PMHCC has been partnering with the United Way of Greater Philadel-phia and Southern New Jersey for a number of years to be a part of their mission to help improves lives and communities. Many quality programs and initiatives would not succeed without the help of United Way and they would not exist if individuals and corporations did not contribute to the campaign. In other words, those who need it most would not get the help they need if generous people did not contribute to the Untied Way campaign. The 2014-2015 campaign has been in-

FRAUD & ABUSE: WHAT IS IT AND HOW CAN IT BE AVOIDED

National estimates project that billions of dollars are lost to health care fraud and abuse on an

annual basis. Health care fraud is generally defines as an intentional misrepresentation, de-

ception, or intentional act of deceit for the purpose of receiving greater reimbursement.

Health care abuse is generally referred to as reckless disregard or conduct that goes against

and is inconsistent with acceptable business and/or medical practices resulting in greater re-

imbursement. Examples of health care fraud include:

Billing for services that were not provided Misrepresenting the service provided Billing for a covered service when the service actually provided was not covered Duplicate billing for the same service Billing for services provided by unlicensed or unqualified persons In Pennsylvania, the Office of Inspector General investigates reports of suspected welfare

fraud. Between January 1, 2014 and December 31, 2014 the welfare fraud hot line:

Received 17,530 tip complaints through the toll-free welfare fraud tip line, regular mail,

or via the web. Of the complaints received, 4,976 field investigations were conducted by the Office of In-

spector General. Investigations resulted in $17,760,798 in costs avoided by the Commonwealth’s Department

of Human Services. Although we more frequently consider fraud in terms of health care and welfare, fraud is not

limited to government billing issues. Examples of fraud can include an employee’s activities

related to their own employment. Examples of fraud in the workplace include:

Abuse of Work Hour (for instance stating you are working when you are not). Misuse of Equipment/Supplies/Facilities/Vehicles (for instance using a company car for

personal business). Conflict of Interest/Adverse Interest Violations (for instance becoming a Social Security

Representative Payee for a participant/individual that is receiving services from PMHCC or

CTT). Contract/Grant Administration/Procurement/Performance Irregularities (for instance

spending money allocated under a grant on items not approved by the funding source). Program Fraud/Mismanagement (for instance submitting a billing document claiming to

have provided services that were not provided). False Statements/Falsification of Records (for instance signing service documentation that

is inaccurate). Misappropriation/Theft of Funds (for instance receiving a PMHCC or CTT salary while per-

forming work for another company on PMHCC or CTT time).

EXAMPLES OF WAYS TO COMBAT FRAUD INCLUDE:

Keeping accurate records of all meetings with clients and services provided. Carefully reviewing billing records and service documentation. Discussing with supervisors/management questions about services that are billable. Confirming, in writing, with individuals/participants that the services billed were actual-

ly provided. Never asking an individual/participant to sign blank forms. Discussing with the individual/participant and the treatment team/supervisor if a treat-

ment plan seems questionable. Advising individuals/participants to protect documents that include identifying infor-

mation such as health care membership cards and then never “holding” the card in PMHCC

or CTT offices. Reporting any suspicions of fraud to management and/or the PMHCC/CTT Compliance

Hotline. Reporting accurately your start and end time each day. Following PMHCC/CTT policies regarding use of cars and company equipment. Maintaining only a professional relationship with individuals/participants that are re-

ceiving services. Keeping accurate records of outside employment that clearly establish that no work for out-

side employers is done during PMHCC or CTT work hours.

It is everyone’s responsibility at PMHCC and CTT to avoid situations that might result in

fraud and to report suspected fraud. Please review Policy 1213 “Anti Fraud And Response

Program” for details on when and how to report suspected Fraud.

New Telephone System Our aging telephone system is being replaced with a new state of the art Voice Over IP (VOIP) phone system. What is VOIP? Basically VOIP uses the computer network and the internet to send and receive voice calls. VOIP saves money by eliminating special cables and allowing the computer and phone to use the same internet service instead of paying for internet service and traditional telephone services. The new phone system will have all of the existing functionality we currently have but it will also have several new features such as software on your computer to manage calls, the ability to dial by extension between Broad Street and Delaware Avenue, a choice of a desktop phone or a headset phone that connects directly to your computer (this is called a Softphone), an easy to use corporate directory, voice mail messages that will be delivered as email, chat, collabora-tion with video, and the ability to use a company issued mobile phone with your work extension to receive and make calls wherever you are. All staff in the Broad Street and Delaware Avenue loca-tions will be migrated over to the new phone system in the next several months. The IS Department will perform training sessions for all staff as your department is scheduled for the migration. PMHCC has already purchased the phone system and will be responsible for purchasing all phones for every department.

From IS “Scam: The IRS is Suing You.”: It is tax season and cybercriminals are trying to make money off this opportunity. At the moment, massive amounts of robo-calls are being made to people at the house claiming that the IRS is suing you, with a callback number in Washington. The same is happening with IRS phishing emails. Don't try to call the number, and delete the emails. These scam-mers use high pressure tactics to extort your money. Remember to never give out personal infor-mation to anyone unless YOU have initiated the contact.

W-2’s, 403(b) contributions and addresses: Though Self Service is an important tool in mak-ing sure that your personal information is correct, some paper forms still need to be completed and sent to Human Resources. If you would like to make changes to your W-2, increase, decrease or can-cel your 403(b) contributions or change your address you are still required to print out and complete the paper forms.

Direct Deposit: is handled by Human Resources. To add, or change a bank account either a voided check or a bank account printout is needed along with the completed form.

Expense Reports: is handled by Payroll.

Request for Time Off: is handled by Payroll.
