‘No Jab, No Play’ Update

From 1 January 2016 early childhood education and care services have been required to meet the requirements of the Public Health and Wellbeing Act 2008, also known as the ‘No Jab, No Play’ laws.

To finalise an enrolment for a child from birth to preschool age in a kindergarten, long day care, family day care or occasional

care service an Immunisation Status Certificate must be provided to the service that shows that the child is:

• up-to-date with vaccinations for their age; or

• on a vaccine catch-up schedule; or

• has a medical condition preventing them from being fully vaccinated.

Children experiencing vulnerability and disadvantage are eligible to enrol in a service under a grace period, without having pro-vided proof of up-to-date immunisation. More information about these requirements is available at: https://www2.health.vic.gov.au/public-health/immunisation/vaccination-children/no-jab-no-play/early-childhood-professionals The Department of Education and Training is aware of concerns about the validity of a number of Immunisation Status Certifi-cates provided by Dr John Piesse. On 31 August 2017, Dr John Piesse was reprimanded by the Australian Health Practitioner Regulation Agency and has given an undertaking not to practise as a medical practitioner, which is published on the public register of practitioners. This undertak-ing means that Dr Piesse cannot practice and as such cannot provide Immunisation Status Certificates for the duration of the undertaking. The Department asks that services check the enrolment records of all children aged from birth to preschool age at your service for any Immunisation Status Certificates issued by Dr John Piesse. Where an Immunisation Status Certificate certifying to medi-cal contraindications to vaccination has been issued by Dr John Piesse you are encouraged to:

request the parents of these children to get a second opinion about whether their child has a valid medical contraindica-tion to vaccination; and

contact the Department of Education and Training for advice at [email protected]. You are also requested to contact the Department if any parent enrolling a child at your service provides an Immunisation Sta-tus Certificate signed by Dr John Piesse. Where early childhood services are provided with documentation other than an Australian Immunisation Register (AIR) certifi-cate or evidence provided by the Royal Children’s Hospital they are encouraged to contact the Department for advice at [email protected]. Please note: There is no current requirement for early childhood education and care services to exclude a child from a service once that child’s enrolment has been confirmed and the child has commenced at the service.
