The InterCity Project is a rail project in South-Eastern Norway. The project involves building 270 km of new double- tracks and 25 stations. The new tracks will be dimensioned for speeds up to 250 km/h. The total investment cost is estimated at NOK 150 billion.

The InterCity area consists of lines under planning, lines under construction and lines that are completed. The total InterCity net will be completed with double-tracks by the end of 2034.

Norway is expecting a strong growth in population the coming years. With shorter journeys and increased frequency InterCity will make it easier to live in one city and work in another. When the marked for housing and labour expands, the pressure on the capital Oslo will be reduced. InterCity also includes better capacity for improving freight services.

If as many as possible are to benefit from this big investment, most stations must be located centrally in the cities.

Planning and constructing the remaining infrastructure will take place in four stages. These stages are described in the Norwegian National Transport Plan for the period 2018-2029 (NTP):• Hamar (Åkersvika), Fredrikstad (Seut) and Tønsberg in 2024 • Sarpsborg in 2026 • Porsgrunn in 2032 • Halden and Lillehammer in 2034

StablingBane NOR is also planning stabling (train parking) in these areas: Moss, Fredrikstad/Sarpsborg, Drammen, Tønsberg and Hamar. Building new stabling tracks is essential to reach the goals of the InterCity project with more frequent train departures.

There will be changes from the NTP when the Norwegian Railway Directorate presents the specific action programme for the railway sector in April. The action programme will define the order in which the projects are to be realized.

Upcoming contractsStabling Drammen area. Stabling tracks for 36 single train sets, each 110 meters, and necessary service facilities.

Stabling Tønsberg area. Stabling tracks for 14 single train sets, each 110 meters, and necessary service facilities.

Bane NOR will announce an adviser contract for public planning and technical planning for each project. Pre-qualification in the second or third quarter of 2018.

Ringerike Line andE16 highway Bane NOR and the Norwegian Public Roads Administration are working together to establish double-track railway and four-lane highway between Sandvika and Hønefoss.

The joint project’s main goal is to develop and increase the commuter area around the capital of Oslo, including Hønefoss and Ringerike in the Norwegian InterCity railway network.

When completed, the project will increase road security and significantly improve the conditions and regularity for road travel. Another very important effect is the substantial reduction of travel time by train between the two biggest cities of Norway, Bergen and Oslo, getting it close to five hours. Today the air travel between

the two cities make it one of the busiest connections in all of Europe.

The works include big structures: several bridges and tunnels, including on of the longest railway tunnel in Northern Europe. The handling of soil and rock masses add up to 10 million m³, and the project is planned partly in areas with challenging geotechnical conditions.

The works on the main contract are scheduled for start in 2021/2022. Estimated project finish 2028/2029.

Drammen- KobbervikdalenBane NOR is planning the construction of 10 km of double-track from Drammen to Kobbervikdalen and from Drammen and Gulskogen, as part of the ongoing modernization of the Vestfold Line.

The project is complex, with extensive groundwork and substructure works, multidisciplinary technical railways works, and a number of demanding constructi-on phases. Large parts of the works are to be done in densely populated areas, especially the contracts UDK 02 and UDK 03.

The project includes 10 km of double- track from Drammen to Kobbervikdalen and from Drammen to Gulskogen, a 6 km rock tunnel, an 850 m concrete tunnel (cut and cover), a 270 m soil tunnel, and a branch line towards Nybyen.

Drammen station and Gulskogen station will both be rebuilt, with new platforms and tracks.

The construction works are split into three main contracts:

UDK 01 - Rock tunnel and open stretches in Skoger. EPC contrakt.Procurement procedure: Negotiated. The scope of work includes the 6 km rock tunnel, the tunnel approach and the open stretches connecting to the existing Kobbervikdalen track. Bane NOR has decided that the tunnel should be

constructed using a standard drill and blast method.

Notification is planned for September 2018, and the contract is expected to be signed in August 2019.

UDK 02 – Concrete tunnel and soil tun-nel. EPC contract. Procurement procedure: competitive dialogue. To be able to learn more about soil tunnels, this procedure is considered necessary to facilitate the early involve-ment of and interaction with the contractor.

In addition to the soil and concrete tunnels, the scope of work includes a branch line towards Nybyen, open construction pits, and the rock tunnel entrance.

Notification is planned for June 2018, and the contract is expected to be signed in June 2019. UDK 03 – Drammen-Gulskogen and general technical railway worksImplementation contract. Procurement procedure: Negotiated.

The railway station in Drammen city will be rebuilt with new plattforms and tracks.

The scope of work includes the tracks between Drammen and Gulskogen stati-ons, rebuilding of both stations and general technical railway works for the whole project. Extensive groundwork and substru-cture works, and multidisciplinary technical railways works will be carried out in several demanding phases.

Notification is planned for May 2019, and the contract is expected to be signed in May 2020

Other contractsThe project includes several smaller contracts. These contracts include impor-tant preparatory works, such as:UDK 28 – Preparatory technical railway works. The contract is expected to be sig-ned in March 2019.UDK 33 – Preparatory groundwork and sub-structure works. The contract is expected to be signed in March 2019.

All calls for tender will be announced through Bane NORs procurement system, using TED and/or the TransQ pre-qualifica-tion system.

Nykirke-BarkåkerBane NOR is planning to build 14 km double-track from Nykirke to Barkåker, and a new station at Skoppum outside Horten, as a part of the ongoing upgrade of the Vestfold Line.

The new line consist of two bridges, four tunnels totaling 5,3 kilometres, and a new modern station west of Skoppum.

The new station is planned with an ample parking lot for both cars and bikes.

There will be a good connection to the existing road network for all road user groups. Changeover to alternative trans-portation modes has been facilitated for with both bus and taxi stops close to the main entrance.

Bane NOR is planning to divide the work into two large EPC (engineering, procure-ment, construction) contracts for this project, one civil works contract and one railway system contract.

The contracts for the preparatory works is planned to be signed before summer 2018, with start up this autumn.

Sandbukta- Moss-SåstadThe Sandbukta-Moss-Såstad (SMS) project is part of the Intercity development. This section includes a 10 km, new double-track railway and is situated on the Østfold Line.

The 10 km SMS-section covers three open stretches and two tunnels, including 630 m substructure for double-track railways on the open line at Sandbukta.

The Moss tunnel is a 2,720 m long tunnel from Sandbukta to Moss center, including a 420 m long con-crete culvert.

The new Moss station includes an 800 m long station area.

The Carlberg tunnel is a 2,350 m long tunnel from Kleberget to Carlberg, including a 200m long concrete culvert.

A 3,850 m substructure for double-track railway on the open line. It will connect to the existing double track at Såstad in Rygge.

Haug-SeutThe Haug-Seut (HS) project is part of the InterCity develop-ment. The section is about 16,8 km long and situated be-tween the cities of Moss and Fredrikstad on the Østfold Line, the main route to Europe.

Venjar- Eidsvoll-LangsetUpcoming project on the Gardermoen and Dovre Line in Eidsvoll municipality, north of Oslo, and part of the InterCity double-track development.

The project consists of extension from one to two railway tracks over a 9 km stretch from Venjar to Eidsvoll north, and extension of the existing railway track (filling in to Vorma) including a new 4 km double-track railway from Eidsvoll north to Langset. The project also consists of four smaller railway bridges, and the second longest railway bridge in Norway (Minnevika bridge, 836m), and one soft-soil tunnel at Eidsvoll to be built in parallel with the existing one.

Adjustments of track system at Eidsvoll station, and modification of the existing signal system on the stretch Venjar to Eidsvoll (Siemens). New power supply infrastructure and new signal system (Thales) from Eidsvoll to Langset.

Construction contract consist of substructure, track structure, overhead contact system, power supply and tele. Estimated contract value Venjar-Eidsvoll, 1-2 billion NOK, and Eidsvoll-Langset, 1-1,8 billion NOK.

Kleverud- Sørli The new line consist of 15,8 km double-track railway, designed for 250 km/h (200 km/h with Thales). Included in the project is the construction of the longest railway brid-ge in Norway, Tangenvika bridge (1070m), and one rock tunnel, Hestnes tunnel 3,1 km. The project also consists of a new station at Tangen.

Tangenvika Bridge (1070 m) will be the longest railway bridge in Norway when it`s finished.

Arna-Bergen Bane NOR is constructing a double-track railway between Arna and the centre of Bergen. The main part of the section passes through a tunnel under Mount Ulriken where Bane NOR is building a new, parallel tunnel - New Ulriken tunnel.

Construction of the tunnel started in November 2014, and the double track will be completed in 2024.

Construction Arna-Bergen consists of two projects; Arna-Fløen and Nygårdstangen- Bergen-Fløen.

The main contracts in project Arna-Fløen are: New Ulriken tunnel, Arna station, a railway-technical contract and upgrading of the existing Ulriken tunnel.

Upgrading Ulriken tunnel - Contract UUT23 The original Ulriken tunnel opened in 1964. The cross sections in the tunnel are 25-30m2. The water and frost proofing in the tunnel consists of patches of uncovered PE-foam.

When the new Ulriken tunnel opens in December 2020, the original tunnel will be temporarily closed to be upgraded.

Scope of work: • Tunnelling: Breakthrough for two diagonal tunnels between existing and new tunnel in Arna• Back-ripping (enlargement of profile) for fans in the tunnel ceiling in Fløen• Dismantling of existing PE-foam• Back-ripping for new water and frost proofing at different locations through- out the tunnel• Replacement of existing PE-foam, fireproofing with shotcrete• Supplementary work in cross passages (blasting/road heading/cable ducts)• Installation of bolts for signs and fans

• Maintenance/adjustment of existing drainage system, emergency lighting and cable ducts• Planned tendering is 2020 and start-up spring 2021.

Project Nygårdstangen-Bergen-FløenThe distance from Fløen to Bergen railway station and the freight terminal at Nygårdstangen is 1.3 km. The project has a high complexity due to limited space in the city centre, and coordination with other projects in the same area.

Bane NOR is reviewing the scope and the progress plan of the project. Tendering of contracts is estimated to 2020.

Arna-StanghelleThis is a joint project collaboration with the Norwegian Public Roads Administration in the lead. The main purpose of the project is to build a safer and faster railway and road between Arna and Stanghelle.

Large parts of the section will be parallel railway and road tunnels with shared cross-passages for evacuation between the tunnels.

The railway part will have 2 tunnels, one of 18,7 km and the other 8,0 km. Two new railway stations will be built.

The road part includes 3 tunnels of 9-10 km.

Planned schedule:The local development plan will be completed in the spring of 2020 and will most likely be approved by the planning authorities by end of 2020.

Start-up is planned in 2022 (road) and 2024 (railway).

Oslo S-Lysaker andNationaltheatret-BislettTodays double-track between Oslo S–Lysaker has been a bottleneck since 2007. New double-track railway Oslo S–Lysaker and Nationaltheatret–Bislett is together with the new metro and tram a part of the key infrastructure projects in the Concept Study Oslo Hub.

Realization of these projects meets demands for transport capacity towards 2030 and 2060 in the Oslo area.

New double-track railway enables separation of local and regional train traffic and higher frequency for both local, regional and freight traffic. This project has high priority in the Norwegian National Transport Plan 2018-2029.

This project consists of new double track in tunnel from Oslo S through the city centre to Nationaltheatret (approx. 1,8 km), extension of Nationaltheatret station with four new tracks, new double- track in tunnel for local trains from Nationaltheatret to Bislett (approx. length of 1,5 km) with new station at Bislett, new double-track between Nationaltheatret and Lysaker and extension of Lysaker station with to new tracks on the bridge.

It has not yet been concluded on which line will be recommended for construction between Nationaltheatret and Lysaker. Two different options is considered:• New double-track in tunnel (alt. 3 with approx. length of 6,5 km) or• Alongside existing line (alt. 7 with approx. length of 6 km).
