SEU SREC Purchase Program Manual
SEU SREC Purchase Program Overview:
The SEU SREC Purchase Program is an upfront payment of $450/kW in exchange for the first 20 years of SRECs created by a solar system. Payments will be made on a first come, first serve, basis and the program has allocated $1,500,000 for SREC Purchases. A countdown amount will be available at the time of application in order for prospective participants to gauge the amount of funding remaining. Any systems who already have a long term contract for their SRECs, including those systems currently enrolled in the SRECDelaware Program, are not eligible for this program.
Program Requirements:
1. System must be Delaware-sited. 2. System must be less than or equal to 50kw in size. 3. System must have a final interconnection date of after August 4th, 2014. 4. System must obtain a Delaware Public Service Commission Certificate. The system must be
eligible to create SRECs under the Delaware Renewable Portfolio Standard. 5. System must not have received a Green Energy Program Grant at the pre-Aug 4th, 2014 levels.
Facilities that have not yet received their grant may opt to receive the post-Aug 4th grant in order to be eligible for the SREC Purchase Program, however they must complete a new application online at www.GreenGrantDelaware.com in order to receive the grant.
6. Systems must have an online reporting system installed and provide the login information for that system to the SEU. This system does not have to be revenue grade and may be an inverter based reporting system. The system must be maintained and operational for the 20 year life of the contract.
7. Systems must have a revenue grade meter installed. This does not have to be a revenue grade reporting meter, it can be an analog meter, however it does have to be revenue grade and installed after the inverter and measure AC output of the system. If a revenue grade reporting meter is installed, no additional revenue grade meter is required. Note that the utility installed meter is not sufficient to meet this requirement nor is the inverter based meter.
8. The customer must provide access to the system to the SEU upon reasonable request for the life of the contract, and must not impede the SEU from making modifications necessary to ensure creation of the SRECs covered under the contract.
9. Part 2 of the application must be submitted within 3 months of the interconnection date.
Application Process:
The application has two parts, an initial part (Part 1) and a final part (Part 2). Completing Part 1 shows that you have demonstrated interest in the program, but does not reserve funds. Funds will be allocated upon receipt of the Part 2 application and all of its necessary materials.
The Part 1 application requires the following information:
Property Owner and System Owner information: address, utility provider, and Taxpayer ID Rebate Recipient information Solar Array information: system size, module/inverter manufacturer, module/inverter type, system
tilt and azimuth
The Part 2 Application requires the following information:
Rebate payment information: the details of the bank account to which the rebate payment should be sent
Interconnection Details: interconnection date, Delaware PSC Certificate number, final system size, and county location of system
Online monitoring information: online monitoring manufacturer, online monitoring website, username, password
GATS Schedule A form: A signed Schedule A (provided by SEU) to allow for registration on PJM-GATS
Renewable Energy System Photo Meter Photo Transfer Agreement: A signed copy of the Transfer Agreement (provided by the SEU) ROA form: A signed copy of either the leased or non-leased ROA form (provided by SEU) to
allow for registration of the system in Pennsylvania

Consents will be considered null and void and the assignment of rights terminated.
5. The assignment of rights that occurs within this Consent does not absolve the Generator
Owner from upholding any contractual obligations that exist outside of GATS.
6. By executing this Consent the Generation Owner represents it does not have any
contractual obligations that would preclude the execution of this Consent.

All information on this Generator Owner’s Consent must be typed or neatly printed in blue or
black ink as follows:
1. Fill in the Generator Owner’s full legal name, i.e. ABC Domestic Energy Company, Inc.
2. If first checkbox selected, fill in the Account Holder’s full legal name, i.e. ABC Domestic Energy
Company, Inc. If Generator Owner is an individual who wishes to manage their own system then

By signing this document, the facility owner , recognizes that theAECs generated by the facility are owned by the above named party per the terms and conditions of the formal contract between the above named parties. This document only constitutes proof of a relationship between the parties named above and does not dictate the terms of the agreement. This document is to be used by the Commonwealth of Pennsylvania to record the facility location’s name, the party which owns the AECs and the contract expiration date. Arrangement for compensation for these AECs is not defined by this contract. The Commonwealth of Pennsylvania shall not be responsible for the interactions between the facility owner and the owner of the AECs. The undersigned state that the facts set forth in this document are true and correct and understand that the statements herein are made subject to the penalties of 18 Pa.C.S. § 4904 (relating to unsworn falsification to authorities).
