What is the Incident

Command System for?

Definition

• Incident Command System

• a standard, on scene, all-hazards, incident management

system already in use by

• firefighters

• hazmat teams

• rescuers

• emergency medical teams

Origins

• California wildfires in the 1970’s

• 13 days= 16 died, 700 structures destroyed, 1/2 million

acres burned

• overall cost was $18million per day

Origins

• failure was not due to lack of resources or tactics

• numerous problems with coordination and communication

hampered their effectiveness

Origins

• as a result, the Congress mandated that the US Forest

Service design a system that would “make a quantum

jump in the capabilities of Southern California woodland

fire protection agencies to EFFECTIVELY coordinate

interagency action and to allocate resources in dynamic,

multiple fire situations”

Characteristics of an ICS

• Unified Command

• Limited Span of Control

• Chain of Command

• Clear line and staff responsibilities

• Command, Control, Communication, Coordination

Systems

• Flexible

• An ICS is based upon a flexible, scalable response

organization, providing a common framework within which

people can work together effectively.

• These people may be drawn from multiple agencies that

do not routinely work together, and ICS is designed to give

standard response and operation.

What is ICS for ?

• To maintain CONTROL and rapidly ORGANIZE the many

different departments and groups in the University during

critical situations.

Who can Activate the ICS ?

• The Incident Command System can only be activated by

the following:

• ERT Marshall

• Department Chair

• College Dean or Unit Director

• University Chancellor

Who Else can be the Incident

Commander ?

• In a crisis situation wherein

none of the above mentioned

officials are present, command

responsibility shall be on the

HIGHEST UNIVERSITY

OFFICIAL who is in the area.

ICS in Action

ICS Requirements

• all ERT members are on standby alert 24/7

• they should start working within 5 minutes of activation/call

• As soon as a “Call-Out” is made and the ICS activated, the

ERT’s have to be informed immediately.

Roles of the Incident

Commander

• responsible for all the aspects of the response.

• Develops the Incident Objective.

• manages all incident operations and delegates specific

tasks and responsibilities to subordinates

• communicates with top managers and politicians outside

the university for proper coordination

Fire Fighting Team

• responsible for extinguishing

building or equipment fire

• Members

• Head Extinguisher and Hose

• Members of the extinguisher

and Hose Teams

Evacuation Team

• Responsible for evacuating

building occupants in a safe,

orderly and efficient manner.

• directs everybody to the

muster points and does a

headcount to ensure nobody is

missing.

• Supervise and coordinate the

ERT personnel during drills and

actual emergencies.

ERT Marshall

• implement periodic inspection

of the firefighting equipment to

assure the ERT is adequately

equipped

• Conduct periodic safety

inspection of the campus

premises and properties

Deputy ERT Marshall

• Assists the ERT Marshall in all

activities of the brigade.

• assume the duties and

responsibilities of the ERT
