Prices have continued to strengthen, especially in the past 2 months, as commodity prices in general have risen and the value of the dollar as dropped. Since September, price quotes for U.S. #2/4 have jumped $66 per ton to $478 per ton, the highest since March 1994. U.S. export commitments are 44 percent higher than a year earlier, mostly due to heavy forward buying by regular customers. In Thailand, the world’s largest exporter, 100 B quotes are up $8 per ton from a month ago to $340. Global prices are also being supported by export bans imposed by Vietnam (on all rice) and India (on non-basmati and high-value rice only). Until these bans are lifted, Thailand, the United States, Pakistan, and China will be the only major suppliers of rice to global markets. Global prices will likely remain strong throughout 2008, as global ending stocks in 2007/08 are projected to be the smallest in 25 years. Rising production costs will also continue to push rice prices higher. Grain: World Markets and Trade

World rice exports are projected at a record level in 2008. Prices have continued to strengthen, especially in the past 2 months, as commodity prices in general have risen and the value of the dollar as dropped. Since September, price quotes for U.S. #2/4 have jumped $66 per ton to $478 per ton, the highest since March 1994. Russian Shipments Propelled on Strong Demand: The Russian export pace exploded in the last 3 months due to demand in the Mediterranean and the Middle East. With lower EU-27 exportable supplies and Ukraine’s imposition of a highly restrictive export quota, many buyers in the region have been looking for alternate suppliers. For the last few months, primarily the United States, Canada, and Russia had wheat to offer for sale. However, Russia has a clear logistical and price advantage due to proximity, which translates into lower freight rates, and sells cheaper lower quality wheat. This is relevant since some buyers in the region are price sensitive, such as Egypt, Yemen, and Tunisia. Another reason for part of the escalation in shipments was because Russia announced a 10 percent export tax starting in November. Russian competition has not stopped higher U.S. exports to the region, as buyers have been scrambling for supplies of higher quality wheat such as HRW and durum, as well as lower protein classes such as SRW.

PRICES: Domestic: For October, wheat prices for all classes plunged on slowing export sales and import demand. For the month, Hard Red Winter (HRW) fell $26 per ton, Hard Red Spring (HRS) fell $10, Soft Red Winter (SRW) fell $28, and Soft White (SWW) fell $29.

TRADE CHANGES IN 2007/2008 Selected Exporters

• Argentina is up 1.0 million tons to 11.0 million on higher production.

• Australia is down 500,000 tons to 8.0 million, the lowest in 13 years, on lower

production due to devastating weather conditions. • EU-27 is down 500,000 tons to 9.5 million because of a sluggish export license pace, a 9-

year low. Selected Importers

• Azerbaijan is up 300,000 tons to 1.0 million on expected strong demand. • China is down 300,000 tons to 200,000 because of higher production that reduces the

need for additional purchases. • India is down 1.0 million tons to 2.0 million due to high international prices and less

reliance on the international market by the Public Distribution System (PDS). • South Korea is down 400,000 tons to 3.0 million on expected smaller imports of feed-

quality wheat.

Domestic: U.S. #2/4 long grain milled rice quotes are up from last month to $467 per ton, FOB. The spread between comparable qualities of Thai and U.S. rice is $127 per ton compared to $140 per ton this time last year. California medium grain #1/4 prices are up $40 per ton from last month to $600 per ton, FOB. TRADE CHANGES FOR 2008 Selected Exporters

• India is lowered 700,000 to 3.4 million tons as the export ban is expected to continue.

• Vietnam is increased 300,000 to 5.0 million tons in expectation of a bumper crop and high world prices and the expectation of the lifting of the export ban as new supplies become available in early 2008.

• United States is raised 100,000 to 3.4 million tons in anticipation of greater demand

from major trading partners. Selected Importers

• Bangladesh is increased 400,000 to 800,000 tons due to tight supplies • Brazil is lowered 100,000 to 800,000 tons.

• Iraq is lowered 200,000 to 1.1 million tons as high prices and shipping rates are expected

to slow imports.

TRADE CHANGES FOR 2007 Selected Exporters

• China is down 100,000 to 1.3 million tons due to a slow export pace. • India is lowered 200,000 to 4.0 million tons as a result of the October 9, 2007 export ban

on higher priced non-basmati rice.

• Pakistan is down 100,000 tons to 3.0 million tons as a result of slow shipments. Selected Importers

• Afghanistan is lowered 100,000 to a record 150,000 tons due to the slow import pace. • Bangladesh is decreased 100,000 to 650,000 tons reflecting a slower shipment pace.

• Iraq is down 100,000 to 700,000 tons based on pace to date.

COARSE GRAINS: WORLD MARKETS AND TRADE PRICES: Domestic: U.S corn export prices averaged $172 per ton in October, up over $5 from September prices. Strong export demand and indications of a smaller crop have kept prices firm. Sorghum prices remain high (although down $12) at $201 per ton because of solid foreign demand.

TRADE CHANGES IN 2007/2008 Selected Exporters

• India corn is doubled to 500,000 tons because of improved crop prospects.

• South Africa corn is boosted by 200,000 tons to 1.0 million. New crop supplies will find

strong regional demand.

• Australia barley is slashed 300,000 tons to 2.0 million due to a cut in production. • EU-27 barley is up 200,000 tons to 4.2 million because of steady demand from North

Africa and limited competition.

• United States barley is up 500,000 tons to 1.0 million, the highest in 7 years, because of strong sales to Japan.

• Argentina sorghum is boosted by 200,000 tons to 1.0 million due to strong demand

from EU- 27 as evidenced by new-crop export registrations.

• United States sorghum is raised 400,000 tons to 7.0 million, the highest in 16 years, due to strong demand from EU-27.

Selected Importers

• Canada corn is boosted by 300,000 tons to 2.3 million because of strong purchases.

Corn is very competitive against other grains, which have attractive international prices and are being exported.

• Japan corn is raised 200,000 tons to 16.3 million reflecting a more gradual slowdown in

meat production.

• South Korea corn is cut by 300,000 tons to 8.8 million (following a similar cut with final trade data for 2006/07). Although corn is continuing to substitute for scarce feed-quality wheat, other nongrain feed ingredients (e.g., distiller’s grains and tapioca) are reducing the need for corn.

• Venezuela corn is boosted by 200,000 tons to 500,000 in light of strong poultry

production.

• Saudi Arabia barley is boosted 200,000 tons to 6.0 million as imports are not expected to be effected by high prices (2006/07 was increased 300,000 tons based on updated trade data).

• United States barley is raised 150,000 tons to 300,000 because of tight stocks resulting

in an increased need for Canadian malting barley supplies. • EU-27 sorghum soars by 700,000 tons to a record 3.7 million. Import licenses and

outstanding purchases of U.S. sorghum reflect the shortage of feed grains.

• Mexico sorghum is cut by 500,000 tons to 2.0 million, the lowest in over a decade, due to a higher crop estimate, the slow pace of sales, and availability of U.S. corn.

TRADE CHANGES IN 2006/2007 Selected Exporters

• Argentina corn is up 500,000 tons to 15.5 million as shipments continue at a record pace.

• Paraguay corn is raised nearly 250,000 tons to 2.0 million, a record, with final trade

data. The country has expanded trade with Brazil. (Brazil’s imports are raised 150,000 tons to 1.2 million, the highest in 7 years.)

Selected Importers

• Egypt corn is raised 200,000 tons to 4.8 million based on near-final trade data. • South Africa corn is raised 200,000 tons to 1.0 million, the highest in over a decade,

amid reports of tightening supplies.

• China barley is dropped 173,000 tons to 1.1 million based on final trade data and reflects tightness in the global malting barley trade because of reduced Australian exportable supplies.
