Moke America did not submit any declaration for these vehicles to I· PA. On or about May 2-1. 2017. Mokc America imported 12 motor vehicle engines described as "gasoline engines" under entry No. 906-0101206-8. ·1 he EPA declaration submitted by the importer via ACE (EPA Doc ID 942) for entry No. 906-0101206-8 h:.id ··cock \V" checked. indicating that these engines are ··non-chassis-mounted engine to be used in a light-duty vehicle or light-duty 1rucJ.. or moton.:~ cle '' hich b cum:ntl) covered by ;111 EPA ccnilicate or" ill be covered by :.in l: l'A ceni licate prior to introduce ion into commerce." The ACF Dccl:.iration also stated that these engine-. \\ere built in 2017 and \\ere covered under EPA Engine I ;1111il~ CJOYXOl.IATV.

In 'uppon of thi' shipment of engine-,. i\loke America also submitted to CBP a copy of an EPA Certificate of Confom1ity (COC) '"ucUbmit any declaration infonnation to EPA regarding the importation of the body shells but Moke America did suhmit an ACE declaration to the Department of Trnn~ponation for Entry No. 906-0 I 002358. arriving on or about \la) 26. 2017. for imponation on behalf of Monte C:.irlo Minis Limited. Inc .. (MCM) of bodies and other pans sufficient to J"emhlc complete motor \chicle!> (minus the engines). CAP provid..-d to EPA a copy ofa contract bct\\Cen Mokc America and \IC:\l undcr \1hich :-.toke America ships !\toke vehicle pans to !\ICM. and !\ICM assembles them into complete. operational \chicle, and ohiains title for the "'~cmhkd vehicles.

I h..- importation of the engines !>cparatcl) from the body shell!>. and the importation of all the pan~ necessary to assemble complete \chide\. ~uggc~ts to EPA that the i111poner may consider these vehicles to be pans not subject to EPA certification requirements.
