Upgrading K-12 Networks for Digital Learning
August 8, 2016
Upgrade the Internet access in every
public school classroom in America so
that all students can take advantage of
the promise of digital learning.

The Clovis Municipal School District can attribute a measurable increase in reading and math proficiency to the digital curriculum offered by Pearson's SuccessMaker.
Clintondale Community Schools (MI) "flipped" their 9th grade classrooms and saw increased test scores and graduation rates
School of One sites in New York build a personalized learning experience for math students leading to gains 1.5 times the national average
Digital learning is transforming education
Montana Digital Academy available in 97% of high schools and offers every course needed to graduate

I have always believed that every child can learn-no matter their
circumstances or background. But as leaders, we must also give
our students the tools they need to succeed…that means
providing every school with access to high-speed Internet
For many of New Mexico’s kids, this commitment will be a game-
changer, allowing students to access tools and content where it
matters most: in the classroom.”
Governor Susana Martinez

Bandwidth needed over the next 20 years
Bandwidth needs are growing 50% per year in schools using digital learning
~35x growth
Why should schools upgrade, and why now?
E-rate funding and rule changes have created an
UNPRECEDENTED, SHORT TERM OPPORTUNITY
to connect schools to fiber and create more upgrade options
We help accelerate
broadband upgrades.
We work with providers to…
Our district consulting team works with school districts to help them understand the opportunity to upgrades and work with providers to ensure students get the connectivity needed to meet those goals.
Connect schools to fiber
Upgrade schools to minimum goals of 100kbps/student
Our message to districts
• Bandwidth demands are increasing dramatically, you need networks that can support this long-term growth
• Technology infrastructure purchases should therefore be thought of as long-term investment decisions
• E-rate modernization will provide more money and more options for you to make the technology infrastructure purchases you need
• You have a limited time to act• Fiber construction opportunity ends in 2018• Wi-Fi budget must be used by 2019
• You should talk to providers to find out your options!
Our programsOur consulting programs are designed to help districts work with providers to upgrade
Champion districts towards upgrades based on research findings
Research technology and provider options by engaging with the provider community
Help districts release and manage high quality 470/RFPs and understand rules
Provide technical and implementation support as needed towards success
Understand and provide education for districts to get their buy-in towards upgrades
Great progress in New Mexico in 2015
• Supported 20 Districts in New Mexico with upgrades
• 12 districts had full pre-post RFP support and went to RFP
• 8 districts that did not engage in pre-RFP work but went to RFP
OutcomeWhat We Did
• Assessed landscape and surfaced potential broadband savings opportunities
• Encouraged providers to respond to RFPs by presenting compelling information on available E-rate funding
• Recommended and supported a RFP for lit fiber, leased fiber & fiber construction to address need for scalable bandwidth capacity for districts
• Received 23 RFP responses across 8 districts (known so far)
• Conducted cost analysis on RFP bids received to support districts’ evaluation efforts & eventual selection of network solutions
Who We Supported
EducationSuperHighway supported 20 districts seeking procurements in the 2015-2016 cycle

Going forward
• Help service providers find K-12 opportunities• Compare & Connect K-12, service provider view coming soon
• Generate qualified leads for service providers:• Identify districts that need upgrades and network builds• Educate districts on the opportunity to act now• Generate qualified target lists of schools needing upgrades
• Support streamlined and efficient bidding• Help districts create high-quality technical specs for RFPs• Inform service provider community of bid opportunities
OUR GOAL: Connect school districts and service providers to drive upgrades while enabling both to take maximum advantage of E-rate funding and options
Key questions for service providers
• We work with service providers to identify opportunities to align with school districts in need:
• What is your service area?• What are your service offerings?• Where are you interested in expanding?
