1* INTRQDJICTIQN
1«1 Development and planning are interrelated; the process
of development commences with planning and engineering studies
from which development plans and programmes are prepared. The
implementation of the plans starts with the reclaiming or
acquisition and clearance of land followed by the necessary site
formation and provision of essential engineering services. The
land then becomes available for the provision of housing,
industrial, commercial uses, government, institutional and
community facilities etc. to cater for its design population
build-up. The planning aim is to achieve, as far as
practicable, a balanced development, both by stages and upon
completion of the programme •
1*2 This document sets out the programme of public works
in the district now planned for the ten years, say 198%/85 to
1993/9** inclusive and forecasts the financial resources as
required over a 5- year period starting from 198 /85* ^t
includes all works items currently anticipated as necessary for
completing the development as now planned and those projects
already included as Capital Works items in the Public Works
Programme which the Government is directly involved, e*g* the
numerous items for buildings, engineering (civil and highways),
and waterworks*

1.3 The Mass Transit Railway Corporations yrojertt, are
not included in this programme as they have be^n isn-jrced by
means of the compensating land premium.
1.4 The planning layouts presently a'/ai-UJxie for guiding
the development of the district cover an area of about 1 ?20
hectares with a proposed design population of approximately
292 300 persons upon full development*
1«5 This works programme is somewhat dili'erent from the
version of the development programmes for the Mew Towns
prepared by New Territories Development Department, e*g* the
district works items have been grouped into "geographical
areas" closely related to the boundaries of the Tertiary
Planning Units concerned as well as the District Board* s
Constituencies instead of a series of "development packages".
It is considered that early assessment of the shortfall in the
provision of community facilities for the "geographical areas"
can thus be made together with recommendations for achieving
the theoretical balanced development, whenever practicable*

submissions to Public Works Sub-Committee of the Finance
Committee for all P.W.P. items are co-ordinated by the
respective Government departments concerned to ensure that,
whenever possible, the goal of balanced development is
achieved •

1*7 The terminology and methodology adopted in the
programme are same as those of other divisions of the T^
Area Development Organisation** However, sucu details are
omitted from this programme and shall be supplied for
reference by the CPV/0 of Central and Western District in the
Urban Area Development Organisation upon request*
1«8 An Index of Public Works projects is included and it
is worth noting that some Urban Council projects which are
implemented under the U»C« Kinor Project Block Votef have not
been included in Part k and Part 7 of this programme*
2. BACKGROUND. AND .GENERAL. DESCHIPTIQN
2»1 The Central and Western district extends from the
Royal Hong Kong Police H*Q« in the East to Kennedy Town in the
West with its Southern boundary along Mount Davis Road
detouring to the ridge of High West down to Magazine Gap
terminating at the waterfront east of Tamar through Konmouth
Path and Royal Hong Kong Police H.Q»^ The district covers the
whole of Hong Kong Planning Areas 1, 2f 3 and 11 and parts of
if, 10, 12, Ik9 15 and 16.
2,2 The 1981 population census indicated that the Central
and Western district had a population of 27? 95 persons.
However, the anticipated ultimate population of the district
based on the current New Towns Policy and the rate of the
private sector ouilding development in the district will be

2.3 The major part of the district at the south is hilly
upland whereas the remaining areas facing Victoria Harbour
along the northern coastline are flat. The area bounded bj
Connaught Road V/est^ Hill Head, Queen's Road West and Morrison
Street is one of the older settlements in the Territory and is
the hub of the Chinese business trade,, Its population density
is relatively high.
2»^ At present about JC$ (ref Town Planning Division's
Land use survey) of the buildings in the district are low-rise
developments. They are deteriorating, which indicates that the
district has a fairly high redevelopment potential* Some of
these pre-war building groups are soned G/IC and open space on
the town plan, but only a few number of these buildings in this
category have been acquired* It is anticipated that land
acquisitions for the implementation of the town plan will be
continued as funds become available.
2*5 ^he commencement of the development of Central and
Western district can be regarded as being from 18 0 when Britain
first occupied Hong Kong* Before 188? original shore line in
Sheung Wan and Sai ing Pun was about mid-way between Queen's
Road West and Des Voeux Road West* Reclamation between 1888
and 190 provided a new shore line between Des Voeux Road V/est
and Connaught Road V/est* Furthermore reclamation in Kennedy

Town was completed in 1977* Central and Western reclamations
are typical examples of recent and current works* In view of
the current development demand, it is anticipated that further
reclamation in the district will be necessary subject to
Consultants1 recommendations*
2*6 The Central and Western district is an old
established region with most of the level land areas occupied
by housing, offices, industry (godowns) and community uses
including some open space • However, the district is
currently suffering from a severe shortage of open spaces and
certain G/IC facilities such as indoor games halls,
multi-storey car parks, etc** In order to make good these
deficiencies a balanced development is of paramount importance
3.1 The first edition of this programme was prepared and
circulated to various government departments concerned as well
as the Central and Western District Board for information in
mid 198 . The format and contents of this programme remain
generally the same as that of the 1983 edition*

and some projects have been completed or about to be completed
or upgraded while some projects are due to start.
4,2 In 198V85» for various reasons, financial or
otherwise, not all new items originally programmed for
development have gone ahead, some projects therefore by
necessity or design have had to be put back for one or more
years* This programme takes account of the financial resources
likely to be provided in the 5-year period commencing from
1984/85*
4*3 The present programme has been prepared having
regards to the comments obtained on the 19&3 edition from
C & W DMC and DB and relevant Government departments* The main
changes of projects are as follows i-
(i) The Long Term Road Route 7 - Kennedy
Town to Aberdeen has been shelved
becaixse of the uncertainity of the
SHRUG Report and other reasons*
(ii) The Western Wholesale Market is likely
to be upgraded shortly* Piling is
anticipated to commence in early 1986*
(iii) The 'elevated Connaught Road Scheme*
has been dropped and replaced with the
'upgraded Connaught Road Scheme1* The
short-term traffic management measures

of the major elements including the
walkways are expected to start in
Oct« 1986 and the whole scheme would be
completed by 1990/91*
This programme provides the following information
(i) Progress up to 31*12*1984 on the
public works in hand;
(ii) Progress up to 31*12*1984 on resolving
the land acquisition and the clearance
programme;
(iii) Progress up to 31.12.1984 on the
engineering, planning and landscape
studies;
(iv) Private development activities;
(v) The availability of financial resources
in 1984/35 and the forecast for the
four succeeding years (i.e. 1984/85 to
1988/89); and
(vi) Other government development programme,
e.g* Transport Infrastructure
Development Programme and the Housing
Society's Urban Improvement Schemes in
the district*

5.1 Most available land for use in Central and v/esleru
district is earmarked for private development with only a
small proportion of land designated for community facilities*
Nearly all available land area in the district is fully
committed either to its intended use or temporarily occupied.
The only large area which can be considered more readily
available for future use is the VJestern Reclamation (Stages 1
and II) and the Central Reclamation, Stage V. The former
reclamation is making good progress and should be completed in
1986/87* On completion, a total of about 30*0 ha of reclaimed
land will be available for intensive use* The latter is
currently occupied partly for its planned permanent use and
partly, on a temporary basis and as back up area of the Macau
Ferry Terminal and M,T.R»C.*s works area»
6, DESCRIPTION OF SUB~DISTRICTS
6*1 The Central and Western district is divided into four
geographical areas, namely :-
(i) Kennedy Town and Mount Davis;
(ii) Sheung Wan and Sai ling Pun;
(iii) Central; and
(iv) Mid-levels and the Peak.
6*2 The identification of these four areas generally
follows the boundaries of the Tertiary Planning Units with
reference to the District Board's Constituencies * (The boundaries

of these four geographical areas are shown delineated black
broken line on the location plan annexed at the back of this
programme)* This is to enable the use of information now
available from other Departments (e*g. Census and Statistical
Department) for planning the districts' needs,
6.3 Brief notes* on individual "sub-districts" giving an
outline of progress to-date and proposed future action^ are
given in the subsequent paragraphs* All estimated costs in
this section are for works funded from the Capital Works
Reserve Fund (Heads ?01, 703? ?05 and 709) and do not include
expenditure by Housing Authority on Public Housing or
expenditure from other sources like Urban Council, M.T.R.C.
and Housing ^ociety*

Engineering V/orks A major scheme is the installation of
electrostatic precipitators for the
incinerator units at Kennedy Town to
reduce the dust nuisance caused by the
Incinerator* Work has commenced
recently and expected to be completed
by early 1986* Other major projects
are the Extension of Smithfield (upper
section), expected to commence in
1986/8?) arid complete by 1987/88 and
the F/B at the J/0 Pokfulam Road and
Pokfield Road expected to start in
late 1985 and complete by mid 1987*
Public Housing The existing puolic housing estates in
the area are the Sai Wan Estate and

Kv/un Loong Lau Estate* In addition
to these two housing estate, there
are also the Housing Society$s Urban
Improvement Schemes, &ei un Lau being
the most recent example and Hee Wong
Terrace and Tai Pak Terrace are the
planned projects* Foundation work
for these two projects have recently
been commenced. On completion of
these two projects, a total of about
6 0 persons will be accommodated by
1986/87.
Community Facilities At present, this Sub-district area is
suffering from a severe shortage of
community facilities. Although there
are sites which are currently zoned
for the same purposes on the ^own Plan,
not all of them are included in the
current P*W.P»« In order to alleviate
the shortage, it is considered
desirable that an early implementation
of these facilities be pursued*
U.C. Facilities : A substantial play area at Mount Davis
is proposed and anticipated to commence
works in 1988/89 under the U.C. Works

present environmental problems of the
area are mainly a result of thr
chaotic mixed use of residential areas
with other facilities and the
congestion caused by inadequate space
being provided for traffic circulation
and pedestrian flow* It is believed
that these problems will be
considerably alleviated when the
existing Wholesale Market and cargo
handling activities are relocated and
the timely development of government
sites and the proposed open spaces are
implemented* In this respect, it is
suggested that some of the sites
currently zoned open space on the
outline development plan be acquired
as soon as possible for their intended
use*
Private Development : There are few sites which could be put
up for sale in the near future* The
only sites available at present are
mainly located off Victoria Hoad near
to the existing Bus Terminus and at
the junction of the future Smithfield

extension and Hount Davis Koad* The
intended use of these sites are for
residential and industrial* A parcel
of land opposite the Kennedy Town
Swimming Pool complex is indicated on
the outline development plan for
commercial purposes incorporating a
M*T.3*C, station« The development of
the above mentioned sites is
anticipated to be effected from
1985/86 onward and will eventually
increase the population in the area*
6. .1 Sub-district 1A : Belcher Bay,__m ^ ^
The captioned area is physically
included in the main Sub-district area 1 is
a long term planning proposal and is subject
to further assessment and consultants*
recommendations in particular the SHRUG
Deport. There is at present no development
programme for this project. Proposed
permanent use of the Reclamation is therefore
subject to detailed investigations*

Engineering Major project is the upgraded Connaught
Road scheme scheduled for construction
from 1985/86 to 1990/91* The main
feature is the widening of Gonnaught
Road West to a dual-lane carriageway
with grade-separated pedestrian
crossing facilities.
The Western Reclamation
works are due for completion in
1986/87 and the Wholesale Harket is
expected to start work in early 1986

the middle income group households*

example* Several similar planned
projects, including sites at Lok Ku

by HK Housing Society for the next
5 years.
Community Facilities : The most ambitious project is the
Wholesale Market on the Western
Reclamation* Part of the site is
currently used as a temporary fruit
wholesale market which reprovisioned
the market formerly located at On Tai
Street near to the Western Harket
(North Block). Kecent observation
has revealed that the congestion
situation is far better than before,
particular with regard to the traffic
circulation. It is suggested that
early development of the Wholesale
Market should be pursued. The
Poultry Laans now located at Forbes
Street, Kennedy Town will be
temporarily relocated to the Western
Reclamation and is programmed for
completion 1985/86* The area is at
present suffering from a severe
shortage of open space and G/IC
facilitiest particularly social
services centres for the elderly,

U.C. Facilities At the moment there is no programme for
open space development and it is
suggested that some thought be given
to develop sites for this purpose.
There are a number of market
projects to be constructed in this
area* The most prestigious ones being
the Western Market Complex and Chun
Sing Street arket Complex. The
former project is at present in good
progress and is anticipated to be
completed in 1985/86* The latter has
now been deferred for one or two
years pending the availability of
funds. However, consideration for
the use of the latter site for a
temporary playground is in hand and
it is anticipated to be effected in
mid 1985.
Private Development It would appear that there are not many
sites which can be regarded for sale in
the near future. It is anticipated

The current draft Western Reclamation
Layout Plan No« L/H 3/580 indicates that the
major part of the reclaimed area is reserved
for a Wholesale Market and a 'Parkland* area
with only a small proportion of the land area
designating for local open space. The rest
area for G/IC including a Ferry Concourse,
Police Station, Cargo Handling Area, M/& Car
and Lorry Park, an Ambulance Depot and U.C.
facilities.
At present, only the Wholesale
Market has been included in the P.W.P. and is

furthermore, past experience gained from the

pedestrian movement revealed that careful
consideration and thorough traffic impact
study on the Western Reclamation should be

co-ordinated amongst relevant government
departments*

The estimates of population and living quarters are a synthesisof forecasts prepared by this organisation and other governmentdepartments* The estimates of public housing population have beenprepared by the Housing Department* The private housing estimatesare based on Census and Statistics data for the base year, Commissionerof Hating and Valuation estimates of flat production for the nextthree years, clearance programmes, land sales programmes and forecastsof land availability » &ach of the foregoing is, of course, subjectto continual monitoring, review and refinement* The estimatescontained in Part Five herein are the best estimates availabJe atthe time of preparation, and should provide a reasonable guidefor both site reservation and the approximate timing of facilities.Nonetheless, because of their inherent fickle nature the estimatesshould be used with due caution, particularly those for the secondquinquennium*
