19Current Scenario

• The borderless nature of the Information Age has made it imperative Malaysia continues to achieve a sustainable home-base for its own Content Industry to provide a balance between consumption of, and contribution to, the unprecedented global demand for content, and between investment in technology and non-technology related soft skills. The objectives therefore remain unchanged:

• To proactively guide channeling of public and private sector funds towards development of common areas for the industry as a whole such as for human resource development, market access, infrastructure, R&D and funding support

• To continue investing in new technology platforms, new tools and new skills for the industry to achieve a higher volume, quality and diversity of world-class and exportable multimedia content products

• To create a new generation of competitive Malaysian (and Bumiputra) entrepreneurs in this industry

• To attract FDIs, Malaysia will provide international CMC companies with an infrastructure, manpower pool and an operating environment that is unsurpassed, differentiated and desirable

• To recognize the contributions of the Malaysian creative sectors to the economy

20Year 2010 – 2015 Scenario

It is expected that (1) a major rationalization should take place to review existing MDeC criteria, programs and initiatives, and (2) develop new initiatives, both taking into account the following:

• Content is now becoming increasingly accessible over multiple platforms and broadband availability – both wired and mobile – will drive spending

• Malaysian population getting younger (the 15-24 age cohort is expected to grow to 5.9m by 2020)

• IT and IT skills base are only enablers for this industry and a “One Size Fits All” strategy will not work; the non-ICT component of this industry is equally significant.

• MDeC is now no longer the only player having a role in developing the industry under the national agenda and must therefore collaborate with other players including “opening up” its benchmarks and funds to other players in developing capabilities and creating awareness for the industry

• The effects of the current economic recession might present some new business opportunities which have to be identified

• Importance of cultural elements in content production

• Greater private sector financing is still lacking even though the industry has potential to generate lucrative returns for investors, and efforts must be made to continue finding new funding models (and fiscal incentives) over and above that provided by the Government

• The Creative Economy as a global agenda, where parameters have now changed to generate growth through the interplay of various sub sectors ranging from traditional crafts, books and visual and performing arts to more technology intensive and service-oriented fields such as the music and film industries, TV and radio broadcasting, new media and design. Therefore, to claim that industry development is purely ICT based might become irrelevant over time.
