between July and September and discussed with various operating
officials. Of this group» Mr. A. Ho Hekimi has accepted a
Senior Social Affairs Officer post. It has not been possible
to place the other five candidates. No additional recommendations
from the Iranian Government have been receive4, as 'far as the
Bureau of Personnel is aware.

Mayor Wi~lirun O'Dwyor of Now York City has appointed a United Nations
Committee headBd by Mr. T. J. Watson, an Junericnn business man of internctional
reputation, requesting tho membors to act 2.8 Q. recoptio~i. Committee and to render
as much hospitality as possible to tho Dolegntions and Socretariat of the
United Nations dU2'ing the period the interim site is in this locality.
Among other proposed interos~8 to be developod by this Committee is that of
a Midtown Manhattan Club. Briefly desoribed the Committee is prepared to provide
four floors of an already existing eight story Clubhouse at 221 East 7lst St.
(Junior Lengue Club of New York City). Tho facilities available aro loungo
rooms, library, dining-room, card-room and other recreation facilities including
a large swimming pool, 2 squash courts) as well as other club conveniences.
The Mayor's Committee furthermore will arrange, if the staff members:\
indicate an interest, to financo tho greater part of the costs of oporating the
Club - certainly for tho next two yoar period. In ardor that the staff member
may mako some contribution to tho running of the Club Q $10 per annum membership
feo is antioipated. Meals, boverage costs and other special chargos will be
billed to the staff member as is the usual practice in Clubs.

In the case of Assistant Secretaries-General. exceptions to
the retirement regulations provided for the staff by the draft
report of the working party on staff and insurance funds should
be made for the following reasons:
1. An Assistant Secreta17-General may have an In:q>ortant
role to playas mediator and as informal adviser to governments,
and will probably be called upon from time to time, in the
exercise of his administrative duties, and particularly at a
time when he is deputising for the Secretary-General, to take
decisions which;'\II1ight be called political. To enable him to
perform these duties disinterestedly and allow him to enjoy the
full confidence of National Governments and Member Governments,
an Assistant Secreta17-General should be able to feel that on
his retiranumt from the United Nations he will not be compelled
by circumstances to accept a governmentaJ. posltion. Such
provision was made in the case of the Secretary-General by a
resolution adopted by the General Assembly on the report of the
Fifth Oommi ttee, at the !lhirty-f:t.rst plenary meeting of the
First Session, on the 13th February 1946 (Chapter I, paragr8ph
4a, of Journal N'o.34, page 666). As, however, the Assistant
Secretaries-General act for the Secreta17-General in his absence, 8~

are in general informed about all confidential matters, I feel that
the sante provision should be made for them also, and that they should
be enabled to feel completely independent and free from pressure of
any financial influences.. "-It would be extremely difficult for them
to maintain such independence unless they were assured of an adequate
income after leaving the United Nations.
2. !!'he assurance of an adequate income on retirement is
further necessary because on taking up their positions with the
United Nations the Assistant Secretaries-General will, in the
majority of cases, be excluded from their own countryf s general
scheme of social security, and will have to face greater difficulties
and expenses tha.n other officials in resuming their usual mode of
living in their otm country.
3. !he position of the Assistant Secretaries-General is
chiefly of a pol!tical and representative character, and their
situation is quite different from the ordinary staff members who
are conte~lating an office career in. the Un!ted Nations. !!'he
Ahort terms of appointment of the Assistant Secretaries-General,
their later age at entry into the service and their high office
make it necessar,y to ensure their being provided with the financial
securi t1' appropriate to their rank.
If the Assistant Secretaries-General come under the proposed
Pension Plan, their retirement funds will, after the five years
service provided in the Report of the Preparatory Commission, be
only one-twelfth of their remuneration. (without allowances), and

would not in a11j" case represent a suitable covering of their
cost of living.
The Assistant Secretaries-General should. therefore be
excluded from the Pension and Staff Retirements and Insurance
Funds Plan, and provisions similar to those for the Secretary
General, although at a lower ra.te, should be made for them.
Suggestion shOuld be made by the Advisory Grolq) of Experts
that the following paragraph be added to the Secretary-General' s
proposals for a permanent Staff retirement scheme, which he eheJ.l
submit to the second part of the first Session of the General
Assembly according to the resolution of the 31st plenary meeting
on February 13, Chapter (3) par.51. Journal 34, page 671:
"~e Assistant Secretaries-General installed at
the First Session of the General Assemb17 shall be
provided with an annual retirement allowance of 25,&
(33%) of their net salary on retirement, provided that
they have ccIllPleted their term of service as set out
in Chapter VIII, Section2, par.6l, of the Report of
the Preparatory Commission. II

SUbject: ASSIGNMENTS FOR DUTY ON SATURDAYS, SUNDAYS Al'ID HOLIDAYS
1. An Assistant Secretary-General or top-ranking Director will be assigned to
duty between the hours of 10 A.M. and 6 P.M. on Saturdays, Sundays, and holidays
in order that urgent communications to the Secretariat may be acted upon without
delay during such periods. The Registry and Postal Service will be staffed with
sufficient personnel to provide prompt service; the telephone switchboard will
remain open twenty-four hours a day and a guard will be stationed at the main
entrance at all times.
2. Cablegrams, telegrams and telephone calls of other than a routine nature and
letters requiring immediate attention will be referred to the Assistant secretar,y
General or top-ranking Director on duty for action. If it is determined that the
matter is urgent, the Assistant Secretary-General or top-ranking Director in charge
will take the necessary action after contact has been made with an official of the
Department concerned.
3. A person of lesser rank than an Assistant Secretary-General or top-ranking
Director may be assigned to duty at the discretion of the responsible Department
head provided that the Assistant Secretary-General or top-ranking Director is
available for consultation continuously during the hours indicated.
4. The official assigned to weekend duty will, by Friday noon, advise the
Secretary-Generalts office, all Assistant Secretaries-General, the Registry and
Postal Service, the chief telephone operator and the Security Officer of his name,
office location and telephone number. He will also obtain the names of the
responsible officials of the various Departments who will be available for con
sultation and where they can be reached by telephone.

Economic and Social Council. With these btl.sic reports 1:>efore the plenary
meeting, the General iJebate can be opened. If the date foreseen for the
end ot the Session ,1s to be realizod, it would appear neoessary that
the Debate itself' ehould be l1mited to four full days. Delogations
should report their uiehas with regard to their placGs in the General
Debate at the earliost possible date. It at any time the President of the
General Assembly no longer has any speakera on his list, tho GOllSI'lll Debate
should be declared closed.
