in 2007. Anis Chowdhury is Chief of the Macroeconomic and Development Division of the Economic and Social Commission for Asia and the Pacific at the United Nations. The transition from planned economy to market economy is no guarantee for sustained economic growth and poverty reduction.

Taking stock twenty years after the fall of the Berlin Wall, this volume analyses the varied and distinctive experiences of the economies of the former Soviet Union, former Yugoslavia, and other previously centrally planned economies in Eastern Europe. The authors find that the more successful cases have been those countries that accompanied market reforms with active industrial and other economic policies promoting economic diversification and integration. Such strategies helped spread and sustain welfare improvements, much more so than in the transition economies that continued to rely on natural resource exports and low-value added economic activity.

As information and communication technologies (ICTs) are dramatically changing the lives of people around the world, governments must come to grips with finding solutions that will increase public value to their citizens.

The main objective of developing the UN/DESA Compendium of Innovative E-government Practices is to create a venue for promoting innovative e-government solutions, services and products developed by public institutions across the world. The Compendium also enables South-South and North-South information-sharing of their respective experiences and innovative practices. In both cases, the focus is on hastening innovation and creating public value for the citizenry.

The Compendium does not promote one solution over another but rather exposes e-government practices that place the citizen in the forefront. It contains practices from all regions while maintaining a geographical distribution. It embraces any theme that provides public value to the citizen. The Compendium covers a wide range of innovative practices, such as citizens service delivery, e-participation, information access, e-health, information sharing/access, crisis management, e-accounting, e-commerce, e-customs, e-petitioning, e-voting, e-education, e-justice, e-procurement, e-taxation, e-inclusion, e-environment, gender equality, government portal, government intranet, sustainable development, open government data, etc.

The UNDESA Compendium of Innovative E-government Practices is a compilation of case studies of innovative e-government solutions, services and applications with elements of transferability and adaptability.

In developing this Compendium, UNDESA aims to provide a venue for the promotion and sharing of these cost-effective, value-added innovative solutions, to hasten innovation and creating public value for the citizenry and to enable South-South and North-South information-sharing.

The publication of the UNDESA Compendium of Innovative E-government Practices on biannual basis is an ongoing project. The Volumes I, II, III, IV, V includes over 600 cases, representing all the regions. At the same time an easy to search online database is established within the UNPAN (United Nations Public Administration Network) at the following link:

The International Narcotics Control Board (INCB) is the independent monitoring body for the implementation of United Nations international drug control conventions. It was established in 1968 in accordance with the Single Convention on Narcotic Drugs, 1961. It had predecessors under the former drug control treaties as far back as the time of the League of Nations.

Based on its activities, INCB publishes an annual report that is submitted to the United Nations Economic and Social Council through the Commission on Narcotic Drugs. The report provides a comprehensive survey of the drug control situation in various parts of the world. applicable to the traffic on inland waterways in the UNECE region such as marks and draught scales on vessels, visual signals on vessels, sound signals and radiotelephony, waterway signs and markings, rules of the road, berthing rules, signalling and reporting requirements as well as prevention of pollution of water and disposal of waste.

Recommendations on the transport of dangerous goods - Model regulations 19th revised edition

The Recommendations on the Transport of Dangerous Goods have been developed by the United Nations Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals. They are addressed to Governments and international organizations concerned with regulating the transport of dangerous goods and they apply to all modes of transport. They aim at ensuring a high level of safety by preventing accidents to persons and property and damage to the environment during transport and, at the same time, at providing a uniform regulatory framework which can be applied in all countries for national or international transport by any mode of transport. The harmonization of rules and regulations at worldwide level on the basis of these recommendations is also an important factor of trade facilitation.The Recommendations were first published in 1956, and they are regularly updated in response to developments in technology, the advent of new substances and materials, the exigencies of modern transport systems, the changing needs of users and the safety requirements of regulators. Dynamic Asia has overtaken the European Union as Latin America and the Caribbean’s second largest export market, after the United

States. However, the region’s exports to Asia remain concentrated in few commodities involving a small number of large firms. This book explores the present and future scope for the participation of small and medium-sized enterprises (SMEs) in biregional trade and value chains and the measures that can be taken to make those chains more inclusive and sustainable. SMEs have a low direct presence in the region’s export flows and their participation in the supplier networks of multinational companies is weak. This volume reviews several supplier development programmes (SDPs) adopted in various countries in Asia and Latin America to increase SME linkages with multinational firms. These programmes, many of which are public-private initiatives, aim to boost SME productivity and enhance their participation in value chains. The book concludes that governments in Latin America must improve the business environment in order to encourage multinational firms to invest, upgrade and innovate in the region. Furthermore, multinational companies and governments should scale up their SDPs so as to forge more business linkages with SMEs, which would in turn narrow their productivity differentials with large firms and reduce overall income inequality.

We live in a world which is becoming increasingly urban. Over 54 per cent of people across the globe were living in urban areas in 2014. The current urban population of 3.9 billion is expected to grow to some 6.4 billion by 2050. Migration is driving much of the increase in urbanization, making cities much more diverse places in which to live.

Nearly one in five of all migrants live in the world’s top 20 largest cities. In many of these cities migrants represent over a third or more of the population. Other cities have seen a remarkable growth in migration in recent years. In Asia and Africa, rapidly growing small cities are expected to absorb almost all the future urban population growth of the world and this mobility pattern to cities and urban areas is characterized by the temporality and circularity of the internal migration process.

The fast rate of urbanization, and rising migration to cities, brings with it both risks and opportunities for the migrants, communities and governments concerned. The World Migration Report 2015 explores how migration and migrants are shaping cities, and how the life of migrants, in turn, is shaped by cities, their people, organizations and rules.

The report contributes to the global debate on migration and urbanization in three ways. First, it documents how migration is shaping cities and the situation of migrants in cities. Much of the current discussion about migration trends and migration policy tends to focus on the national level. Taking the migration enquiry to the city level increases our understanding of the local

political economies of migration and the close connection between migration and urban development. Second, the report draws attention to the livelihood of migrants in the cities of the Global South. The existing discussions on migrants and cities are inclined to concentrate primarily on the Global North and the integration of international migrants. Third, the report examines both internal and international migration with cities across the development spectrum having to manage growing mobile and diverse populations.

The first two chapters of the report set out the main trends in cities and migration, examine the various urban settings which have experienced recent growth of internal or international or even both types of migration flows, highlighting the diversifying migration flows. Chapter 3 looks at aspects of urban vulnerabilities in general – livelihood and mobility strategies, barriers to accessing resources and specific forms of vulnerabilities, as they affect the populations most at risk including migrant women. Chapter 4 explores how urbanization and new mobility patterns can contribute to urban poverty reduction, growth and development and enhance migrant well-being. Chapter 5 studies some of the urban governance conditions for migrant inclusion and partnerships.

The final part draws conclusions and makes recommendations for future initiatives to develop migrant-inclusive urban governance, with reference to the inclusion of migration in the post-2015 global sustainable development framework.

THE REPERTOIRE OF THE PRACTICE OF THE SECURITY COUNCIL and its supplements are published by the United Nations Secretariat as a guide to the proceedings of the Security Council from its first meeting in 1946 onwards. The Repertoire is designed to assist go-vernment officials, practitioners of international law, academics and all those interested in the work of the United Nations to follow the evolving practice of the Council and gain a better understanding of the framework within which it operates. The publication presents, as comprehensively as possible, new trends in the Council’s appli-cation of the Charter of the United Nations and its own provisional rules of procedure. The Repertoire is the only such official record and is based solely on the deliberations of the Council, its decisions and other official documentation before the Council.

The current Supplement, sixteenth in the series of Supplements to the Repertoire, covers the years 2008 and 2009. As the Security Council continued to address various challenges with regard to international peace and security during the period, its application of the Charter further evolved. While it focused on conflict prevention and the role of regional organizations, particularly in Africa, it also addressed securing peace in post-conflict situations. The Council raised cross-cutting issues with increasing frequency, such as the issue of children and armed conflict, and revised a set of indicators for tracking imple-mentation of its resolution 1325 on women and peace and security.
