The Emirates Authority for Standardization and Metrology (ESMA) has a national responsibility for standardization activities; one of ESMA’s main functions is to issue Emirates Standards/Technical Regulations through specialized technical committees. ESMA through the “Technical Committee for Energy Efficiency – Household Refrigerating Appliances” has prepared the standard “UAE.S 5010-3:2013 Labeling – Energy Efficiency Label for Electrical Appliances – Part 3: Household Refrigerating Appliances.” This standard has been approved as Emirates Technical Regulation by Decree of UAE Cabinet No. () held on ## / ## / ####H.

Labeling – Energy Efficiency Label for Electrical Appliances

Part 3: Household Refrigerating Appliances

1. SCOPE

This regulation covers brand new household refrigerators, freezers and refrigerator-freezers having a capacity

of not more than 1,500 liters imported to or manufactured in the UAE. This regulation applies to electric

mains-operated household refrigerating appliances, stand-alone or built-in configuration.

Refrigerating appliances intended for industrial or commercial use are outside the coverage of his regulation.

Refrigerating appliances intended for refrigeration of items other than foodstuff are not included in this

regulation.

2. NORMATIVE REFERENCES

Following reference standards are applied for the energy consumption test, marking requirements and other

terms and definitions:

- UAE.S GSO IEC 62552 -1: 2015 : Household refrigerating appliances – Characteristics and test

methods - Part 1: General requirements

- UAE.S GSO IEC 62552 -2: 2015 : Household refrigerating appliances – Characteristics and test

methods – Part 2: Performance requirements

- UAE.S GSO IEC 62552 -3: 2015 : Household refrigerating appliances – Characteristics and test

methods – Part 3: Energy consumption and volume

3. TERMS AND DEFINITIONS

For the purposes of this document, the terms, definitions and symbols in annex (1) are applied.

4. NATIONAL DEVIATIONS

The following national deviations shall apply to this regulation.

4.1 Electrical Safety

Products covered by this regulation shall comply with the requirements set by the reference Scheme for

Low-Voltage Equipment (LVE) under the Emirates Conformity Assessment Scheme (ECAS) and shall

acquire a valid Certificate of Conformity (CoC).

4.2 Test Voltage and Frequency

The following specifications shall apply to the test conditions required by this regulation.

4.3 Climate Class

Test conditions and specifications shall comply with the tropical climate class as specified below:

4.4 Plug Requirements

Appliance intended to be supplied with an electric plug for mains connection shall be supplied with a

BS 1363 plug configuration compliant to UAE.S/GSO IEC 60884-1:2007 and UAE.S IEC 60884-2-

1:2012. An example of the plug is shown below.

5. PRODUCT CATEGORIES

Refrigerating appliances are classified into categories as listed in Table 1.

Each category is defined by the specific compartment composition as specified in Table 2 and is

independent of the number of doors and/or drawers.

Nominal temperatures expressed in table 2 apply for determination of the EEI.

The refrigerating appliance shall be capable of maintaining the required storage temperatures in the

different compartments simultaneously and within the permitted temperature deviations (during the defrost

cycle) as defined in Table 3 for the different types of compartments.

Multi-use appliances and/or compartments shall be capable of maintaining the required storage

temperatures of the different compartment types where these temperatures can be set by the end-user

according to the manufacturer’s instructions.

6. CRITERIA FOR APPLYING THE ENERGY PERFORMANCE STANDARD

6.1 Declaration of rated values

The declaration of the rated shall be according to the following rules:

The declaration of the rated capacity shall be expressed in liter (l) as multiples of 1 liter

The declaration of the rated power shall be expressed in terms of watt (W) as multiples of 10 W

The declaration of the energy efficiency shall be expressed in % as a multiple of 0.1%

The rated annual energy shall be expressed in kWh as a multiple of 1 kWh

6.2 Determining the Energy Performance

6.2.1 General

The Minimum energy performance are based on the Energy Efficiency Index (EEI) which is established

from the comparison with a reference appliance.

Details for calculation of the EEI are given in annex B.

6.2.2 Energy Performance limits for Refrigerating Appliances

Refrigerating appliances within the scope of this Standard with a storage volume equal to or higher than

10 liters shall comply with the energy efficiency index limits in Table 4.

6.3 Acceptance criteria for market surveillance

The energy label shall be accepted as valid when a sample unit(s) tested meets the criteria specified in

table 5.

Frozen-food storage volume The measured value shall not be less than the rated value

by more than 10%

Energy consumption The measured value shall not be greater than the rated

value (E24h) by more than 10%

Power consumption of refrigerating

appliances with a storage volume

below 10 liters

The measured value shall not be greater than the limit

value laid down in by more than 0.10W at the 95%

confidence level

Specific beverage appliances The value of the relative humidity shall not exceed the

nominal range by more than 10%

7. LABEL AND CLASSIFICATION

7.1 Determining the energy efficiency class

The energy efficiency class for each product shall be determined as outlined in Table 4, with limit values

rounded to two decimals.

7.2 Design and placement of the label

The label shall be printed, visible, and fixed on both the product and the package.

The label shall be on the most prominent part of the product packaging to be easily visible to the

consumer.

The label format and layout design are provided in annex 3. (Will be provided later)

7.3 Information and values contained on the label

The following requirements shall be displayed on the energy efficiency label:

Logo of ESMA

QR code representing the main characteristics of the refrigerator, refrigerator- freezer or freezer,

this shall include the following items at least:

o Manufacturer name

o Trade name/mark

o Model number

o Country of origin

o Product category

o Rated power (W)

o Rated voltage (V)

o Rated Frequency (Hz)

o Net volume for food storage as expressed in (litre)

o Net volume for frozen storage compartment as expressed in (litres)

o Climate class shall be at least Tropical class

o Classification (unit-less)

o Annual energy consumption (AEC) in kWh

Energy efficiency class, which the product attained.

Storage Volume rounded to the nearest integer; the volume for food storage (if any) in liters.

Frozen food storage Volume rounded to the nearest integer and star rating of the compartment with

the highest share of that sum; where the refrigerating appliances has no frozen-food storage

compartment(s) the supplier shall declare ‘- L’ instead of a value and leave the position for star

rating blank; freezer (if any) in liters.

Annual energy consumption of the appliance.

Category of product.

General product information: brand name and model number.

8. MARKING AND INSTRUCTIONS

8.1 General information

The following information shall be marked on the nameplate of the refrigerator, refrigerator- freezer or

freezer in (Arabic and English).The marking shall not be on a detachable part of the unit and shall be

indelible, durable and easily legible.

Any information related to energy performance added on any part of the refrigerator, refrigerator- freezer

or freezer unit or packaging shall not have any ambiguity or lead to misunderstanding of the performance

of the unit.

8.2 Nameplate information

For compliance to this standard, the nameplate information shall include at least the following

information, along with the information required by safety standards/regulation issued in GSO member

states:

o Manufacturer name

o Trade name/mark

o Model number

o Country of origin

o Product category

o Rated power (W)

o Net volume for food storage as expressed in (liters)

o Net volume for frozen food storage as expressed in (liters)

o Climate class shall be at least Tropical class

o Rated voltage (V)

o Rated Frequency (Hz)

o Classification (unit-less)

o Annual energy consumption (AEC) in kWh

8.3 Instruction sheet

An instruction sheet or manual in (Arabic and English) shall be delivered with each refrigerator,

refrigerator- freezer or freezer. Tables, drawings and circuit diagrams may be depicted in English only.

The instruction sheet or manual shall include the following information as a minimum.

The information in the product fiche shall be provided in the following order and shall be included in

the product brochure or other literature provided with the type of product.

a) Supplier’s name or trade mark

b) Supplier’s model identifier

c) Category of the refrigerating appliance model.

d) Energy efficiency class of the model.

e) Annual energy consumption (AE ) in kWh per year, rounded up to the nearest integer. It shall

be described as: ‘Energy consumption “XYZ” kWh per year, based on standard test results

for 24 hours. Actual energy consumption will depend on how the appliance is used and where

it is located

f) Storage volume of each compartment and applicable star categories, if any

g) The design temperature of ‘other compartments’; for special beverage storage

compartments, the coldest storage temperature, either pre-set in the compartment or capable

of being set by an end-user and capable of being maintained continuously according to the

manufacturer’s instructions, shall be given.

h) The mention ‘frost-free’ for the relevant compartment(s(.

i) ‘Power cut safe “X” h’ defined as ‘temperature rise time’

j) ‘Freezing capacity’ in kg/24 h

k) ‘Climate class’

l) If the model is intended to be a built-in appliance, an indication to this effect

The information contained in the fiche may be given in the form of a copy of the label, either in color

or in black and white.

One instruction sheet may cover a number of refrigerating appliances models supplied by the same

supplier.

Annex ( 1)

Technical Terms and Definitions

For the purposes of this document, the following terms, definitions and symbols apply.

a. professional refrigerated storage cabinet: means an insulated refrigerating appliance integrating one or more compartments accessible via one or more doors or drawers, capable of continuously maintaining the temperature of foodstuffs within prescribed limits at chilled or frozen operating temperature, using a vapour compression cycle, and intended for the storage of foodstuffs in non-household environments but not for the display to or access by customers;

b. blast cabinet : means an insulated refrigerating appliance primarily intended to rapidly cool hot foodstuffs to below 10 °C in the case of chilling and below – 18 °C in the case of freezing;

c. Refrigerating appliance: insulated cabinet with one or more compartments that are controlled at specific temperatures and are of suitable size and equipped for household use, cooled by natural convection or a forced convection system whereby the cooling is obtained by one or more energy-consuming means

Note 1 to entry: From the point of view of installation, there are various types of household refrigerating appliances (free-standing, portable, wall-mounted, built-in, etc.).

d. Refrigerator: refrigerating appliance intended for the storage of foodstuff, with at least one fresh

food compartment

e. Refrigerator-freezer: refrigerating appliance having at least one fresh food compartment and at

least one freezer compartment

f. Frost-free refrigerating appliance : refrigerating appliance in which all compartments are

automatically defrosted with automatic disposal of the defrosted water and at least one compartment is cooled by a frost- free system

g. Freezer : refrigerating appliance with only frozen compartments, at least one of which is a

freezer compartment

h. Special beverages storage appliance : refrigerating appliance that has no compartment other

than one or more Special beverages storage compartment(s)

Note 1 to entry: An appliance containing any compartments which do not fulfil all requirements as specified for Special beverages storage compartments under Annex G cannot be categorised as a Special beverages storage appliance.

i. Built-in appliance: refrigerating appliance intended to be used whilst fastened in an enclosure or

secured in a prepared recess in a wall or similar location

j. Foodstuff: food and beverages intended for consumption

k. Rated: value declared by the manufacturer (e.g. volume, energy consumption, usage)

l. Compartment : enclosed space within a refrigerating appliance, which is directly accessible

through one or more external doors, which may itself be divided into sub-compartments

Note 1 to entry: The requirements for the following compartment types are specified in

Table 2 of IEC 62552-2:2015 and Table 1 of IEC 62552-3:2015

Note 2 to entry: Throughout this standard, unless specified otherwise, "compartment" shall be taken to mean compartment and/or sub-compartment as appropriate for the context.

m. Sub-compartment: permanent enclosed space within a compartment which has a different operating temperature range from the compartment within which it is located

n. Convenience feature : enclosure, or a container (either fixed or removable by the user), in which

suitable storage conditions are provided for designated types of foodstuff

Note 1 to entry: These conditions may be different from those of the compartment in which it is located.

o. Variable temperature compartment : compartment intended for use as two (or more) alternative compartment types (e.g. a compartment that can be either a fresh food compartment or freezer compartment) and which is capable of being set by a user to continuously maintain the operating temperature range applicable for each compartment type claimed Note 1 to entry: A compartment intended for use as a single type but that can also meet additional types (e.g. a chill compartment that may also fulfil zero-star requirements) is not a variable temperature compartment.

p. Freezer compartment: compartment that meets three-star or four-star requirements

Note 1 to entry: In certain instances, two-star sections and/or sub-compartments are permitted within the compartment.

q. Fresh food compartment: compartment for the storage and preservation of unfrozen foodstuff

r. Cellar compartment : compartment for the storage of foodstuff at a temperature that is

warmer than that of a Fresh food compartment

s. Chill compartment : compartment for the storage of highly perishable foodstuff

t. Ice-making compartment : compartment specifically for the making and storage of ice

Note 1 to entry: an ice-making compartment is classified as a zero-star compartment or a frozen compartment.

u. Ice mould : form in an automated icemaker which is automatically filled with water and from which the ice cubes are automatically ejected

v. Ice cube tray : removable tray which is manually filled with water and from which ice cubes are

manually ejected

w. Note 1 to entry: Ice cube trays with water are used as load in order to determine load processing

efficiency. See Annex G of IEC 62552-3:2015.

x. Zero-star compartment: compartment in which the temperature is not warmer than 0 °C that can be used for the making and storage of ice but is not suitable for the preservation of highly perishable foodstuff

y. unfrozen compartment :any of the following compartment types: zero-star, chill, fresh food,

cellar, Special beverages storage or pantry

Note 1 to entry: although ice-making compartments and zero star compartments operate below zero, they are configured as unfrozen compartments for energy and performance tests in this standard.

z. frozen compartment : any of the following compartment types: one-star, two-star, three-star,

four-star

Note 1 to entry: frozen compartments are classified according to temperature, see 3.3.16.1 to 3.3.16.4.

aa. one-star : compartment where the storage temperature is not warmer than –6 °C

bb. two-star :compartment where the storage temperature is not warmer than –12 °C

cc. three-star : compartment where the storage temperature is not warmer than –18 °C

dd. four-star : compartment where the storage temperature meets three-star conditions and where

the minimum freezing capacity meets the requirements of Clause 8 of IEC 62552-2:2015

Note 1 to entry: In certain instances, two-star sections and/or sub-compartments are permitted within a four- star compartment.

ee. Volume : space within the inside liner of the refrigerating appliance, or a compartment or sub compartment as determined in IEC 62552-3

ff. energy consumption : energy used by a refrigerating appliance over a specified period of time or

for a specified operation as determined in accordance with IEC 62552-3 stated in kWh (kilowatt

hour) gg. average power consumption : average rate of energy consumption of a refrigerating

appliance for a specific test condition or operation as determined in accordance with IEC 62552-3 measured in watt (W)

hh. storage temperature : temperature which the refrigerating appliance is capable of

maintaining in accordance with 6.5 of IEC 62552-2:2015

ii. target temperature : reference compartment temperature which is used for determining

energy and average power consumption attributes in IEC 62552-3

Note 1 to entry: Target temperatures are air temperatures. See Annex D.

jj. automatic defrost :defrosting where no action is necessary by the user to initiate the removal

of frost accumulation at all temperature-control settings or to restore normal operation, and the disposal of the defrost water is automatic

kk. manual defrost :defrost that is not an automatic defrost

ll. ambient temperature : measured temperature in the space surrounding the refrigerating

appliance under test

Note 1 to entry: The ambient temperature for each test type is measured as specified in Annex A of this Part and its value is as specified in IEC 62552-2:2015 and IEC 62552-3:2015 of this standard as applicable for the particular test.

mm. frost-free : automatic defrost system to prevent the permanent formation of frost on a remote evaporator or evaporators

nn. temperature control : device that is intended to automatically regulate the temperature within one or

more compartments

Note 1 to entry: Unless otherwise stated, a two position (e.g. open or closed) control is not included within the meaning of a temperature control.

ANNEX B – Calculation of the energy efficiency index (EEI)

1- General conditions for testing:

- for refrigerating appliances with anti-condensation heaters that can be switched on and off by the

end-user, the anti- condensation heaters shall be switched on and — if adjustable — set at

maximum heating and included in the annual energy consumption (AE) as daily energy

consumption (Edaily);

- for refrigerating appliances with ambient controlled anti-condensation heaters, the ambient

controlled electric anti- condensation heaters shall be switched off or otherwise disabled, where

possible, during the measurement of energy consumption;

- for refrigerating appliances with dispensers that can be switched on and off by the end-user, the

dispensers shall be switched on during the energy consumption test but not operating;

- for the measurement of energy consumption, variable temperature compartments shall operate at

the lowest temperature that can be set by the end-user to continuously maintain the temperature

range, as set out in Table 2, of the compartment type which has the lowest temperature;

- for refrigerating appliances that can be connected to a network, the communication module shall

be activated but there is no need to have a specific type of communication or data exchange or

both during the energy consumption test. During the energy consumption test it has to be ensured

that the unit is connected to a network;

- for the performance of chill compartments:

(1) for a variable temperature compartment rated as a fresh food and/or chill compartment, the

energy efficiency index (EEI) shall be determined for each temperature condition and the highest

value shall be applied;

(2) a chill compartment shall be able to control its average temperature within a certain range

without user-adjust­ mends of its control, this can be verified during the energy consumption

tests at 16 °C and 32 °C ambient temperature;

- for adjustable volume compartments, when the volumes of two compartments are adjustable

relative to one another by the end-user, the energy consumption and the volume shall be tested

when the volume of the compartment with the higher target temperature is adjusted to its minimum

volume;

- the specific freezing capacity is calculated as 12 times the light load weight, divided by the

freezing time to bring the temperature of the light load from +25 to - 18 °C at an ambient

temperature of 25 °C expressed in kg/12h and rounded to one decimal place; the light load weight

is 3,5 kg per 100 liter of the compartment volume of the frozen compartments, and shall be at least

2,0 kg;

- for 4-star compartments, the specific freezing capacity shall be such that the freezing time to bring

the temperature of the light load (3,5 kg/100 l) from +25 to - 18 °C at an ambient temperature of 25

°C, is smaller than or equal to 18,5 h;

- Tropical climate class T (+16 to +32). is the only climate class allowed for refrigerators, refrigerator-

freezers and freezers in the GCC member states.

2- Determination of the EEI:

Energy efficiency index EEI, expressed in % and rounded to the first decimal place, calculated as:

EEI = AE / SAE.

3- Determination of the AE:

For all refrigerating appliances the energy consumption AE shall be determined by testing at an

ambient temperature of 16 °C and 32 °C.

AE, expressed in kWh/a and rounded to two decimal places, shall be calculated as follows:

AE = 365 × Edaily /L + Eaux

With:

- The load factor L = 0.9 for refrigerating appliances with only frozen compartments and L = 1.0 for

all other appliances; and

- With Edaily, expressed in kWh/24h and rounded to three decimal places calculated from ET at an

ambient temperature of 16 °C (E16) and at an ambient temperature of 32 °C (E32) as follows:

Edaily= 𝐸16 × 0.3 + 𝐸32 × 0.7

Where:

- E16 and E32 are derived by interpolation of the energy test at the target temperatures set out in Table 2.

- Eaux, expressed in (kWh/year) and rounded to three decimal places.

Eaux is limited to the ambient controlled anti-condensation heater and is determined from the

heater’s power consumption at ambient temperature and humidity conditions, multiplied with the

probability that this ambient temperature and humidity condition occurs and summed; this result is

subsequently multiplied with a loss factor to account for heat leakage into the compartment and its

subsequent removal by the refrigeration system.

For all tests, should conduct at ambient temperatures of 16 °C and 32 °C. In addition, Relative

Humidity at 60 to 70 % with mid-point 65% . It is the responsibility of the manufacturer to provide the

temperature and humidity data to the laboratory to prepare the test report.

4- Determination of the standard annual energy consumption (SAE):

For all refrigerating appliances SAE, expressed in kWh/a, and rounded to two decimal places, is

calculated as follows:
