The International Carbon Action Partnership (ICAP) was founded in
2007 in Lisbon by Heads of State and regional Governments
Forum to exchange knowledge, best practices and experience on ETS
and the way forward to a global carbon market
31 regional, national and subnational governments + 4 observers
ICAP´s distinctive features:
Focus on ETS only allows detailed technical discussions on design and compatiblity issues
Exclusive forum for ETS government leaders from the national and subnational level

Technical Dialogue (I): Advancing Analytical Work on Linking
Focus on different models for linking ETS and their impacts
Starting point: “Options and Issues for Restricted Linking of Emissions Trading Systems”, commissioned study by Stockholm Environment Institute (SEI) in 2015:
Assessment of four options for restricted linking: quotas, one-way linking, exchange rates and discount rates
Further work on practicalities and implications of restricted linking under way
