ADDENDUM NO. 1 NOTICE TO RESPONDENTS In accordance with the Request for Proposals (the “RFP”) issued by the University of Massachusetts Building Authority (the “Authority”) on Wednesday July 8, 2015 for Owner’s Project Manager Services for the New Parking Garage / Public Safety Unit at the University of Massachusetts Boston (the “Project”), the Authority is issuing this Addendum No. 1, which includes modifications to the RFP, Responses to questions, and the Pre-Proposal Conference sign-in sheet.

Except as specifically modified by the information contained in this Addendum No. 1, the RFP remains unchanged.

A. Attachment A to this addendum contains the questions received in response to the RFP and

Pre-Proposal Briefing. Answers are provided accordingly.

B. Attachment B to this addendum contains the Campus Planning Presentation used at the Pre-Proposal Briefing.

C. Attachment C to this addendum contains the sign in sheets from the Pre-Proposal Briefing.

Q 1 Is there a preliminary design for the project? A 1 No. Q 2 When will the project architect be selected? A 2 UMBA intends to commence the procurement of the designer immediately following

award to the OPM. Q 3 Will the project architect or the CM be responsible for preparing the actual

Building Information Model?

A 3 The designer will establish the BIM model during design and will provide this model electronically to the Contractor for use in delivery of construction services, as well as to UMBA and university for their use.

Q 4 At what point in design development is the CM brought on board? A 4 If determined that we will proceed with Ch.149A, UMBA intends to procure the CM so

they are under contract by early Design Development.

Q 5 To what extent does the Authority anticipate utilizing lean construction concepts and integrated project delivery techniques on this project?

A 5 UMBA encourages the use of “Lean” construction processes and Integrated Project

Delivery (IPD) tools on all projects and looks to the OPM to provide advice and counsel on how to best utilize these concepts on a successful project.

Q 6 Will this be a LEED certified project? A 6 The Project shall be designed so that it is certifiable according to LEED standards at no

less than a LEED Silver for New Construction certification level; however, the Authority has not yet determined whether the project will be submitted to the USGBC for certification.

Q 7 If this is a LEED certified project, will the OPM scope include coordination of LEED submittals or will this be handled by a third party?

A 7 Scope would be included as part of the Designer Services.

Q 8 Are the subsurface conditions different under each planned garage location, or are they similar?

A 8 Work by the campus prior to the initiation of design for this project is expected to select a

preferred location from the two possible sites identified in the 25-year Campus Master Plan (Site PE and PW). Establishing geotechnical requirements and constructability for the preferred site will be the responsibility of the selected designer.

Q 9 Have all existing utilities been accurately located at each site? One of the sites is near where the Bayside Expo Center existed.

A 9 Updated utility information from the Utility Corridor Road Relocation (UCRR) project,

currently underway, will be provided to the selected designer. Confirmation of utility locations for the purposes of connection and/or avoidance will be the responsibility of the project.

Neither of the two sites identified for a possible garage in the 25-year Campus Master Plan are near the former Bayside Expo site.

Q 10 Have the sites been remediated of all hazardous materials?

A 10 No. Respondents should be aware that complex land use history, combined with extensive regrading during the initial Campus construction, has created a large fairly homogeneous waste profile of fill, extending to depths as much as 30 feet. Oil and hazardous materials (OHM) have been encountered in past site work/investigation including: petroleum hydrocarbons, polychlorinated biphenlys (PCBs), metals, polycyclic aromatic hydrocarbons (PAHs) and methane. In some cases OHM concentrations exceed Reportable Concentrations as defined in the Commonwealth Waste Site Cleanup Program and regulations specified in the Massachusetts Contingency Plan (MCP or 310 CMR 40.0000). The site has been granted a Special Project Designation by DEP. This designation provides flexibility for public projects, including response actions, by extending the deadline for Tier Classification found in the Massachusetts Contingency Plan (MCP), from one year up to five years. A Special Project designation is a MassDEP permit which establishes a schedule for conducting response actions tailored to the specific project. This will allow project proponents (which must be a governmental entity) to better coordinate response actions with their projects, making them more cost-effective. All projects on campus require oversight by a Licensed Site Professional.

Q 11 Will provision of onsite facilities and services for the designated OPM be by the Owner or by the OPM?

A 11 Onsite facilities for OPM’s use during construction will be provided by the contractor.
