Concept
• Voluntary conversion of a manually-issued Title to
eTitle by the Title Owner or authorized representative

Standardization Program• Original (Vault Copy) Titles are protected from loss due to fire, flood,
man-made and natural disasters, misplacement/ misfiling, and wear and
tear
• Owners need not go through the expensive and tedious process of
reconstitution, in case the Vault Copy is lost or destroyed
• Faster transaction processing turn-around-time, as titles need not be
retrieved from the vault
• Supports the risk management requirements, especially of banks ---
eTitles are not subject to misplacement
• Eliminates “saksak-bunot”

• Circular to establish Government Policy to upgrade all manual
titles
• Provides Guidelines and Procedures for:
• Title subject of transactions
• Title Upgrading through the Issuance of eTitles as a result of the
processing of annotation-based voluntary transactions
• Titles not subject of transactions
• Title Upgrading through “MOA-based” Conversion for LRA Partner

Salient Points of the Circular
• For Titles subject of Voluntary Annotation-type transactions
- Conversion shall be done during transaction processing
- Output will be an eTitle with the annotations required
- eTitling Fee shall be P649.45

• For Titles that are not subject of a transaction
- The Owner ’s Duplicate Copy need not be surrendered immediately.
LRA shall receive and process the request based on the scanned
image of the Owner ’s Copy and Conversion Request Form
• Need not be notarized
• 2 Valid Government IDs required
- Conversion shall be completed upon the surrender of the Owner ’s
Duplicate Certification of Title
- eTitling Fee shall be P649.45

• For Titles that are held in custody by an entity who is different from the
owner but has a registered right on the property
- LRA shall allow the conversion of titles, upon presentation of the
Owner’s Duplicate and the Conversion Request Form

• After the prescribed period, eTitles shall enjoy priority in
processing
- Title has to be converted to an eTitle before the same can be
subject of a registration transaction
