1. ITEM & QUANTITY REQUIRED

This Specification relates to supply of the following workshop equipment for a marine ship being built at Cochin shipyard ltd.

a. Universal machine - 1 Nos.

2. GENERAL

Type of vessel: Special purpose vessel for Government of India

The Vessel shall be designed to comply with normal Indian and international requirements for such vessels and built for world-wide operation including operation in coastal waters.

The vessel with its equipment shall be built under supervision of and according to Dual class requirements of Indian Register of Shipping (IRS) and Det Norske Veritas (DNV) as per notations given below (July 2015 rules).

3. COMPLIANCE WITH RULES AND REGULATIONS

Vessel shall comply with the following rules & regulations and the equipment must comply with the latest edition of these Rules and Regulations as applicable:

(1) Indian Merchant shipping Act (authority) & the M.S. Rules framed there under. (2) Indian dock labour board requirements for safety. (3) Indian Merchant Shipping Rules and amendments:

5. TESTING AND INSPECTION

Manufacturer’s shop tests and inspection shall be carried out in accordance with the manufacturer’s Standard and the test results & certificates shall be supplied as per clause 9 (c) below.

6. DESIGN CONDITIONS

a. Environmental conditions

The ship and all equipment shall be designed (and be suitable) for operation under tropical conditions.

The Machinery/equipment in the ship shall be designed to operate under the following conditions: -

Maximum engine room temperature of +55˚C with relative humidity 30% to 93% at the most onerous ambient outside temperature

All laboratories and accommodations shall be maintained at +23˚C temperature with relative humidity 50% in summer and 30% in winter condition.

b. Electrical System General.

Electric power available: 415 V AC, 50 Hz, 3 phase, with insulated neutral for both main and emergency, or 230V, 50 Hz, 1 Phase with insulated neutral for both main and emergency. Any other voltage required shall be derived from the above source with necessary arrangement built in the system.

Electrical equipment and systems shall be designed and constructed for the following ambient temperatures

• 55°C inside engine room. • 0°C to plus 45°C on external decks. • 50°C inside technical spaces.

c. Electrical design requirements and standards. i. The electrical installations shall be compatible with the recommendations of the International

Electro technical Commission (IEC), in particular publication No. 60092. ii. All electrical equipment shall be designed and rated for a humid, salt laden atmosphere with

vibration and acceleration suitable for marine environment. And under continuous tropical condition. Particular emphasis shall be placed on corrosion, temperatures, vibrations, power supplies and electrical interference effects.

iii. Requirements in IEC 60533 concerning EMC, "Electromagnetic Compatibility of Electrical and Electronic Installations in Ships", shall be fulfilled.

iv. Special attention shall be given to prevent equipment from being affected by harmonics, transients or distortions imposed on the main supply by e.g. thyristor controlled units.

v. Electrical installations shall be designed to ensure proper operations when the vessel is inclined as specified by the Class Society and regulatory body requirements.

vi. All electrical equipment shall be protected from vibration and acceleration under normal operating services by mounting equipment with sufficient structure and hardware, sway bracing etc. All electrical equipment exposed to the weather shall be designed considering wind and salt-water spray.

vii. All electrical equipment shall be of the latest design employing reliable components and shall be selected to provide maximum availability of spare parts and service on a worldwide basis.

7. SCOPE AND TECHNICAL PARTICULARS

i. Isolating breaker, control cabinet are to be mounted on the equipment with provision for connecting yard supply.

8. SPACE AND FUNCTIONAL REQUIREMENTS

Equipment shall have easy access for cleaning, maintenance, repair, inspection. The vendors are requested to offer the equipment with minimum possible dimensions. The dimensions of the equipment shall be within the size indicated in technical particulars.

9. TECHNICAL DOCUMENTATION REQUIREMENTS

The design documents/drawings should be submitted in IETM format (Interactive Electronic Technical Manual Class 3) for speedy trouble shooting and reduction of MTBF (Mean time between failures). Documents shall be in English and in Metric system and the following documents shall be submitted, as applicable. The complete electrical documentation shall be performed according to the standard of International Electro technical Commission (IEC). Graphical symbols for electrical diagrams shall be according to IEC standard 60617. The drawing approval wherever required by the Classification Society shall be carried out on the manufacturer’s responsibility.

a) Technical documentation with offer (3 sets hard copies and one set soft copy)

i. Dimensional drawings/ General arrangement drawing with CG marked and connection points

(x,y,z co-ordinates) indicated.

ii. Foundation drawings

iii. Technical details including electrical data

iv. Equipment weight.

v. Technical specifications/Data sheets including capacity, service space required, Heat losses to

air and water, Utility requirements, Alarm list, power consumption etc

vi. List of spares and Tools

vii. Compliance Matrix as per Clause 12 clearly indicating deviations if any also.

viii. Power supply requirements of each equipment.

ix. Power consumption details of each equipment.

ii. General Arrangement drawings with x,y,z co-ordinates of connection points, CG marked.

Equipment weight to be indicated.

iii. Foundation drawing of the equipment

iv. Installation and commissioning details.

v. Details of shop tests and inspection for all items.

vi. Electrical schematic diagrams, internal wiring diagram with terminal numbers marked.

vii. Wiring diagram & connection diagram of all junction boxes & control panel with cable details.

viii. Detailed definition of all terminal points and interfaces.

ix. Location, type and dimension of cable gland plate.

c) Documents / Certificates to be supplied with each equipment (3 sets hard copies + 1 set soft copy

(in CD), unless otherwise mentioned)

i. Manufacturer’s test certificate (4 sets of copies + 1 original)

ii. Test and inspection results/ certificates.

iii. Detailed Packing list

iv. Instruction and maintenance manuals (5 sets +1 CD)

v. Spare parts list

vi. Details/ certificate for obtaining Green passport from DNV (Note: Vessel is having DNV Clean

Design notation)

vii. Any other certificate required as per International Regulations in force.

10. OTHER REQUIREMENTS

a) Name plates/Caution plates/ Instrumentation: The name plate(s) / caution plate(s) shall be written

in English, and to be protected by cellophane tape. Identification name plate(s)/ label plate(s)

shall be made from stainless steel plate (s)/ brass plate(s), indicating Make, type, serial no, IP

rating, Electric ratings, winding connection, duty type, thermal classification of insulation etc.

Instrumentation to be indicated in metric unit. Nameplates / caution plates shall also be as per

IMO / CFR / USCG regulation.

b) Manufacturer shall bear all responsibility for the shop trials and delivery of the machinery to

shipyard.

c) All Instruments to be mounted on the equipment have to be supplied with the equipment.

d) Control panels are to be provided with necessary cable glands.

e) Painting to be as per manufacturer’s standard

f) Preservation: Recommended method of preservation and names of recommended preservatives

shall be indicated. Relative humidity at Cochin is around 80%.

g) The part numbers/ reference tags indicated in reference schematic should be followed

throughout in drawings, manuals and packing lists.

h) Grease nipples if provided shall be of ball type (JIS B 1575 A-PT 1/8) or equivalent type of brass or

stainless steel.

i) All materials / components shall be non-toxic smoke emitting, non-PVC, fire retardant and shall be

free from Halon, CFC and Asbestos.

j) Fittings and piping shall be completed by the manufacturer as far as practicable.

k) Flexible working lamps shall be fitted on the machine as applicable.

11. SPARES &TOOLS

a) Installation / Commissioning spares

i. Maker’s recommended installation / commissioning spares are to be supplied along with the

equipment. In case any additional spares are required during commissioning the same shall be

arranged by OEM free of cost.

ii. Special tools if any required for installation / commissioning shall also be included in the scope.

b) Onboard Spares for 2 Years of Operation

Maker’s recommended on board spares for 24 months period including requirements of classification society if any, for unrestricted service are to be supplied along with the equipment. Separate itemized price for Onboard Spares shall be furnished along with the bid. All spares shall be supplied in properly protected condition against dampness and corrosion. Spare parts shall be supplied in a box with each part having tie on label carrying its type, name and part number for easy identification and handling / storage.

12. COMPLIANCE MATRIX

A compliance matrix in the following format shall be submitted by the supplier along with the offer. Deviations from the Technical specification shall be specifically indicated.

13. PRODCT SUPPORT

Product Support in terms of maintenance, material and spares for a minimum period of 15 years excluding electronic equipment for which the minimum period would be 7 years or shall be as per industrial standard as available whichever is later. Even after the said mandatory period, the Supplier will be bound to give at least two years notice to the owner of vessel prior to closing the production line so as to enable a life Time Buy of all spares before closure of the said production line. All upgrades and modifications carried out on the equipment during its life cycle must be intimated to the owner.

NOTE: Notwithstanding any omission in this specification, all items/ features required as per class rules/ statutory regulations, safe working and good ship building practice shall be included in the scope of this tender.
