ABOUT USSA? USSA is considered the official unified

national umbrella sports structure for the regulation, organisation and coordination of student sports activities at regional, provincial and national levels in the higher education sector of South Africa.

USSA’s founding principles are based on the promotion of unity, accountability, non-racialism, non-sexism and democratic values among all member institutions through the practice of sports tournaments, events and competitions.

USSA is mandated by its members to optimise university student participation in sport without sacrificing academic excellence. Such participation is at individual university, provincial, national and international levels.

HISTORIC CONTEXT The South African Student Sport Union

(SASSU), the forerunner to USSA was constituted on 16 April 1994

All organisations who participated represented the South African tertiary institutions, which in the pre-1994 dispensation were categorised by race.

In April 2008, The Ministry of Sport and Recreation South Africa and the South African Sports Confederation and Olympic Committee (SASCOC) agreed that, due to the unique nature of student sport universally, University Sport should exist independently upon which SASSU was re-constitutes as University Sport South Africa. MEMBERSHIP USSA’s membership

comprises of Institutions of Higher Education in the Republic of South Africa that offer academic qualifications at the NQF Level 5 and above and are registered with the National Department of Higher Education and Training (Constitution, Art 7.1 & 7.2). University Sport South Africa (USSA)

GOVERNANCE (2)

Every three years, the member institutions of USSA elects a National Executive Committee (NEC) that is responsible for the management and co-ordination of all USSA activities on a national and international level.

The NEC comprises of the following portfolios: President (Freely contested position) 1st Vice-President (Senior staff member) 2nd Vice-President (Senior student) Chief Finance & Marketing Officer (Staff member) Five (5) assessors and Secretary General/Chief Executive Office (ex-officio).

The composition of the NEC shall be made up of a minimum of four (4) bona fide students and a minimum of four (4) managers/officials in the employ of a member.

Each NEC member can serve a maximum of two (2) consecutive terms if re-elected, i.e. for a total of six (6) years.

AFFILIATION USSA is affiliated to the following

organisations at sub-continental (Zone VI), continental (Africa) and international levels: Zone VI Confederation of University and

Colleges Sports Associations (CUCSA) where membership was granted in 1996;

Federation of Africa University Sports (FASU) where membership was granted in 2001;

International University Sports Federation (FISU) with whom USSA has been a member since 1993.

USSA in association with SASCOC is responsible for the delivery of national student teams to high performance multi-coded international events, i.e. FISU Universiades, FASU and CUCSA Games.

The selection of national university sports teams shall be in accordance with the FISU Regulations as well as the USSA and SASCOC selection policies.

AREAS OF GROWTH & DEVELOPMENT The following areas have been identified and noted as

challenges:i. Appointment of additional staff to professionalise the organisation

more;ii. Planning and organising annual tournaments/championships of

various types;iii. Entering and delivering teams or athletes to international high

performance events;iv. Inconsistent granting of funds by NLDTF strains team

preparation;v. Establishment a strong brand and identity to generate income

(sponsors, media rights);vi. Capacity to improve the poor public perception of USSA;vii. Inconsistent resources with regard to sports development at

different institutions. Due to the poor economic climate and

commercialisation sport makes we are challenged to access more funding besides annual membership fees, and ad hoc contributions.

KEY STRATEGIC AREAS USSA identified and selected the following strategic areas

through the strategic planning process. They represent the primary goals and critical performance areas to enhance USSA: Resource mobilisation (R80,000,000 over 5 years) –

USSA to develop and implement a relationship building and marketing programme;

Governance & Management – USSA to review its internal processes, structure, student leadership development strategy, as well at the re-organisation the Secretariat;

Organisational and Programme improvement – USSA to re-invent its programmes to become more appealing and performance orientated;

Monitoring & Evaluation – USSA to improve client satisfaction index by establishing constructive and influential partnership with universities, further education and training colleges, schools and all other role players in South African sport. University Sport South Africa (USSA)

KAZAN 2013 (1)

o The 27th Summer Universiade organised under the auspices of the International University Sports Federation was held in the City of Kazan, Russia from 6 to 17 July 2013.

o More than 13,000 participants from 170 countries participated at the Games that featured 27 sports. University Team South Africa, sponsored by the National Lottery Board, comprised of 170 participants (122 athletes, 46 officials and 2 referees) that participated in 12 sports, i.e. athletics, boxing, canoeing, football, gymnastics, hockey, judo, rowing, rugby sevens, sports shooting, swimming and table tennis.

o Before the team’s departure, USSA announced in the media that it aims to win 13 medals at the 2013 Universiade.

o All the USSA team sports further finished amongst the top 5 in their respective competitions, i.e. football women 4th, rugby sevens 4th and hockey men 5th.

o By doing so, South Africa recorded its best ever results at a Universiade and ended 8th overall on the medals table.

CONCLUSIONThe following factors were identified as key to the success of USSA over the next 5 years:Dynamic and visionary leadership of USSA;To determine a strategy to manage the commercialisation of sport in the tertiary environment;To achieve financial sustainability;To develop capacity within the structures of USSA;• Development of accurate data

gathering and information management systems;

Partnerships with SASCOC, National Federations, the Department of Higher Education and Training, and Sport and Recreation South Africa;To develop appropriate and effective monitoring systems to ensure progress against objectives.
