TIME TO ADJUST: CURRENT DISCOUNTS CONTINUE UNTIL APRIL
To make sure you have plenty of time to understand the new requirements and where you stand, and to make any adjustments to your business practices to qualify as an eBay Top-rated seller, the current PowerSeller discount structure will continue until April 1. That means, until then, you’ll get the same discounts you enjoy today as long as you meet the current average DSR requirements. Starting April 1, only eBay Top-rated sellers will earn 20% discounts, and the discount for all other PowerSellers will be 5%.

New eBay Top-rated seller status rewards great service
SSellers of all sizes deliver the great deals and experiences that keep online shoppers coming back to eBay. In October, a new eBay Top-rated seller status will highlight and reward PowerSellers of all sizes who consistently provide great buying experiences for
their customers.
NEW STANDARD—VERY FEW LOW DSRS (1S AND 2S)
FROM U.S. BUYERS
The new status will measure the quality of buying experiences by looking at the number of times sellers receive low Detailed Seller Ratings (1s or 2s) on their transactions with U.S. buyers. eBay Top-rated sellers status will be awarded to sellers with no more than 0.50% (or two instances for lower-volume sellers) on each of their DSRs. (See page 4 for more information about the new focus on avoiding low DSRs.)
Get a snapshot of where you stand To track your standing toward new requirements, log into your
Seller Dashboard. It’s now updated monthly and can be accessed
from a link at the top of the dashboard. It will be updated daily
starting in October. Plus, you can get insight into specifi c
business practices that result in low DSRs. For details, go
to ebay.com/powerup and click “Seller Dashboard.”

eBay’s new Selling Practices policy defi nes standards for accuracy
and professionalism in listings, and provides guidance for all the stages
of a transaction.
Based on ecommerce industry standards, the new policy requires basic
good business practices: Information in your listings must be consistent.
Your terms and conditions such as ship times and return policy need to
be clear, and you are required to follow through on stated terms.
Comments in listings will not be allowed that undermine confi dence in
eBay or misrepresent seller vs. buyer responsibilities. Examples of such
statements would be, “If you don’t pay, I’ll report you to eBay,” or “I’m not
responsible for packages after they ship.”
We will gradually implement this policy to give sellers time to understand
what it means and adjust their listings if necessary. Compliance is required
for Top-rated seller status in October and for all sellers in April. Many sellers
have already applauded the new policy as a great guide to common-sense
business practices.

MORE HELP FOR SHIPPING DSRS
We’re making it easier for you to get the rating you deserve for your good shipping practices. Be sure to upload tracking and delivery confi rmation numbers to My eBay—more carriers are now supported. Your customers will see tracking information in My eBay so they know items are on the way. The information will also appear when they leave feedback as a reminder of how quickly you shipped.
If you offer free shipping, eBay will remind buyers on the feedback page. For your listings with local pickup only and no shipping charges, the shipping and handling time and shipping
costs DSRs are turned off.
High DSRs (4s and 5s) tell you to keep up the good work, while low DSRs (1s and 2s) are clear signals that a customer isn’t happy. Moving forward, as a way of measuring customer satisfaction, we’ll gradually shift focus from average DSRs to how frequently sellers get low DSRs. Here’s why:
• Customers can interpret high ratings differently, but leaving a 1 or 2 is a clear sign of dissatisfaction.
• Monitoring 1s and 2s provides a clearer picture of areas where sellers need to improve.
• Sellers have told us that it’s easier and more productive to focus on providing a level of service that minimizes 1s and 2s than trying to get all 5s.
Having few instances of low DSRs will be a key eligibility requirement for the new eBay Top-rated seller status, the PowerSeller program, and even for selling on eBay.
The shift in focus from average to low ratings will roll out gradually so you’ll have time to understand the new requirements and where you stand, and to adjust your
selling practices and listings.

The bottom-line best practices haven’t changed: Use the right format (see tips on the next
page). List in the right category, write accurate titles, offer good prices and reasonable
shipping, and provide good customer service. And of course, test to fi nd out what works
best for you. Here are a few twists on these guidelines based on what’s new:
Be a Top-rated seller. Fixed Price listings from Top-rated sellers will get increased
visibility in Best Match. Providing great customer service and avoiding low DSRs

Use the right format. Auction-style listings still get a boost when they’re about to
end. New Fixed Price listings get impressions upfront.
Price competitively. Item price, including shipping costs, makes a difference. For
Fixed Price, go lower than the competition and offer free shipping for an added boost.
Your recent sales for Fixed Price listings and listing performance scores won’t be reset if
you raise your price, so you can test to see what works best. Readjust if a price increase
causes a listing to be less competitive, resulting in a lower listing performance score
and a lower position in search results.
Write relevant titles. Titles are more important than ever. A more general title might
get you more impressions, but it’s also likely to result in fewer sales and a lower listing
performance score—and ultimately lower your position in search results.
A good rule of thumb is to use all 55 characters for keywords that best describe your
item (brand, artist, condition, model, etc.). Now you can change your listing title
without losing your recent sales, so test. If “Nikon D50 Digital SLR Camera” gets
1,000 impressions and 10 sales and “New Nikon D50 Digital SLR Camera w/AF-S
& 18-55 mm Lens” gets 100 impressions and 10 sales, go with the latter.

Buyers love the thrill of winning, especially over fi erce competition. The good news: To drive bidding—and your fi nal selling
price—Best Match will continue to boost visibility for Auction-style listings right as they’re about to end. Get the best price
for your item and the best value on eBay by using Auction-style the way it works best: with a low start price to attract bids.
To preserve the excitement of bidding, starting October 1 Auction-style listings with Buy It Now must have a start price at
least 10% below the Buy It Now price. For tips on how to choose the right listing format for your items, turn to page 9.
When customers see a listing,

Starting later this month, Fixed

in 10 purchases will be
considered more relevant—
and will have a higher
performance score—than a

items. Information from our master database (catalog)—such
as manufacturer’s specs—automatically populates your listings
with relevant details. When buyers search, eBay compares their
keywords to the catalog, and if there’s a match, your listing is
included on product pages as well as in general search results.
We’re adding more books, digital cameras, cell phones,
electronics, and movies to the eBay catalog all the time, so be

We’re phasing in a new on-eBay
process for buyers and sellers
to work out disputes around
items not received and items not
as described. This new process
will replace the current PayPal
process as the primary method
for resolving eBay disputes by the
end of 2009.
There are two key differences
with the new eBay process. First,
it covers disputes for transactions
paid through any payment
method—not just PayPal.
Second, we’ve made the
process faster.
If a buyer reports a problem, we
review the situation and contact
you. You then have 7 calendar
days to work it out directly with
the buyer, after which eBay will
check back with the buyer. If
you’re still working together,
we’ll check back in another week.
If the buyer doesn’t get back to
us, we’ll close the case and take
no further action. If the buyer
tells us they weren’t able to reach
an agreement or obtain a refund
from you, we’ll refund them and
recover the refund amount from
you. In item not as described
cases, eBay will require the item
be returned to you before issuing
a refund.
If the buyer paid with PayPal,
the refund will come from your
PayPal account. If the buyer
paid through another method
(credit card, for example), or
if the PayPal reversal doesn’t
go through for any reason,
the refund will be charged to
your payment method on fi le
with eBay. We’ll ask for your
authorization if this happens.
The new eBay resolution system
offers similar protection and
processes as PayPal for sellers to
contest claims:
• For claims of items not
received, you can provide
delivery confi rmation

The eBay and PayPal user
agreements were recently updated
for the new process. The revised
PayPal agreement took effect in
August, and the eBay agreement
takes effect later this month or in
early October.
The PayPal resolution process isn’t
going away. Buyers can use the
new eBay or the existing PayPal
process, but not both. They will
be strongly encouraged to use
the new process. In cross-border
transactions, buyers will use the
resolution process on the site

The process for sellers to take action when buyers don’t pay is being
streamlined to cut the resolution time on average practically in half.
Starting in October, you’ll be able to open an unpaid item claim as early as
four days after the item ends and have it close in as few as eight days—and
expect to fi ll out fewer forms. There will be no more mandatory back-and-
forth between buyer and seller, though you’ll still be able to communicate
directly with your customer through My eBay.
Emails to buyers regarding unpaid items will come from eBay instead of
the seller. The language and tone will be more neutral. The phrase “unpaid
item strike,” which can make customers defensive, will no longer be used
(though the impact on a buyer’s accounts remains the same.)
NEW UNPAID ITEM ASSISTANT AUTOMATES STEPS AND
BLOCKS FEEDBACK
To make it even more effi cient and less time-consuming to deal with buyers
who don’t pay, we’re also introducing an optional new Unpaid Item
Assistant to automate some steps in the process.
If you aren’t paid within a certain time frame (you can set it up to be
4, 16, 24, or 32 days after a listing closes), Unpaid Item Assistant will
automatically open a dispute. Customers have 4 days to respond from the
time the dispute is opened. If they don’t appeal or pay, Unpaid Item
Assistant will automatically close the dispute in your favor, refund your
Final Value Fee, and block the customer from leaving feedback for the item.
We’ll start testing Unpaid Item Assistant at the end of September. Our goal
is to roll it out gradually so all sellers will be able to use it by the holidays
simply by opting in through My eBay Site Preferences.

email addresses of buyers will stay anonymous until a sale

FEWER EMAILS
We’re consolidating and improving our post-transaction emails
so your customers get fewer, but more relevant, messages
automatically. All buyers will now get the following emails:
• Order confi rmation as a receipt sent after your buyer goes
through checkout.
• Payment reminder if your buyer doesn’t pay within
48 hours after committing to buy.
• Order update when the status of any item in the buyer’s order
changes (for example, shipping status).

Buyers who win an auction also get a preliminary email
congratulating them on winning and asking them to pay.
You can see a list of the emails sent to a buyer in Selling
Manager. You can also add your own logo and messages to many
of the emails above through Selling Manager Pro. If you send
your own post-transaction emails, you’ll want to make sure
they don’t duplicate the ones buyers get from eBay.

More functionality will soon make My Messages the best place
to manage all of your communications from eBay and other
members. You’ll be able to customize your email signature, set
