1.1 The Uniform Crime Reporting Program

With authorization from Congress in 1930, the FBI has maintained a

program for the collection, analysis, and publication of statistics on

the nature and extent of crime in the United States. Although the

Uniform Crime Reports (UCR) are often criticized for their validity

(that is, only crimes reported to the police are included, thereby

missing the large number of unreported crimes), the UCR still remains

the best source of information on crime in this country. Compared to

its leading competitor--the victimization surveys of the Bureau of

Justice Statistics, the UCR provides nearly complete coverage of the

United States and without the many response problems to which surveys

are prone.

The Uniform Crime Reporting Program has undergone many changes and

enhancements since its early years, and is scheduled for a major

overhaul in the near future. 1 The most notable improvement has been the

coverage of the ~rogram. At this time 97% of the U.S. population is

represented by jurisdictions that submit data to this initiative.

On a monthly basis, using a variety of reporting forms, local law

enforcement agencies send data either directly to the FBI or to their

State UCR programs, which in turn forward the information to the FBI

Headquarters in Washington. In particular, each jurisdiction reports

monthly counts of Part I crimes (homicide, forcible rape, robbery,

aggravated assault, burglary, larceny-theft, motor vehicle theft, and

arson); monthly breakdowns of these aggregates (assaults by weapon type,

total monetary value of property stolen, robbery subtypes--residential,

bank, commercial, etc., burglary subtypes--place and time of day, and

larceny subtypes--pocket picking, shoplifting, bicycle theft, etc.);

monthly counts of arrested persons by ege, race, and sex for Part I and

Part II crimes (kidnapping, simple assault, commercialized vice, drug

law violations, and others); data on police manpower, assaults, and

fatalities; and detailed information on homicides, known as the

Supplementary Homicide Report (SHR).

1.2 Supplementary Homicide Reports

The Supplementary Homicide Reports (SHR) differ greatly from the

other UCR data programs in two important regards. First, the SHR is far

more detailed than the other reports. Included in the repor~ are

information on the date, location, circumstances, and method of the

offenses and the demographic characteristics of victims and

perpetrators. Indeed, no other crime is documented as fully as

homicide. In addition, the questionable validity of other UCR data as a

result of nonreporting is hardly a problem in the SHR.

The second advantage of the SHR is even more noteworthy. Unlike

the counts of other crimes (in Return A) which are submitted by agencies

in the aggregate, the SHR data are incident-based. That is, data are

reported for each homicide separately. Therefore, any tabulation,

breakdown or comparison of homicide dat& is possible, while other

offenses can only be broken into the preset categories solicited in the

forms. The incident-based nature of the SHR makes this a highly

valuable tool for studying homicide of any type (domestic homicide, mass

murders, unsolved murders, homicides with handguns, etc.) and for any

geographic region or jurisdiction desired. Any subtype of homicide can

be analyzed for any jurisdiction simply by selecting the appropriate

2 subset of the SHR incident records.

The SHR data are not without their limitations. One major

drawback surrounds the coding of multiple-victim crimes. Because of the

way in which the data are coded and entered, some detail is lost on

mUltiple victim events. Specifically, since information on weapon,

victim-offender relationship, and circumstances are tied to the

offender, this information cannot vary across victims of the same

killer(s). That is, if a person murders three people, upon data entry,

only one field each for weapon, circumstance, and victim-offender

relationship exists. These codes are determined in relation to the

first victim listed, and are simply copied verbatim for other victims.

One needs to be cautious of certain anomalous relation values that

can result from this data structure. Suppose a man slays his wife and

two children in a single incident. The single relationship field

associated with this offender will contain the code for "wife." In the

construction of a victim-based data file, this relationship code is

distributed to each of the victims.

For an actual example, in 1977, a woman in Redondo Beach,

California murdered her family by means of burning down their house with

her victims still inside. Appropriately (in this case), the code for

"fire" as the weapon and "other" as the circumstance appears on each of

the four records in the victim file. The relationship is coded as

"step-daughter" for each victim, however, though the victims are (in

order) an eight-year-old white female, another eight-year-old white

female, a forty-year-old white male, and a seven-year-old white male.

Since the four variables--weapon, relation, circumstance and sub­

circumstances--are associated with offender strings, for mUltiple­

offender, single-victim crimes, the coding varies correctly across

offender records. However, in multiple-offender, multiple-victim

incidents, the ability to vary across victim-offender pairs breaks down.

Fortunately, the problems of multiple victim coding are not very

frequent so as to interfere with most applications. Only three percent

of homicide incidents involve more than a single victim. Moreover, a

large portion of these contain codes which would not vary logically

across victims anyway, such as "friend," "stranger," or "unknown," and

other codes like "son" and "neighbor."

1.3 The Northeastern University SHR files

Despite its unmatched coverage and quality, the SHR data have been

greatly underutilized because of problems of data management and

accessibility. First, for each year there are approximately twenty

thousand records, each of over 100 bytes, making the database too

cumbersome for many potential users. Even if a user has sufficient

storage, the computer time for each run through the data is substantial.

Second, the data are in a form which is too complex for many who are

computer novices. Specifically, the data come with packed or compressed

fields which do not transfer easily across machines. Also, because

certain records have multiple offender fields, multiple victim fields,

or both, the layout is variable. COhsequently, FORTRAN-type programming

is needed to structure the data in a form readable by popular

statistical software. Finally, the data files have a number of

mispunches and illegal codes, as well as alphanumeric fields, which

hinder their use.

Through a grant from the Bureau of Justice Statistics, we have

taken data tapes for the years 1976-1983 and have restructured and

reformatted the data. In addition, we strived to correct as many

illegal codes as possible. In certain instances, the officer filling

out the SHR form may have been confused over what the "relationship of

victim to offender" instruction meant, improperly coding a man killing

his spouse as "husband" rather than "wife." Although we were tempted to

take a heavy-handed approach and change those that seemed illogical,

indeterminance between coding errors and artifacts of data structure

discouraged this. These errors, in any event, are not that pervasive.

Moreover, confusion over the relation variable would only affect

asymmetric relations (e.g., mother-son) but not symmetric affinities

(e.g., brothers).

In several instances fields had apparently been overwritten or

improperly entered, producing a string like"3FW " for age-sex-race

rather than perhaps "23Fi.,r". For these few cases, the race and sex

fields were adjusted to the right, and age was filled with a missing

code.

For convenience in coding, apparently, the FBI utilizes

alphanumeric codes for most variables. For example, the race fields

include the codes Wand B or N; and relationships are coded as HU

(husband), EE (employee), etc. To allow easy-use on all software, we

converted all variables (except state and agency names and state ORI

codes) to numeric values. The only loss of information occurred in age,

for which NB (newborn, less than a week-old) and BB (baby, less than one

year-old) were combined into a zero code, and 98 (rather than 99) became

an unbounded upper age category to allow 99 to be a missing code.

We also had to make cunsistent the formatting and coding of the

data before and after 1980, when the race codes were changed and a new

ethnicity variable was introduced. Race classifications were

standardized in converting to numeric codes; and the pre-1980 records

were pa.~ded with blanks in the ethnici ty fields.

The FBI SHR data base is doubly-hierarchical. That is, multiple

offenders and multiple victims are each nested separately within their

incident record. Less sophisticated soft, .... are packages, however, are

not able to read hierarchical data structures, and even the larger,

popular systems (e.g., SPSS-X and SAS) only handle strictly hierarchical

nesting (i.e., record-type 1, nested within record-type 2, nested within

record-type 3).

The most fundamental change was then to create three data files:

an incident file (one record per incident), an offender file (one record

per offender), and a victim file (one record per incident). For most

homicides (single-victim!single-offender), the files are equivalent.

But when dealing with multiple actors, which file is accessed is

critical. Generally, victim or offender characteristics should be taken

from the respective files; information concerning the location and type

of incident should be drawn from the incident file. For most

applications, furthermore, relation, weapon, circumstances, and sub­

circumstances should be taken from the incident file as well, because of

their artificial invariance over multiple-victim records (see above).

Finally, because victims are nested within offenders in the offender

file, and vice-versa in the victim file, these characteristics can be

read simultaneously using software that permits hierarchical records

(e.g., SPSS-X and SAS).

Frequency distributions for the variables in each file are

attached, although the above warning applies to certain tables. (For

example, the VICSEX variable in the offender file is meaningful if one

wished to known how many offenders were involved in killing women;

however, it does not give the number of women killed generally--that

would come from VICSEX in the victim file).

1.4 Coverage and QUality

Since 1976, when the SHR program was overhauled, the coverage and data

quality have been quite good, with certain exceptions. For example, New York

City in 1976 only sent data for half the year. Unlike Return A tapes, the SHR

tapes, unfortunately, do not have missing report flags.

Using national volumes (including estimates for missing reports) from

Return A (published in Crime in the United States) as a baseline, the coverage

of the SHR program can be calculated, after retuoving from the latter both

justifiable homicides and negligent manslaughters. Table 1 reveals that the

coverage has remained near 93.5% over these years.

1.5 Recommendations for Enhancement

For the most part, the SHR program is quite satisfactory in its current

form. There is room for improvement, nevertheless" First, a few minor

additions would significantly increase the usefulness of this data base. In

particul~r, we have found in our work with the SHR that such elements as these

were sorely missed: date of report (not just month and year), day of the week,

time of day, whether the homicide was knovm to have occurred in temporal

proximity to the discovery of the crime, whether the offense occurred indoors

or outdoors, whether the victim's body appears to have been moved, type of

place (e.g., residence, commercial establishment, alley, park, etc.) where the

body was discovered.

An even easier' improvement would be the further development of the list

of codes for the circumstances variable. Thirty-three percent of the

incidents are coded as "other argument"; some indication of the nature of

these disputes would be extremely informative. Similarly, fourteen percent of

the cases have circumstances coded as "other"; an elaboration of the codes

would seem warranted.

A more complex enhancement would involve restructuring the data forms to

capture multiple-offender/multiple-victim events more fully. Ideally, a data

matrix for each incident could contain demographic data on offenders along the

row margin; demographic data on each victim along the column margin; and

weapon, circumstance, sub-circumstance, and relationship of each

victim/offender pair in the appropriate cells of the matrix.

Since this enhancement would affect only three percent of the incidents

and four percent of· the victims (i.e., for these multiple-victim incidents,

the relationships for victims 2 and up are coded as that for victim 1), it is

perhaps not worth the effort. At minimum, however, certain codes might be

added to the circumstances variable to describe these crimes more fully .

These are (unique within each state) identification codes given each reporting agency. For most states, the first three digits represent the county number (ordered alphabetically) and the last two digits represent the reporting agency. The latter two generally are SP for State Police, 00 for Sheriff, 01 for county police, and on for each local police agency.
