About This Guide: The AFM Electronic U. S. Congressional Voting Guide was developed as both a resource and as a tool to help our members keep up with the voting records of Members of the United States Senate and the United States House of Representatives. Issues included here are relevant in that they have a direct impact on musician's abilities to secure employment and provide for their families. This electronic guide covers critical legislation voted on in the 112th Congress of the United States. A Congress lasts two calendar years (1st and 2nd Sessions). Also, a session coincides with two year elections of Members to the U.S. House of Representatives. Members of the Senate are elected for six year terms beginning with the first year of their installation in office in Washington, DC. Votes are listed first in the Senate and then in the House of Representatives. Members are listed by state according to the abbreviated designation [e.g. Arkansas (AR) and Arizona (AZ)] not the alphabetical spelling of the state. A "" indicates a YEA or YES vote and an "X" indicates a "NAY" or NO vote. Please refer to the Legend at the beginning of each chamber's vote for more detail.

With each new opportunity, we establish new programs with one goal in mind – to promote innovation and align your Union with fast moving changes in music and technology. As a member of the largest union in the world representing the interests of working musicians, you can be assured that modernization and mobilization are priorities in promoting policies that will help us build the union of the future. Our professional and personal lives are certainly affected by legislation adopted by Congress in Washington DC or in state legislatures. Thus, it is imperative that we act. With each passing day, it becomes clearer that AFM members cannot simply cross their fingers and hope that those who control critical legislative matters that affect us will see things our way. From the safety of the food we eat to the protection of our creative intellectual property, from how much you earn as artists to our right to safely transport our instruments aboard an aircraft, Congress makes laws that either advance or adversely affect our careers. To promote awareness about our lawmakers’ activities, we have developed the American Federation of Musicians Congressional Voting Guide. We have posted this valuable tool online for easy access. Please use it to build legislative awareness, to engage other AFM members in legislative activities and help the AFM build legislative strategies by keeping close tabs on the voting patterns of the people elected to serve you. This book covers AFM-specific legislation decided in the 112th Congress from January 2011 to December 2012. Take a look at the issues and see how your Congressperson voted. Was the legislator sympathetic with AFM interests, or not? Share what you learn with other AFM members. Then, consider joining the new AFM Legislative Rapid Reaction Team which relies on the collective strength of AFM brothers and sisters Federation-wide to get the union's message out quickly to your Member of Congress at the time of a crucial vote. United States Senate: Senate Amendment No. 1465 to HR 3630 - Unemployment Insurance [UI] Extension H.R. 3630: Middle Class Tax Relief and Job Creation Act of 2011 With the downturn in the US economy, many professional artists and their families were compelled to take advantage of hard earned dollars paid into their Unemployment Insurance accounts. This Two Month UI Extension/Payroll Tax Holiday Extension amendment extends the 4.2 percent employee payroll tax rate; extends Medicare payments rates to doctors and extends the unemployment insurance (UI) program for the long-term jobless. It is offset by an increase in loan fees levied by government-backed mortgage lenders Fannie Mae and Freddie Mac for guaranteeing loans purchased in the secondary mortgage market. United States House of Representatives: National Endowment for the Arts HR 1: Disaster Relief Appropriations Act, 2013- Funding for the National Endowment for the Arts (Walberg Amendment) The National Endowment for the Arts provides funding the helps fuel budgets of AFM represented musicians in American orchestras and supports valuable professional venues that also present AFM musicians in folk, jazz, classical, and other genres of music in communities across the country. Representative Tim Walberg (MI-7) introduced an amendment to HR 1 that sought to reduce funding for the National Endowment for the Arts by $20.6 million. Date of the Vote: February 17, 2011 Roll Call Vote Number: 68 Pro AFM Vote: Nay (X) HR 2584: Department of the Interior, Environment, and Related Agencies Appropriations Act, 2012 Funding for the National Endowment for the Arts Title III: Related Agencies- Walberg Amendment Representative Tim Walberg (MN-7) introduces an amendment that reduce as funding for the National Endowment for the Arts by $10.6 million threatening budgets of NEA recipient arts agencies across the country.
