INTRODUCTION1. In ١ an effort to help meet the need for developing local expertise in international trade law, particularly in the developing countries, the United Nations Commission on International Trade Law (UNCITRAL), at its second session held at Geneva in March 1969, decided, among other things, to request the Secretary-General:

"to take the necessary steps to add the names and relevant particulars of experts in international trade law for inclusion in a supplement to the Register of Experts and Scholars in International Law as described in paragraph 36 (ii) (a) of the report of the Secretary-General" (A/CN.9/27)• 1/

2. Pursuant to this decision, the Secretary-General, by a note verbale dated25 February 1970؛ requested Governments to submit the names, with particulars, of their nationals deemed to be qualified, by their experience and distinction in the various fields of international trade law, to be placed in the supplement to the register mentioned above.. The Secretary-General explained that account should be taken of the fact that experts whose names were submitted should have expressed willingness to make themselves available for service in developing countries, so that the supplement could be a useful source for selection of experts required by those countries.3. In response to the Secretary-General's note, 23 Governments have submitted the names and relevant particulars of the experts and scholars included in this supplement. The information is given in the original language except for Russian material, and it has been edited and arranged as far as possible under the following headings: name, present position, educational and professional qualifications, professional experience, fields of special interest, languagesand major publications. (With respect to publications, limitations of space have restricted listings to the titles of books.)U. The register will be subject to revision from time to time.
