    A United Vision: Working Together as One in Tanzania

    Tanzania is one o eight pilot countries o the United Nations (UN) reorm. The aim o the reorm initiative

    is or the UN to achieve better results in its work in Tanzania by Delivering as One. The UN must become

    more eective and ecient through closer collaboration and coordination both internally, among the UN

    agencies, and externally with government, civil society, private sector and development partners.

    The Delivering as One concept was issued in November 2006 by the UN Secretary Generals High Level

    Panel on System-wide Coherence. The Secretary-General appointed this Panel in 2005 to look into ways

    in which the UN can become a better partner to governments and people around the world. Among

    their practical recommendations was the setting up o One UN at country level, which is what Tanzania

    was piloting in 2007- 2011 and is now ully implementing. With One UN leader, One UN programme, One

    UN budgetary ramework and One oce, the UN in Tanzania expects to deliver better results that make a

    dierence in the lives o the poor and most vulnerable.

    The Tanzania 2010 general election and the Zanzibar 2010 reerendum onconstitution change stand out as milestones or the country, or Arica and orelections and democracy around the world.

    UNDP played an important role in the success o the multi-party October 31, 2010general election which peaceully chose the Tanzania Union and Zanzibar presidents andparliaments, and the UN agency played an important role throughout the ve year intraelection cycle that began in 2005.

    Over the ve year cycle a $12 million UNDP deepening democracy project assistedTanzanias two election management bodies, two parliaments and the political parties toprepare or the 2010 election. UNDP worked with government and parliaments to developnew election and reerendum laws, helped build up the capacities o National and Zanzibar

    Election Commissions and provided substantial assistance to improving the voter registry.Support to the development o an Election Expenses Act aimed to curb corruption incampaigning and voting.

    Starting in 2009 an additional $28 million UNDP Election Support Project providedextensive technical assistance to the election Commissions including the procurement onew voter registration equipment. In Zanzibar, where every election since independencehas been marred by atal violence, UNDP worked with government, police and communityorganizations to acilitate pre-election dialogues and specialized training to help maintainelection time peace and security. This helped ensure a peaceul environment or a troubleree reerendum in July 2010 and a historic, peaceul Zanzibar election in October.

    In addition, UNDP supported NGOs to undertake voter education with womens

    community groups, in remote areas o the country or rst time voters and or the disabled.Innovative methods helped reach potential voters through rural community radio(specically to reach women), theatre groups and voter education in Braille or the blind.

    The project also provided training or judges, women candidates, 5,000 party ocials,9,000 police ocers (including human rights training), 7,000 domestic election observers,and others. In partnership with mobile phone companies, a phone messaging systemwas established to enable voters to check voter lists and polling station locations. UNDPalso supported the two election Commissions to establish an improved election resultsinormation management system that improved the transparency and accuracy o votetallying.

    The 2010 Election Support Project aimed to strengthen national capacities or the

    implementation o ree, air and credible elections, with a ocus on strengthening thenational leadership o Electoral Management Bodies (EMBs) and engagement o politicalparties, media and other civil society, as well as national security management institutions.

    The project was directly implemented by UNDP through a dedicated Project ManagementUnit, and nancial support was provided through a basket und o contributions rom nineDevelopment Partners and UNDP.

    Keys to the success o UNDP support to the Tanzania 2010 general election were the wellestablished strong partnerships with national institutions and international donors andthe whole-cycle ve year approach to election support. As a result, UNDP is able to play acontinuing role in helping to strengthen good governance and democracy in the country.UNDP and eight other UN agencies are doing so through the One UN One Country PlanUNDAP (2011-2015).

    PEACE building And diAloguE In Zanzibar, where elections have long beenmarred by violence, a dialogue or peace with broad participation o election stakeholdersprovided a oundation or peaceul resolution o dierences and a peaceul election.

    VotEr EduCAtion CAmPAign All available media were used to deliver votereducation, including distribution o 1.2 million booklets to assist disadvantaged groups,3 million posters, TV and radio spots and voter education TV and radio programmesbroadcast both nationally and on local networks and community radio. Activities andmaterials included eorts to reach PWDs, women, non-literates and youth. A grants acilitywas put in place to provide resources to NGOs to reach specialized and local communities

    with voter education. The voter education campaign was advised by national ReerenceGroups with representation o a range o election stakeholders.

    trAining And suPPort to PolitiCAl PArtiEs Over 5,100 party agents andocials were trained on the electoral legal ramework, on working with the media, andon the specic needs o women and disadvantaged groups. UNDP provided the politicalparties with resource kits including 1,000 copies o various legal texts and 40,000 fyers onthe role, rights and obligations o party agents. The project also acilitated improvements tothe Political Party Code o Ethics, which was endorsed by all political parties in advance othe general election.

    suPPort to womEn As VotErs And As CAndidAtEs UNDP collaborated

    with UN Women and national womens organizations to train 800 women candidatesor parliamentary and council seats and to help sensitize journalists, political parties,community and religious leaders and the election Commissions on the special needs owomen in elections. The project helped produce specic material or women candidatesand voters, established womens radio listening groups in remote areas and commissioneda research study on womens political participation in the 2010 general election.

    suPPort or thE July 2010 ZAnZibAr rEErEndum At short notice, UNDPassisted the election Commission to hold a reerendum to enable the creation o a post-election Government o National Unity. A range o support was provided including votereducation materials and IT equipment, operational planning, training poll workers andestablishing a results inormation centre. The reerendum was peaceul, successul and set

    the oundation or a peaceul general election in Zanzibar in October.

    ProCurEmEnt or ElECtion dAy nEEds Equipment worth $2,500,000 wasprocured and delivered well in advance o Election Day. This included 45,000 ballot boxes,132,000 bottles o ink, 1.8m seals and 2,800 voting booths. UNDP also procured a largerange o IT equipment or processing candidate nomination inormation and voting results.

    iCt suPPort or thE ElECtion Commissions The project developed Candidateand Results Management Systems, providing substantial improvements in unctionality,security and auditing over the systems in place in 2005. This enhanced the transparencyand credibility o the results aggregation process.

    nAtionAl ElECtion obsErVAtion 7,350 short-term national election observersand 223 long-term observers were trained and assisted to observe the political campaigns,polling, vote counting and results aggregation. This was a ve-old increase over the 2005elections, when only 1,500 observers were deployed. UNDP established two ObserverSupport Centres or accreditation and logistical/inormation support to observers.

    AssEts mAnAgEmEnt Sotware and on the job training were provided to theelection Commissions and to the police to enable them to register and better manageall o their assets eectively, including those provided by the project. This has given themunprecedented ability to manage custody, handover and deployment o equipment to

    and rom the eld.

    ElECtion ComPlAints And APPEAls trAining 190 magistrates and 84 judgeswere trained on the electoral complaints and appeals process. As trainers, Judges romUganda and Kenya shared their experiences in eective complaints handling. This was therst training o its kind in Tanzania.

    suPPort or thE mEdiAThe two Media Codes o Conduct were updated andstrengthened. More than 700 journalists were trained on unbiased election reporting.

    The project commissioned proessional monitoring and analysis o media coverage o theelections. A newsletter summarizing election-related press coverage was circulated daily to

    journalists at 60 radio and TV stations in remote areas.

    PoliCE trAining More than 4,400 ocers (794 o them women) were trained onhuman rights and the role o the police in the elections. Plus, 157 police commanders andpolice trainers received Public Order training on modern policing techniques, communitymediation, and non-lethal tactics or dealing with riots and unrest. The Police were praisedor their conduct during the elections.

    PoliCE inCidEnt rEPorting And rEsPonsE systEm National police radiocommunications capacity was signicantly upgraded country-wide, with coordinationcentres established in Dar es Salaam and Zanzibar and custom sotware provided to enabletracking and analysis o reported incidents o election related violence.

    widE rEACh VotEr EduCAtion

    Voter Education was a key component o the project, where signicant resources were invested. Drawing onthe lessons o the 2005 elections, the strategy or 2010 was to ocus on the mobilisation o voters, particularly

    those traditionally marginalised rom political participation: women, rst time voters, non-literates and peoplewith disabilities. To maximise outreach to these groups UNDP mainstreamed gender and disability issues intothe voter education component and used a multi-layered media campaign to benet rom the advantageso all types o media. For example, research indicated that voters in remote areas tend to access inormationmainly via radio rather than TV or the printed press, so emphasis was placed on radio broadcasting via nationaland local networks.

    The timeline or voter education activities was compressed, but a large amount o inormation was distributedthrough overlapping media campaigns. It is estimated that in excess o 70 million voter education hits weremade, probably many more. It is clear that in 2010 large advances were made in voters understanding o thevoting process, basic rules, roles and the unctions o the elected bodies. It is encouraging that some o thelargest increases were among marginalised groups.

    Priority to womEn VotErs, CAndidAtEs

    Sensitisation o election stakeholders on the special needs o women in elections: Conerences were heldin Dar es Salaam and Zanzibar to sensitize NEC and ZEC on the needs o women as voters, candidates and whenworking as poll workers. Conerences were also held in Zanzibar and Dar es Salaam to sensitize political partieson gender issues in particular with regard to nomination o more women candidates. In addition, UN Womenand the Tanzania Gender Networking Programme (TGNP) conducted workshops or more than 500 community

    and religious leaders to prepare a conducive environment or emale candidates in the 2010 general election inTanzania. UNDP collaborated with UN Women, UNESCO and national womens organizations to implement arange o successul activities.

    Training women candidates: UN Women trained women candidates in public speaking, campaign planningand strategies, condence building and presentation skills, how to engage the media, community mobilizationand advocacy, lobbying and understanding political issues. In total 798 women candidates or parliamentary andcouncil seats were trained in nine workshops.

    Voter education materials or women: UNDP supported NEC and ZEC to produce a booklet titled, Women andthe 2010 Election. The booklet encouraged women to stand as candidates and urged women voters to turn outin large numbers on E-Day. Inormation was included on the requirements or a woman to be nominated, the

    right o women to choose candidates o their own choice, and the right o pregnant women, lactating mothers,women with disabilities and elderly women to receive priority assistance rom local election administrators onE-day.

    Womens radio listening groups: UN Women trained 125 community radio broadcasters and distributed1,500 solar powered radio sets to established listening groups in Tanzania. The village broadcasters, who had noexpertise in radio broadcasting, were trained to record and produce election radio programmes in preparationor the general elections in Tanzania. This activity was extended into the post-election period to enable women inrural areas to access quality inormation on a range o governance-related issues.

    A second series o capacity building workshops on radio broadcasting was conducted or a urther 98community-based radio journalists and members o the womens groups. 1,500 radio sets were distributed via

    community radio centres and approximately 400 new womens groups were established.

    KEy CiVil soCiEty rolE

    Voter Education Grants Facility (VEGF): 43 CSOs were selected rom 595 applications through an open,competitive process to conduct voter education activities throughout the country rom August to October

    2010. Activities included road shows, sports events, musical events, and town hall meetings. CSO activitiesocused on target groups: women, youth, persons with disabilities, people in remote area or with limited accessto inormation. The agency managing the grants, Deloitte, estimated that 18,748,250 voter education contacts(45% women) were made through these CSO eorts.

    Empowerment o womens associations and other networks to promote the role o women in elections:UNDP, UN Women and the Tanzania Women Lawyers Association (TAWLA) conducted workshops or 360members o womens associations and other networks to promote the role o women in elections. The aim wasto raise awareness o the roles womens networks and other CSOs should play to ensure equal participation omen and women in the electoral process.

    Support or national election observation: UNDP unded the Tanzanian Election Monitoring Committee

    (TEMCO) to carry out domestic election observation. TEMCO, a network o 152 CSOs, deployed 7,350 short-term observers and 223 long-term observers to observe political campaigns, polling, counting and resultsaggregation. This was a signicant increase over the 2005 elections, when only 1,500 observers were deployed.

    Conerences were held in Dar es Salaam and Zanzibar tosensitize stakeholders on the needs o women as voters,

    candidates and when working as poll workers. Political partieswere sensitized on gender issues and workshops were held ormore than 500 community and religious leaders to help createa more avourable environment or women candidates.

    More than 4,400 police ocerswere trained on human rights andthe role o the police in elections.

    In August 2010 the UNDP Project conveneda two day workshop or Zanzibar youth toaddress The role o youth in ensuring andostering a peaceul elections environment.Each presentation was ollowed by groupwork during which participants brainstormedand exchanged experiences o past elections.Some o the work shop generated resolutionsreached included: Youth have to constantly keep learning

    about elections;

    Youth should not give or take bribes inelections;

    Youth should lobby their mates toensure voter education;

    Youth should participate eectively incontesting or political posts in utureelections;

    Youth should not be misused bypoliticians in the coming elections; and

    Society needs to be educated on therole o youth and to advocate or thegovernment to implement its promisesto young people.

    Police ocers were trained by the Tanzanian Commission o Human Rightsand Good Governance (CHRAGG). The police rst tier trainers came rom allregions in the country and then trained their ellow ocers at the districtand ward levels. During the cascade training over 5,000 police ocerslearned about Human Rights and the Role o Police during Elections. Eachparticipating police ocer was provided a training manual. The cascadetraining, co-unded by the UNDP and Canadian CIDA, was monitored byCHRAGG. Also, a Public Order tactical course trained police ocers in non-lethal tactics was conducted. The course examined the impact o policingoperations on the wider community and reinorced the need to considerrights and reedoms.

    Rival party supporters, CUF and CCM, convergingin a common move to a public rally to celebratea peaceul election in Zanzibar, October 31, 2010ollowing speeches by the two party leadersaccepting the announced election result.

    nAtionAl ownErshiP

    Although UNDP support was direct implementation (DIM), the design and implementation aimed to enhancenational ownership and leadership. Extensive consultations with national institutions took place ollowing the

    2005 elections and also at the design stage o the 2010 election support. During implementation, technicalassistance was planned and provided to both EMBs according to their requests and specications. The EMBswere ully involved in the design o the project, in planning and resource allocation, setting priorities, decisionmaking, and reporting to the Project Board.

    Several important project inputs were developed with national ownership in mind rom the design stage. Forexample, the RMS and CMS sotware was based entirely on the requirements o the EMBs, and developed inclose collaboration with their IT personnel. UNDP ensured that the EMBs hold the sotware source codes andalso have the technical skills to make urther modications to meet evolving needs. Developing the systemsin-house gave the fexibility to alter unctionality according to the evolving requirements rom the EMBs. TheIncident Reporting and Response System developed with police, the training journalists by the Media Councilo Tanzania, and the deployment o national observers by TEMCO are other good examples o the same nationalownership approach.

    On the job training and sotwarewere provided to NEC and ZEC andto the police to enable them toregister and better manage all theirassests eectively.

    suCCEssul PArtnErshiPs

    The main national counterparts were the two EMBs, NEC and ZEC. The EMBs participated in the entire UNDPproject process, including design, planning and resource allocation, decision-making and evaluation. Theprincipal ocus o support was also to reinorce the capacities o the EMBs to deliver the election eectivelyand credibly. On the whole, the partnership between the project and the EMBs was constructive, respectul,and eective. In addition to the EMBs, UNDP worked through partnerships with a broad range o electionstakeholders. Several o these were agencies also involved in the 2005 election and UNDP 2005 support. Some othe key 2010 partnerships were with:

    Media organizations, including the Media Council o Tanzania or training journalists.

    The Police, through development and deployment o the IRRS, and the various trainings o police ocers.

    CSOs (both national and international) and CSO networks; or example TEMCO, which was contracted totrain and deploy 7000 national observers, and is itsel a coalition o 152 CSOs.

    Government agencies, or example the Commission on Human Rights and Good Governance, which wascontracted to monitor the training o police ocers in human rights. Also the Oce o the Muti, whichacilitated the dialogue or peace process in Zanzibar.

    Academia: UNDP commissioned several research studies rom dierent departments at the University o Dares Salaam.

    Other UN agencies: UN Women delivered the womens radio listening groups activity with the involvemento UNESCO, and also trained women candidates.

    Donor Development Partners played a key role in nancial support and in strategic guidance through theElection Support Steering Committee which included Ambassadors/High Commissioners.

    The involvement o such a broad range o institutions and organizations was a major strength o UNDPsupport to the 2010 general election. In many cases successul partnerships in 2010 provide a good basis oruture collaboration.

    tEChnology

    Incident Reporting & Response System: UNDP supported the Tanzania Police Force (TPF) to establish twoJoint Command and Communication Centres (JCCC) in Dar es Salaam and Zanzibar where police coordinated

    operations. Now linked to the JCCCs is an Incident Reporting and Response System which uses GIS technologyor reporting and recording incidents. UNDP helped upgrade TPFs radio communication capacity through theprovision o 1450 VHF handheld sets or ocers on the ground; 140 mobile VHF & GPS sets or rapid responsevehicles; 28 long range HF sets or district level stations; 13 solar power stations, and a large stock o spare partsto maintain unctionality o the system or several years.

    Phase 1 (12 identied hotspot areas) was completed prior to E-Day, and the remaining 124 sites were completedbetween January and October 2011. TPF is now collecting detailed data that will shed light on the impact o theIRRS. TPF is benetting rom a dramatic increase in radio coverage country-wide, and this has signicantly boostedits capacity to report, respond and direct operations. Beore the IRRS, HF coverage was partial and VHF limited toregional towns only. Ater deployment o the system, HF coverage is now 100% nationally, and VHF coverage hasbeen extended to 30kms around district towns, rising to 60-100kms when using the vehicle based units. Data

    rom 10 regions shows a 27% increase in reporting o incidents o all types since deployment o the IRRS.

    Voter registration: On the Mainland, a large scale procurement o voter registration equipment supportedupdating the Permanent National Voter Register (PNVR), contributing to an increase o registered voters rom15.6 million to 19.7 million. NEC was provided with advice and support to enable a transition rom obsoletePolaroid photos to digital camera technology. This included procurement o voter registration kits using solartechnology. Ater the general election 100% o the original and replacement components o these kits were

    entered into the Assets Management System, in total some 40,000 items, providing NEC with ar greater controlover the equipment or uture registration needs.

    In Zanzibar UNDP provided technical and material support to ZEC or establishing a ully digital biometric voterregistration system, resulting in a more accurate voters register. The project also unded running costs o voterregistration and a computer expert to assess the voter registration IT system. This study was shared with theZanzibar political parties, helping to build condence and reduce disputes over the voters register.

    Inormation and Communication Technology Support to the EMBs: Sotware developers were engaged toproduce customized solutions or candidate and results management or the EMBs. The Candidate and ResultsManagement Systems (CMS and RMS) have been designed to allow or modication to meet the evolving needso the EMBs or uture elections. As ar as possible, the CMS and RMS share common sotware componentmodules, thereby improving reusability and cutting uture development costs. The RMS has enabled the EMBs

    to publish a breakdown o all polling station results online, thus strengthening the transparency and credibilityo the tabulation process. Further improvements were made to both systems ater the elections, including theability to generate and print barcodes onto ballots and results sheets, and nal versions were produced in July2011. The RMS and CMS represent a substantial advance in unctionality, security and auditing over the systemsin place in 2005.

    The CMS enabled NEC to process more eciently the large number o candidates, or example there were 9,000candidates or Presidential, Parliamentary and Councilor elections, o which there was an increase in womencandidates o 24% over 2005. The CMS enhanced verication o inormation, validation o nominators andgeneration o sample ballots. Data entered into the CMS ormed the basis or the RMS, and the two systemswere designed to dovetail. The RMS increased transparency and credibility o the results aggregation andreduced the time required or tabulation. All data communication to and rom the remote results accumulation

    sites now occurs in a much more secure environment; separate polling station results enabled country-widebreakdown o polling station results on the internet.

    Post-election, UNDP provided NEC with an upgraded server and operating system, virus sotware, and anextended training or IT sta.

    CrEAtiVE PEACE building And ConliCt PrEVEntion

    Confdence building and dialogue: Seven conerences took place during the months prior to the elections

    in Dar es Salaam and Zanzibar in which all election stakeholders were invited to commit to peaceul elections.One post-election conerence on lessons learned also took place in Zanzibar. On the mainland and in ZanzibarUNDP acilitated two meetings between the Tanzanian Police Force (TPF) and political parties which built upcondence and particularly in Zanzibar resulted in close cooperation regarding the security situation. Throughthe Oce o the Muti o Zanzibar 62 community meetings were arranged in Zanzibar during the last two weekso the elections to promote a peaceul polling day and acceptance o results.

    Training the Police:Together with the Commission or Human Rights and Good Governance and the LegalSector Reorm Programme , UNDP initiated large scale training or police ocers at the ward level on HumanRights and the Role o Police in Elections. More than 4,450 ocers (794 o them women, 18 per cent) participatedin one-day training. Drawing on international expertise, UNDP also conducted three Public Order courses orpolice commanders and police trainers. The training amiliarised TPF ocers with modern policing techniques,community mediation, and non-lethal tactics or dealing with riots and unrest. The positive impact o these

    trainings was visible during the incidents which occurred during campaigning and during the election resultscounting period. Contrary to the 2005 elections, police were seen as an impartial orce and one main oppositionparty publicly voiced their satisaction with the proessional and impartial attitude o the police during the 2010election period.

    imPArtiAl inormAtion to rEmotE ArEAs

    Access to news and inormation in remote areas: To address the relatively poor access or journalists in

    remote areas to election-related news, an independent journalist summarized daily national media coverage anddisseminated it to up country (rural) electronic media, radio and TV stations. News summaries were made rom16 daily and weekly newspapers, among them ve English language newspapers, and compiled in a newsletterormat entitled Habari za Uchaguzi (Election News), which was emailed on a daily basis rom September toNovember 2010 to about 60 radio and TV stations each with between 500,000 and 10 million listeners/viewers.

    These broadcasters used the material to prepare daily programmes on the elections and also or evening newsbulletins. Given the clear demand or balanced coverage o current aairs in rural areas, UNDP continued thisactivity until June 2011, and held workshops to obtain eedback rom 140 journalists on how to improve thenewsletter. A second version was launched, with wider coverage o issues related to governance, womens rightsas well as political issues raised during the elections period. Distribution was broadened to include memberso the womens radio listening groups. Press articles on the activities o recently elected women, and issues ointerest to women voters (such as service provision, legal reorms and women in politics) were also included.

    Although UNDP encountered ew challenges in this delivery, structural issues do persist in the media sector thatrequire long term attention. These include the issue o payment o journalists or coverage, the independenceo media houses rom political parties and business interests, the lack o analytical coverage and issues-basedreporting, and the lack o a national discourse in the media.

    PositiVE, signiiCAnt imPACts: EVAluAtors indings

    The UNDP country plan or Tanzania 20072011 set as a democratic governance objective:

    Strengthened political, parliamentary and electoral systems that enhance eective participation and representation,

    bearing in mind gender considerations, and greater political tolerance, oversight and credible elections.

    The ndings o the independent evaluation o the UNDP project was that the project had a signifcant impact onits democratic governance objectives. Achievements highlighted in the evaluation report:

    UNDP contributed and enabled the EMBs to conduct the electoral process in a credible manner underpeaceul conditions.

    The EMBs now have systems which enable them to produce and publish results transparently and quickly.

    The update o the voter register well ahead o the elections was key to promoting transparency andcredibility in the electoral process. The successul Zanzibar Reerendum was duly attributed to ZEC, who wereor the rst time perceived as neutral and transparent.

    Voter education helped in the reduction in the number o spoiled ballots.

    Promotion o womens nomination as candidates had a positive impact, and there was an increase in thenumber o emale candidates who nominated themselves.

    In Zanzibar, where elections have long been marred by violence, a dialogue or peace with broadparticipation o election stakeholders provided opportunities or improved understanding and a oundation

    or peaceul resolution o dierences and a peaceul election or the rst time. The agreed absence o Special Forces and the deployment o the IRRS enabled law enorcement agencies

    to keep a low prole during the elections, helped to reduce tensions and contributed to a more positiveperception o the police.

    Furthermore, the evaluation ound that UNDP support was broadly eective and relevant, and thatnancial investments were justied in light o benets. The principal challenge was the compressed projectimplementation period. In this regard the evaluation noted that the impact o several activities would have beengreater had the lead-in time been longer.

    A key component o the technical assistance provided was to strengthen the organisational, management andoperational capacities o NEC/ZEC to enable these key institutions to better plan, prepare, conduct, manage andsupervise the elections in 2010. The evaluation mission ound that There is no doubt that both EMBs have been

    enabled to strengthen their operational capacities and the impact has been largely positive.

    Substantial technological updates were provided, especially or the EMBs and police, which will have a sustainedeect on institutional capacity. Major examples include: the RMS and CMS sotware; new data storage or thePNVR & operating system; upgrading NECs warehouse; VR kits; radio communication equipment or the police.

    The evaluation ound that these upgrades were both successul in their implementation and provide or long termsustainability.

    Signicant training was also provided, targeting all the main election stakeholders. Key examples include: trainingo Police ocers, CSOs, political parties, women candidates, journalists, national observers, and the judiciary. Preand post evaluation tests showed that in nearly all cases knowledge and awareness o participants increased.

    Better understanding o the capacity development needs o target groups and partner institutions will enable

    UNDP to better dene its strategies in the uture.

    The independent evaluation included an assessment ovalue for moneyrom two perspectives: whetherprocurement procedures ensured value or money, and whether the benets derived rom investments made byUNDP were in line with what it cost to produce them. It should be noted that many benets cannot be quantied,

    and many may not be immediately apparent. However, the value or money assessment concluded that The costsattached to the project were justifed by the overall benefts derived, noting that many o the benefts and contributing actors

    could not be quantifed. Taking into account the overall cost o the 2010 general election, the cost per voter ($12.30)and cost per registered voter ($6.60) were also ound to be in line with general elections in the region.

    The evaluation also noted that UNDP led competitive procurement o equipment consistently ensured value ormoney, and high quality equipment or services were obtained at the best price. For example in the case o the VoterRegistration Grant Facility (VEGF), Deloitte allocated a large sta component and sta time at a relatively low price.Due to large scale procurement or elections globally a competitive and ecient market already exists or electionsmaterials, and again, in several cases UNDP obtained very good value or money. Election support running costs ,including international expertise, were well contained, at about 15 per cent o total expenditure.
