    The U.N. established two organizations to deal withthe refugee problem.

    1. UNHCR (United Nations High CommissionerRefugee), dedicated to aiding all refugees inthe world .

    2. UNRWA (United Nations Relief and WorksAgency), the only agency dedicated to helpingonly Arab refugees from specific region orconflict.

    What are the goals of these organizations?

    UNHCR Its primary purposeis to safeguard the rights and well-being of refugees.

    It strives to ensure that

    everyone can exercise the right toseek asylum and find safe refugein another State, with the option toreturn home voluntarily, integratelocally or to resettle in a thirdcountry.

    UNHCR provides basic materialhelp and passes to the sheltercountries all the other needs of therefugee.

    UNRWA Its main goal is toeducate and to execute the "Rightof Return" to Palestine - the Landof Israel. In order to achieve thisgoal, all means are valid. To

    preserve the refugees refugeestatus even though some of themreceive citizenship in othercountries.UNRWA works as an autonomous

    authority, to preserve its mainprograms, as they have been for

    , health,educationdecades:3overrelief and social services, andmicrofinance and micro-

    enterprise.

    UNHCR - employs astaff of approximately6,300 people in more than110 countries.

    A total of more than$1.5 billion was estimatedfor 2008 for projectedneeds.

    The ratio of UNHCR staffto refugees is 1 staffmember to 2,803refugees.

    UNRWA - is the largestUnited Nations agency,employing over 28,000 staff,99% of whom are locallyrecruited Palestinians.To meet the Agencys goals,

    the recurrent activities ofUNRWA for the 2008 2009period have been budgeted at

    $1.09 billion.The ratio of UNRWA staff torefugees is 1 staff member to164 refugees.

    How long can a person be considered arefugee?

    UNHCR within aperiod of a few months,and no more than oneyear, all the refugeesacclimatize to their newhome and begin to buildtheir new lives. UNHCR

    considers "Familyplanning" as a veryimportant issue foradapting to their new

    countries.

    UNRWA createstotal dependence onits support system

    for the refugees andtheir descendants,with no limit of time.

    It prevents

    rehabilitationresolutions in manycases.

    1. Following UNHCR definition of a "refugee", thenumber of people who would , be eligible to receivethe status of a "Palestinian refugee" would have

    been significantly lower. In particular, Arabs wholeft Palestine-the Land of Israel in 1948 and whohad families and homes in the Arab countrieswhere they came from would have returned to theircountries of origin and not be considered

    "Palestinian refugees."2. These Arab residents of Palestine who fled theirhomes in 1948, and are bone fide refugees, shouldhave settled and acclimatized in the countrieswhere they found refuge a long time ago.

    3. From these two points, you can imaginehow many lives could have been saved.Potentially, the conflict between Israel andthe Arab nations would now be history!
