Technology Needs in the Energy Sector Identification and response in German Technical Cooperation

Strategies and Approaches

• Policy Advice for sustainable development in the energy sector

• Renewable Energies for grid supply

• Renewable energies for rural energy supply

• Improving energy efficiency and energy saving

• Improvement of conventional power plants

• Climate Protection Programme (CaPP)

Policy Advice

So far:

• Energy policy paper

• Law on liquid fuels

• National Strategy on rural electrification

• Energy information system

• Guidelines for Renewables and energy efficiency projects

Advisory Service for Energy Policy Uganda (1999 - 2005)

Partner: Ministry of Energy and Mines

Renewable Energies for Grid Supply

World Commission on Dams WCD (1998-2000)

Problem: Negative environmental and social impact of large dams

Approach:

• International mediation process

• Evaluation of Experiences

• Recommendations for criteria, guidelines for planning and construction

• Avoiding conflicts and reducing risk for investors

• Final report: http://www.dams.org/report/

Support from GTZ for the process

Renewable energies for rural energy supply

PV-Pumping drinking water (1990-1997) and Irrigation (1997-2001)

Goal: Gain wide scale experience with Systems (reliability, economics, social acceptance)

100 PVP systems for drinking water (7 countries)

10 PVP systems for irrigation ( 3 countries)

Result:

• High technical performance

• Economically competitive in the range of small Diesel pumps (< 4 kW, < 1.600 m4)

Improving energy efficiency and energy saving

Brasil: Energy Saving (Small and Medium Sized Enterprises)

Implementation in 13 companies Information advisory service (technology, energy auditing,...) for

approx. 500 companies Training of Managers and Staff

High competition for SME

Strong Partner at Intermediary Level

National programme of utility for power saving

6 Demo companies Savings 25-50 % Pay back in 4-30 months Increase in productions

30 % 2 companies:

National award for energy efficiency

Cooperation with chamber of commerce in Rio Info-Tour bras. managers in Germany German companies as advisors

Improvement of conventional power plantsChinese-German Co-operation in Clean Coal Power Technology

Coal savings 270 000 t/a equiv. to 8.2 mio US$/a

SO2 reduction 5000 t/a Part. Reduction 4000 t/a 1 US$ technical

assistance 20 US$ in coal savings+ environmental benefits

High local air pollution

Low efficiency in power plants

A strong partner Thermal PowerResearch Institute

CO2 reduction: 500 000 t/aNew project: 400 power plants, 72 000 MW

Expected annual savings: 3 600 000 t CO2 /a

Support providedBoiler optimisation of 32 coal fired power plants (6,000 MW) Training of power plant manager and operations staffMobile measuring truckMeasuring equipment for boilers and auxiliary

Cost-Effectiveness Analysis, Tanzania

• Technological Options for the Mitigation of Greenhouse Gases in Tanzania

Conclusions

• Demand for technologies frequently derived from national or sector planning

• Dissemination and marketing on a commercially sound bases

• EST must have the chance to be competitive

• CDM may help in the promoting ESTs.
