POPULATION OF KENTUCKY: .APRIL 1, 1950

The total population of Kentucky on April 1, l950, was 2,944,806, accbrding to final figures ror the State released today by Roy V. Peel, Director, Bureau of the- Census, Department of Commerce, During the p:i:-evious 10 years, the population of the State increased by 99,l79, or 3.5 percent, over the 2,845,627 inhabitants enu­merated in 1940. .Among the States, Kentucky ranked nineteenth in population, The 1950 popu­lation of Kentucky was about 40 times as large as the 1790 population of that part of Virg~nia which became the State of Kentucky in 1792.

Kentucky has always been a St;ate with the preponderance of its population living in rural terrftory. In 1950, according to the new urban def'ini tion, Kentucky had.1,084,070 persons Uving in urban territory and 1,860,736 in .rural terri­tory. The urban population comprised 36.8 per­cent of the total population of the State,

Between 1940 and 1950, 42 of the 120 counties in Kentucky increased in population, The most rapid rate of growthwas experienced in Hardin County, which gained at the rate of 72.8 percent. The largest numerical increase was re­corded in Jefferson County, which had again of 99,223. The counties in Kentucky ranged in size :from Robertson with a population of 2,881 to <lef"ferson with a population of 484,615,

There were 333 places in Kentucky incorpo­rated as cities or towns in 1950 and 37 unincor­porated places of 1,000 inhabitants or more, There were 1,194,107 persons livi.ng in the in­corporated places, 208,368 of whom were in the 255 places with fewer than 2 ,500 inhabitants. Of" the '74,352 persons in the unincorporated pieces, 43,203 were in the 31 places with fewer than 2,500 inhabitants. The incorporated places

ranged in size from Oase~ville town with a popu­lation of 73to Louis~ille city with a population of 369,129.

Under the urban definition established for use in the 1950 Census, urban territory has been defined to comprise (a) places of 2,500 inhabit­ants or more incorporated as cities, boroughs, towns, 1 and villages; (b) the densely settled urban fringe, including both incorporated and unincorporated areas, around cities of ):J.P ,ooo or more; and (c:) unincorporated places of 2,500 in­habitants or more outside any urban fringe. All other territory is classifi.ed as rural. Accord­ing to the definition used in previous censuses, urban territory was designated as all.incorpo­rated places of 2~500 inhabitants or more and areas (usually minor civil divisions) ciassified as urban under special rules relating to popu­lation size and density.

In both definitions, the most important component of the urban territory is the group of incorpoxated places having 2,500 inhabitants or more. A definition of 'urban territory restricted to such places, however, would exclude a number of equally large and . densely settled places, merely because· they were not incorporated places. Under the old definition, an effort was made to avoid some of the more obvious omissions by the inclusi0n of the places urban under special rules. Even with these rules, however, many large and closely buiit-up places were excluded from the urban territory. To improve the situa­tton in the 1950 Census·, the Bureau of the Cen ... sus set up, in advance of enumeration, boundaries

for urban-fringe areas around cities of 50,000 or more and for unincorporated ~laces outside urban fringes. All the population residins in urban-fringe areas and in unincorporated ·places of 2,500 or more is classified as urban according to the new definition. (Of course, the incorpo­rated places of 2,500 or more a~e urban in their own right.) Consequently, the special rules of the old definition are no longer necessary.

According to the new urban definition, the 1950 urban population of Kentucky consisted of: (1) The 985,739 inhabltants of the 68 incorpo­rated places of 2,500 inhabitants or morB; (2)

the 31, 149 inlla bi tan ts of the 6 specially de­lineated unincorporated places of 2,500 inhabit­ants or more; and (3) the 67,182 :persons living in other territory in the Kentucky parts or the urban-fringe areas of Huntington (W. Va.)-­Ashland (Ky •. )·; Cincinnati, Ohio; and Louisville, Ky. Since there vrere no places urban under spe­cial rule in Kentucky according to the old urban definition, the first element comprised the urban population under the old definition. The po:pu­lation of the remaining elements-~98,331--rep~ resents the gain in ~he urban po11u:ation of Kentucky which resulted from tne change in definition.
