REPORT OF THE INSPECTION COMMITTEE ON ITS VISIT TO THE

SURESH GYAN VIHAR UNIVERSITY (A PRIVATE UNIVERSITY), JAIPUR, RAJASTHAN FROM 21ST TO 22ND DECEMBER, 2009

I. BACKGROUND OF UNIVERSITY: Incorporation Suresh Gyan Vihar University is established by Government of Rajasthan in the year 2008 vide Suresh Gyan Vihar University Act, 2008 (Act no. 16 of 2008) as a self financed private University. The Sponsoring Body Sahitya Sadawart Samiti, Jaipur the sponsoring body for incorporation of the University is a registered society. (Reg. No. 133 of 1956-57) and serving for education since last 5 decades. Sahitya Sadawart Samiti has been involved in several formal and informal educational activities for social upliftment. Apart from this the Samiti is presently running 10+2 level schools affiliated through CBSE and Rajasthan state board for promotion of Hindi medium, Sanskrit medium and English medium education as well. Infrastructure Suresh Gyan Vihar University is situated at Mahal Jagatpura, Jaipur over 32 acres of land. This main campus has around 8 lac sq. ft. constructed area with various facilities for academic and co-curricular activities. The University is presently conducting courses and research activities in Engineering, Pharmacy, Bio-sciences, Business, Hotel Management and Education through more then 50 programs at UG and PG level. The University has more than 100 sophisticated laboratories and around 75 lecturer theatres along with tutorials, faculty areas, libraries, administrative block, hostels, guest house, and students activity centers. Overall campus comprises of fifteen stupendous buildings and two international level play grounds. Presently University consists of more than 300 teaching/non teaching faculties and around 250 associate staff for overall fine functioning of the University. The University is having a student intake of around 2000 and overall strength of students is around 4500.


Approvals & Accreditations The School of Technology is successfully running since year 2000 & is the backbone of the University. Initially the School got AICTE approval for specialization in three branches viz Electronics and Communication, Mechanical Engineering, Computer Science with an intake of 60 each. In the coming years the School further got Information Technology & Electrical Engineering approved by AICTE having the same intake of 60 each. Finally in the year 2007 three out of five branches i.e. Mechanical Engineering, Computer Science Engineering, and Electronics & Communication got NBA Accreditation. The school is a decade old now and has a long list of proud Alumni. The next milestone in the growing years of Gyan Vihar was School of Pharmacy. The school came into existence in the year 2003 and is duly approved by AICTE & PCI. Besides providing a four year degree course for B.Pharma aspirants the School is also open for M.Phama applicants with specialization in Pharmacognosy, Pharmaceutics, Pharmacology, Quality Assurance, Pharma Chemistry. Another land mark in the history of Gyan Vihar is School of Hotel Management. The School got it’s recognition in 2004 and has got AICTE approval. The course has an intake of 60 seats. It is one of the best & most recognized hotel institutes in the state providing a degree in Hotel Management. Another feather in the cap is School of Management & Commerce, one of the most significant and premier management institutes since last five years. Currently courses like BBA, MBA dual and specialized course in MBA with Marketing, Finance HR, IB & IT are running. Last but not the least Gyan Vihar ISBM is running PGDBM which is approved by AICTE. Placements Gyan Vihar University has anchored many top companies for all branches and results are compelling as a significant number of students were selected in the campus placement. The continuous effort made by the placement department in the successive years has managed to place the students in top fortune 500 companies with an average package of 3.5 lakhs p.a. The corporate has shown deep inclination to short-list the students of Gyan Vihar University. The University has earned the reputation in the field of placements by striving hard in building long term relationships with our recruiters. Recently the University has conducted 27 campus events in last three months. To name a few : India Bulls, Clarks Amer, Bharti Maxtel, J.K. Cement, Norvech Coxta Technologies, HH Biotech, Toyahoo India., Infosys, Cryo Bank, Pyrotech Electronics Pvt. Ltd., Metropolic Paper Industry, Vibrantworx Techserve Pvt. Ltd. Training and placement cell addresses a wide range of career opportunities for the students and is involved in the coordination, administration and management of various career planning and placement programmes. University keeps a close liaison with the industries through its training and placement cell. The T&P department prepares the students to come


up with the expectations of the industry. The Students are groomed to be fit for the corporate. It is our continuous endeavor to host the visit of placement teams in our campus.

Suresh Gyan Vihar University, Jaipur is a multifaceted university has emerged as a leading research oriented educational institute covering entire gamut of formal education like Engineering Management, Pharmacy, Bioscience, Education, and Hotel Management. The University’s research and development department expresses a commitment to disciplinary excellence across the spectrum of Science, Technology, Management, Pharmacy and Education. It has undertaken several research projects in different area to combat the different challenges on the human and social impact of development in various disciplines. The creation of new knowledge through basic research, which is the ultimate source of innovation society, is the ultimate aim of the university. Research in Suresh Gyan Vihar University will continue to be driven by the initiative of research either pursuing their own individual research project or acting in collaboration with other departments. It offers research programmes, leading to the award of Ph.D degree. The University encourages and provides excellent opportunity for research in multidiscipline area. The university has a research board headed by Dean, Research, while other Dean & Professors are the ipso-facto members of the Board. Currently 91 supervisors are looking after research work of 140 research scholar in different disciplines. The university has established an advance research center near Sambhar Lake to study the effects of climatic changes & their remedial measures to mitigate the effects. Apart from the

29. Examination System.

1. To appear at any examination as regular student, he/she shall be required to put in a minimum of 75% attendance in each subject theory and practical separately.

2. No candidate shall to be allowed in the examination centre without having admit card / permission letter

3. No candidate shall use unfair means or indulge in disorderly conduct in connection with examination.

4. Punishment: A candidate found guilty of unfairmeans or disorderly conduct in connection with examination shall at the discretion of the Unfairmeans committee be punished with one or more of the following:

(i) Cancellation of the result of the paper in which he is found guilty and / or

(ii) Cancellation of the result of the examination for which he was a candidate and / or

(iii) Debarring the candidate from appearing at any future examinations of the University for a stated period and / or

(iv) Any other punishment deemed suitable by the Unfairmeans committee

5. Division will be awarded in the final semester result as per the following norms:

A member of faculty, who holds a “regular” position in the University, is entitled to several benefits, an outline of which is given below: A. Conferences/ Papers

1. Incentives for attending International conference/ publishing papers at International level.

A cash prize of 5000 (In INR) will be awarded to the members of faculty for participation in one or more conferences abroad, provided the faculty is to present a paper or chair a session, or for getting papers published at International level.

2. Incentives for attending National conference/ Publishing papers at National level.

A cash prize of 2500 (In INR) will be awarded to the members of faculty for participation in one or more conferences in India at National level, provided the faculty is to present a paper or chair a session, or for getting papers published at National level.

3. Incentives for attending Intra-State conference/ publishing papers at State level.

A cash prize of 1000 (In INR) will be awarded to the members of faculty for participation in one or more conferences in India at state level, provided the faculty is to present a paper or chair a session or for getting papers published at State level.

B. Book Writing

1. A cash prize of 5000 (In INR) will be awarded to the members of faculty for getting a book published through an ISSN No.

2. A cash prize of 2000 (In INR) will be awarded to the members of faculty for getting a book published through an ISBN No.

C. M. Tech.

One increment will be provided to any member of faculty, after M. Tech. degree, from the time of submission of documents.

Two increments will be provided to any member of faculty, after Ph.D. degree, from the time of submission of documents.

E. Research Projects

If any of the members of faculty does a Research project financed by some Government or Private agency, 2% of the total expenses incurred in the Project will be reimbursed to cover the expenses.

To encourage & promote bright students, Gyan Vihar University has provision for 100 % scholarships under 3 different categories:

1. Free-ship

This is further divided into following: (i) Candidates scoring 92% and above in their qualifying

exams are given total freeship,


(ii) Those who secure between 90-92% have to pay only 50% of the total fee.

(iii)Wards of SGVU employees are provided the remission of the tuition fee by 50%. During the course of study, in case of any unforeseen event or mishap, if the parents of the student die, then the student is given total exemption from the tuition fee.

2. Fellowship (For Post Graduate & Research Students)

(i) Students of second year, M. Tech. and M. Pharma., are awarded fellowship in form of Teaching Assistantship of Rs. 8000/- per month. Students for fellowship program are selected on the basis of their performance in 1st year.

(ii) Full time scholarships may also be considered for Teaching Assistantship on the basis of merit

3. Scholarship

Suresh Gyan Vihar University helps students in getting scholarships from the following sources: (i) Scholarships to S.C., S.T., O.B.C., and Minority

Category students are provided by Social Welfare Department. These category students get the scholarship equal to the amount of various fees deposited by them.

(ii) Scholarship up to Rs. 300/- per month is granted by Board of Secondary Education Rajasthan, Ajmer to the wards of teachers who are pursuing Technical, Medical, or Professional Courses from the Teachers Welfare Fund.

(iii)Technical Education Department of Government of Rajasthan provides scholarship to student in B.E. / M.C.A. / M.B.A. courses in the Technical Institution of the State. The scholarship under this scheme is provided on the merit-cum-need basis. The scholarship amount is Rs. 7,500/- per annum per student. The scholarship amount is doubled to Rs. 15,000/- if the courses of study of student are NBA accredited. Since


our three branches (E & C, Comp. Sc., and Mechanical) of the Engineering are accredited by NBA; therefore, students studying in these branches are benefited.

38. Sports and Games facilities with details.

The University is providing following sports facilities for various outdoor games like - Basket Ball,

- Foot Ball - Volley Ball - Badminton, - Lawn Tennis - Cricket, etc. -

The University has also provided indoor games facilities like

- Carom Boards - Chess - Table-Tennis, etc. at the University and Hostel

premises.

39. Hostel facilities available, if any.

The campus presently has separate hostel facilities for boys

and girls. No of seats in various hostels are as follows:

Girls hostel: 205

Boys Hostels: 545

The administration of hostel is taken care off by a faculty

member for boys hostel and girls hostel respectively as the

Hostel Wardens. The overall charge of student's discipline

and hostel administration vests in the Chief Warden. All

the hostel rooms are provided with LAN connectivity with

24 hours internet through the main server of the academic

block. The rooms are well furnished, airy with attached

bathrooms, proper house keeping facilities, and telephone

facilities and are equipped with a number of amenities viz:

reading rooms, mess and additional sports facilities like

table-tennis rooms, chess and carom rooms. The hostel is

also connected with outdoor sports centers for lawn-tennis,

basket-ball, volley-ball and badminton. The hostels are


equipped with generators in order to provide 24 hour's

electricity supply, water heaters, water freezer etc. Two

hostels will be operational within 1 month’s time. The area

detail of Hostels is as follows:

1. The University is financially sound and capable to meet the present requirement.

2. The University has good infrastructure to accommodate the existing schools. The

construction activities in the campus are in progress in a significant way.

3. The Board of Governors consists of prominent industrialists and academicians

who are continuously extending support and guidance to the University.

4. The University has good curriculum, teaching and learning process, examination

and evaluation system.

5. The University has well established eligibility criteria for admission to courses.

6. The University has representation of students from a large number of states.


7. University has provision of scholarships on the basis of merit and merit-cum-

means. The broad range of scholarships available to students is as per the

University policy.

8. The Expert Committee found that the faculty members and students were

generally satisfied with the functioning of the University by the management.

IV. Specific Observations of the AICTE Nominee:

1. The University has adequate infrastructure and academic facilities to offer the

courses and further additions and renovations are being carried out.

2. The University has large number of regular faculty. However, most of them do

not have Ph.D. qualification. The University should encourage the faculty to

attain Ph.D. Degree.

3. University should recruit Ph.D. qualified faculty to fill in the positions/likely

vacancies at the earliest possible.

V. Suggestions of the Committee.

University needs to procure additional and latest equipments required for conducting

practical and carrying out research programmes especially in Microbiology and

Biotechnology. Additionally, there is a need to procure equipments like NMR. IR

Mass spectroscope etc. as these are necessary for meeting the requirement of courses

like quality assurance and analytical pharmacology

The University should involve industry personnel in curriculum development and

teaching. The University should explore the possibility of entering MoUs with the

corporate and institutions and the faculty should develop interactions with industry

by undertaking joint projects and should formulate research projects and compete to

obtain external funding.


University should take necessary steps to recruit more faculty members having a

Ph.D. Degree.

University should be asked to adopt the UGC (Minimum Standards and Procedures

for Award of M.Phil./Ph.D. Degree), Regulations, 2009 dated 1st June 2009 as it is

applicable to every University.

University may create residential facility for the faculty at the earliest.

University may be asked to bring down the fees of the courses for needy and brilliant

students, if possible.

University should establish Health Centre with full time medical officers, appoint a

Director (Physical Education) so that the sports activities are geared up. University

should establish a Counseling Cell for the students.

The examination fee especially the late fee for appearing in the examination should

be rationalized to protect the interest of students.

Every student should be provided a Brochure containing all relevant information in

respect of examinations and evaluation system well in advance. The University

should be advised strongly against claiming distinction and excellence based on

erroneous data and advertising its courses and programmes in a way that misleads the

general public and the student community.

It should be brought to the notice of the University that service of the faculty

members may not be availed for advertising for admission and that private institutes

run by faculty members or any member of the management may not be used by the

University to enlist admission or give training to the students of the University.

It is most essential that faculty members receive adequate training by enabling them

to participate in refresher / orientation courses and undergo training. The University

should fund the faculty improvement programme towards this end.


The University should earmark a certain percentage of the revenue generated for

research undertakings by faculty members as well as support the participation of

faculty members in international conferences / seminar etc.

It will be necessary for the University to support expenditure for high end laboratory

equipment and this must be done expeditiously.

The University should introduce a rational salary structure, consistent with the standards as set-out in terms of Sixth Pay Commission recommendation as soon as possible.

The UGC should review the implementation of the recommendations of the Committee by the University within three years.

IV. Recommendations of the Committee:

In view of the above facts and observations, discussion with students, teachers and members of management, the Expert Committee is of the opinion that the Suresh Gyan Vihar University, (A Private University), Mahal Jagatpura, Jaipur, Rajasthan, established by an Act of State Legislature, is a fit case for recognition by the UGC and unanimously recommends for the same. This Committee is also of the view that the University may be asked to take suitable corrective measures on the suggestions made above by us and submit the compliance to the UGC.
