PREMIER JOHN HORGAN
As Premier of the Province of British Columbia, it is my great pleasure to welcome all delegates to the Pacific Model United Nations 2020 conference.
This international conference held in Vancouver, BC is an important platform for students to engage in public discourse and global affairs, requiring the use of diplomatic skills and cooperation while also promoting collaboration and engagement with different opinions and world views. This opportunity not only focuses on academia but is an opportunity to create deep and lasting connections and memories. Our youth are our future and events such as PacificMUN 2020 provide students with invaluable skills to carry with them in life.
It is also important to recognize the accessibility and assistance PacificMUN provides by aiding schools in starting Model UN clubs and recruiting across borders and economic barriers, showcasing the power of diversity and highlighting their mission of being accessible, innovative, and globally involved.
To the delegates involved, I wish you all the best in your deliberations and for any and all future endeavours in politics and beyond.

This conference provides you with a unique opportunity to experience first-hand how the UN operates, to learn more about the policies and priorities of different nations, and to gain a deeper understanding of Canada’s role on the international stage. You will also have the chance to hone your public speaking, leadership and negotiation skills while making friends with your peers. It is great to see so many young people actively involved in politics and eager to make a difference. You are not the leaders of tomorrow; you are all the leaders of today. I am certain that you will come away from this experience with a sense of accomplishment and a newfound appreciation of the power of individuals and nations working together for the common good. Keynote Speaker Yves Tiberghien (Ph.D. Stanford University, 2002 and Harvard Academy Scholar 2006) is a Professor of Political Science, Faculty Associate in the School of Public Policy and Global Affairs, Director Emeritus of the Institute of Asian Research, Co-Director of the Center for Japanese Research, and Executive Director of the China Council at the University of British Columbia (UBC). Yves is currently a visiting professor at Tokyo University and at Sciences Po Paris. Yves is also a Distinguished Fellow at the Asia-Pacific Foundation of Canada. He serves as the International Steering Committee Member representing Canada at Pacific Trade and Development Conference (PAFTAD). In November 2017, he was made a Chevalier de l’ordre national du mérite by the French President. In 2014-2016, Yves served as Co-Director of the Master of Public Policy and Global Affairs (MPPGA), which he founded as Chair of the UBC Public Policy Curriculum Committee in 2014. He has held visiting positions at National Chengchi University, and the Jakarta School of Public Policy. Yves’ research specializes in East Asian comparative political economy, international political economy, and global economic and environmental governance, with an empirical focus on China, Japan, Korea, Southeast Asia, and Europe. In 2007, he published Entrepreneurial States: Reforming Corporate Governance in France, Japan, and Korea (Cornell University Press in the Political Economy Series directed by Peter Katzenstein). His most recent publications include three books (亚洲与世界未来 (Asia and the Future of the World). Beijing: 社会科学文献出版社 (Social Sciences Academic Press, China) ; L’Asie et le futur du monde, Paris: Science Po Press, 2012; and Leadership in Global Institution-Building: Minerva’s Rule, edited volume, Palgrave McMillan, 2013). He has published many articles and book chapters on Japan's and China’s political economy, on global governance, global climate change politics, and on the governance of agricultural biotechnology in China and Japan. Dr. Tiberghien’s ongoing research focuses on state responsiveness, innovative capacity, and adaptability to global economic forces and global risks, with a focus on China, Korea, Japan, and Europe. He has an interest in comparative institutional reforms that address the middle-income trap and the resource curse, as well as in the interface between global economic forces and domestic politics. His works also focuses on trade-offs between economic policy goals and public goods such as biodiversity protection, transparency in food policy, and climate change issues. On the global side, Dr. Tiberghien focuses on the ongoing transition in the global economic and environmental order, in the face of new systemic risks, a changing balance of power, and the rise of populist political forces. He is also currently working on articles on China’s role in global and regional governance (including G20, AIIB, climate change, Belt and Road Initiative) and a book project titled Up for Grabs: Disruption, Competition, and the Remaking of the Global Economic Order. He coordinated an international team project on the Paris Agreement on climate change. Dr. Tiberghien founded the Vision 20 group in 2015, a new coalition of global scholars and policy-makers aiming at providing a long-term perspective on the challenges of global economic and environmental governance. Secretary General Letter Dear Delegates, Sponsor Teachers, and School Administration, My name is Kevin Roe, and as the Secretary-General of PacificMUN 2020, it is my utmost privilege to welcome everyone to PacificMUN 2020. On behalf of the Board of Directors and Secretariat Team, it brings me great joy to formally invite you to the sixth iteration of PacificMUN, which is to be held from January 17th-19th, 2020 at the Pinnacle Hotel Harbourfront. Ever since its inception, PacificMUN prides its rapid growth on its three key pillars: accessibility, innovation, and global involvement. It is PacificMUN’s mission to make the invaluable experience of Model United Nations accessible to all students regardless of their financial background, education, experience, or interests. Thus, PacificMUN prides itself on being the most affordable three-day, two-night conference in North America. My team and I are hard at work to ensure that PacificMUN 2020 will be a platform of diplomacy, meaningful debate, and professionalism. PacificMUN aims to provide students with an opportunity to hone their skills in research, leadership, critical thinking, and public speaking. These skills have become fundamental to developing future leaders, innovators, and ultimately, global citizenship. Every journey requires the first step, and without a doubt, those looking to make an impact within society can take that first step, here, at PacificMUN 2020. Whether you are a new delegate wishing to experience the joys of Model United Nations or a seasoned delegate who has been to several conferences, I invite you to participate in PacificMUN 2020 and experience the immeasurable allure of Model United Nations. Draft Resolution 1.0 Topic: Militarization of the Antarctic Sponsors: Denmark, Japan, France, United States of America Signatories: Afghanistan, Australia, Austria, Bangladesh, Canada, Germany, Finland, Iceland, India, Iran, Iraq, Norway, Panama, Poland, Republic of Korea, Singapore, Sweden, Switzerland, Syria, Thailand, Ukraine, United Kingdom, Vietnam The Disarmament and International Security Committee, Bearing in mind the territorial tensions in the Antarctic and the tensions between nations, Fully aware that many nations desire to exploit Antarctica’s potential resources, Deeply conscious of the detrimental effects of militarizing the Antarctic,
1. Calls upon the United Nations Security Council to authorize the use of peacekeepers as security forces in lieu of other military forces;
2. Endorses the creation and ratification of a new treaty that will supersede the current Antarctic Treaty System utilizing the suggestions of their resolution:
a. If countries fail to follow such regulations, severe repercussions may be levied upon offending States including but not limited to:
i. Economic sanctions, ii. Military action,
iii. International condemnation; b. The International Court of Justice as an arbitrator to negotiate peaceful disagreements;
3. Resolves to remain seized on the matter at hand.

Conference Policy PacificMUN 2020 would like to inform its participants of certain Conference Policies which conference delegates are expected to adhere to at all times. They are as follows:
1. All delegates and staff members are expected to attend all committee sessions, ceremonies and major conference events.
2. Delegates may be excused from committee sessions by their head delegate or sponsor teacher, but their committee staff must be notified prior to session, and notification must include their reason for absence.
3. Delegates are expected to be in their hotel rooms by the established curfew on Friday, January 17th, and Saturday, January 18th, unless involved in PacificMUN’s midnight committee sessions. Curfew and committee session timings will be established in the official conference schedule.
4. PacificMUN 2020 will not be allowing co-educational rooming at any time. 5. PacificMUN expects delegates to remain courteous and considerate towards all conference
participants, including but not limited to staff, sponsor teachers, Secretariat members, and other delegates.
6. All conference participants are to wear conference-issued name tags during the duration of the conference at all times. You may be asked to present your name tag in order to enter some PacificMUN events, such as opening and closing ceremonies, and the delegate social.
7. If a delegate has any outstanding medical requirements or limitations that may impact their participation in the conference, they are expected to notify their delegation’s primary contact, or their committee staff, in the case of an independent delegate.
8. The destruction or damage of property will not be tolerated, and responsibility for all cases of vandalism will be assumed by the conference participant who performed it. “Property” includes, but is not limited to all conference venue and any property held by the conference.
9. If an above guideline is violated, the Secretariat of PacificMUN 2020 reserve the right to eject a delegate from the conference for a specific duration of time.
10. All conference participants will adhere to any set of rules or restrictions established by the conference venue: the Pinnacle Harbourfront Vancouver Hotel.
11. PacificMUN’s code of conduct asserts that any and all actions, objects, and substances that are illegal, or illegal in the presence of minors by the municipal, provincial or federal government shall not be tolerated at PacificMUN, and would be grounds for immediate ejection from the conference.
12. If a minor is found to be in violation of the above guidelines, their legal parent/guardian will be notified immediately, and will be required to retrieve their child from the conference premises. The offending minor will not be allowed to return to the conference for the remainder of this year’s iteration.
