NEESPI and CEOP share an objective of better understanding of underlying energy and water cycle

processes to enhance our ability to describe the Earth Climate System and predict its changes with a particular

focus to preserve the legacy of these studies.NEESPI and CEOP efforts will feed each

other because:

• One of the NEESPI objectives is the same as CEOP’s• NEESPI has an open data policy• Rich historic in-situ data sets, modernization of

existing networks, introduction of new modern instrumentation to the NEESPI domain from the Arctic to the Central Asian and Gobi Deserts will be of help to the CEOP data collection strategy

GEWEX CONTRIBUTIONS TO IPY RELY ON NEESPI

GOAL: GEWEX SEEKS TO UNDERSTAND THE SIGNIFICANCE OF HIGHLATITUDE PROCESSES FOR THE MEASURMENT, MODLEING AND UNDERSTANDING OF THE GLOBAL ENERGY AND WATER CYCLE.

RECENT ACCOMPLISHMENTS:GEWEX HAS ADOPTED NEESPI ASA NEW RHP (FORMERLY CSE).NEESPI HAS A MAJOR IPY COMPONENTWITH USA AND RUSSIAN FUNDINGAND ADDRESSES IPY ISSUES.

PLANS:CEOP WILL ESTABLISH SOME NORTHERNREFERENCE SITES AND GEWEX WILL LAUNCH AN IPY FIELD AND MODELING STUDY OF THE EFFECTS OF AEROSOLS AT HIGH LATITUDES (DEPENDING ON FUNDING)

hydrometeorological data sets [5 NEESPI SDS Centers]• Participate in the open international exchange of scientific

information and data [NEESPI Data Policy]• Interaction with hydrological services and related groups• Evaluation of GEWEX global data products [mutually

beneficial proposals should be written]• Contribution to CEOP in situ, remote sensing and model

Summary: NEESPI has the scope, breadth of scientific endeavor, and the broad international

involvement to be an effective Regional Continental Scale study within GEWEX

• NEESPI has a completed Science Plan and a wide range of pilot funded projects. This will be supplemented with an Implementation Plan that (among other issues) will show how NEESPI addresses specific issues of relevance to GEWEX

• NEESPI has a handful of recently funded projects focused on integration; NEESPI scientists published ~120 refereed papers in the past year (including 5 books)

• NEESPI has established Science Advisory Panel (1st Meeting was held in Feb. 2006); NEESPI Coordinating and Steering Committee (NCSC; Reps. of Funding Institutions and Agencies) met at the same time and the second meeting is scheduled in Helsinki in May 3-4, 2007

• NEESPI International Coordination Office in Europe is under construction

As a result of this agreement GEWEX is now trackingNEESPI progress and interacting with NEESPI scientistswhere ever appropriate to ensure that the:- NEESPI contributions to GEWEX objectives are integrated

into the GEWEX program.- NEESPI plans take into account the need for field validation

of GEWEX data products in the NEESPI region.- NEESPI scientists are aware of the data processing

capabilities of GEWEX infrastructure and take fulladvantage of these services.

- Scientists from the NEESPI region have opportunity to befully involved in all aspects of the GEWEX project.
