    Working and Navigating in G5 for Reviewers

    Step by Step Instructions Step Action 1. When you click the link for the web site, the G5 Home Page opens. G5 is a Portal web site that

    provides access to applications through regions on the web site that are called Portlets. 2. On the G5 Home Page, you may log in using your email ID and password. You may also read

    the Department of Education's terms for using the G5 site by clicking the link. 3. You may also reset your password or register for the first time. 4. After entering your Email ID and Password, you must check the box indicating that you accept

    the Department of Education's terms for using the G5 site. 5. For this example, the Email ID and Password have been completed and the check box for the

    terms has been checked. Click the Login to G5 button to log in.

    6. Once you log in, the system displays what is called My Home Page which is associated with

    your User ID and G5 role. The menu bar displays with the functionality to which you have access. As a reviewer, you will primarily use three of the menus which are:

    Step Action Main - to access and update G5 User ID and profile information online. Grant Setup - to complete reviews. Logout - to log out of G5.

    7. Note: When you highlight each menu item, the sub-menus for that menu item display. You

    may highlight the function you need to perform and click it. With the exception of the Reports menu, each menu item has 3 levels which are indicated by their color coding on the screen shown: (1) Main (Example: Main) (2) Sub-Level 1 (Example: Help) and (3) Sub-Level 2 (Example: Online Training).

    8. Also Note: If you prefer to use the keyboard only, you can navigate using the following key

    strokes: Tab Key - moves you from the menu level you are on down to the next lower menu level. Shift + Tab Key - moves you from the menu level you are on up to the next menu level. Right and Left Arrow Keys - move you from one main menu item to the next main menu item. Up and Down Arrow Keys - move you from one sub-menu to another sub-menu on the same menu level (e.g., moving between Formula Grants and Discretionary Grants or moving between Grant Team and Grant Schedules). Enter Key - opens the screen for the function you have highlighted.

    9. As a reviewer, the competitions to which you are assigned display. Each competition has a hyperlink under the Tier No. column which you can click to view the competition information.

    10. Click the appropriate link to display the panel you would like to view.

    12. The application information displays and shows the status of where you are in the review

    process. For this example, one of the applications has been reviewed and the Technical Review Form has been submitted. The other two applications have not been reviewed. Click the < Previous button to return to the panel information screen.

    13. Click the < Previous button to return to the main My Home Page screen.

    14. Click the Vertical scrollbar to scroll down to the bottom of the screen. 15. At the bottom of the My Home Page screen, there are sections for News and Events, G5 Web

    Site Hours of Operation and Frequently Asked Questions (FAQs). 16. Click the Vertical scrollbar to scroll back to the top of the screen. 17. You are now ready to begin working in G5. 18. Congratulations! You have successfully learned basic navigation in G5 for reviewers.

    Review Applications

    Step by Step Instructions Step Action 1. Click the Application Review menu item to begin the review process.

    2. Click the button to the right of the Form Type field to display the list of form types.

    3. Select the Technical Review Form list item.

    4. Click the Select button to mark the competition panel for which you want to review

    applications.

    5. Click the Continue > button to move to the Conflict of Interest screen.

    6. Note: The Conflict of Interest (COI) screen will only appear the first time you access a panel.

    If you realize that you have a conflict after you have started reviewing applications, you can update your COI status. Please refer to the topic entitled "Update Conflict of Interest Status."

    7. Click the Vertical scrollbar to scroll down. 8. Decision: Decide if you have a conflict of interest and make a selection from the options listed

    below.

    9. Click the No option for the first application.

    10. Note: You can click the COI Indicator for multiple applications before proceeding. For this

    example, the "No" choices have been selected for each application listed. 11. After completing the COI Indicator as "No" for each application, click the Continue > button

    to move to the Application Review List tab.

    12. Click the Select option to mark the first application listed.

    13. Click the Continue > button to move to the Question Groups/Topics tab.

    Step Action 14. The form opens on the Main Questions tab. The Question Summary tree is displayed on the

    left-hand side. Note: As soon as you engage this screen, the system displays a clock on the right-hand side which will count down to the standard timeout for a G5 session. The session will timeout in 20 minutes, however, you will be able to click a button to continue your session without interruption. Also Note: You may also navigate using your Tab, Shift Tab and Arrow keys on the keyboard.

    15. Click the Vertical scrollbar to scroll down and view the action buttons. 16. Two of the action buttons at the bottom of the screen are View Comments and View e-

    Application. If you click on View Comments, you will see comments from the program office regarding the review. Clicking the View e-Application button will take you to a screen where you may view and/or print any of the applicant's forms.

    17. Click the appropriate menu item to display the first question.

    18. The first question displays. For each question, there is an Answer section, Question

    Score box and an Answer Complete box. Questions will either be free-form where you can write a narrative or have a list from which you will select the answer.

    Step Action 19. For this example, the answer and question score have been completed. 20. Note: You may spell check your work at any point by clicking the button.

    Click the Answer Complete? option to indicate that you are finished with the question.

    21. Click the Save button to save your work.

    22. Note: After you click the Save button, the first question is updated in the Question Summary

    tree with a green check mark. 23. You may repeat the process for each of the questions. This is a sample of a completed Main

    Questions tab. 24. Click the Continue > button to continue to the Priority Questions tab.

    25. The Priority Questions are completed in the same manner as the Main Questions.

    Note: Not every review includes priority questions. If your review does not have priority questions, you may click the Continue button at the bottom of the screen to proceed to the Summary tab.

    26. Click the Vertical scrollbar to scroll down. 27. Click the appropriate menu item to display the first question.

    28. The question displays. Just as with the main questions, for each question there is

    an Answer section, Question Score box and an Answer Complete box. Questions will either be free-form where you can write a narrative or have a list from which you will select the answer.

    29. Note: You may spell check your work at any point by clicking the button. For this example, the narrative and score have been completed.

    30. Click the Answer Complete? option to indicate that the answer is complete.

    31. Click the Save button to save your work.

    Questions. 37. The Review Summary for Questions shows the breakdown per question for both possible

    tab where you need to make updates. Otherwise, you can proceed.

    from the options listed below.

    49. Note: You can click on the appropriate link to access the form you will need to fax to the Department.

    50. This screen shows the sample form for a compensated reviewer. 51. This screen shows an example of the form for reviewers who do not receive compensation. 52. Click the Yes option to mark the PR/Award Number(s) for which you have a conflict.

    53. Note: You may have one or many conflicts and you can mark as many COI Indicators as

    needed before proceeding. This example will continue with one conflict. 54. Click the Continue > button to continue.

    55. Important Note: Once you have indicated a conflict of interest, you will be blocked and

    unable to access the competition. At that point, you may work with the Department's program office to remove that application from your list and restore your access to the competition.

    56. Click the Home menu item to return to the My Home Page screen.

    You have successfully indicated a conflict of interest for an application. End of Procedure. Remaining steps apply to other paths.

    58. Click the Vertical scrollbar to scroll down to the action buttons. 59. Note: The saves you have made at this point have changed the status of the Technical Review

    Form (TRF) to Draft. For the system to consider the TRF as submitted, you must actually click the Submit button. Click the Submit button to submit your work.

    60. The system displays a message indicating that the TRF has been successfully submitted. 61. Click the Vertical scrollbar to scroll down again. 62. Click the Done button to return to the Panels List tab.

    63. Click the Select option to once again mark the same panel.

    64. Click the Continue > button to once again display the Application Review List tab.

    65. Note: The TRF you completed is now in Submitted status.

    The other two TRFs in this example have not been started, therefore they do not have a status.

    66. Next Steps You may repeat the steps for the TRFs for each application until you have reviewed and scored each of them.

    67. Once you have reviewed all the applications and submitted your work, click the Home menu item to return to the My Home Page screen.

    Step by Step Instructions Step Action 1. Click the Application Review menu to begin the process of submitting previously

    saved Technical Review Forms.

    5. Note: The completed Technical Review Forms for the applications are currently in

    "Draft" status. Each of the draft forms also has a Submit box which can be checked to submit the review form for the application. Multiple forms may be submitted at the same time.

    6. Click the Submit option for the first application to be submitted.

    7. Click the Submit option for the second application to be submitted. Note: You may

    repeat the process for as many forms you would like to submit.

    Step Action 8. Click the Submit Selected button to submit the scores for the applications you have

    marked.

    After reviewing your work, click the Submit button to submit them to the system and save your work.

    11. Note: You can re-query the panel to ensure that the Technical Review Forms were

    submitted for the applications. 12. Click the Select button to mark the same panel for re-query.

    13. Click the Continue > button to display the Application Review List tab.

    Update and Submit a Previously Submitted Technical Review Form

    Step by Step Instructions Step Action 1. Hover over the Grant Setup menu and click the Application Review menu item to

    begin the process of updating a technical review form.

    2. The Panels List tab displays with your panel.

    Click the Vertical scrollbar to scroll down. 3. Click the Select option to mark the panel.

    4. Click the Continue > button to continue to the Application Review List.

    Step Action 5. Click the Select option to mark the application you want to update.

    6. Click the Continue > button to continue to the Main Questions tab for the application

    you selected.

    7. You may update any or all of your answers and scores. For this example, the Need for

    Project question will be updated.

    Click the appropriate menu item at the topic level.

    8. The question displays with your original answer(s).

    Click the Vertical scrollbar to scroll down and view the entire question as well as the action buttons.

    Step Action 9. Click in the Weaknesses field to highlight your original answer.

    10. Press [Delete] to delete your original answer. 11. Enter the updated answer into the Weaknesses (Required) field. 12. Enter an updated score into the Question Score: field. 13. Important Note: After you submit for the first time, there is no longer a Save

    button. You must proceed to the Summary tab after you have completed your changes and click Submit again.

    Update Conflict of Interest Status

    Step by Step Instructions Step Action 1. Click the Application Review menu to begin the process of updating your Conflict of

    Interest status.

    2. Click the Select button to mark the panel for which you want to update your conflict of

    interest status.

    3. Click the Continue > button to move to the Application Review List tab.

    Step Action 4. Note: In this example, the reviewer has already scored and submitted two of three

    Technical Review Forms. The third application has a status of Blank since the reviewer opened the application to begin reviewing it and at that point realized there was a conflict of interest. A reviewer may update the Conflict of Interest (COI) status at any point prior to submitting scores for the application in question.

    5. Click the Update COI button to update your Conflict of Interest status.

    6. Click the Vertical scrollbar to scroll down and view the applications and links for the

    conflict of interest forms.
