Summary This paper contains claimant count figures for parliamentary constituencies, as well as a summary of the latest labour market statistics for the UK as a whole.

The number of people claiming Jobseeker’s Allowance or claiming Universal Credit and required to seek work was 771,000 in August 2016, up 2,400 from July.

The unemployment rate was 4.9% in May-July 2016. The ILO measure of unemployment was 1.63 million people, 39,000 fewer than the previous quarter and 190,000 fewer than the year before.

The number of people in employment was 31.77 million in May-July 2016, up 174,000 from the previous quarter and 559,000 more than the year before. The employment rate was 74.5%, the highest since comparable records began in 1971.

Average weekly total pay in Great Britain increased by 2.3% in the three months to July 2016 compared with the previous year. Regular pay (excluding bonuses) grew by 2.1%. CPI inflation averaged 0.4% over this period.

1. National employment and unemployment data

1.1 Unemployment and the claimant count ILO unemployment was 1.63 million in May-July 2016, down 39,000 from the previous quarter and 190,000 fewer than a year ago.1

The unemployment rate was 4.9% (the percentage of the economically active population who are unemployed). It has not been lower since July-September 2005 (4.7%) and compares to a post-recession high of 8.5% in late 2011.

The claimant count (the number of people claiming Jobseeker’s Allowance (JSA) plus the number of people claiming Universal Credit (UC) who are required to seek work) increased by 2,400 between July and August 2016, to 771,000 people aged 18 or over.2 The claimant count was 21,300 lower than in August 2015.

Measuring unemployment

Two sets of statistics may be used to track unemployment. The standard international measure is the ILO definition, which includes everyone looking for and available for work whether or not they are claiming benefits. This is measured using surveys. Data for constituencies and local authorities have a time lag and are subject to more sampling uncertainty. The claimant count is the number of people claiming Jobseeker’s Allowance plus the number of people claiming Universal Credit who are required to seek work. This is more timely and is available for local areas, but can be affected by changes to benefit rules.

As these are liable to sampling variability, small changes in the figures should be interpreted with caution as they may be a result of sampling error. 621,000 young people aged 16-24 were unemployed, slightly higher than the previous quarter but 96,000 fewer than a year ago. There were 3.94 million young people in work in May-July 2016, down 6,000 from the previous quarter but up 14,000 from a year ago.

The unemployment rate for 16-24 year olds was 13.6%, down from 15.4% a year ago.

449,000 people had been unemployed for over 12 months, 13,000 fewer than the previous quarter and 98,000 lower than a year ago.

On a country and regional basis the unemployment rate was highest in the North East (7.5%) and lowest in the East of England (3.2%). Regional data are more volatile than data at the UK level.

1.2 Employment 31.77 million people were in employment in May-July 2016. Employment was up 174,000 from the previous quarter and 559,000 from the year before.

The employment rate (the proportion of the population aged 16-64 in work) was 74.5%, the highest since comparable records began in 1971.

14.85 million women were in work in May-July 2016, 125,000 more than the previous quarter and up 246,000 from the year before.

The female employment rate was 69.8%. This is the highest rate since comparable records began in 1971, partly due to ongoing changes to the State Pension age for women.

16.92 million men were in work, up 49,000 from the previous quarter and up 313,000 from the year before. The male employment rate was 79.4%.

Full-time employment increased by 157,000 over the quarter, to 23.25 million. This mostly reflected more women working full-time: female full-time employment was up 110,000 over the quarter, while the number of men working full-time increased by 47,000.

Part-time employment increased by 17,000 over the quarter to 8.51 million. The number of men working part-time was almost unchanged and the number of women working part-time was up 14,000.

26.82 million people worked as employees; an increase of 128,000 over the quarter and 356,000 over the year. The number of people who are self-employed rose by 59,000 over the quarter and 224,000 over the year, to 4.76 million.

Public sector employment represented 16.8% of total employment in June 2016 or 5.3 million people. This was 13,000 lower than the previous quarter and 18,000 lower than a year ago.

Private sector employment represented 83.1% of total employment or 26.44 million people. This was 186,000 higher than the previous quarter and 577,000 higher than a year ago. The majority of the increase in total employment over the last quarter and year has thus been born by the private sector.

1.3 Vacancies There were 752,000 job vacancies in June-August 2016, almost unchanged on the previous quarter and 9,000 higher than a year ago.

1.4 Inactivity 8.83 million people aged 16-64 were economically inactive (not in work and not looking for work) in May-July 2016, 92,000 fewer than the previous quarter and 195,000 fewer than the previous year.

The inactivity rate (the proportion of the population aged 16-64 who are economically inactive) was 21.5%. This is the lowest rate since comparable records began in 1971.

2. Constituency data Statistics on Jobseeker’s Allowance (JSA) and Universal Credit (UC) claimants are one part of a large selection of labour market data released on a monthly basis. Unlike the national figures shown earlier in this paper, figures for local areas are not seasonally adjusted and so reflect changes to the claimant count that tend to happen every year.

On a non-seasonally adjusted basis, the number of people claiming JSA or who were claiming UC and were required to seek work was 762,900 in August 2016, up 4,000 from the previous month. National data taking seasonal factors into account show that the number of claimants increased by 2,400 between June and July 2016, to 771,000.3

The table in section 3 shows figures for each constituency on this non-seasonally adjusted basis, along with figures for countries and regions.

2.1 Introduction of Universal Credit The introduction of Universal Credit, a new benefit which is replacing income-based JSA and certain other benefits, means that there are some jobseekers receiving benefits who are not claiming JSA. Rollout of UC commenced in April 2013 and is progressing in stages. Therefore, simply looking at the number of JSA claimants may not give an accurate reflection of the number of people looking for work. 4

At August 2016, there were 209,700 people in the UK who were claiming Universal Credit and were required to seek work (not seasonally adjusted). These statistics are provisional.

The maps on the following pages show how the claimant count varies across the UK. The first map shows the areas which have the highest proportion of economically active people who are claiming JSA or UC.

The second map shows the annual percentage change in the number of unemployed claimants (people claiming JSA or not in employment and claiming UC).

4. Information about sources, methods and copyright

4.1 Sources and copyright The original sources for the data in this paper are the Office for National Statistics (ONS) and the Department for Work and Pensions (DWP). Changes over time, rankings and the ‘claimant rate’ have been calculated by the Library. The specific source for data is shown below:

• JSA claimant count: non-seasonally adjusted data, downloaded from NOMIS: https://www.nomisweb.co.uk/. As unemployment has a seasonal pattern, comparisons should be made using the same month in each year. Data for constituencies are available from 2004 onwards.

• Universal Credit claimants: non-seasonally adjusted data, downloaded from DWP Stat-Xplore: https://stat-xplore.dwp.gov.uk/ These are designated as experimental statistics, as they are new official statistics still undergoing evaluation.

• Claimant rate is the number of claimants as a proportion of the resident economically active population aged 16 to 64, as estimated by the Library (see section 4.2 for more details). These rates are higher than the population-based rates published by ONS on the NOMIS site: the Library’s claimant rates are the percentage of the economically active population in this age range rather than the whole population in the age range (as used by ONS).

• Age breakdowns (combined figures for JSA and Universal Credit claimants) and data on JSA claimants by duration of claim are also available from NOMIS.

4.2 Treatment of Universal Credit From August 2016, the headline claimant count and rate shown in this paper includes (i) people claiming JSA as well as (ii) people claiming Universal Credit who are required to seek work. Previous editions showed the number of people claiming JSA plus the number of people claiming Universal Credit who were not in work.

This change follows the publication of new data by DWP. The count of Universal Credit claimants who are required to seek work is a better proxy for the number of jobseekers than the number of out-of-work Universal Credit claimants, because the latter group may include some people who are no longer looking for work. The group of out-of-work Universal Credit claimants also excluded some claimants who were only working for a small number of hours each week but were still required to seek work.

Further details of this change in methodology are provided in an article on the ONS website, Revisions to the Universal Credit component of the Claimant Count (17 August 2016).

Changes over time Constituency data on Universal Credit claimants who are required to seek work are available back to April 2015.

A longer time series is available for out-of-work Universal Credit claimants by constituency. These figures are available from November 2013 onwards.

Data by duration of claim Data on the length of time Universal Credit claimants have been out of work are currently not published at the constituency level. Therefore in the data table in section 3 of this paper, statistics on the number of people claiming for over 12 months include JSA claimants only. Statistics are only provided for those constituencies where there was no one claiming Universal Credit a year ago.

From November 2015, ONS has published a combined series for JSA claimants and out of work Universal Credit claimants on the NOMIS website. Figures are rounded to the nearest five. Unrounded figures for the overall claimant count may still be obtained by adding the count of JSA claimants as published on NOMIS to the count of out-of-work Universal Credit claimants published on Stat-Xplore, as is done in this paper.

A list of jobcentres where Universal Credit has been introduced is provided in the DWP Universal Credit statistical release (Table 4.1).

4.3 Claimant rate methodology The claimant rate shown in this paper is calculated by the Library and shows the number of claimants as a proportion of the estimated economically active population aged 16-64 in each constituency. The ONS publishes a different rate alongside the claimant count data, which

uses the total resident population aged 16-64. The ‘ONS rate’ is the rate used in Written Answers.

The Library revised the methodology used to calculate constituency claimant rates in the January 2016 edition of Unemployment by Constituency, following the release of new constituency population estimates for mid-2014 and to reflect changes in economic activity since the 2011 Census.

• Denominators have been recalculated to reflect mid-year population estimates for 2014 and are scaled so that they sum to the denominator for the relevant country or region of the UK.

• It is assumed that economic activity rates in each constituency increase and decrease in line with the trend at the regional level. Regional figures are taken from the ONS Annual Population Survey for periods up to January-December 2014. The denominators do not take account of more recent changes in economic activity since January-December 2014.

The claimant rates included in this month’s paper are not comparable with the rates shown in editions of Unemployment by Constituency prior to January 2016. A consistent time series back to May 2010 can be found on the Library’s Constituency Profiles.

Further details of the methodology used to calculate rates are provided in Library standard note, Unemployment by constituency: changes in methodology, 2016. The denominators used to calculate constituency claimant rates were previously updated in the December 2014, June 2014 and July 2013 editions of Unemployment by Constituency, following previous releases of constituency data from the 2011 Census.

The rates presented here should be regarded more as a social measure of relative deprivation than as an economic measure of the mismatch between the supply of and demand for labour, as they take no account of people’s ability to seek work outside the constituency in which they live.

4.4 Notes and abbreviations Changes in benefit rules and welfare-to-work schemes affect the number of people claiming Jobseekers Allowance. These include:

• Some new jobseekers are claiming Universal Credit rather than Jobseeker’s Allowance since the commencement of the Universal Credit pathfinder on 29 April 2013. This applies to new jobseekers who are single and attending certain jobcentres. From July 2014, some couples are also able to claim Universal Credit. More details are provided in section 4.2.

• From late-2008 to mid-2011, and from May 2012, changes in eligibility rules resulted in fewer lone parents (mostly women) being able to claim Lone Parent Income Support. This led to more lone parents claiming Jobseeker’s Allowance while they looked for work.

• From April 2011, reassessments of Incapacity Benefit claimants have led to some people being declared ineligible for disability benefits. Some will then claim Jobseekers Allowance instead. ONS

suggests that the effect of this on monthly changes to the claimant count is likely to be small.

• Since 2010, changes in the way benefits are paid to certain individuals on welfare-to-work programmes have affected the number of long-term claimants of JSA, particularly young people. Previously, some individuals were moved from claiming JSA on to a Training Allowance when on certain schemes; once they finished the scheme they returned to JSA (if they remained unemployed) but were counted as a new claimant, thereby breaking the original claim’s duration. Since 2011, many fewer people have been moved from JSA to a Training Allowance. This has resulted in the statistics showing a higher number of longer-term JSA claimants. A DWP note, The effect of policy changes on the youth claimant count, gives more details.5

The following notes should be borne in mind when drawing conclusions from the maps:

• The maps on pages 8-10 show residence-based claimant count rates for constituencies in the United Kingdom, with an expanded view of constituencies in selected major conurbations and surrounding areas.

• The map on page 11 shows the percentage change in residence-based claimant count levels over the past year for constituencies in the United Kingdom.

• In both maps the constituencies in the United Kingdom have been divided into five equally sized bands, also known as ‘quintile groups’, each of which contain approximately 130 constituencies (20% of the total in the United Kingdom). The range in each group is shown on the map, but these ranges are not equal.

• Constituencies with rates near the boundaries of these quintiles will be coloured differently even though their unemployment rates may only differ slightly from those in another, neighbouring quintile group.

• Considering the percentage change does not take account of the absolute level of claimants by constituency. Constituencies with relatively low absolute numbers of claimants could see high percentage changes and vice versa.
